Introduction The National Education Inspectorate (NEI) is responsible for making an assessment of the standards attained by the students in our primary and secondary schools at key points during their education. It is the aim of the NEI to report on how well students perform or improve, as they progress through their schooling and learning life. The NEI is also charged with the responsibility to make recommendations to support improvement in the quality of the provision and outcomes for all learners. During school inspections, our trained inspectors observe classroom lessons, interview members of the school‟s staff, students individually and in small groups. Inspectors also look at samples of student work and study various school documents provided before and during the inspection. Additionally, School Inspectors hold meetings with the principal and senior members of the staff to get clarity on their roles and responsibilities at the school. Please see the Inspection Indicators (Appendix 2) used by School Inspectors to assist in forming judgements about a school‟s progress.

Key Questions The inspection indicators are structured as a set of eight key questions that inspectors ask about the educational provision and performance of every school. These are:

2. How effectively does the teaching support the students´ learning?

3. How well do students perform in national and/or regional tests and assessments? (For infants: in relation to age-related expectations)

The Five-point Scale Inspectors make judgements according to a five-point scale. The five levels on the scale are defined as follows: Level 5 – Exceptionally high quality of performance or provision Level 4 – Good: the expected level for every school. Achieving this level in all

aspects of its performance and provision should be a realistic goal for every school

Level 3 – Satisfactory: the minimum level of acceptability required. All key aspects of

Socio-economic Context

Foga Road High is located close to Denbigh, approximately three miles from May Pen. It opened as a new school in September 2007 in response to a critical need for additional high school spaces in Region Vl. The ground work for the school began in 2007, when the school started operations in rented space, shared with Knox Community College in a factory building owned by Factories Corporation of Jamaica. The school started with 250 Grade 7 students on a single shift. An upper grade was added each year. In 2008, the shift system was introduced to accommodate the growing student population. However, in 2009, the school was relocated from the shared facilities to its present site in a newly renovated factory building accommodating all facilities under one roof; canteen facilities, classrooms, administrative blocks, laboratories and sick bay. In September 2010, sections of the new facilities were reconfigured to house additional classrooms. In addition to this, a new block with three classrooms has since been added. As at 2011, the school has a student population of over 900 students and has expanded to accommodate Grade 11. There are small and medium sized business entities as well as many self-employed skilled persons in and around the community. Some persons are involved in small farming, goat rearing, fishery and shop keeping. A few parents are employed to the Jamaica Aluminium Company (JAMALCO) Bauxite Company. Students come from a wide cross section of communities such as; Mineral Heights, Caanan Heights, Milk River, Osbourne Store, Milk River, Mocho, Old Harbour, Porus, Rock River Chapelton, Palmers Cross and Bucknor. There are 302 students on the Programme of Advancement Through Health and Education (PATH).

Executive Summary

The overall effectiveness of the school

The overall effectiveness of Foga Road High School is satisfactory Leadership and management is good The school is defined by strong visionary leadership with clear focus on improvement which the Principal has communicated through a range of documented policies and procedures: these provide useful guidance to staff, students and parents. The Principal encourages staff teamwork, and has appropriately delegated responsibility for leading aspects of the work of the school. A range of methods is deployed for effective self-evaluation. The School Board supports the school in a number of ways, including assisting with fund raising and staff development. There are productive links with local schools, business enterprises, parents, external support agencies and community groups. Teaching and learning is satisfactory Most teachers have a good knowledge of their subject, show confidence in presenting lessons to help students understand concepts. Though some teachers have satisfactory knowledge, they do not utilize effective teaching methods to demonstrate their knowledge of how students learn. Many teachers do continuous assessment of students understanding during lessons, through questions, chalkboard activity, seatwork and group activities. In many classes students are enthusiastic during lesson. In some cases, however, students responses are lack-lustre; they behave well during lessons but show little enthusiasm. Performance in English and mathematics is not applicable (This cannot be judged as no cohort has yet sat the Grade 11 terminal examinations) Students at Foga Road High will sit national examinations in June 2012. Therefore, the usual process for assessing performance does not apply. Progress in English and mathematics is satisfactory Most students entering Foga Road High School in 2007, not only performed well below the national averages at 30 per cent but most entered reading well below their grade level. For example, of the students in the first cohort many were reading two levels below the Grade 1 at pre primer and the primer levels and only about 40 per cent were reading at the Grade 5 level. There are no national examinations results against which to compare and assess the progress of this cohort of students since they will enter fifth forms to sit CSEC examinations in June of 2012. However, 48 students were entered in 3rd and 4th forms, to sit two subjects (Math and Social Studies). Four (4) students passed mathematics at Grade 2 and Six (6) students passed at Grade 3. One student, who sat and passed mathematics at Grade 2, entered the school reading at the Primer Level. Overall, students’ personal and social development is satisfactory Students‟ behaviour is satisfactory in lessons and around school compound. Some students arrive late for devotion and for school. However, most attendance registers do not reflect unpunctuality. Most students have good awareness and understanding of national identity

and civic responsibility as well as economic issues. They also have sound knowledge and understanding of national and global environmental issues. The school’s use of its human and material resources is satisfactory There are sufficient suitably qualified and knowledgeable teaching and support staff. Teachers are deployed according to their skills; they attend school regularly and are punctual. All academic staff are afforded regular opportunities for professional development. The premises are clean spacious of good quality and are appropriate for the operation of a controlled school environment. Under one roof, staff and students benefit from good-sized classrooms and additional facilities including, for example, a large hall, a ICT room, and a library. Students have good access to supervised areas, which are well maintained. Curriculum and enhancement programmes are good The quality of the curricula which are supported by enhancement programme are very good. Teachers provide broad, balanced and varied learning experiences for students. Curriculum review is done once per term through staff development where best practices among teachers are shared. Since last school year, in a bid to help students perform and make better progress, weekly planning sessions have focussed on facilitating consistency in the progression of work within grades. The curriculum is enriched by an outstanding range of activities, which greatly extends students‟ all-round educational experience. Overall, provisions for safety, security, health and wellbeing are good The school provides a welcoming environment, under one roof, and safety and security is exceptionally high. Overall, the quality of the indoor facilities is good and well maintained; complemented with bathrooms that are immaculately kept. The emergency arrangements are among the best that can be offered. The main gate is effectively manned by a security guard who monitors visitors to the compound. Students and teachers feel safe at school. The school‟s arrangements for the care and welfare of students are very good. Students say all staff are caring and approachable and committed to promoting students‟ social, emotional and physical wellbeing.

Findings of School Inspection

1) School Leadership and Management

How effectively is the school led and managed by the Board, the principal and senior management team and middle leadership?

Overall, the quality of leadership and management of the school is good School-based leadership and management is good The Principal who built the foundation for a solid working relationship with stakeholders is providing strong but fair leadership which earning her respect from all stakeholders. The Chairman speaks highly of the Principal, describing her as a transactional leader who is approachable, open to ideas but insists on high standards. She displays very strong vision and purpose, and communicates a clear philosophy about what the school stands for and where it is going. She admits to believing in preparation; a strict disciplinarian for planning and insists that responsibilities are executed timely. There is good working relationship among the School Management Team (SMT). Openness and frequent collaboration in planning, stimulates teamwork in the execution of responsibilities. Senior teachers are all aware of their responsibilities and the Principal and Vice Principal work closely with the teachers. The SMT is committed to making sure that all school staff, including the administrative workers are provided with opportunities for relevant professional development, evident through the many workshops they are allowed to attend. The SMT provides both students and teachers with opportunities to develop leadership. The school has extensive documentation of all school activities. However, while middle managers are hardworking and committed, some junior staff members are not very strong working on their own. Self-evaluation and school improvement planning is good There are established activities for the school‟s self-evaluation. Information is shared and feedback is encouraged to enable stakeholders to have a good knowledge of the school and to be able to give specific information on strengths and weaknesses of various aspects of its operation. The School Improvement Plan (SIP) was developed with the involvement of PTA, senior staff, student leaders, bursar, and the Board. During the process, different group sessions were held to analyse data and exchange ideas. For example, the decision was taken to strengthen studies in the vocational areas, and plans are far advanced to realize this. Throughout the year, frequent monitoring of the SIP is done, led by the Principal and the senior staff. Targets are revisited and changes made to the school‟s operations. At year end, the senior staff retreat supports the management of the SIP, for example, the strategies governing GSAT entry and diagnostic test results are evaluated. Appraisals are regularly done and development meetings are held regularly to address weaknesses derived from appraisal findings. However, not all staff members are trained in the administration of the appraisal process. Governance is good Most members of the current Board have expertise that enhances the support that is provided to the school. For example, the Chairman who is a retired educator conducts professional training seminars with staff, and helps with students who are non-readers.

Other members have experience in government, construction and finance. There are a number of sub-committees, including, the Finance and Personnel Sub-committees. These sub-committees meet as the need arises and report to the Board on their activities. In particular, the work of the finance subcommittee ensures that the Board is actively involved in the financial decisions and approves financial proposals. The Principal is held accountable by presenting a report at Board meetings. Additionally, members of the Board and the Chairman visit regularly and talks to staff and students to heighten their governance over school operations. Relationship with parents and local community is good The school has good structures to facilitate communication with parents. These include formal reports from the school twice per year regarding students‟ progress, phone contacts, written notices regarding school activities and sending text messages. In addition, parent conference days are organised for different grades, as well as a number of grade meetings. Parents are frequently called in and may also arrange to meet members of staff on an individual basis. Principal and staff have very good relationship with parents. Parents enjoy an open door policy to the school and they find „texting‟ an effective means of communication. The school makes good efforts to encourage parental involvement in the life of the school. For example, the school create leaflets with suggestions on how parents can help their children learn. The community is also supportive of the school and in return makes use of the facilities, such as the playing field. Teachers conducted classes preparing community members and ancillary works for JSC examination, and some were successful.

2) Teaching Support for Learning

How effectively does the teaching support the students’ learning? Overall, teaching in support of learning is satisfactory

The teachers’ knowledge of the subjects they teach is satisfactory Most teachers have a good knowledge of their subject. They are confident in delivery, presenting lessons in a variety of ways and are able to provide information which help students to understand concepts. Some however, though they have satisfactory knowledge pass on the wrong concepts, for example explanations and examples are given to show that „the phenotype of an individual results from dominant traits.‟ Many teachers show their knowledge of how best to teach their subject by doing a recap of work previously done to allow continuity and to ensure that students understand. While other teachers use effective questioning and interesting examples to stimulate students‟ interest and participation. Regrettably, some teachers dictate notes, and work lacks differentiation, resulting in some students not being engaged and others not challenged in lessons. Teaching methods are satisfactory Almost all teachers produce detailed lesson plans with clearly stated objectives, and some interact well with their students in providing a supportive learning environment. Activities however, are not always appropriate to support learning. Most teachers manage their time efficiently with satisfactory pace in lesson by holding students‟ interest, while a few resort to writing notes on the chalk board for students to copy, resulting in slow paced and incomplete lessons. Some teachers do not sufficiently utilize resources to enhance lessons and the use of ICT is mostly ineffective. Many teachers employ a limited range of teaching strategies with limited differentiation and many lessons are too reliant on teacher centred delivery. Opportunities for collaborative learning are inadequate. Some teachers fail to motivate students and cater for the less able. However, some teachers make effective use of resources such as hand-outs, multimedia projectors, computer and text books. Students’ assessment is satisfactory An assessment policy exists and well organized records of students‟ performance are kept and used effectively to ascertain students‟ strengths and weaknesses. Students are encouraged to examine critically, their work to ensure that comprehension of concepts is achieved. A range of questions are used to test students‟ understanding of concepts. Computers are sometimes used in lessons to encourage student self-assessment. In some lessons, written work is checked and students given helpful feedback to improve their learning. However, in some classes, students sometimes answer in chorus; making it difficult for the teacher to determine their levels of understanding. Student learning is satisfactory Most students are highly motivated and display positive attitude to work. They participate actively in class activities and have good relationship with each other. Most students help each other through cooperative learning to help each other understand concepts. In a lesson on characterization, for example, the students‟ motivation led them to encourage others to participate and encouraged their peers to behave well. Some students display enquiry and research skills and most are able to apply their learning to new situations and real life. In some cases, however, the students are unable to relate their life experiences to lesson contents.

4) Students’ Academic Progress

How much progress do the students make in relation to their starting points?

Overall, students make satisfactory progress in relation to their starting points Students’ progress in relation to their starting point in English is satisfactory The school received a mixed ability group of students in 2007 in which 45 per cent of those students were reading at the highest level of the reading test administered by the school. In that same cohort, only a few students were at or below the primer level. The gender gap in performance was wide as 53 per cent of the boys were reading at or below level three. Further, all students reading below level one were boys. The cohort showed significant improvement each year, and by 2010, most students were reading at acceptable levels. Students show more progress in English language than in Literature and girls perform better than boys. In reading comprehension, most students are able to explain the gist of a passage and explain the effectiveness of characterization as a literary element. Some students are able to correctly punctuate sentences containing direct speech. Students’ progress in relation to their starting point in mathematics is satisfactory The school has progressed to the point where many students made steady improvement over the four year period. A student, who entered the school reading at the primer level, attained a grade 2 at Caribbean Secondary Education Certificate (CSEC) mathematics. Most students make satisfactory progress during lessons. Some Grade 7 students are able to divide decimal by decimal and correctly represent fractions as decimal and percentage. In Grade 9, most students are able to calculate addition and subtraction operations on algebraic terms, but some had difficulty understanding integers. In Grade 11, most students are able to draw a histogram and frequency polygon. Most are also able to calculate the area of compound shapes by calculating the dimensions of the plane surfaces.

5) Students’ Personal and Social Development

How good is the students’ personal and social development?

Overall students’ personal and social development is satisfactory The students’ behaviour and attitudes are satisfactory Students are friendly, polite and proud of their school. They are orderly around school compound, and obey directional signs. Relationships between staff and students are positive. Most students display satisfactory behaviour in lesson, by being attentive, and they display commitment to learning. For example, in one Grade 11 class, students show good commitment to learning as they worked well and stayed on task on their own. Despite the impressive attitude toward learning by many students, some display a poor work ethic. Punctuality and attendance is satisfactory Attendance is satisfactory with an average attendance at 83 per cent. The school makes good effort to monitor and improve punctuality. However, some students arrive late thus missing morning devotion and the first lesson. In a few classes, the attendance rate is low. The civic understanding and spiritual awareness of the students are good The civic understanding and spiritual awareness of the students are good. Most students are aware of the process of hoisting and lowering the flag. The school has established the culture that the entire school family pauses, wherever they are and stand at attention, as a mark of respect when the flag is being hoisted in the mornings. Most students demonstrate good knowledge of Jamaica‟s national heroes and heroine as they are able to explain why the status was conferred on those individuals. Most students are aware of civic functions and special days including the Governor Generals‟ Award for excellence, Independence Day, Emancipation Day and Heroes Day. Many students are aware of cultural activities at the community level, and they can describe in detail the activities done on these occasions. Almost all students know about Jamaican music, food and dances; for example, „Dinkie Minnie,‟ quadrille and the maypole. Many students see “Kumina” as both as a dance and a religious practice based on knowledge from Religious Education lessons. Students‟ enthusiastically participate in daily devotions. Religious Education classes also provide opportunities for greater appreciation of religious practices and good spiritual understanding. Students’ economic awareness is good The economic awareness and understanding of the students are good. Many Grade 7 to 9 students are able to identify sources of income for Jamaica, for example, exports and various forms of taxes (GCT, Income tax). Most students also show awareness of the relevance of income from tourism and remittance services in boosting the economy. Most students, particularly at the Grades 10 to11 level, are aware of Jamaica‟s borrowing relationship with the International Monetary Fund (IMF) and of the debt burden it places on Jamaicans. Buying things that are made in Jamaica and eating what Jamaica grows, along with studying hard, getting good jobs and working in Jamaica are ways that most students see themselves contributing to Jamaica‟s economic progress.

The students’ knowledge and understanding of their environment is good Many students are aware of the effects of hurricanes, earthquakes, tsunamis, volcanoes, tidal waves, droughts and tornadoes on the environment, and are able to use the last Haitian earthquake as an example of the devastation that can be caused by natural disasters. In most instances, students are able to explain the effects garbage disposal by burning has on the environment, particularly the ozone layer and many upper school students are able to speak to the effects of global warming on the environment. Most students are aware of the effects of improper disposal of garbage on the environment and are able to speak to diseases caused by air pollution and water pollution. Many students are able to explain the impact of cutting down trees. They are able to explain the importance of planting trees to prevent soil erosion. Most students are environmentally aware and take good care of the environment. The students participate in the beautification of the compound and in keeping it clean.

How effectively does the school use the human and material resources at its disposal to help the students achieve as well as they can?

Overall, the use of human and material resources is satisfactory

The quality of human resources is good The school is sufficiently staffed with 52 suitably qualified and knowledgeable teachers with qualifications ranging from diploma to Masters Degrees. The academic staff is ably supported by 20 ancillary and 11 administrative staff. Staff are supported and offered regular training. For example, all mathematics teachers attended a CSEC strategic workshop in February 2012, which resulted in the introduction of the twinning of mathematical concepts. The use of human resources is good The academic staff members all are efficiently deployed, which optimizes the teaching and learning experience. In some instances where classes are overcrowded, two teachers are assigned to a lesson, positively impacts the needs of slow learners. The school has an

elaborate and robust system in tracking and managing teachers‟ attendance, and most staff attends school regularly. Most academic staff members are on time for school. A few teachers arrive exactly at 8 am or later. The ancillary staff members carry out their duties in a structured and business-like manner. They keep the premises immaculately clean, especially the bathrooms. 7) Curriculum and Enhancement Programmes

How well do the curriculum and any enhancement programmes meet the needs of the students?

Overall, curriculum and enhancement programmes are good Provisions for curriculum are good The curricula offer general education that meets the needs of most students. The Reform of Secondary Education (ROSE) curriculum has modified versions, in print, for each subject area. The CSEC syllabus is used in the upper school. Physical education is offered as one of the vocation subjects that modifies the curriculum coverage in Grade 11, and coupled with the addition of Health and Family Life Education (HFLE) students‟ personal development is enhanced. Curriculum review is done once per term through staff development workshops, where best practices among teachers are shared. The lesson plans are the documentary proof of management in the execution of the modified curriculum. Since the 2010 to 2011 school year, the mathematics department has introduced a strategy to emphasize algebra from Grade 7 in an effort to provide more support to students. Each teacher has an active action plan with SMART objectives, and the Heads of Department (HODs) monitor to ensure continuity, progression and coverage within each school term. Walls are print rich with very informative material to enhance to the curriculum and support students‟ learning. However, the tardiness of the students in applying themselves in some lessons is impeding the continuity of the curriculum, and in some instances there is insufficient coverage. Enhancement programmes are good The curriculum is enriched by an outstanding range of co-curricular and extra-curricular activities, which greatly extends students‟ all-round educational experience. The quality of students‟ personal development is the central feature of the school holistic educational programme. The school has fifteen active clubs that are timetabled for Mondays and Wednesdays, and they are all geared to add value to all students‟ learning. Notably among them is the National Inter-schools Brigade (NIB); this corps of students went through their drills without the presence of a teacher and smartly hoist the National Flag each morning. The science club functions as a homework centre and provides opportunities for students to develop inquiry and research skills. The „Student of the Month‟ appraisal exercise, functions as a motivation to students; and the criteria for selection is based on academic performance. A mathematics club is in place and functions to support and improve students‟ numeracy skills. Many students excel in several extra-curricular activities. For example, students excel at Jamaica Cultural Development Commission (JCDC) speech, music and culinary arts and have been awarded gold, silver, bronze medals. The school has also done fairly well in the Ministry of Education‟s (MOE) poster competition, sports and quiz, the Jamaica Library Service national reading competition, and debating competitions. The school went on to the second round of the Math Olympiad in March 2012.

There are policies and procedures in place to ensure the safety and security of all stakeholders. There is a safety committee led by a safety coordinator; members are identified by specially marked badges. The school is completely fenced and there is 24 hours security presence. The license number of all vehicles entering the premises is noted, and drivers are issued passes that are returned on exit. All visitors entering the school building are fitted with a visitor‟s tag and their names recorded in a log book. Students are issued with a pass to go outside of the main building during contact hours. The school has regular earthquake and fire drills. There are emergency exits for quick escape; approximately six persons at strategic points around the school have keys to these exits. There is a labelled Emergency Assembly Post of which staff and students are aware. Smoke detectors are in every classroom and various other parts of the building. Fire extinguishers are strategically placed at several points of the school‟s compound with guidelines on how to operate them and signs are placed to remind persons not to interfere with them. Safety procedures are written along walls of corridors, for example, „Walk on the left of corridors.‟ Walk in lines.‟ There are posters providing guidance for what to do if there is a chemical spill, civil disturbance, police action in the vicinity and black outs/power failure. School has a fire handler‟s hose and fire hydrant strategically placed with instructions on how to operate it. Instructions for emergency procedures are placed at strategic points around the school giving instructions on evacuation procedures and how to proceed in various types of emergencies in colour code; for example, fire and toxic fumes are coded in yellow, outside disturbances in blue, earthquake, storm, explosion in green, intruders and critical incidents in red. Specially selected personnel are responsible for internal safety. Provisions for students’ health and wellbeing are good The school is governed by a health policy. All relevant staff have current food handlers‟ permits. The nurse provides first aid services, and accompanies students to the hospital in case of medical emergency. She also manages a welfare programme to include meals, sanitary supplies and uniforms for students who need it. The canteen and kitchen are clean,

meshed and there are provisions in place for the proper disposal of garbage. Bathroom facilities are kept in very good condition and girls‟ bathrooms are outstandingly clean. Student and staff have good relationships; some students were observed hugging the Principal. Students say their favourite feature at the school is the relationship with teachers; they feel loved and cared for as teachers go the extra mile to get them to learn and there is mutual respect. The school has an assigned Dean of Discipline and a School Resource Officer, who, along with the disciplinary committee, deal with behavioural problems. There is a chain of command in dealing with disciplinary matters as outlined in students‟ handbook and a structured guidance and counselling programme in place. All Grade 7 classes are timetabled for guidance along with other classes deemed as having critical needs or serious behavioural problems. Teachers are a part of the school‟s mentoring programme; each teacher has at least five students to mentor. The Dean of Discipline, the Guidance Counsellor, the Vice Principal and the school nurse liaise with each other as referrals sometimes have to be made among them. They all have access to students‟ records and telephone numbers for contact with parents in cases of an emergency. Teachers keep track of students‟ attendance through registers and prolonged absences are reported to the Guidance Counsellor who does intervention by calling or visiting as deemed necessary. Arrangements are in place for the suspension and expulsion of students. However there is an over reliance on suspension as a disciplinary option; forty-two students have been suspended since this school year.

Recommendations

We recommend that the school takes the following actions to make further improvement:

1. The Principal and SMT should: a. Design and implement a comprehensive system of discipline that will take into

account alternative measures that will reduce the school‟s over-reliance on suspensions.

2. Heads of Department, supported by the SMT, should: a. Identify weaknesses in the teaching skills among some the teachers and put

strategies in place to eliminate them. b. Ensure that all teachers‟ lesson plans are critically examined for content,

reflection, and creativity of strategies, including the use of ICT.

3. Teachers should: a. Include learning activities in lessons that will stimulate more students to be

involved in their own learning b. Take responsibility for improving the range of teaching strategies and learning

activities used to address the needs of all students.

Further Action

The school has been asked to prepare an action plan indicating how it will address the recommendations of this report. The action plan will be sent to the National Educational Inspectorate and the Regional Education Authority within two months of the school‟s receiving the written report. The next inspection will report on the progress made by the school.

Appendix 3 - National Test Data

Please note: Foga Road High was instituted in 2007. Therefore, there is lack of sufficient school examination data in order to complete the usual school profile. The following data was provided to NEI by Foga Road High.

CSEC: The school has not yet established Fifth Forms but will do so in the 2011/2012 academic year. They submitted entries for mathematics and social studies in the May/June 2011 CSEC examinations. However, the students were drawn from Grades 9 and 10. Nine (9) boys and thirty-nine (39) girls were entered (some sat both subjects while others sat either mathematics or social studies).
