About the opportunity

Lake Macquarie City Council recognises that high-quality places derive added value from the innovative integration of art, design, architecture and related elements to generate a sense of community pride and identity.

Together with inspired design, incorporating artwork in public places encourages community ownership, cultural enrichment and ultimately economic benefits.

External Brick Design

Lake Macquarie City Council is seeking creative design proposals for blockwork to the external north facing wall of the soon to be constructed Multi Arts Place (MAP) at Speers Point Park.

About MAP

The first of its kind in NSW, MAP will be a contemporary, agile space presenting national and international contemporary art installations, digital art screenings and audio presentations, live theatre performances and music.

The design and construction documentation of MAP has also been the outcome of a unique collaboration between Lake Macquarie City Council and the University of Newcastle.

MAP is a purpose-built cultural venue, flexible in form including a hybrid stage and multi-arts space that serve in duality with flexibility to turn into studio spaces for workshops, pop-up events and creative engagement programs.

This commission is for a suitable concept/s that will enhance the existing architectural design of the building. The successful design will then be working into the construction brief for a suitably qualified builder to deliver.

Background

Aboriginal Cultural Heritage

The Awabakal were the tribe in the Lake Macquarie region. Early government documents indicate this large tribe was composed of a number of clans - the Awabakal (Lake Macquarie and Newcastle region), the Five Islands Clan, the Ash Island clan, the Kurungbong clan, and the Pambalong clan (Swamps district).

The effect of European settlement (early 1800s) was devastating to these groups. Their land was taken and the animal and plant resources in the region diminished. This brought misunderstanding and conflict and the majority of the groups died through either conflict with Europeans or disease.

European Heritage

In 1828, the land that encompasses present day Speers Point was officially granted to William Brooks.

In 1870, William Speers (also known as Spiers or Spears), a wealthy businessman and alderman from Sydney, acquired the southern portion of Brooks holdings and from that time the area became known as Speers Point. Speers built a holiday house and continued to mine coal and ship timber and also established a ship building yard.

By the late 1870s, people from the surrounding areas were spending recreational time at the lake. Newcastle residents travelled by coach to Belmont and then by steam launch to Speers jetty. In May 1887, Lake Macquarie Park was gazetted.

By 1900, Lake Macquarie Park had become a fashionable weekend and holiday destination.

With more than 400,000 users per year, Speers Point Park is the region’s most popular recreational precinct, linked with contemporary art lined shared pathway access to the Warners Bay entertainment hub, MAC:Museum of Art and Culture (formally known as Lake Macquarie City Art Gallery) and Awaba House as well as open public access to Lake Macquarie.

MAP will act as a commercial cultural activator, signalling opportunities to stage alternative theatre programs, music concerts, workshops and screenings. As an agile and flexible venue in a high-use location, the space will be an ideal steppingstone for emerging artists, and a platform to present alternative productions to new audiences.

Site and aspect

The location and aspect of the commission will be on the north-facing wall within the park.

Specific project requirements The drawing below is the north elevation of the building. This is an indicative image that was submitted as part of the Development Application and indicates materiality and scale.

Technical specifications

The block can be cut /broken off and be placed with the end protruding from the wall and twisted 90 degrees.

Each design must meet the following physical specifications:

The design is to utilize the following block:

Manufacturer: National Masonry

Model: Designer Block Standard 10.71, Alabaster, Honed Face

Measurement: 390 x 190 x 90

MAP Height: 9.31m

North Wall width: 10.59m

The design must not be climbable for the first 3m.

Strategically positioned on the wall will be four hanging points and power for the attachment of illuminated sculptures.

These commissions will be temporarily attached to the wall at a suitable height as Artistic commissions.

Each Artist is invited to submit a maximum of two concept designs within the attached template.

In selecting a concept, the selection panel will consider (but not be limited to) the following key selection criteria:

originality and general inventiveness of design

quality of visual representation

interactivity and meaning

buildability

suitability as a standalone feature or as a canvas for attached illuminated sculptures.

Please note: The successful design concept may (or may not) be used within the construction project. In addition, Council may only use part or whole of the successful design concept.

Artists will be consulted prior to the final construction drawings.

The level of the Artists Intellectual Property does not detract from acknowledgement. The successful Artist/s will be acknowledged and references as co-collaborator regardless of result.

Concept criteria elements

Creative and unique

Concepts should be clear and well defined

Can be translated into a brick form

Allows for the attachment of external sculptures and building illumination

Design cannot climbable for first 3m.

Designs that are interactive and play with shadow and sunlight will be considered favourably

Duality of meaning (braille or Morse code, digital VR or AR applications will also be considered favourably)

Submitting your Expression of Interest

Applications will close Friday 5th June at 4pm

Any EOI received after the closing date may be deemed non-compliant and disqualified by Council (in its absolute discretion) from the assessment process.

For an EOI to be considered, the Artist must comply with the following requirements.

(a) All applicable EOI documentation iscompleted in full and submitted

(b) The EOI is lodged by the specifiedclosing date.

Any EOI that does not comply with the above requirements or meet the minimum content standards may be deemed non-compliant and eliminated from the assessment process unless it is clear that the artist has made an unintentional error of form.

Eligibility

Recipients can include local and regional individuals and Artist and/or Artist teams.

Students are encouraged to participate.

Staff of Lake Macquarie City Council and members of the Architecture team are not eligible to participate.

The successful Artist/s will be acknowledged and references as co-collaborator regardless if all or part of the design is referenced.

Response to Expression of InterestIdentified Artist/s are invited to submit their EOI in response to the brief.
