Jávea Townhall January meeting

Mayor José Chulvi alwaysmakes a point of shaking myhand as he enters the CouncilChamber, and we exchangepleasantries.

The first unusualoccurance was my noticingthat the seat for the PartidaPopular spokesman was nolonger unused but occupied

by José Juan Castelló whohad been studying his MastersDegree in America for 6months, and been grantedleave of absence from JáveaCouncil meetings. Point 1 approved Minutes ofthe meetings on 25th July and26th September, 2013 butthere was an amendment thatacknowledged that two of thecouncillors could not haveabstained during a vote - asthey had not been present.Point 2 approved the variousdecisions taken by theMayor’s office since 17thDecember. Point 3 took account of theunfavourable report by thelocal inspector relating toarticle 218 of the RoyalDecree 2/2004 referring tolocal taxation.Point 4 was the first time Ihad noticed that a Motionfrom a Councillor hadappeared in the early part ofthe Agenda, which isnormally reserved for adminrectifications. Pepa Chorro,on behalf of Compromisgroup of councillors read outa long statement regarding thehigh level of debt of theValencian Community, causedby grants from Madrid beingdistributed disproportionallyto population, with the under-payment estimated at more

than 13,000 million €uros. All Jávea councillors

voted in favour of Valenciaclaiming the missing money.Point 5 considered a proposalby the Mayor of Ondara forcloser cooperation and theview was expressed, based ona newspaper report, that theMayor of Ondara hoped itwould result in creating jobsin Ondara, whereas Jáveacouncillors should befocussed on Jávea jobs.

Oscar Anton said this wasnot the first time Jávea hadsupported other towns, evenas far away as Crevillente andAspe andit cost us nothing tobe involved in the sharing ofideas and information.

The Mayor urged a votein favour of proposals thathad no economical cost, butshared information and advicewith neighbouringmunicipalities. Compromisabstained. Point 6 approved expenditureof 114,391€ under referenceD/2014/1.Point 7 approved payment of135,955€ under referenceF/2014/1 but there wasindication of the reason.Point 8 approved payment ofan unspecified amount withreference F/20143/3.Point 9 approved payment of30,345€in respect ofoutgoings at the undergroundcar parks last November.Video serveillance wouldreduce overheads and use ofthe Clot carpark would likelyincrease greatly when theMunicipal Police and SocialServices were moved into thebuilding above, both changeshad already been approved.Payment was approved, despite two votes against andan abstention. Point 10 referred to an actionplan by PATRICOVA thatseeks to prevent flooding inthe Valencian Community. The content of the plancaused councillors to reiteratethat our town’s name isXABIA/JÁVEA, used together, not either, and pointed outthat there were many

locations where only one of thenames was used.

Councillors will maintainlocal vigilence on areas proneto flooding, and will cooperatewith a study to be sent to theMinistry. Approval wasunanimous.Point 11 proposed that thename of Carrer Benimuslem bechanged to Carrer Benimarfull, affecting a short piece of roadbetween La Coroña and PuigMolins that was intended to beextended, but it had neverhappened. Emergency serviceswill be advised to avoid delays.Unanimously approved.

Those 11 items had beendiscussed and approved in 30minutes.

The penultimate point ofthe monthly meeting allowscouncillors to submit their ownmotions for approval. Abortion

Pepa Chorro of Compromiscan always be relied-upon tohave plenty to say, and

January’s meeting was noexception. Pepa spoke withgreat compassion againstMadrid proposals to makeabortion illegal. Pepa alwayspresents her ‘proposals’ like adetailed ‘Appeal’ to asupreme body for injustice tobe rectified. Preventing legaland medically supervisedabortion, Pepe told hercolleagues “will not decreaseabortions. but force women togo abroad or visit clendestineclinics, increasing the dangersand consequences of what isalready an incrediblycomplicated decision.”Ireland, Malta and Poland(and now SPAIN if the PPproposals are approved) arethe most restrictive countrieswith regard to abortions.“There are no social ormedical reasons forintroducing this change. Itwas a PP proposal in the PPmanifesto, but has beenextracted for action, whilstmany other similar proposalsare not being pursued.”

Abortion is never an easy

Publication of Javea Jeard is scheduled for the 6th ofeach month, but much depends on the date of themonthly meeting of Javea Councillors, which inJanuary was not until the 30th.

Diputación de Alicante. Thebalance of €400,000 will be from the2014 and 2015 town budgets, reflecting the increasingly healthyeconomic situation in the Town'sresources. It is hoped that the new Cinewill help to revitalise the Old Town. Unintended consquences of Asset DeclarationAccording to technicians of theSpanish authority, only 131,411 peoplesubmitted "Modelo 720" - thedeclaration of assets held overseas bytax residents in Spain, while there werean estimated 2.6 million possibleforeign wealthy residents in Spainfrom central and northern Europe,USA, Canada, Japan and Saudi. Thepenalties for not declaring, or latesubmission are so draconian, that itwould now be fiscal suicide for any ofthese people to "come clean".Apparently DMS consulting (Majorca)has sent a denuncia to Brussels aboutthe penalties, but it's being processed ata snail's pace (from Existe el suicidioFiscal..... In a possibly relateddevelopment, Denia saw a fall of 28%of foreigners registered on the Padrón.The number of Brits fell from 1579 to1048.

The poison of the housing boomAn analysis by Prof Josep LluísMirrales Garcia of UPV in "Levante"highlighted some telling statistics: Aperiod of 15-21 years will be needed toabsorb the 471,383 excess ofapartments built in the ComunidadValenciana during the housing boom -

building. In the meantine, municipalarchaeologist Joaquim Bolufer will becarrying out a dig in three silos whichhave been documented in the floor ofthe building.

Finding treasure in the trashThe European Union has mandated thatall member states - their homes, supermarkets, factories and restaurants -must halve the amount of food that goesinto the waste bin by the year 2025.

Spain ranks sixth on the list of EUmembers that throw out the largestamounts of healthy, edible food: 7.7million metric tons of it a year, according to EC figures from 2010. Thefive worst performers are Germany(10.3 tons), the Netherlands (9.4 tons),France (9.0), Poland (8.9) and Italy(8.8). There are inspirational exampleslike Britain, which managed to reduceits waste by 21 percent in five yearsthrough awareness campaigns.

Work on Central Cine to start this yearWork to refurbish the Central Cinemabuilding in Xàbia Old Town will startthis year. It was used as a cinema untilthe 1990s and has since fallen intodisrepair. The Townhall bought thebuilding almost 13 years ago, with theaim of converting it into a culturalcentre, and this has been a popular ideawith the public at large. The project willcreate a multi-use building with a spacefor workshops and exhibitions on thelower floor. Above, there will be theamphitheatre seating around 300 and astage which will serve as a theatre, cinema and place for musical activities. The total cost is some €930,000, whichwill be met in part by a grant from the

The shocking price of Spanish electricitySpain's electricity bills are among thehighest in Europe, having risen 60percent between 2006 and 2012, withonly the Irish and Cypriots paying more.

The Red Cross says around 40percent of families who come to it forhelp - many of them on an average wageuntil recently - cannot keep their homeswarm in winter. Why such high costs? Some electricity is produced by wind, some from a dam that was built 70 yearsago, and around a third by a power plantusing imported gas whose price dependson a wide range of external factors. Butconsumers pay the same price, whateverthe source, corresponding to the mostexpensive electricity produced that day.

required area. Most hearing aids can beswitched to a ‘T’ setting, at which pointit can receive a signal that can then beused to provide a direct source from aradio or television. The package usuallycontains Amplifier - often with a seriesof controls covering Volume and Tone- asuitable coil of very flexible wire thatcan be carefully go over a door surroundetc and a microphone that is attached tothe speaker of a radio or television etc.Reasonably easy to install.

The setting up of the equipment startswith the volume of the selected‘emiter’to be adjusted to a reasonablelevel for other people, and then for theperson using the ‘T’ facility to simplyadjust the volume and tone settings onthe Amplifier to their requirements ...Job Done! In practice I have found thisto be a very satisfactory solution to thoseexperiencing a hearing problem.Wireless T.V. Listening Devices.Another quite helpful device involveswearing a set of lightweight headphoneswhich have a radio receiver unit builtinto them. Usually intended to plug intothe T.V. set (providing it has an audiooutput socket) is a small transmitter thatsends a continuous audio signal to thereceiver headphones. In practice it worksquite well, however some users havesaid that they may change to the LoopSystem as its more flexible. If you areinterested in these products contact mefor more information.

Astra SES/Astra 2E on Stream !Recently I received an eMail from ESSatellite Fleet confirming that duringthe first two weeks of February thechange over from the old Transponderthat has served for over a decade will bereplaced by Astra/SES 2E and duringthis process channels will be movedover and after a ‘Test Profile’ iscompleted, then our rather elderlytransponder will be closed down andparked in the Satellite Graveyard.

As I produce these notes on the 30 ofJanuary 2014, I suspect that this willcause quite a few viewers great concernas to what will happen to many of theirfavourite programmes, including BBC,ITV, Channel 4 and Five etc. To dateour only guide has been theperformance of 2E’s Sister 2F (theFootprint of Astra/SES 2F and 2E arevery similar, leading us to hope theywill be of comparable coverage?)whichhas been found to a have much strongersignal in the area stretching from Denia,Javea, Calpe and Benidorm and inlandfrom those coastal resorts. Reports fromthe Southern Spain have been muchmore disappointing! However living inJávea, I and colleagues’ have joinedforces and are busy from now oncomparing signal levels in the hopesthat after completion we can withconfidence advise in this area of Spain. We will be able to compile a list ofsatellite dish requirements andassociated satellite receivers for all localareas with unobstructed access to thesky. We are hoping all existingInstallations will continue to produceequal or better results than they do now.

Keep an eye on my Web [email protected]

as I will update the information astesting continues.Satellite System Performance TestingOne very interesting point over the lasttwelve months or so. Quite a few peoplehave contacted Peter, Geoff, Paco and Iregarding problems causing the pictureto break up in small segments from timeto time, quite annoying when youmissed the final part of a good Film orFootball match! The technical term forthat is Pixilation and is oftenaccompanied by the sound breaking upin sympathy.

We do carry equipment that includesthe ability to scan the whole of thefrequencies that our satellite stations

cover and this is known as a ‘SpectrumAnalyser’ and using this rather clevertest equipment it is possible to identifyand in many cases cure the problem asyou are able to pin point the weaknessin the received signals.

This normally involves ensuring thatthe satellite dish focal length setting isin line with the manufacturer’sspecification (this measurement is takenfrom the dish centre to the front leadingedge of the LNB) and then the ‘Skew’ djustment of the LNB again isset correctly (this means slight rotationof the LNB, adjusting for minimum ‘BitError Reading’) for the area in question.

Having completed these checks thenits time to very carefully adjust thesatellite dish for maximum performanceover the required range. If this does noteradicate the problem and assuming youhave complete line of sight (No trees, buildings etc in the way!) then asubstitute LNB is required of a knownperformance. Having experience of over22 years in this area of Eastern Spainwe had to advise that a good quality 2.4Metre Satellite Dish would be requiredfor BBC, ITV, 4 and 5, but that has allchanged! In this area now, it has beenpossible to obtain good reception on agood quality 1.0 metre satellite dishwhen receiving signals from 2F but wenow have to wait for 2E be bepositioned and many will be keepingtheir fingers crossed.Induction Loop System.Having spent quite a lot of my workinglife involved in various facets ofelectronics one recurring aspect is thatof dealing with the demands of thosesuffering various stages of deafness! Itcan be quite difficult in persuading apartner that they are tending to operate aradio or television at rather a highersound level and that as time goes on itan be quite objectionable. Another factis that some children also suffer from areduced level of hearing or in the moreserious cases are found to be profoundlydeaf. In this area huge developmentshave taken place with hearingappliances that provide a range to caterfor many hearing problems.

Running along side of this. anothervery interesting product is the‘Induction Loop System’ ! This involvesthe installation of a very fine wirearound the edge of a room, often in linewith the skirting. Once it is a completeloop then this is used to induce anelectrical signal that spreads over the

When ‘up’ looks like ‘down’The day after Economy Minister Luis deGuindos said the housing market wasbeginning to touch bottom in a recoverythat is gathering pace, the NationalStatistics Institute (INE) announced thathome sales plunged in November of lastyear to their second-lowest level sincethe crisis began around the start of 2008.

The INE said housing transactions inthe month shrank by 15.7 percent to21,847, a figure only above that of April2012, which coincided with that year’sEaster holidays and therefore had fewerworking days.

Valencia Opera house repairs tocost more than €3 millionThe Palau de les Arts, cost 478 millioneuros to build, was designed by theprominent architect Santiago Calatravaand opened eight years ago.

On December 26th, a section of theroof's mosaic fell off, forcing the operahouse to shut down and cancelperformances. The roofing job issomething akin to "tiling the hull of aship, it's very complicated." Socomplicated, in fact, that authoritieshave decided to simply rip off the 8,000square metres of "trencadís".

The problem of ceramic tiles fallingoff the roof is caused by a "faulty designand selection of materials, or a faultyexecution, or both."

To complicate matters further, themetal dome and the ceramic coveringhave different coefficients of thermalexpansion and they are subjected tonotable temperature changes, all ofwhich has resulted in lumps andwrinkles forming visibly on the façade.

It is hoped opera performances willresume on Feb 22rd.

Portal del Clot skate parkopens for the kidsThe roof of the Potal del Clot carparkhas been fitted out with ramps etc. as aSkate park (a Citizen's participatorybudget project from last year) at a costof around €14,000. The space can beused for BMX, roller skates andpracticing skate board, minimum age 8,and helmets must be worn.

Plans for the Portal del Clotmunicipal buildingAs reported on the front page ofJanuary’s Jávea Jeard, the "new"municipal building near the Portal delClot will - after all - be used by theMunicipal Police, Social Services andTechnical Office, rather than remain anunused ‘folly’ of previous localgovernments.

It seems the cost will be financed bya low cost loan received in 2009.

What is Celibacy?Celibacy can be a choice in life, or a

condition imposed by circumstances. While attending a Marriage

Weekend, My wife and I listened to theinstructor declare, “It is essential thathusbands and wives know the Things

that are important to each other.”He then addressed the men, “Can you

name and describe your wife's favouriteflower?”

I leaned over, touched my wife'shand gently, and whispered, '”Self-

raising, isn't it?”And thus began my life of

celibacy ...........

Reward ChangeA lady lost her handbag at the mall. Anhonest young lad found it and returned itto her.

Looking in her purse, she said,"Hmm, that's funny. When I lost mybag, there was a 20€ note in it. Nowthere are four 5€ notes."

The boy replied, "That ISfunny. The last time I found a lady'spurse, she didn't have any change for areward."

The Holy Golf MatchThe Pope met with his Cardinals todiscuss a proposal from BenjaminNetanyahu, the leader of Israel.

"Your Holiness," said one of hisCardinals, “Mr. Netanyahu wants tochallenge you to a game of golf to showthe friendship and ecumenical spiritshared by the Jewish and Catholicfaiths.”

The Pope thought this was a goodidea, but he had never held a golf club inhis hand."Don't we have a Cardinal torepresent me?" he asked.

"None that plays very well" aCardinal replied, "but" he added, "thereis a man named Jack Nicklaus, anAmerican golfer who is a devoutCatholic. We can offer to make him aCardinal, and then ask him to play Mr.Netanyahu as your personalrepresentative. In addition to showingour spirit of cooperation, we'll also winthe match."

Everyone agreed it was a good idea, and the call was made. Of course,Nicklaus was honoured to be made aCardinal, and agreed to play.

The day after the match, CardinalNicklaus reported to the Vatican to

inform the Pope of the result. "I havesome good news and some bad news, your Holiness" said the golfer.

"Tell me the good news first,Cardinal Nicklaus," said the Pope.

"Well, your Holiness, I don't like tobrag, but even though I've played somepretty terrific rounds of golf in my life, this was the best I have ever played, byfar. I must have been inspired fromabove. My drives were long and true,my irons were accurate and purposeful, and my putting was perfect. With all duerespect, my play was truly miraculous.”

"And what’s the bad news?" the Popeasked.

Nicklaus sighed. "I lost to RabbiTiger Woods by three strokes."

The dilemma of SpainLuis Garicano believes some of theproblems that weigh on the Spanisheconomy, such as corruption andcronyism, have little to do with culturalconsiderations and are much more theresult of the legal and socialenvironment in which institutions arecreated. In his recently published bookEl dilema de España (or, The dilemma ofSpain, published by Atalaya), theLondon School of Economics professor

sees an urgent need for profound changesin how the state works, in the educationalsystem and in political parties in order toenhance the transparency and fairness ofmarkets. "A competition commission orconstitutional court is of no use if lateryou appoint the most servile of people toit," he says.

Tech giants taunt the taxmanAll the major US technology groupscontinue to dodge the Spanish taxman.

The fiscal engineering tactics developedby their advisors allow them to payhardly any tax on their businessoperations in Spain. Financial data for themain Spanish affiliates of Google, Apple,Amazon, Facebook, Yahoo, eBay andMicrosoft show that their joint provisionsfor tax on profits in 2012 — the last yearfor which figures are available — wasjust 1,251,608 euros. That’s to say: 1.2million in taxes among seven giants ofthe industry… Apple has discovered whatone US senator described as “the HolyGrail of tax avoidance”: thanks to aloophole in tax residency legislation, itssubsidiaries do not pay taxes in the USbecause Apple’s primary offshore holdingcompany is based in Ireland; yet they donot pay taxes in Ireland either becausethis holding company is actually managedand controlled not from Ireland but fromthe US. American legislation determinestax residency by a company’s place ofincorporation, while Ireland does sobased on the place where it is managed.

Spanish HealthService - for 6,50€

The Health Service in Spain is every bitas good - and many say MUCH better -than in the UK, but no matter the levelof professionalism and skill of thedoctor or nursing staff - if you don’tspeak Spanish, ‘Murphy’s Law’ saysthose who care for you will notunderstand English or Spanglish.

What they DO understand on theCosta Blanca, and instantly recognise, isthe Booklet “Tell the Doctor” whichlists all the words and phrases you arelikely to need during your visit to theHealth Centre or Hospital.

The book is NOT intended to replacea competent Interpreter for those visitswhen accuracy and understanding areessential.

Originally compiled by JennyBussey, founder of Jalon Valley HELP,copies can be obtained from the OASISHELP CENTRE, C/. Toni Llido 5 (atthe rear of La Caixa bank in the Port)for 6,50€ a copy.

Tell the Doctor is also published inFrench and German, but the OASISgenerally only stocks the (blue covered)English edition.

Who’s afraid of the big, bad wolf?"Genetic studies on the population ofwolves in Spain and Portugal suggestthat these animals have been muchcloser to extinction in relatively recenttimes than was previously thought,"Today, the wolf occupies just 25 percentof its historical range. There have beenno studies on its potential futuredistribution but because of a wolf'srequirements - extensive habitat andsufficient wild prey - it is possibleSpain's population could extend its rangeconsiderably.

The European Union's HabitatsDirective established a frontier in Spainto protect the Iberian wolf: the RiverDuero. South of the waterway the wolf isconsidered of "community interest" andis therefore protected. If an animal mustbe killed, the regional authorities areresponsible for doing so. But north of theDuero the wolf's status is less clear. InCastilla y León, Cantabria and Galiciahunting wolves is permitted, but inAsturias it is not - Farmers complain ofstock losses through apparent wolf kills, hunters want bigger quotas, whichconservationists state that:"Moreobjectivity needs to be applied to wolfmanagement and less pressure exerted."

Re-urbanisation of Frechinal area up for tenderMontgó SL awarded the Port worksThe project to finish the re-urbanisationof the Frechinal area and completion ofCalle Malta is up for tender at amaximum value of €469,000. To tender, contractors must provide a guarantee of€14,078 and add 21% VAT on theirtender price.

Also, according to the officialgazette, the Jávea’s Montgó SL has wonthe contract to renovate Av, Jaume I inthe Port, at a cost of €80,667.Foreign tourist numbers upThe Valencian Comunidad welcomed5.9 million foreign tourists in 2013,while Spain as a whole received 60.6million, 5.6 percent more than in 2012.UK tourists comprised 23.6% (14.3million), up by 5.2%; Germans 16.2%,and French 15.7%. There was anincrease in the number of visitors fromNordic countries, which now comprise8% of the total, and an increase was seenin the number of Russians who were

2.6% of the international arrivals at 1.58million. December tourism was up by16.3% over the previous year, with 3.1million winter visitors.

Spain displaces China as thirdmost popular touristdestinationBut the positive figures disguise the factthat it was the beach-holiday segmentthat buoyed the market, with the northand the interior of the country, whichrely much more on domestic tourism, still suffering from weak demand.

“From the macroeconomic point ofview, everything is fine. But if you gointo details, the differences areenormous. The key is the type of client:those sectors not doing well depend ondomestic tourism,” explains RicardSantomà, the director of the tourismschool Sant-Ignasi, linked to RamonLlull University. Madrid is a case inpoint, with the number of visitors to theregion down 7 percent. Beach tourists who collect shellsmay be harming theEnvironmentAt one beach in Spain (Larga,Barcelona), increasing numbers oftourists have caused a 60 percent declinein shell abundance, potentiallydisrupting the aquatic ecosystem…theauthors think the habitat changes mightbe "multiple," including increased beacherosion, a decline in calcium carbonatefrom recycled shells and a drop indiversity and abundance of animals andplants that depend on shells, such ascrabs, small fishes, algae and seagrass.

Missing the big migratory picture“Europe is, and will continue to be,deeply confused about immigration, largely as a result of the politicalpressure applied by the far right, whichsees the issue as an opportunity toincrease its political support,” saysPapademetriou of the Migration PolicyInstitute. “A decrease in the number ofimmigrants would be a loss for Europe, which has a declining birth rate, and willcontinue to do so. Immigration isinevitable, not on a massive scale, butwe will continue to need them.” ….

Academic research suggests that farfrom being a burden, migrants are netcontributors to the welfare state. A studyby University College London publishedin November shows that in the last 10years, immigrants from the EU havecontributed 30 billion euros in taxes totheir host countries’ economies, paying34 percent more than they received interms of social services. A similar studyby the National Institute of Economicand Social Research, which surveyednon-EU migrants and students living inthe United Kingdom, concluded thatforeign residents used social servicesless often than nationals, and that therelative balance between costs andbenefits was positive both for theeconomy and public finances.

One in three children in Spainlives in poverty, says Save the ChildrenOver 2.8 million children in Spain livein actual poverty, with the total havinggone up in a year by nearly 268,000,according to a report by internationalcharity Save the Children. Takingfigures from Eurostat – the most recentbeing from the end of 2012 – Save theChildren says the number of minorsliving in situations of poverty went up in12 months from 30.6 per cent to 33.8per cent – meaning that, as at a year ago, over one in three children were in asituation of 'risk of social exclusion'.They define 'poverty' as being where thetotal household income is below thebreadline of 15,000 euros a year – a net1,025 euros a month; a high level ofunemployment within the family, suchas both parents and any adult childrenstill living at home; or 'serious materialdeprivation'. Theaccused each deny knowledge of anysuch warning. There was a claim thatsome documents were 'missing' and thatanother was 'forged'. Whilst Juan Moragues Pons andEduardo Monfort Boluger and sevencolleagues are being persued by theCourts in Alicante over wrongdoing inconnection with ‘El Rodat; CouncillorPaco Catala has always been present atthe monthly meeting and championedthe right of the unemployed andmarginalized people.

Th Courts are expected to unearth thetruth, and a further investigtion intoevents of 2005 are now underinvestigation.

Paco Catala, formerly a Councillorwith Nueva Javea, but now votingand speaking as an Independent, hasbeen convicted as the protagonist -despite the breaking of his bones by thepolice - and give Paxo Cartala 1 year inprison, and a fine of 1290 €ureos, afteran ‘altercation’ with the municipalpolice.

Paco intends to appeal to theConstitutional Court because the policewere held as innocent, although Paco’sbones was broken.

The one years in prison is not as badas it might sound, because it is onlysentences of two years of more thanhave to be served by incarceratin inprison, and results in the convictedperson beung regarded as WITHOUT acriminal record.

At the meeting of the end of JanuaryPaco was present - less verbal than atsome previous meetings, but it wasobvious Paco had no intention ofsubmitting his resignation.

If colleagues forced Paco to resignthose Nueva Javea nominees whoreceived fewer votes, Ana Vasbinder, and Belen Quiroga, could fill hisposition if he resigned. The word is outthat they might all deny interest infilling the vacancy, that would open thedoor to Ricardo Marquez. Many feelthat Paco Catala is a’ man of the people’rather than a ‘political canon’. The action was brought about by thedenuncia of neighbours, one of whom isthe brother of Valencia Alcaldesa (ladyMayor) but other Tosalet residents wereunder the impression that the propertybelonged to the Alcaldesa, who spent alot of time their each Summer, as provenby 'round-the-clock' Generalitat(Regional) Protection Officers, parkedin Calle Murciana, under trees oppositethe entrance to the Hotel, Restaurant andHealth Spa. Many of the facts are not in dispute andit will be interesting to know if the thenculture 'everyone does it' will influencethe outcome of the Court hearing. It wasalleged - in those days - that ApartHotelPinosol was constructed on land that allowners THOUGHT was theirs for sportfacilities, and when it was claimed itwas being built without planningpermission, Virgin's Sir RichardBranson pulled out of plans to use thepremises in his holiday brochure.According to neighbours of El Rodat,Jávea's Planning Committee authorisedthe construction of 47 bungalows onland reserved for use as a Hotel, asadditional accommodation. the elderly in Shirebrook, just outsideMansfield, but before that we had beenprinters and typesetters, in business formany years. We published a fortnightlynewspaper, 'The Mosborough Leader'and we still have several copies storedin our ‘museum’ at 'Kickstart'.

After we had sold 'TheMosborough Leader' we concentratedon producing brochures for estate agentsof the various houses on offer. Thedescription of the house was typed intothe memory of the typesetting machineand when the corrections were done, onscreen, the text was sent to print. It wasprinted onto photographic paper whichwas protected in a cassette to keep outthe light, and the cassette was taken intothe dark room and put through amachine which developed, fixed anddried the photographic paper. The textwas then cut out with a Stanley knifeand put through a waxing machinewhich put a coating of wax on the back. This was then placed on the page of thebrochure and rolled down with a narrowwallpaper roller. Very laborious andmessy. So when Clive told me thatApple had produced a computer whereeverything, text and photograph couldbe placed into position on screen and thewhole page produced and printed out inone sheet, I couldn't believe it. So hetook me to Worksop and London to seethese new magical machines and we fellin love with it, and just had to have one

At its launch the computerdelighted crowds with its compact size,it could be picked up in just one handand had (for its day) high techcapabilities. Apple has always beenrenowned for its design, but back in1984 the computers manufacturers alsogave each product a personal touch.Jake Howe explained "In the back of thecomputer you have all the signatures ofthe people involved in making theMacintosh including Steve Jobs'signature."

Why would Clive send me thislink? Why would he think I would beinterested in seeing the first AppleMacintosh being dismantled to show allthe electrical connections and thesignatures? Because Clive and our sonPeter brought one of these computers toSpain nearly twentynine years ago andwe still have both machines in storage at'Kickstart' our premises in the town andthey both still work!!!

When we came to Spain in1985, we had owned and run a home for

First Rule of Life in SpainWhen Clive and I first came to Spain in1985, people who lived here told us "thefirst rule of living here is never tothrow anything away." So over theyears, as we upgraded our machineryand computers, we were very reluctantto throw the old ones away if they stillworked.

A few weeks ago, Clive sentme a link via uTube of a video showingthe internal workings of the very firstApple Macintosh computer, which firstwent on sale 30 years ago. There wereno queues of people waiting to buy thisnew computer as there are today whenApple launch a new product. Recently aman named Jake Howe picked up a1984 Macintosh computer for just £5 oneBay. At first he didn't even know whathe was buying, the description on eBaywas very poor, but Jake was surprisedwhen it turned up and realised that itwas something really special.

Hedge Funds – high or low risk?Hedge Funds can and often do comeunder close scrutiny. They are seen bymany as high risk investment vehicles, with the potential to gain or lose vastquantities of money. The mere mentionof a Hedge Fund can cause a spine-tingling reaction, akin to watching a latenight horror movie on Channel 4!However, not all Hedge Funds are highrisk. In fact, you may be surprised tolearn that some are very ‘low risk’, andmerely look to protect values rather thanproduce high returns. Consequently, when you hear mention of a HedgeFund, you should not automaticallyjump to the conclusion that you arelooking at a high risk and potentiallycapital losing investment. Capital lossescan occur with many differentinvestment types, not just Hedge Funds,so before you make your judgment, lookat the fund in depth.Hedge Fund managers will activelymanage investments in order to seek andprovide positive absolute returnsregardless of overall market movements. To do this, they will use a number ofinvestment strategies, such as ‘hedgingagainst market downturns’, ‘investing incurrencies or securities which theybelieve are trading below their truevalue’, and ‘using gearing (borrowing)to enhance investment return’.In a previous article, I explained brieflyabout Standard Deviation, which gives agood indication of the level of riskinherent in a Fund. To re-cap, StandardDeviation measures risk against anaverage expected return. For example, ifa Fund has an average annual return of8%, and Standard Deviation is 5%, thismeans that ‘on average’, the return ofthe Fund will be between 3% (8% minus5%) and 13% (8% plus 5%), with the‘mean average’ being 8%. There areother factors involved when looking atStandard Deviation, but as an example, this will suffice.

With the above in mind, if a Hedge Fundaims to achieve an annual return of, say,9% per annum, and has a StandardDeviation of 2%, would you say that thisFund is more or less volatile (risky) thana UK Equity Fund which looks to return6%, but has a Standard Deviation of4%? The answer is, of course, that theHedge Fund is less volatile (risky) thanthe UK Equity Fund, despite its higherexpected return. All Funds have risk, but that risk doesreally depend on a number of factors. What can make a Hedge Fund high riskis its level of borrowing. Such Funds dohave the ability to ‘gear up’ (borrow)and if losses do occur, such losses can begreatly magnified. Consequently, whenlooking at a Hedge Fund, it is importantto determine its level of ‘gearing’. Thisdoes not mean that a Fund with highgearing should be avoided, it just meansthat its risk is higher than a Fund withlimited or zero borrowing. As with any investment portfolio, it isimportant that you diversify and hold amixture of assets. You certainly wouldnot invest all your money in a HedgeFund, but it is certainly valid to have asmall percentage of your portfolioallocated to this asset class. Afterall, aswe have discussed above, not all HedgeFunds are high risk and they can make auseful addition to your portfolio.

"What's a fascimile machine?"Clive asked in bewilderment.

"It's a new machine whichenables text and pictures to betransmitted to another machineanywhere in the world through atelephone line. We will send all ourcopy and advertisements from ourmachine to yours, you set them and sendthe finished pages back to us forproofing. We will send you thecorrections and when they have beendone, you take the finished pages toHuthwaite Printers for them to print thenewspaper." It all went like a dream andwhen the strike was ended and ourservices were no longer needed, wewere told to keep the fascimilemachine!!! So that is how we came toown one of the first fax machines to bemanufactured, and what a wonderfulmachine it was, it could even reduce andenlarge images very successfully. It wasa shame to put it in the skip but modernmachines are so much easier to operateand store. A Google search didn’t findme a picture of the Kalle Infotec Faxmachine, it took 3ftx 3ft of desktop andwas 12inches tall.

Up in our 'Kickstart' premiseswe have a museum of old machineryand electrical items and many timesover the years our friends havecontacted us with the question "I don'tsuppose you have a . . . . ?" And veryoften we do have. We even have a largetape-to-tape recorder so we can listen to(if we ever had the time or theinclination!!!) original tapes we made of'Radio Caroline' when they transmittedoffshore 50 years ago!!! The SpanishBaptist Church contacted us when theyurgently needed to locate a slideprojector because they had a missionaryvisiting the next day who wanted toshow slides. We were able to lend themour one!!!!

As many of you know, Cliveand I, with our son Peter, set up the'CopiShop' in the Port about 12 yearsago and over the years we have boughtnew printing machinery as it becameavailable. One of our main jobs waspublishing and printing 'The Grapevine'magazine. When Peter went to Thailandto live, the 'CopiShop' was sold butClive and I have always retained ourown printing works and replaced ourequipment with new machines as theycame on the market. First we had amachine that printed in one colour at atime. If we needed the main text inblack and an additional colour, (red, green or blue), the paper had to be putthrough the machine twice. Thentechnology changed and a new machinewas manufactured where two colourscould be printed at the same time, usually black and a spot colour. Theprinted pages had to be put through acollator and finally through a machinethat folded and stapled the completedmagazine. Now at our Oasis premiseswe have a machine that prints the whole

Page 20 February 2014, Nº 10 Jávea Jeard

to take to our new home in Spain.Over the past 30 years

technology has changed so much. Wehave in our Oasis Centre in the Port, hundreds of VHS tapes of films andtelevision programmes that have beenrecorded but it seems that hardly anyonehas a VHS recorder anymore to showthese films. At the last count, I believewe have three in Kickstart!!! But we arereluctant to get rid of them because if wedo, all the VHS tapes we recordedpersonally, will become useless.

When we bought our house inDeveses, the other side of Dénia manyyears ago, we inherited one of the veryfirst mobile telephones, big heavy bulkythings. I remember Doctor Willis whopracticed in Jávea for many years hadone of these, and he had to carry thebattery round with him everywhere andit looked very heavy. Well, thistelephone in the house in Devesesdisappeared. Clive is convinced I brokethe first rule of Spain and threw it away, but I have always denied it!!!

A few years later when we hadmoved to an apartment in AvenidaLepanto in the Port, the telephone shopwhich our apartment overlooked, washaving a clear-out and guess what theywere throwing away? Clive looked in theskip, and went into the shop to ask if hecould remove something from the skip, which he did. We now have TWO ofthese original bulky telephones!!!!

I did manage to persuade Cliveto throw away one of the first faxmachines to be manufactured because itwas so heavy it took four men to lift it!!!It must have cost a fortune when it wasbought but we didn't actually buy it. Inthe early 1980s when Clive and I wereconcentrating on publishing 'TheMosborough Leader', when all the pageswere ready to print, we took the finishednewspaper pages to a non-union printingworks called 'Huthwaite Printers' inMansfield who printed our newspaper ona huge printing machine in less than 30minutes, 15,000 copies.

The printers union called anational strike and we were contacted bya newspaper in Scotland who said wehad been recommended by HuthwaitePrinters (who also printed theirnewspaper), because we were a non-union company and could we help themout by typesetting their newspaper astheir own typesetters were out on strike.

Clive's reply was "We wouldlove to help out but how on earth can ourcompany based in Chesterfield inDerbyshire, do the typesetting for anewspaper in Scotland, how on earth arewe going to get your copy and adverts?"

"That's simple" was the reply."We will arrange for a fascimile machineto be delivered and installed in yourpremises and we already have one inours."

of 'Javea Jeard' in full colour. Internally, all the pages are printed, both sides, folded and stapled and the completedmagazine is passed into the deliverytray, magic!!! But all our machines wehad in the past, as we updated, are stillin good working order and in ourmuseum.

As Clive and I look back, wethank God that we have had such awonderful life always enjoying the workwe were doing and getting so much jobsatisfaction. So many people we meethave been trapped in jobs they disliked, who were glad when they retired andmoved to Spain. People often ask uswhen we are going to retire now that weare both in our 70s. But we are quitehappy working each morning at theOasis Centre in the Port where we offerhelp and advice to everyone who needsit.

Only this week I had a youngSpanish lady come into the Oasis forprayer for her home and financialsituation. I was able to listen to herproblems, pray with her and give hertwo large bags of food donated by ourOasis customers and 'Iceland' inBenissa. The manager has allowed us toplace bins in the shop for customers toplace food in for needy families.'Iceland' in Jávea also have similar binsbut their food is given to 'The HarvestStore' for distribution. Her face lit upwith such a lovely smile when I gave herthe food as her financial situation was sobad she had no food in the cupboard. Sohere we have a lady who came in theOasis in tears, who left with a lovelysmile on her face, and food to help feedher family for a week. |o all ourcustomers who have brought food intothe Oasis including one English couplewho donated an enormous Serrano hamthat they had been given in a Christmashamper that they knew they would beunable to eat, as it was so big. It waspassed on to Pastor Marcos of theSpanish Church in the Town fordistribution to his congregation who findthemselves homeless or hit badly by thecrisis. There are so many families inJávea hit by the crisis. Many familieshave returned to the UK because there isno work here for them and many othersare worried about being evicted. AR

ENVIRONMENT andSERVICES Councillor Doris Courcelles wants youto know what’s happening“Rubbish Recycling Points or PUNTSVERTS as the Javienses describe them, are not - in themselves - glomourous, but Jávea would be a much uglier placein which to live, were it not for them andthe dedication of Jávea residents to usethem.PLEASE don’t think that I want anyoneto STOP using them, but can I ask forsome extra caution where ashes fromchimneys or barbeques are involved,

Thanks to this initiative, the firemenvolunteers of “Balcón al Mar” and myDepartment of Services & Environmentyou will see these WARNINGREMINDERSto make people

aware of thefire risk whenthrowing awayashes fromchimneys orbarbecues intothe differentcontainers.

Sometimes we don't realise that evenif the coal or the wood seem to beextinct, there is still a risk of latent firefor a few hours, which is why we askpeopleto wait a day before throwing outthe ashes. During the past few weeksthere have been almost 30 incidentswhere - UNINTENTIONALLY - thecontent of bins has been set alight andthe bin so badly damaged that it has tobe replaced.

PLEASE be CAREFULand THOUGHTFUL.

The municipal social employmentprogramme, which employs 30unemployed Jávea residents for a 3-month term to give them workexperience and learn new skills, has justcompleted its second phase.

I want to pay tribute to, and thank theefforts of the 15 brigades members whohave strengthened regular staff from theDepartment of Environment andengaged in projects such asclearing sites for forest fireprevention, clearing andmaintenance of natural drainagegulleys and ravines as well asmunicipal plots, parks and roads.

Specifically, this specialbrigade created an 800 metrefire-break in Tossal as well as asimilar preventative measurebeside the forest track of CamíVell de la Granadella. They havealso worked on the ravines runningparallel to Calle Ermita and CalleMontgó on the lower slopes of theMontgó Massif as well as improved thelandscape around the Ermita de SantaLlúcia, sitting high on the hillock of thesame name which overlooks the town.In addition, the brigades have workedon 30 roads in the areas of Montgó andCosta Nova.

There are plans to try and offersimilar programmes in the near future asthe project was introduced to helpfamilies in a difficult economic

situation. Thirty people benefited andreceived a decent salary, between1156€ and 1224€, per month.

My task as Councillor for Services

and Environment - as well as mycolleagues with their ownresponsibilities - would find their tasksmuch more of a burden and difficult, were it not for our wonderful citizens -that’s you!z

Ever since Nueva Jávea founder AnaVasbinder, took the decision to buildJávea Desalination Plant without firstseeking a grant from Brussels, JáveaTownhall has been under pressure toshare its resource with neighbouringmunicipalities.

Jávea Mayor, José Chulvin recentlyconvened a meeting, taking advantage ofthe Hydrological Plan Júcar RBD, towhich the Marina Alta Water SystemOperators belong, to investigate howJávea can sell surplus water to itsneighbours, rather than submit topressure from Valencia to accept moneyso the plant no longer belongs to Jávea.

Jávea convenes meeting to agreewater policy at regional level

The aim of the meeting was to opena way to "join forces and unite tosuggest improvements that have moreweight" said Chulvi .

Amjasa CEO, Josep Lluís Henarejos(recently elected as representative of theurban supply in the Council’s WaterDemarcation Júcar) outlined theHydrological Plan issues affecting theMarina Alta and made some suggestionsfor improvement.

Henarejos indicated his commitmentto regional cooperation in two ways:First, activate a common networkinfrastructure to coordinated response tothe common demand for drinkable

water, creating a network of pipelinesand deposits between points of captureand Jávea desalination plant, in additionto recovering the depleted aquifers.

Furthermore, it was proposed toaddress a joint and agreed solutionbetween municipalities, the Governmentand the Ministry of Environment to solvethe problems of water treatment indifferent neighbourhoods and towns. Itwas agreed that the provision of purifiedwater for human consumption andsubsequent reuse for agriculturalirrigation is one of the great challenges inthe planning, and affects all publicofficials of the Marina Alta.

43 million€uros facelift

for trainWell-loved by those who use it forpleasure, business or getting to school, itis still known as “el trenet”.

18 months ago there were rumours itwould be closed, too expensive toupgrade and unsafe to use. Much of thetrack is on single track, cut into the edgeof mountain rock, and it would create ahuge problem if there was anengineering emergency.

Valencian Community’s presidentAlberto Fabra has announced that theregional railway network, Ferrocarrilsde la Generalitat (FGV) is investing €43million in the line that runs from Deniato Alicante, but remains 7Kms fromJávea.

The €20 million modernisation ofthe Benidorm to Calpe section should becompleted by 2017. The Calpe to Deniaphase costing €23 million will befinished in 2020. Diesel trains will bereplaced and the tracks – readied foreventual electrification - will beinstalled with improved safety systems.

All the line’s metal bridges andviaducts – some over deep gorges – willbe renovated and repaired.

A total of 733,982 passengers used

Line 9 last year, principally for pleasure, leisure and tourism.

This is a good indicator of Line 9’spotential as “basic infrastructureproviding tourists with modern andefficient transport,” Alberto Fabra said.Spain animal rights groups callfor ban on hunting with dogs

ANIMAL RIGHTS groups urged Spainto ban the use of dogs in hunting, whichthey said leads to the abandonment ofroughly 50,000 greyhounds each yearwhen they become too slow to huntwith.

Greyhounds, known as “galgos”, areused in Spain for hunting, but when theend of the November-February huntingseason comes around their owners oftendecide they have no further need forthem.

Campaigners say many are justabandoned and often starve to death ordie in car accidents.

In some cases hunters dispose oftheir greyhounds by hanging them fromtrees or throwing them down wells, orthey torture poorly performing dogs bybreaking their legs or burning them.Silvia Barquero, the vice president ofPacma, a small animal rights party, said:“A ban on hunting with dogs, as alreadyexists in other European nations, wouldbe a measure that would avoid muchsuffering to all these animals.”

More HUMOUR?LETTER HOME

FROM SCOUT CAMPDear Mum,Our Scoutmaster told us to write to ourparents in case you saw the flood on TVand got worried. We are okay. Only oneof our tents and 2 sleeping bags gotwashed away. Luckily, none of us gotdrowned because we were all up on themountain looking for Adam when ithappened.

Oh yes, please call Adam's motherand tell her he is okay. He can't writebecause of the cast. I got to ride in oneof the search and rescue Jeeps. It wasgreat. We never would have foundAdam in the dark if it hadn't been forthe lightning.

Scoutmaster Ted got mad at Adamfor going on a hike alone without tellinganyone. Adam said he did tell him, butit was during the fire so he probablydidn't hear him. Did you know that ifyou put gas on a fire, the gas will blowup?

The wet wood didn't burn, but one ofthe tents did and also some of ourclothes. Matthew is going to look weirduntil his hair grows back.

We will be home on Saturday ifScoutmaster Ted gets the bus fixed. Itwasn't his fault about the crash. Thebrakes worked okay when we left.Scoutmaster Ted said that with a busthat old, you have to expect somethingto break down; that's probably why hecan't get insurance.

We think it's a super bus. He doesn'tcare if we get it dirty, and if it's hot, sometimes he lets us ride on thebumpers. It gets pretty hot with 45people in a bus made for 24. He let ustake turns riding in the trailer until thepoliceman stopped and talked to us..

Scoutmaster Ted is a neat guy. Don'tworry, he is a good driver. In fact, he isteaching Horace how to drive on themountain roads where there aren't anycops. All we ever see up there are hugelogging trucks.

This morning all of the guys werediving off the rocks and swimming outto the rapids. Scoutmaster Ted wouldn'tlet me because I can't swim, and Adamwas afraid he would sink because of hiscast (it's concrete because we didn'thave any plaster), so he let us take thecanoe out. It was great. You can still seesome of the trees under the water fromthe flood.

Scoutmaster Ted isn't crabby likesome Scoutmasters. He didn't even getmad about the life jackets. He has tospend a lot of time working on the busso we are trying not to cause him anytrouble.

Guess what? We have all passed ourfirst aid merit badges. When Andrewdived into the lake and cut his arm, weall got to see how a tourniquet works.

Steve and I threw up, but ScoutmasterTed said it was probably just foodpoisoning from the left-over chicken. Hesaid they got sick that way with foodthey ate in prison. I'm so glad he got outand became our Scoutmaster. He said hesure figured out how to get things donebetter while he was doing his time. Bythe way, what is a pedal-file?

I have to go now. We are going totown to post our letters and buy somemore beer and ammo. Don't worry aboutanything.

A little wisdom goes a long way

A father left 17 camels as an asset for histhree sons.

When the father passed away, hissons opened up the Will. The Will of thefather stated the eldest son should gethalf of 17 camels while the middle sonshould be given 1/3rd (one-third).The youngest son should be given 1/9th(one-ninth) of the 17 camels.

As it is not possible to divide 17 intohalf or 17 by 3 or 17 by 9, the three sonsstarted to fight with each other, butdecided to seek the advice of a ‘wiseman’.

The wise man listened patiently aboutthe Will, and after giving it thought, brought one camel of his own to the 17,making a total of 18 camels.

Next, he started reading the deceasedfather’s Will:

Half of 18 = 9. So he gave the eldestson 9 camels;

1/3rd of 18 = 6. So he gave themiddle son 6 camels;

1/9th of 18 = 2. So he gave theyoungest son 2 camels.

You can do the maths9 plus 6 plus 2 is 17 and this leaves onecamel, which the wise man took back tohis home.

MORAL: The attitude of negotiation and problemsolving is to find the 18th camel - thecommon ground. Once a person is ableto find the common ground, the issue isresolved. It is difficult at times.

However, to reach a solution, the firststep is to believe that there is a solution. If we think that there is no solution, wewon’t be able to reach any!

Diving is high on the list of interestsof potential tourists and the Jávea coastis considered one of the best places todive and so great was the interest atFITUR, that Jávea will exhibit at aspecialist Sustainable Diving Fair inMadridfrom 7-9th March, when it isexpected that the many diving schoolsin Jávea will attend, with their specialistknowledge.

Jávea Mayor, Jose Chulvi, commented on the positive value ofattendance at FITUR, and pointed outthat the appointment of MarioSchumacher emerged from the Councilof Tourism on which members of thepubluc advise. He praised the closecooperation of tourism staff frommunicipalities of all political colour andsaid the future of tourism must remainthe prime focus of Jávea and itsneighbours.

The Denia Hospital has added to itsportfolio of services a new technique inTraumatology, for arthroscopic hipreplacement. Unlike the traditional ‘bighole’ approach, the new equipmentneeds only three incissions, throughwhich the replacment joint is insertedand and made secure.

The technique is similar to that used inshoulder and knee replacement, and hastaken longer to develop as the hipinvolves many muscles that createaccess difficulties.

The origin of hip arthroscopy hasdeveloped alongside radiologicaltechniques such as magnetic resonancearthrography. Traditionally, hip injurieshave not been diagnosed at an earlystage and, when treated, had oftendegenerated into osteoarthritis in.Surgery that was available was open, much more invasive and with slowerand less recovery.

Hip arthroscopy is not a treatment initself but a tool especially suitable foryoung people with very specificinjuries.

After surgery, the patient is dischargedwithin 24 hours and can walk after afew days with the help of crutches. Sixmonths usually sees the recipient fullyreturned to their normal activity.

FITUR REPORTTourism Councillor Antonio Miragall, appointed by Jose Chulvi because of hisextensive travel trade connections andexperience (he is Director of CalimaVacaciones, that specialises inwholesaling holidays in Ibiza and Palmade Mallorca from their Jávea HQ) gavea very ‘upbeat’ report of this yearsattendance at FITUR in Madrid.

It was an opportunity for MarioSchumacher, resposible for promotingJávea using the internet, to encourage‘bloggers’ and ‘tourist visitors’ toreceive JÁVEA baseball hats, in returnfor sending their friends of photo ofthemselves on the Jávea exhibit. As anevent, FITUR was the subject of 5.5million text messages with the ‘hashtag’#xabia.365logro being responsible for1,126,000 of them, giving Jávea 20% ofthis new volume.

The Jávea exhibit also featuredpeople dressed to explain the procedurefor creating raisens from grapes, andjoined with other surroundingmunicipalities in explaining the purposeof the curved arch ‘Riu Rau’ which wereso important to the raisin industry.

Visitors to the exhibit asked aboutaccommodation, hiking, biking, theenvironment, swimming and diving andsome had even heard that Jávea’s BonAmb Restaurant had been awarded aMichelin star.

2013 exceeds the 900,000€urosinitially budgeted and approaches 2007 levelsRevenue from Plus Valor (capital gainstax), which is paid on the increasedvalue of the land of urban nature as aresult of a transfer either by sale or byinheritance or donation increaseddramatically last year.

If you cannot understand this tax, letme explain. If your property increasedin value, the Townhall believes PART ofthe increase is based on their havingmade the town ‘attractive to newbuyers’ by spending money oninfrastructure, so they wamt their ‘cut’of your ‘profit’. If you lose money onyour sale, the Townhall still wants ‘theircut” because your ‘loss’ is not theirfault. It’s known as Municipal Logic.

Jávea Townhall received more than

1.5 million €uros, or 70% more than inthe previous year, when the councilraised 912,490 €uros, despite thecurrent economic situation, that farexceeded estimates.

Opening LicensesAnother aspect highlighted by FinanceCouncillor, Oscar Anton, is the increasein the number of ‘opening licences’ fornew business premises. There were 181applications, which Oscar said “showsthat Jávea's is an attractive town andstill a place where entreprenuers believeit is best suited for new businesses.”

With regard to unemployment, Oscarsaid it was between 8 and 10% Jávea, or50% below the national average, that hebelieves reflects local policies to combatunemployment.

To spread the good tidings - and thechance that you can disprove theimplied theory it's the time of year againfor us to take our Annual Senior Citizentest.

Exercise of the brain is as importantas exercise of the muscles. As we growolder, it's important to keep mentallyalert. If you don't use it, you lose it!

Here is a very private way to gaugehow your memory compares to your lasttest. Some may think it is too easy, butthe ones with memory problems mayhave difficulty.

Take this test to determine if you'relosing it or not.

OK, relax, clear your mind and begin.

1. What do you put in a toaster? Answer: 'bread'. If you said 'toast', justgive up now and go do something else. And, try not to hurt yourself.

If you said, bread, go to Question 2

2. Say 'silk' five times. Now spell'silk'. What do cows drink?Answer: Cows drink water. If you said'milk', don't attempt the next question.Your brain is already over-stressed andmay even overheat. Content yourselfwith reading more appropriate literaturesuch as Women's Weekly or Auto World.

However, if you did say 'water',proceed to Question 3.

3. If a red house is made from redbricks and a blue house is made fromblue bricks and a pink house is madefrom pink bricks and a black house ismade from black bricks, what is agreen house made from?Answer: Greenhouses are made fromglass.

If you said 'green bricks', why are youstill reading this???

But, if you said 'glass' go on toQuestion 4.

4. Do not use a calculator for this:You are driving a bus from New YorkCity to Philadelphia.

In Staten Island, 17 people got on thebus.

For some reason (that I have yet tograsp fully) I am getting eMailsabout ageing and the deterioratingmental process that it apparentlybrings with it.

Jávea Jeard February 2014, Nº 10 Page 27

In New Brunswick, 6 people get offthe bus and 9 people get on.

In Windsor, 2 people get off and 4 geton.

In Trenton, 11 people get off and 16people get on.

In Bristol, 3 people get off and 5people get on.

And, in Camden, 6 people get off and3 get on.

You then arrive at PhiladelphiaStation.

Without going back to review, howold is the bus driver?

Answer: Oh, for crying out loud!Don't you remember your own age? Itwas you driving the bus!

UN SurveyLast month, a world-wide telephonesurvey was conducted by the UN. Theonly question asked was:-

"Would you please give yourhonest opinion about possiblesolutions to the food shortage in therest of the world?"

The survey was a complete failurebecause:

In Eastern Europe they didn't knowwhat "honest" meant.

In Western Europe they didn't knowwhat "shortage" meant.

In Africa they didn't know what"food" meant.

In China they didn't know what"opinion" meant.

In the Middle East they didn't knowwhat "solution" meant.

In South America they didn't knowwhat "please" meant.

In the USA they didn't know what"the rest of the world" meant.

And in Britain everyone hung up assoon as they heard the Indian accent.
