The Carrol L. Herring Fire & Emergency Training Institute (originally LSU Firemen Training Program) was created by the Louisiana Legislative Act 84 of 1963 “to equip, operate, and maintain an in-service Firemen Training Program.” Act 32, passed in 1970, gave the training program one-fourth of 1 percent of all fire insurance paid in the state, the money to be used “solely for the expenses in connection with the in-service Firemen Training Program and the necessary facilities in connection therewith.”

In 1979, Act 528 stated that “Louisiana State University is hereby officially designated as the agency of this state to conduct, at its Baton Rouge campus, training for in-service firemen on a statewide basis”.

A Facility to Accommodate any Scenario

The Carrol L. Herring Fire & Emergency training facility is located three miles from the LSU main campus in Baton Rouge, Louisiana. One of only a few fossil-fueled training facilities left in the United States, FETI’s large-scale fire training props can both realistically simulate actual industrial emergencies and keep trainees safe through a series of engineered control systems.

Realistic props provide better training opportunities for students. Emergencies unique to the marine environment can be simulated with FETI’s “Tiger Tug.” Tiger Tug is a retired tug boat retrofitted to simulate engine room and other types of marine fires. FETI also uses an out of service DC-9 for training in aircraft emergencies and a UH-1 helicopter for teaching helicopter landing operations. Rescue scenarios such as structural collapse, confined space, and rope rescue can be simulated realistically and safely on the FETI technical rescue field.

Hazardous material emergencies ranging from a small spill to a full-scale disaster with multiple fire exposures can be simulated. FETI Haz-Mat has several engineered railcars, a decon area, and a live-fire Haz-Mat field.

Training Based Upon Real World Needs

The Carrol L. Herring Fire & Emergency Training Institute understands the culture of both the municipal and industrial fire service. FETI programs are built around the shifting needs of both groups. The regional training program places officer-level instructors who work one-on-one with local fire chiefs in the design of personalized training unique to departmental needs and schedules. FETI industrial instructors routinely provide training at plant-sites and remote locations under the direction of safety managers. We can deliver hands-on training anywhere with a fleet of mobile props which can simulate scenarios from fire flashover to high-angle rope rescue.

Medical emergencies account for over 70 percent of fire service calls. Firefighters are now the first contact in a medical system chain of survivability, which begins with first responder patient contact and ends with transport to a medical facility. Recognizing the importance of quality medical care in a fire department’s service delivery model, FETI offers a nationally accredited

Emergency Medical Technician program. The program is also open to non-fire service personnel seeking employment in paramedic careers.

As the role of the fire service changes, FETI adapts by offering new programs to give emergency responders the best chance of ensuring positive outcomes in negative situations. The aftermath from natural disasters such as Hurricane Katrina or the collateral damage of terrorist acts pushes response agencies to the limit. FETI’s rescue program offers the latest in training techniques to ensure the safety of disaster victims through controlled simulations on realistic props.

FETI can deliver training anywhere with a fleet of mobile props which can simulate anything from fire flashover to high angle rope rescue.

Technical Rescue Specialists The Carrol L. Herring Fire & Emergency Training Institute Rescue program offers Technical Rescue and Urban Search & Rescue training to include rope, confined space, trench, and US&R technical search specialist. Three of the US&R courses are on the DHS-approved courses list.

Students of the FETI rescue training program are taught by instructors with both theoretical knowledge and real world experience. These elements work together to create a dynamic learning environment where participants not only learn principles, but also have the opportunity to get hands-on experience and problem solve as a scenario unfolds. The goal is training as realistic as possible while ensuring student safety.

We offer the option of training at our 82- acre campus or having a fleet of mobile props brought to your location, anywhere in the world. Whether training with us in Baton Rouge or having our instructors come to your site, you will always train on realistic props in real world training scenarios with a dedicated, knowledgable, and experienced staff.

Industrial

Realistic Training for IndustryThe Carrol L. Herring Fire & Emergency Training Institute began offering training to Louisiana industry in 1972. What began as an adjunct to our popular municipal fire training program has become a major part of FETI’s mission. As Louisiana industry has grown, so have the capabilities of our institute. FETI now offers one of the most comprehensive and realistic training fields in the nation. FETI believes in making props and training as “real-life” as possible. We burn fossil fuels to simulate realistic fires on props designed with input from industry. Our instructors have led fire brigades and have a wealth of knowledge and experience in the environments unique to industry.

The Carrol L. Herring Fire & Emergency Training Institute Industrial program is divided into several functional areas: fire brigade, Haz-Mat, marine and fire extinguisher training. All sections follow acceptable industry practices and regulations such as OSHA 1910.156 and NFPA 600.

Accredited TrainingThe Carrol L. Herring Fire & Emergency Training Institute offers both EMT and paramedic level pre-hospital care instruction. Classes are offered to members of fire departments, industrial fire brigades, and municipal and private sectors as well as others interested in beginning a career in pre-hospital medicine. The Paramedic Program offered by FETI is a 1218-hour course approved by the Louisiana Bureau of Emergency Medical Services and accredited by the Commission on Accreditation of Allied Health Education Programs (CAAHEP). Students who successfully complete the course are eligible to take the National Registry of EMTs practical and written examination. The program is managed by a paramedic, RN and an EMS coordinator/paramedic Instructor; both with over 30 years of EMS- related experience.

In addition to providing first-rate instruction, the medical team also provides medical monitoring for students training at the institute and response to medical/trauma emergencies on the institute training grounds.

Municipal

Louisiana’s Fire Training InstituteSince 1963, FETI has been the go-to agency for training the Louisiana fire service. Municipal fire training is and will always be the corner stone of the Carrol L. Herring Fire & Emergency Training Institute. It was Mr. Herring who organized the first firefighter training schools and is credited with building the reputation of the institute during his 24-year tenure as director.

Our recruit academy is where many of Louisiana’s fire service leaders picked up a nozzle for the first time. We continue to offer three recruit academies each year drawing “rookies” from Louisiana and the nation. In addition, we offer higher-level municipal training in arson investigation, fire inspector, and fire service instructor both center-based in Baton Rouge or through regional instruction.
