WP4: Indirect Pesticides Costs on
Consumers’ Willingness to Pay
• Call KBBE-2007-1-4-18 : Internalization of external
costs of pesticides is an option considered by some
Member States as a valid policy action to reduce their
use and limit their negative impacts on humans and
on the environment. Research is needed to assess the
feasibility and benefits of such an approach.
The project should: (i) identify true external costs of
pesticides, taking into account the impact on the
operators, the environment and the consumers;

• Objective 4: will assess the external costs
of pesticides on the consumers, judged by
their own point of view, identify the main
factors that affect consumer demand for
conventional and pesticide-free foods and
evaluate different instruments to promote
the reduction of pesticides. (Topic (i) of
the Call).

• Task 4.1: Validity of willingness to pay measurements to
reveal consumers’ preferences for reduced pesticides
use;
• Task 4.2: Definition of modalities for experimental
markets;
• Task 4.3: Procedure to measure the reservations prices
for pesticide reduction; evaluation of the efficient cue to
signal this characteristic to the consumers;
• Task 4.4: Data analysis and discussion of the results
• Task 4.5: Synthesis of tasks and implication for
Agricultural Policy

• D4.1: Report on consumers’ perceptions on health risks derived
from pesticide use and on the attachment for the respect of the
environment. (related to Task 4.1)
• D4.2: Estimation of consumers’ willingness to pay to reduce
pesticides, based on experimental markets. (related to tasks 4.2,
4.3, 4.4)
• D4.3: Evaluation of different instruments for signalling the reduction
of pesticides (related to task 4.3)
