    Address ing the Council: Section 2.04.210 of the Alhambra Municipal Code establishes the procedures foraddressing the Council. Any person wishing to address the Council during the meeting must complete a SpeakerRequest Card and submit it to the City Clerk.

    All remarks shall be addressed to the Council as a body and not to any member thereof.     Enforcement of Decorum: The Chief of Police, or his designee, shall be Sergeant-at-Arms of the Council meetings.The Sergeant-at-Arms shall carry out all orders and instructions given by the Mayor for the purpose of maintainingorder and decorum at the Council meeting.

    Persons Authorized to be Within Rail: No person, except City officials, their representatives, and newspaperreporters, shall be permitted within the rail in front of the Council Chamber without the express consent of the Council.

    PUBLIC HEARING

    1. AMENDMENT TO THE 2500-2520 WEST HELLMAN AVENUE SPECIFIC PLAN -F2M11-58, N2M13-16, O2M13-4612

    This is the time and place set by Notice No. N2M13-16for the City Council to hold a

    public hearing on an application for a Specific Plan Amendment to modify the adopted2500 West Hellman Avenue Specific Plan. The proposed amendment would reduce thesize of an approved self-storage project from 131,594 square feet and four stories to atotal of 121,707 square feet with three stories and a basement. The architecturalelevations and design will remain the same as originally approved, but the project heightwill be reduced by one story.

    Recommended Action: After receiving public testimony, the Mayor should closethe public hearing and, the City Council should direct the City Attorney to introduce andgive first reading by title only, waiving further reading to the following ordinance entitled:

    Ordinance No. O2M13-4612: An Ordinance of the City Council of the

    City of Alhambra, California amending Chapter 23.33 of the AlhambraMunicipal Code to reflect the amendment of the 2500 West HellmanAvenue Specific Plan pertaining to the real property located at 2500-2520West Hellman Avenue in the City of Alhambra

    which ordinance shall return for a second reading and adoption at the next City Councilmeeting

    CONSENT AGENDA (Item Nos. 2 11)

    All items listed under the Consent Agenda are considered by the City Council to be routine andwill be enacted by one motion unless a citizen or Council member requests otherwise; in whichcase, the item will be removed for separate consideration.

    2. AWARD CONTRACT: 3149 FRONT STREET REHABILITATION PROJECT - F2M10-512, N2M12-144, C2M13-11, M2M13-15

    Staff requests that the City Council award a contract to Damon Inc. for the rehabilitationof the property located at 3149 Front Street. On J anuary 10, 2013, the City Clerk publiclyopened the fourteen bids submitted for the project. The lowest bid was submitted byJ ens Construction Inc., in the amount of $216,750; however, their bid was been found tobe non-responsive as the bid documents were not completed as directed and attemptsby staff to obtain the information requested were non responsive. The second lowest bidwas submitted by Damon Inc., in the amount of $218,454. Staff has reviewed their bidand it was found to be in full compliance and conformance with the bid specifications.

    Recommended Action: City Council approve that certain contract by and betweenthe City of Alhambra and Damon Inc., the lowest responsible bidder, for the 3149 FrontStreet Rehabilitation Project in an amount not to exceed $218,454 (Contract No. C2M13-11) and by this reference incorporated herein and made a part hereof as though fully setforth herein; and, direct staff to undertake the steps necessary to finalize Councilsaction.     3. AWARD CONTRACT: 2014 TOURNAMENT OF ROSES PARADE FLOAT - F2M1-51,F2M1-89, C2M13-10, M2M13-16

    Staff requests that the City Council (a) appropriate $90,000 in Art in Public Places fundsfor the City of Alhambras 2014 Rose Parade float and entrance fee, and (b) approve acontract with the Alhambra Chamber of Commerce to oversee the construction anddecoration of the City of Alhambras Rose Parade Float for the 2014 Tournament ofRoses Parade.

    Recommended Action: City Council (a) appropriate $90,000 from the Art in PublicPlaces fund account number 101.12.1210.97001 for the Citys 2014 Rose Parade Float;(b) approve a Sponsor Fee of $5,000 to enter a float in the Rose Parade; (c) approvethat certain Agreement to oversee the construction, decoration and operation of theCitys 2014 Parade Float at a cost of $85,000 (Contract No. C2M13-10) by and betweenthe City of Alhambra and the Alhambra Chamber of Commerce and by this referenceincorporated herein and made a part hereof as though fully set forth herein; and, (d)direct staff to undertake the steps necessary to finalize Councils action.     4. NIB: PURCHASE OF ONE (1) CNG ENGINE REGENERATIVE AIR STREETSWEEPER F2M13-6A, N2M13-26

    Staff requests City Council authorization to circulate a Notice Inviting Bids for thepurchase of one (1) CNG Engine Regenerative Air Street Sweeper. Staff is looking toreplace a diesel powered sweeper that has mileage close to 200,000. AQMD regulations

    require that governmental agencies acquire alternative-fuel or otherwise less-pollutingsweepers when purchasing or leasing vehicles for sweeping operations.

    Recommended Action: City Council authorize the circulation of a Notice InvitingBids (N2M13-26) for the purchase of one (1) CNG Engine Regenerative Air StreetSweeper with bids to be opened on March 21, 2013; and, direct staff to undertake the

    steps necessary to finalize Councils action.

    5. RESOLUTION TO ESTABLISH PAYING & REPORTING OF EPMC BENEFIT FORVARIOUS POSITIONS F2M7-51, R2M13-3

    Staff requests that the City Council approve a resolution amending Resolution No.R2M9-27 as it relates to the paying and reporting the value of Employer Paid MemberContribution (EPMC) for the Director of Administrative Services, Deputy Fire Marshal,Administrative Financial Manager, Housing Project Manager, Management Analyst,Parks Supervisor, and Utility Superintendent classifications.

    Recommended Action: City Council adopt Resolution No. R2M13-3 entitled:AResolution of the Alhambra City Council amending Resolution No. R2M9-27 to establishthe paying and reporting of the value of Employer Paid Member Contribution (EPMC)benefit for the Director of Administrative Services, Deputy Fire Marshal, AdministrativeFinancial Manager, Housing Project Manager, Management Analyst, Parks Supervisor,and Utility Superintendent classifications

    7. MINUTES

    Recommended Action: City Council review and approve as submitted the Minutesof the February 11, 2013 regular Meeting of the Alhambra City Council.

    8. CLASS SPECIFICATION: DIRECTOR OF ADMINISTRATIVE SERVICES F2M13-2,M2M13-17

    Before a class specification becomes effective, it must be approved by the City Council.It is necessary to establish the representative duties and qualification guidelines for theclassification of Director of Administrative Services.     9. CLASS SPECIFICATION: ASSISTANT CITY MANAGER/DIRECTOR OFDEVELOPMENT SERVICES F2M13-2, M2M13-18

    Before a class specification becomes effective, it must be approved by the City Council.It is necessary to establish the representative duties and qualification guidelines for theclassification of Assistant City Manager/Director of Development Services. Therefore,staff requests that the City Council approve the adoption of the class specification for theposition of Assistant City Manager/Director of Development Services.

    Recommended Action: City Council adopt the class specification for the position ofAssistant City Manager/Director of Development Services as described in the AssistantCity Manager/Personnel Directors February 25, 2013 report on file in the Office of theCity Clerk. (M2M13-18)

    10. PERSONNEL ACTIONS F2M13-2

    Recommended Action: City Council ratify the actions of the City Manager set forthin that certain Personnel Actions document dated February 25, 2013 showing thevarious appointments, classifications, salary changes, etc., since the last City Councilmeeting.

    Recommended Action: City Council approve as submitted Final Check List(142793 thru 142853) in the amount of $24,848.87 for the period ending February 4,

    2013; Final Check List (142854 thru 142975) in the amount of $343,847.43 for the periodending February 7, 2013, Schedule of Wire Transfers in the amount of $1,362,956.13 forthe week ending J anuary 25, 2013 and Schedule of Wire Transfers in the amount of$435,084.45 for the week ending February 1, 2013; and, Final Check List (142976 thru143133) in the amount of $457,480.28 for the period ending February 14, 2013.

    12. URGENCY ORDINANCE AMENDING ORDINANCE NO. O2M12-4604 TO UPDATETHE DEFINITION OF CLASS OF NON-DEPARTMENT HEAD MANAGERS TOINCLUDE VARIOUS CLASSIFICATIONS F2M13-2, O2M13-4613

    Staff requests that the City Council approve an Urgency Ordinance amending OrdinanceNo. O2M12-4604 to update the definition of class of Non-Department Head Managers toinclude Deputy Fire Marshal, Administrative Financial Manager, Housing ProjectManager, Management Analyst, Parks Supervisor, and Utility Superintendentclassifications.

    13. URGENCY ORDINANCE AMENDING ORDINANCE NO. O2M12-4603 TO REFLECTCHANGES IN SALARY AND BENEFITS FOR THE CITY MANAGER AND DIRECTOROF ADMINISTRATIVE SERVICES F2M13-2, O2M13-4614

    Staff requests that the City Council approve an Urgency Ordinance amending OrdinanceNo. O2M12-4603 to reflect changes in Salary and Benefits for the City Manager and

    Director of Administrative Services. In order to be in compliance with the provisions ofthe EPMC benefit, CalPERS mandates that all title changes and/or creation of newposition classifications for affected employees must be reflected in a written laboragreement such as a resolution or ordinance. The title change of Director ofAdministrative Services necessitates a revision to the Salary and Benefit Ordinance No.O2M12-4603 as it relates to Executive Management employees.

    Recommended Action: Direct the City Attorney to introduce and give reading bytitle only, waiving further reading to the following urgency ordinance entitled:

    14. URGENCY ORDINANCE AMENDING CHAPTER 2.16 OF TITLE II OF THEALHAMBRA MUNICIPAL CODE BY ESTABLISHING THE DUTIES AND TITLE OFTHE DIRECTOR OF ADMINISTRATIVE SERVICES F2M13-2, O2M13-4615

    Staff requests the City Council approve an Urgency Ordinance amending Chapter 2.16

    of Title II of the Alhambra Municipal Code establishing the new duties and job title for theDirector of Administrative Services. The Alhambra Municipal Code establishes thecreation of offices and duties of certain employees. The job title and duties of theDirector of Administrative Services have been changed due to staff reorganization at thedepartment head level. This change necessitates a revision to the Alhambra MunicipalCode to accurately reflect the respective office and duties assumed by the employee.

    Recommended Action: Direct the City Attorney to introduce and give reading bytitle only, waiving further reading to the following urgency ordinance entitled:

    15. AN URGENCY ORDINANCE ESTABLISHING THE SALARY SCHEDULE FOR FULL-TIME CITY MANAGER AND DEPARTMENT HEAD CLASSIFICATIONS F2M13-2,O2M13-4616

    Staff requests that the City Council approve an Urgency Ordinance establishing theSalary Schedule for Full-Time City Manager and Department Head Classifications fromFebruary 4, 2013 to J une 30, 2013. The California Code of Regulations Section 570.5requires that the establishment of a Pay Schedule or Salary Range must be duly

    approved and adopted by the governing body in accordance with requirements ofapplicable public meeting laws. On February 4, 2013, a reorganization of variousdepartment heads necessitated the development of a new job classification and salaryrange.

    Recommended Action: Direct the City Attorney to introduce and give reading bytitle only, waiving further reading to the following urgency ordinance entitled:

    Ordinance No. O2M13-4616: An Urgency Ordinance of the City Councilof the City of Alhambra, California, establishing the salary schedule forfull-time City Manager and Department Head classifications fromFebruary 4, 2013 through J une 30, 2013
