SILE (Efficient Logistic System In and Out of Ports) project is centered in the development of an efficient management system for freight transportation by road between port installations and near located companies. It is based, among others, in RFID technologies. ComodalWeb2.0 project has as main objective to improve sea logistics co-modality (motorways of the sea) applying a multi-agent, web 2.0 arquitecture, in order to increase collaboration between different port communities, and between port communities and final users, and trying to reduce administrative tasks. Finally, we are starting now a new project in close collaboration with RENFE, in order to develop an electronic platform for web-based information interchange between RENFE and its customers. Final project objective is to develop a logistics management system for railway freight end-to-end transportation. Additionally, we are collaborating in two european projects: “Marnis” project, which is a project under the European Commission VI Framework Programme (2004-2008), acting CONCEPTUAL as a subcontractor of one the partners, the Company PORTEL, which provides telematics services to the Spanish ports. “Skema” project, (Sustainable Knowledge Platform for the European Maritime and Logistics Industry, 2008-2009), which is a project under the VII Framework Programme funded by the DGTREN, acting CONCEPTUAL as a subcontractor of one the partners, the Company PORTEL.

The development of new technological concepts which permits the use of energy sources less polluting but economically feasible, the definition of processes which permits the minimal output of residuals, the promotion of the design of systems which transform energy and the efficient use of energy at different levels, make up the basic objectives of the research carried out in CIDAUT in Energy and Environment. Foundation CIDAUT’s energy and environment department focuses its technological innovation efforts in developing technologies and processes related to renewable energies, being its basic work lines liquid biofuels, solid biomass, hydrogen technologies, energetic design methodologies in building (sustainable building), equipment development for predictive maintenance of fluid energetic systems and development of products linked to generation, transformation, exchange and use of energy. For developing these works, this department has available calculus and simulation codes, including own codes, as well as experimental tools for testing and validating the designed technologies. Moreover, in this department, prototypes and products, in the fields previously described, are designed, developed and materialised. Diesel Engines: • Tests over engine performance. Increase efficiency and reduce fuel consumption. • Assessment and tests to reduce emissions. • Assessment and tests using alternative fuels. • Assessment, design and tests over components and auxiliaries. Liquid Biofuels: • Design of production processes. Fundación TEKNIKER offers collaboration as partner in the 7th

FP In Transport improving the efficiency of the engines, reducing friction and wear of critical components, improving the wear behaviour with new materials and coatings, studying biofuels, and compatibility with materials, studying the maintenance of the critical components, developing and applying sensors for on line oil monitoring and studying the lifecycle of the components, lubricants and fuels. TEKNIKER offers also the possibility of collaboration of two Spanish companies manufacturer of big engines (GUASCOR Power) and small engines (ABAMOTOR Energía). TEKNIKER has a huge experience working with FP7th Projects and has just finished the European Project CLEANENGINE, where new coatings, alternative lubricants and alternative fuels, have been developed and specify, to reduce the friction and improve the efficiency of the engine. The use of biofuels allowed to reduce the emissions but could present problems of dilution in the lubricants that should be avoided by the use of the right lubricants. Another important factor is the use of aftertreatment systems to reduce the emissions of the engines, since the sulphur content of the fuel, can be negative for the efficiency of the aftertreatment systems. For that, the use of lubricants and fuels with low SAP (sulphur, ash, phosphorous) is recommended.

We are interesting in cooperation on following scientific questions: 1) Development of Acoustic Noise Compensation System for vehicles. Microphones are established near an engine, wheels and other sources of noise. The DSP processor models transfer function of space from a source of noise to a driver. Processed and inverted acoustic signal is played inside car salon. It will allow to lower noise level without raising of a thickness and quantity of sound insulator layers. 2) Development and perfection of algorithms for refinement of a driver speech from a noise for accurate recognition of phrases (work in the noisy environment). 3) Development and perfection of algorithms for driver speech recognition with the aim of voice-activated control by car systems. 4) Development of compression algorithms for systems of video registration of surrounding conditions. The system is intended for constant videorecording of road conditions, actions of the driver and other drivers, and can be used with the aim of innocence proof at road accident.

Abstract

The possibility to substitute the few big thermal engines actually installed in an engine room of a ship with many smaller engines is the the main focus of the project. The prosed technology for these engines come from mass-produced engines for the automotive sector. This category represents the state of the art in engine technology and is now reported with high efficiency, very low emission and low cost per installed kW. Furthermore, the use of variable speed gensets, flexible control system, global optimal operating point of the generation system, generation system integrated with the on-board electric power system, electric drive of the propellers and modular design approach also contribute to improve system efficiency and to lower the emissions. The proposed system seems to be suited for repowering existing ships characterized by varible duty cycle, where the time at reduced power is preponderant with respect to the time at full power.

Abstract

Scientific research is aimed on improvement of ecological, economic and power parameters of direct injection diesel engines. It based on optimized correlation between fuel sprays characteristics and combustion chamber parameters. This investigation includes: - Creation of mathematical model of fuel sprays development in a diesel engine combustion chamber in order to determine spray cone angle, average diameter of fuel spray drops and fuel distribution in spray. - Creation of the computer model, which allows: • to observe fuel sprays development in a diesel engine cylinder in any moment of injection, • to calculate characteristics of fuel sprays taking into account the shape and dimensions of a combustion chamber, • to determine position of fuel sprays and their interaction with wall of a combustion chamber, • to determine parameters of injector nozzle holes, providing necessary fuel sprays characteristics, as well as to optimize shape and dimensions of combustion chamber, fuel injection characteristics and supercharging parameters during design stage. Abstract

Marine weather forecast decision support systems are today mainly used for ship route planning, and fleet management. In this project we will create a common transparent platform where all stakholders in the ship's arrival time to berth (such as the ship's Master, the Ship's Operator, the Port and the Terminals etc), will interact in order to find the ship's optimal arrival time considering all possible aspects. That is: time slot management, forecasted weather until arrival, including the optimal speed, fuel consumption and other commercial aspects etc. The main objective is to demonstrate how using a transparent management tool may increase quality, efficiency and effectiveness of a port service.

situation. Recent fact is especially important for big towns, since in the places of traffic jams appearing the concentration of exhaust gases increases in few times more. One of the most frequently occurring reasons of big traffic jams or damage situations is a defective car. The main objective of the project is to research and develop road safety transportation system. It means the elaboration of smart and adaptable transport communication service platform for further improving of the integrated approaches to safety, considering together the infrastructure, vehicles, drivers and other transport users. This is an active safety transport system, connecting transport means in the common information space with possibility of interchange of information about their technical state (if it is dangerous), and makes it possible to correct motion of vehicles (or stop at all) in compliance with taken information. The information about difficult conditions can be transmitted from vehicles to service centers for coordination of transport motion and re-orientation of transport flows. This active safety transport motion system represents transport communication one, including vehicles, equipped by: - several radio-channels for connection “car-by-car”(if the technical state of a vehicle is abnormal), with service center (in dangerous conditions appearing and for control of a car technical state); - GPS for location of a vehicle and correction of vehicle motion parameters; - device for real-time analyses of the diagnostic system data (tester). This system, basing in large extent on sufficiently well-developed technologies (GPS, diagnostic system), in addition with elaboration of radio-channel “car-to-car” and some technologies solutions may be reliable and advanced tool for increasing of motion safety and traffic situation detection.

Abstract

Minsk is sufficiently big town with population is about 2 mln. of inhabitants. This is very big city for Belarus, an problems, connected with improving of city transport motion, are very important. A number of questions are connected with the fact, that Minsk is : - industrial town, including some sufficiently big plants in its territory (Minsk Motor Plant, Minsk Tractor Plant, Minsk Automobile Plant etc.) - problem of transport industrial supplies; - big transport centre - many important traffic flows goes through our capital. We have a Minsk belt highway, but Minsk Railway and Automobile stations are in the centre of town. A number of questions of city logistics demand effective solution, so participating in such important project as CIVITAS II can show for us ways of their solution.

These approaches create conditions for transition from scheduled preventive system of maintenance service to their on-line work. Questions of vibration diagnostics and residual resource forecasting of various mechanisms (pumps, fans, compressors, etc.) including stationary geared systems are enough full developed and

presented in many scientific and technical publications. At the same time questions of methodical and instrumental servicing of the vibration diagnostics under operating conditions are not developed enough fully yet. It is connected with difficulties of identification of defects arising in knots and having parameters of vibrating signal which constantly vary in accordance with changes of speed and loading operating modes of a ship. It is offered to create the methodical and onboard instrumental means allowing by means of continuous vibration monitoring of systems (gear boxes, reducers, etc.) and changing of their vibrating parameters in service, to estimate their technical state and to predict residual resource of their knot elements.

Reducer, used in ships, should possess the following properties: small overall dimensions (improved composition) and mass (to minimize unsprung masses), high coefficient of performance (to provide high efficiency of a driving gear) and reliability. That is why we propose development and production of the driving gears, created on the base of planetary pin reducers (which are also known as cycloid reducers). Due to high-capacity contact in coupling, reducers of this type possess high load-carrying capability and kinematic accuracy. Low sliding friction provide high coefficient of performance. Taking into account wide range of reduction ratios, small overall dimensions and mass, high reliability of such

Abstract

Economic recession and essential reduction of international trade were the most indicative short-term consequences of the current financial and economic crisis. Development of logistical and intermodal transport technologies in Belarus and neibogring EU member countries allows to optimize transport expenses on transportation and logistics of cargoes to/from the countries of the European Union and to promote the increase in volumes of international trade and restoration of economic growth. The special role in maintenance and transport streams service between the countries of the European union and the CIS countries (Russia and Kazakhstan), to Central Asia and China belongs to Belarus which has two Pan-European transport corridors, coded in the international classification by numbers 2 (West-east) and 9 (North-south) with branch 9b. The common European transport corridor №2, which connects Germany, Poland, Belarus and Russia, is defined by the European Union as having higest priority among Kritsky corridors, because it have a great value of trading streams passing on it between the East and the West. traffic through Belarus on this corridor in 2009 made 9,3 million tons, 56 % of them by rail. The intensity of movement on separate sites of highway М-1/Е30 of the All-European transport corridor №2 on the territory of Belarus reaches 8500-10000 cars a day. Introduction and development of logistical and intermodal technologies in Belarus can rise economic efficiency of cargoes movement. It answers not only to interests of Belarus, but also to interest of several EU member states. At the same time, experience of introduction and realization of effective intermodal technologies in Belarus is critically small (only individual examples concerning successful introduction of intermodal technologies, in particular functioning intermodal trains "Viking" (Ukraine-Belarus-Lithuania). The Program of Byelorussians logistical system development has not considered introduction of intermodal technologies as the important direction of increase of logistical system efficiency. Realization of this project urged to promote the use in Belarus world experience of application intermodal technologies in transport and its adaptation to local institutional conditions. Project overall aim: Assistance to development of intermodal transport technologies in interests of Belarus and EU countries-neighbors. The special purposes of the project: The introduction analysis of intermodal transport technologies in Belarus, working out strategy of intermodal transport technologies development in interests of Belarus and neibogring EU member countries, carrying out of system actions for development intermodal transport technologies in interests of Belarus and neibogring EU member countries, creation of the Coordination centre of intermodal transport technologies development. In the framework of this project on the basis of interaction of the Institute of Economics, the Lithuanian innovative Center and the Center of social and economic researches (Poland) the following will be implemented: joint research of the transport and logistical environment of Belarus and neibogring EU member countries, development of prospects of intermodal transport technologies, creation of strategy of intermodal transport technologies development in interests of Belarus and neibogring EU member countries, creation of the Coordination centre of development of intermodal transport technologies, the functions of which comprise carrying out of educational actions, creation of a network of interaction of experts, subjects of managing and state bodies, working out of perspective business projects and decisions in sphere of transport logistics, current monitoring and the analysis of transport and logistical sphere, information project supply. The activities in the project’s frameworks: carrying out of working meetings of experts, representatives of subjects of managing and state bodies; creation of the Coordination centre in the Institute of Economics; creation of the information resource containing the legal, standard information; preparation and methodical maintenance of educational actions (working out of programs, methodical complexes); development of educational courses; carrying out of round tables with participation of representatives of subjects of managing, state bodies, experts, mass-media; the analysis, working out, introduction of effective business decisions in sphere of transport logistics, joint working out of strategy of intermodal transport technologies development in interests of Belarus and neibogring EU member countries.

Main Work Packages The project is pointed at intermodal transport technologies development in interests of Belarus and neibogring EU member countries. As a result of the project the introduction analysis of intermodal transport technologies in Belarus will be carried out, strategy intermodal transport technologies development in interests of Belarus and neibogring EU member countries will be developed, system actions for development intermodal transport technologies in interests of Belarus and neibogring EU member countries will be carried out, the Coordination centre of intermodal transport technologies development will be created The works schedule in project: First year: - Creation of administrative system of the project; - Carrying out of working meetings of experts, representatives of interested subjects of managing, representatives of state bodies; - Creation of the Coordination centre in the Institute of Economics of the National Academy of Sciences; - Research of the transport and logistical environment of Belarus and neibogring EU member countries; - Preparation of information supply of the project; - Creation of information resource (web site) containing the legal, standard information, databases and so forth; - Preparation and methodical maintenance of educational actions (working out of programs, methodical complexes). Second year: - The training organization: definition of participants, dispatch of the information and invitations; - Carrying out of educational courses; - Carrying out of round tables with participation of representatives of subjects of managing, state bodies, experts, mass-media; - Working out of business projects and business decisions; - Working out of strategy of intermodal transport technologies development. Methodology: Qualitative and quantitative study; analysis of conditions of project realization, ordering of information about economic and social situation in project regions, forecasting of different variants of effects of project realization; interpersonal communications in project working groups, communications with target group, remote informing; monitoring and evaluation – the project will embed a system of monitoring and evaluation in the project design. Means for implementation: The project will borrow from both physical and human infrastructure that project organizers and partners possess. Human resources will be available from the participating organization. Some equipment (notebooks, communication, etc.) will be necessary to complement the existing resources. The structure of management of the project: Project management structure consists of: Joint Authority Project Management , which consists of one responsible representative (the heads of organizations and organizational units included in the project activity) from the partner organizations, project director from a beneficiary. Project management structure includes two project coordinators from each partner, project assistants, financial coordinators, research staff and experts.

Shipbuilding (Machinebuiding) technology includes a wide range of activities and elements. The main sub-sectors within the technology industry are resource based industries, ship design, construction and repair, offshore and coastal engineering, transportation systems, pollution control, waste treatment, renewable energy, coastal development, research and leisure-related service providers and industries. Now Shipbuilding (Machinebuiding) industries are facing new challenges in renewable energy, offshore constructions, ecological engineering and other activities. Technology becomes a factor of success. The leading engineering companies are based in Germany, Sweden, France and the opposite situation is on the sought eastern coast- Russia, Belarus. Facing the described issues Republican Centre for Technology Transfer (Belarus) is initiating the project “Shipbuilding (Machinebuiding) Transfer Technology network”. The main project idea is to develop a technological and business cooperation platform among Shipbuilding (Machinebuiding) industries and education institutions for technology transfer, increasing regional competitiveness in a global Shipbuilding (Machinebuiding) engineering market, developing the sustainable industry growth. To establish a business practice transfer tools and business relations among partner regions. 5. To develop, collect and evaluate the knowledge for effective and sustainable development of Shipbuilding (Machinebuiding) industry. Project activities 1. Preparation of technology development and implementation study - competitiveness of SMEs in Shipbuilding (Machinebuiding) market. Technology development and implementation study is prepared by educational institutions with the main purpose - to collect the information on market reflections, technologies developed, main industry directions and possibilities focusing on SMES in Shipbuilding (Machinebuiding) industry. This document will serve as main guidelines for all project activities. It will be a source of information for technology transfer, educational and production capacities in different partner regions. 2. Development of a common framework for the Shipbuilding (Machinebuiding) education in the partner regions. Bridging the gap between education and industry- triple helix understanding of Shipbuilding (Machinebuiding) education. Development of “Technology development and implementation study” will establish communication between entrepreneurs and education institutions from different partner regions. In order to develop a long lasting cooperation, common innovation development and transfer understanding it is necessary to create a study of marine education among partner regions initiating discussions between business and education actors on the Shipbuilding (Mashinebuiding) education, develop the common scope of competences needed for the industry growth in EU. 3. Creation of technology transfer network. Shipbuilding (Machinebuiding) Technology transfer network is a web based tool for science and business communication. It will be used for finding scientific or business partners for right solutions or technology. Shipbuilding (Machinebuiding) Technology transfer network will be established as a web location, with database information on Shipbuilding (Machinebuiding) technologies, laboratory capacities, company and institution data, legislative information and other communication activities needed for stimulating technology implementation and international communication among industry actors.

Abstract

Normative ensuring of a common economic (and firstly, transport) space forming is of special interest for Republic of Belarus, since this process is called to guarantee social-economic necessities of a society, as well as to stimulate in much degree integration processes in different spheres. In any event essential social phenomena are connected with public conveyances, which are important elements of ensuring of sustainable development. People migration, urbanization and problems of big towns, life level equalization - all this factors have their own transport constituent. EU transport legislation is essential different by structure and aplication principles from normative base, acting in Republic of Belarus and other post-USSR countries. Existing deficiencies of legal regulation of activities for rendering of service by public conveyances, including international motor transportation of passengers, imbalance of applied legal norms, technologies and standards are barriers for tourism and market development. Forming of harmonized legal space promotes development of international economic relations, that for one's turn will approach Belarus to EU standards. Joining of our country to general regulations, applied in international traffic of passengers, takes a special place in this process. Addition of Republic of Belarus to the system of international compacts and conventions, related to public conveyances, as well as garmonization with EU approaches of standards and technologies in the sphere of long-distance traffic of passengers will create real prerequisites for functioning of general market of transport services, including Republic of Belarus.
