THE PRESERVATION OF BRITISH GLIDING

by Ben WatsonThe most important task of the BGA is to maintain the liberty to manage our own affairs. This liberty was gained by our predecessors, notably Philip Wills, Ann Welch and Nick Goodhart, after much forceful argument in the corridors of power. It is up to all of us to maintain that freedom.

To most that freedom means airspace, which certainly is at present the most active issue. It requires continual vigilance and an enormous amount of time and effort by the Chairman of the Airspace Committee, the Director of Operations and many others notably the Chairman of the Political Committee who is responsible for the political lobby led most ably by our Parliamentary Spokesman Mr Bill Walker MP.

However, freedom to run our own affairs also means lower costs for all glider pilots as the following table dramatically demonstrates.

BGA costs are low partly because we are quite efficient and keep paperwork to a minimum, but also because of the amount of voluntary work which is done for free by our members. There are more than 80 active glider pilots working on BGA Committees. And in almost every case that means ongoing out-of-hours duties as well as atten­ dance at meetings. We have run our own affairs successfully and responsibly for around 50 years. However our freedom is under continuous attack. To maintain it we need to ensure:1. The highest professionalism and sense of responsibility in our operations so that we

continue to deserve the respect of Government and other Agencies with whom we deal.

2. That the best and ablest club members come forward and volunteer to work on our Committees.

You are the BGA after all!The other aspect of self preservation is of course the need for continued growth of

club membership.Here there are two keys. Publicity at local level and efficient and friendly manage­

ment of new members when they join. The first is wasted without the second. How many times have you heard people say that they loved the flying but could not afford the time of waiting around on the ground. Our club system is low cost (contrast USA) but not very efficient. The BGA can exhort and help with advice but it is club members who must do the work. The BGA Publicity Officer Nikki Campbell (Tel: 0494 881166) has pro­ duced some excellent practical notes for clubs on Publicity and Public Relations which are available from her or the BGA office. There are also the 'Go Gliding' posters and the 'Introducing Gliding' brochure. Do use them to introduce your friends and colleagues to the sport!

OXYGEN EQUIPMENTThe Air Apparatus & Valve A.I.R. 24 series

oxygen equipment for gliders, comprising a control head and 680 litre oxygen cylinder, is now available for self installation. With all the in-flight oxygen controls situated in the one position, this control head has been developed from the Company's highly successful Domiciliary oxygen unit to Drug Tariff Specification 01B.

The 680 litre cylinder is of British manufacture in aluminium to H.O.A.L. 4 specification and is supplied valved and charged to 2000 p.s.i.

The company also supplies oxygen equipment based on 230- and 680-litre cylinders, and face masks complete with valves and economiser bags.

In the unlikely event of servicing being required, the company operates a 24-hour turn-round postal system.

NATIONAL LADDER RULES1. Any pilot who has permission to fly cross country may take part.2. Flights may be made anywhere in the U.K. in any glider, except that no

flights in any competition for which entry forms are required may count. Points will only be awarded to the P1 in a two-seater.

3. The current BGA handicap (SI) will apply to the calculation of all open- ended tasks. An adjusted handicap (Slh) will apply to all closed circuit tasks.

4. The year will start on October 1 st and end on September 30th.5. There will be two separate ladder competitions: - (a) The Open Ladder

(for any glider), (b) The Club Ladder (for flights in club owned gliders only). Flights in private gliders may only be entered in the Open, but flights in club gliders may be entered in either ladder (but any one flight may only be entered in one ladder).

6. A pilot may enter up to four flights in each ladder but only two in each ladder may be height gains.

7. The pilot's word will be accepted for rounding of turning points and for flight times. Barograph traces must be shown to Club Ladder Stewards for height claims.

8. Distance flights must be at least 50km and comply with the 1 % rule. Declarations if made, must be made before take-off. Any flight may have up to three turning points, and these may be rounded with the flexibility permitted by FAI Badge Rules provided the flight is a genuine distance badge attempt. Start, finish and turning points must be features shown on 1:50,000 Ordnance Survey maps.

GLIDING QUALIFICATIONSFlying a GliderThere is no requirement to hold any licence to fly motorless gliders in Britain, but you must be aged over 16 to act as pilot in command. However, the EGA issues a Gliding Certificate endorsed to mark various stages of proficiency and achievement, as follows.

The Gliding BadgesThe A, B and Bronze Badges and the UK 750 km Diploma are National Standards set by the BGA. The Silver and Gold Badges, Diamonds and 1,000 km. Badge are International Standards laid down by the FAI.

The candidate must make at least 20 flights in a glider or motor glider before attempting any tests unless he is a qualified aeroplane pilot. The candidate must be alone in the aircraft for each test. Badge attempts may be flown in a motor glider provided there is proof that the engine was stopped after launch and not re-started during the period of the attempt.

A working barograph sealed by an Official Observer must be carried for all the FAI badge tests and the UK 750 km diploma except the 5 hours' duration where this is made locally and under continuous observation. If photographic evidence of reaching turning points is used the photographs must be taken in accordance with the FAI Sporting Code.

Flights for the A, B and Bronze Badges, must be carried out separately and consecutively. For the Silver, Gold and Diamonds any number of tests may be com­ pleted on any flight.

A BadgeOne solo circuit in a glider, or a motor glider in unpowered flight after the launch,followed by a satisfactory landing. Knowledge of the basic.Rules of the Air.

B BadgeA soaring flight of at least five minutes at or above the previous lowest point after launchfollowed by a satisfactory landing.

Bronze BadgeA minimum of 50 solo flights in a glider. (A 2,000ft aerotow counts as three flights and a PPL or similar Service or foreign equivalent, counts as 25 flights). Two soaring flights each of 30 minutes duration if launched by winch, car or bungey, or each of 60 minutes after release from aerotow at a height not exceeding 2,000 ft. A minimum of two flights in a dual controlled glider with a Full Rated Instructor (or ATC 'A' Category Instructor) who will satisfy himself that the candidate is proficient in the following:(a) Well co-ordinated and accurate general flying, especially keeping a good lookout.(b) Understanding and recognition of the symptoms of the stall, incipient spin and full spin followed by the correct recovery. If sufficient height is not available for the full spin then pratice to the incipient stage is acceptable.(c) Two field landings into a field, or, if a suitable field is not available adjacent to the club site, into a marked area of the airfield; the altimeter should be covered or the millibar scale offset for this practice. If a marked area of the airfield is used it must be so chosen that there is little or no undershoot and that the circuit and approach does not coincide with the normal circuit and approach to the airfield. Where a suitable two-seater is not available the field landings only may be flown solo.

The candidate must pass written Air Law and General papers and the flying and ground test must all be completed within the 12 months prior to the application.

2 passport photographs of the pilot signed on the back are required for the Bronze Badge.

Silver Badge(a) A duration flight of not less than 5 hours.(b) A distance flight of not less than 50 km (31.07 St miles) made in a straight line in which the difference in height between release and landing must be less than 1 % of the distance covered.(c) A gain of height of at least 1,000 metres (3,281 ft).

Gold Badge(a) A duration flight of not less than 5 hours.(b) A distance flight of not less than 300 km (186.4 St miles) made either:

in a straight line, orround not more than 3 pre-declared turn points the sequence of which need not be designated, except that the same turn point may not be rounded twice. There is no obligation to return to the point of departure or reach a designated goal.

(c) A gain of height of not less than 3,000 metres (9,843 ft)

Diamonds(a) A completed closed-circuit of not less than 300 km, over a pre-declared out-and-return course or triangular course flown in a designated sequence.

(b) A distance flight of not less than 500 km (310.7 St miles) - requirements as for Gold Distance.(c) A gain of height of not less than 5,000 metres (16,405 ft).

7,000 km BadgeThe FAI awards a badge for a distance flight of 1,000 km or more - requirements as forGold Distance.

UK 750 km DiplomaA distance flight of not less than 750 km starting in the UK - requirements as for GoldDistance.

Annual Soaring AwardsThe following are awarded for each calendar year to the best flights in each category starting in the UK; Distance may be flown according to current F.A.I. Badge Rules, and for the purpose of these awards, distances and speeds are measured on handicapped basis according to the glider's B.G.A. Speed Index. Prospective claimants should notify the Competitions and Awards Committee by the 31 st December.

THE VINTAGE GLIDER CLUBby Chris Wills

The Vintage Glider Club was formed in 1973 with the object of preserving pre-1945 designs, not as static museum pieces but restored to airworthy condition to be seen in the air where we feel they belong.

Since 1973 we have held 13 International Rallies in Britain, Germany, France, Holland, Switzerland and Hungary, with countless smaller rallies. Everywhere we have been, we have generated enthusiasm for restoring and flying old gliders. We have been to the dusty plains of central Europe and to the eternal snows of the highest mountains; in 1985 some of our members were launched from the 11,300ft Jungfraujoch in Switzerland in memory of an international contest held there 50 years previously.

Our members have continued to restore more vintage gliders, and have also built replicas of types which no longer exist, or which for some reason have not been released by their owners for restoration. We have situations where second prototypes fly 45-50 years after the first, such as the King Kite built in 3 years by David Jones in his Coventry living room, and a replica of the wartime Gull 3 scheduled to fly in 1986. I've flown the King Kite, and would say that if the original had been as good as the second prototype, British gliders would have been the best in the world in 1936.

Even older, a replica 1931 Falcon 1 (the first of Fred Slingsby's designs) is expected to fly in 1986. Many more vintage gliders in Britain are scheduled to be restored in the years to come, and a great number of the T21 's and T31 's made redundant by the Air Cadets are coming into our movement. The Germans are building replicas of the Habicht and Rhonadler, and restoring further examples of the Minimoa and Goevier, whilst the Dutch are working on a Grunau 8 two-seater and the French are restoring dozens of vintage gliders designed mostly during 1941/42.

We have become a great international family, with 540 members throughout the world. Co-ordination comes from Chris Wills (President), Robin Traves (Secretary), Peter Woodcock and Sally Shephard (Sales and Archives), all honorary officers work­ ing in their spare time. A VGS News magazine is put out 4 times a year with news, photographs, drawings, etc. We like to think that our movement captures something of the past, and gives people young and old a particular pleasure in this different kind of flying. Apart from the nostalgia, vintage glider flying can be very cheap compared with other flying. Our accident rate is not bad - touch wood. There have been only 2 major accidents in 13 years, and it is hoped that even these gliders will be repaired!

In 1986 our International Rallies will be at Dunstable during the last week of July and the official 14th International Rally at Lasham during the first week of August. If more than 50 gliders enter, these will be the largest vintage rallies ever held. Future events are planned for Germany (1987), France (1988) and Hungary (1989).

GLIDING AND UK AIRSPACEby Chris Nicholas

This article outlines the current airspace situation as it affects glider pilots. Although intended for use as a reference guide, the article is not in itself an authoritative document and in case of doubt in sensitive areas, the UK Air Pilot should be consulted.

AERODROME TRAFFIC ZONE (ATZ)Since April 26th 1985, ATZ's have existed only at Government aerodromes, licensed aerodromes with two-way air/ground radio and aerodromes with an Air Traffic Control unit or Aerodrome Flight Information Service unit. Aircraft shall take off, fly or land in an ATZ only with permission.

The definition of an ATZ is currently the airspace extending from the surface to a height of 2000 feet above the level of the aerodrome and within a distance of 15 nautical miles of its boundary. (Proposals are in hand to revise the definition - small aerodromes would have ATZ's of 2 NM radius, larger aerodromes 3 NM radius.)

At airfields without ATZ's, including most gliding sites regardless of how busy they are, an itinerant aircraft may legally penetrate the airspace near and over the airfield, providing the pilot conforms to the traffic pattern or keeps clear of the circuit airspace, and observes the normal rules of good airmanship to avoid collisions.

Some airfields are designated "Prior Permission Required" (PPR). This usually means a telephone call, but full details are set out in the AGA section of the UK Air Pilot. All military airfields are effectively PPR and should be avoided.

MILITARY AERODROME TRAFFIC ZONES (MATZ)A standard MATZ comprises the airspace within 5 NM radius of the centre of the airfield extending from the surface to 3,000ft above airfield elevation. In addition there is a projecting stub 5 NM long and 4 NM wide extending from 1,000ft to 3,000ft above airfield elevation, aligned with the approach to the main runway, although in some MATZ's the stub may be absent or smaller.

The rules applicable to the penetration of a MATZ are not compulsory for civil aircraft, but inside every MATZ there is an ATZ (see above.)

CONTROLLED AIRSPACEControlled Airspace is either notified for Rule 21 of the Rules of the Air and Air Traffic Control Regulations or it is not. Rule 21 makes Airspace subject to permanent instru­ ment Flight Rules regardless of weather conditions. This involves the filing of flight plans, pilots holding instrument ratings, carriage of certain radio equipment, etc.

If it is not notified for Rule 21 it means that VMC flights are not subject to these requirements and therefore gliders flying in VMC are permitted. Controlled Airspace sometimes occupies the same volume of sky as Special Rules Airspace (peculiar to the U.K.). In such circumstances the special rules relate only to the requirement for pilots to communicate with the controlling authority, and usually gliders do not have exemption from this requirement.

AIRSPACE ABOVE FLIGHT LEVEL 245The entire country is controlled above FL 245 but none of the rules are applicable to gliders.

VISUAL METEOROLOGICAL CONDITIONS (VMC)To comply with VMC within Controlled Airspace, or above, 3,000ft outside Controlled Airspace, or above 3,000ft within Special Rules Airspace, a pilot must remain at least 1,000ft vertically and at least 1 NM horizontally from cloud in a flight visibility of at least 5 NM, as interpreted by the pilot.

Bearing in mind that modern military and civil jet aircraft travel very fast and are capable of high rates of climb and descent and notwithstanding the minimum criteria stated below, it is prudent to exercise the greatest care when flying where such traffic is known to exist.

AIRWAYSAirways are Rule 21, but an exception is made for gliders. The relevant paragraph in the Air Pilot States: "Gliders may cross an Airway, except a Purple Airway (see below), in VMC by day without compliance with any of the requirements..." Note that the manner of crossing is not specified.

Some control areas may be treated as if they were airways, currently Daventry and Worthing.

Purple Airspace is established from time to time, to protect Royal Flights in fixed wing aircraft, within which ATC apply special procedures. Full details are promulgated by special NOTAM and it is important that Gliding Clubs receive this information, because gliders are not permitted to fly in Purple Airspace.

CONTROL ZONES/AREAS (CTR/CTA),SPECIAL RULES ZONES/AREAS (SRZ/SRA), ANDTERMINAL CONTROL AREAS (TMA)

The Rules are complex, but the following tables are a sirnplified guide.

Areas in which Gliders may fly provided certain rules are followed

Luton SRAPart of this may be used for taking off or landing at Dunstable (London Gliding Club). These rules are complicated and should be studied before flying into the area: refer to Air Pilot, RAC Section.

Bristol SRA/SRZPart of this may be used for gliding under a Letter of Agreement with the Mendips Gliding Club, with whom contact should be made before using the airspace.

Brize Norton SRZGliders may penetrate the SRZ at weekends in VMC provided that.a) Transits are made for cross-country record attempts on triangular routes which

cannot be arranged to avoid the SRZ.b) On the day of the proposed flight the pilot must contact the ATC Watch Supervisor

on Carterton 842551 and pass an approximate Zone Boundary ETA. At this time, but not later, ATC may refuse permission for operational or safety reasons.

c) The pilot must call Brize Norton on 130.4 MHz before penetration. In the absence of any reply the pilot may continue, assuming responsibility for lookout and separation within the ATZ, while listening out on 130.4 MHz.

Edinburgh SRZ/SRATransits are available to gliders contacting Edinburgh on 130.4 MHz. It will be neces­ sary to activate the frequency by telephone before departure.

AREAS OF INTENSE AIR ACTIVITY (AIAA)An AIAA is airspace which is not otherwise protected by regulated airspace, but where the intensity of civil and/or military flying is exceptionally high, or within which aircraft regularly participate in unusual manoeuvres.

Twelve AlAA's are currently listed, and shown on the 1:500000 topographical charts used by most glider pilots.

Gliders may penetrate these areas, but in view of the hazards, a sharp lookout is advisable.

UPPER HEYFORD RADAR ADVISORY SERVICE ZONE (RASZ)Although not listed as an AIAA, the Upper Heyford RASZ is similar. Again the proce­ dures are not mandatory for civil aircraft, but the Air Pilot contains the following advice:

"Since it will obviously be in the interest of Flight Safety for Upper Heyford ATC to have knowledge of all aircraft flying in the RASZ, pilots of gliders and non-radio equipped aircraft intending to operate within the zone are advised when possible to telephone ATC on Upper Heyford (086982) 4843 before take off in order to make known their intentions. However, flights made in accordance with standing arrange­ ments are excluded from this procedure."

A new Mandatory Radar Area is proposed to replace the RASZ in April 1986.

PROHIBITED AREASApart from certain security areas in Northern Ireland, the Prohibited Areas comprise the Atomic Energy Establishments at:

Winfrith Calder/Wind scale (Sellafield) Aldermaston Capenhurst

Harwell, Springfields and Dounreay are classed as "Restricted" in order to allow aircraft to land at adjacent major airfields, but for gliding purposes they should also be considered as "prohibited."

They all have a radius of 2 NM and extend to between 2,000ft and 2,500ft AMSL. It is most inadvisable to place oneself in the position of having to land within a Prohibited Area.

Short term Prohibited Areas may be established anywhere from time to time: information about these can be obtained from NOTAMS.

DANGER AREASThe U.K. is covered with Danger Areas of many types, shapes and sizes. They are active part-time, permanently or when notified by NOTAM. Full details will be found in the Air Pilot, RAC Section; the Chart of U.K. Airspace Restrictions is also useful.

Some glider pilots express the view that a Danger Area is not a Prohibited Area, so it would not be illegal to penetrate it. The following two points should be considered:

The Air Pilot lists only the type of activity most likely to be encountered, but in practice various hazards may be encountered in one area simultaneously.

Many Danger Areas contain areas over which flight is prohibited at times within the period of activity of the Danger Area by reason of bye-laws made under the Military Lands Act 1892 and associated legislation. Violations of Danger Areas by civil aircraft are causing concern to the authorities: Aeronautical Information Circular 69/1980 explains that the act will be used to apply airspace restrictions to all Military Danger Areas where possible.

It is also worth noting that the Air Pilot does not list Danger Areas with upper limits 500ft or less above the local surface, to which prohibiting bye-laws may also apply.

Glider pilots should therefore regard all Danger Areas as prohibited.

HAZARDOUS AREASOther types of hazard include Free Fall Parachute sites. The airspace is contained in a circle of 15 NM radius from the centre of the drop zone up to a maximum of Flight Level 120.

It may not be apparent to a glider pilot, observing the drop zone in flight, whether or not there is parachuting in progress: parachutists normally free-fall down to 2,000ft AGL and are extremely difficult to see. Beware!

HIGH INTENSITY RADIO TRANSMISSION AREASWithin these areas there are powerful radio emissions which may cause interference with glider radios and electronic variometers.

On such area is so powerful that prolonged exposure could be injurous to health.Details are in the Air Pilot, RAC Section.

RESTRICTED AREA - R.A.F. SCAMPTONIn addition to the Atomic Energy Restricted Areas mentioned above, the other signific­ ant Restricted Area is at Scampton to protect Red Arrows display training. The area is a circle of 5 NM radius extending to 6,500ft AMSL, active when Scampton is open (Monday-Friday 0830-1700 (winter), 0730-1600) (summer) and when otherwise notified by NOTAM.

Gliders may not enter this airspace except by permission from ATC Scampton (telephone Lincoln (0522) 730421 ext 314/330) or ATC Waddington (telephone Lincoln (0522) 720271 ext 451/452) or Waddington Approach on 127.35 MHz.

Proposals are in hand to enlarge this in the Waddington area and rename it Waddington; details will be published in due course.MILITARY LOW FLYING SYSTEMLow flying by high performance military aircraft takes place in most parts of the U.K. up to 2,000ft above ground level, with the greatest concentration between 250ft and 500ft. A chart is available denoting the system (see References).

All gliding sites are notified to the military authorities and all Club CFI's by now have a supply of forms for reporting any dangerous infringement of their ATZ to the Ministry of Defence.THE AIRMISS SYSTEMGlider pilots are accustomed to flying in close proximity to each other and may not appreciate that it can be quite alarming for the pilot of a powered aircraft to suddenly encounter a glider at close quarters. The reluctance of most glider pilots to report Air Misses is generally not shared by the powered fraternity: this usually results in extra work for the Airspace Committee! The Air Miss System is generally helpful and glider pilots should take advantage of it whenever appropriate. Full details are in the Air Pilot, RAC Section, but generally the procedure can be activated by a telephone call to the nearest airfield with an ATC service on the day of the incident.REFERENCESThe airspace situation is complicated and changing all the time.
