Flotation Devices for Handicapped Persons OnlyThe City of Leavenworth has adopted this policy due to safety concerns. Even an approved flotation device may not always keep a child afloat in a face-up position. Some children become so dependent on the flotation device that this dependency interferes with the development of their personal swimming skills. Flotation devices are not meant to be a substitute for adult supervision. The best way to keep a child safe in the water is for the parent to have their “hands on” the child.
