First spotted on 23rd January 2015 as a monsoon disturbance over the northern part of Borneo of South China Sea water basin
From South China Sea, the cyclone cross over the Andaman Sea by passing through Surathani Province at Isthmus of Kra, Thailand
At the wee hours in the morning 28th Jan, having the strength of super typhoon with maximum wind speed of 200 kmph, it makes a landfall over Perlis and creates extremely devastation disaster to the state and its neighbours.

More than 300 mm of rainfall was recorded within a 5-hour period. About 60% of the state has been inundated with water between 1 and 5 meters, mainly in low lying areas together with massive landslides.
Since most people are caught unprepared, numerous victims and casualties have been reported in this catastrophe. One of the most affected areas is Timah Tasoh area.

The Malaysian Government through its National Disaster Management Office (NDMO) has immediately activated the National Security Council (NSC) Directive 20 and has set up Emergency Operations Centres (EOCs) at National and State Levels.
RESPONSE BY MALAYSIA
All government agencies and Non - Governmental Organisations have been directed to be deployed in disaster relief operations throughout the nation.

a. A preliminary estimate has indicated that the state of Perlis has more than 100,000 victims who are now homeless.
b. The damage inflicted has also resulted in populations being
stranded. Locals were seen leaving their homes due to floods and landslides.
c. Most areas around Timah Tasoh Lake, Chuping and Beseri
have reported electricity and water supply cut-off.
d. Communications are also down due to the loss of electricity.
e. Infrastructures in the remote areas were damaged due to strong winds, landslides and most roads are impassable.
Local Emergency Response and Aid Teams (ERAT) in Perlis have conducted a survey of the affected areas and
has reported the impacts to EOC/NDMO as follows:

f. 500 people in Kampung Timah needs to be evacuated immediately. g. 1,500 people in Kampung Air have been out off food and water
for 2 days. They require food, water, temporary shelter and medical services as soon as possible.
h. Rescue Teams are required to be on standby for SAR operations
at Timah Tasoh. i. Medical services are needed for disaster victims around Timah
Tasoh.

j. CBRNE team to respond to Chemical Leakage and RTA (HAZMAT) incident. k. Evacuation Centres are needed to provide shelter, food, water and medical services. l. MSAR to rescue passengers and crews of the ship.

The EOC at CDMRC were unable to cope with the magnitude of the disaster that is affecting the East-coast and Northern states despite mobilizing all the government agencies. The government reported that they are unable to provide immediate humanitarian assistance and disaster relief (HADR) at Timah Tasoh.
Thus on 30th January 2015, NSC submitted a request for assistance for humanitarian assistance and disaster relief (HADR) from the international
community through the AHA Centre.

The Commercial Port in Penang and World Resort in Langkawi Island suffered minor damage. The Sultan Abdul Halim Airport and Langkawi
International Airport in Kedah, Bayan Lepas Airport in Penang and Royal Malaysian Airforce Airbase in Butterworth also suffered
minor damages but are still operational.

The identified emergency needs and tasks are as follows:
a. Search and Rescue (SAR) in landslides, collapsed building, Maritime SAR and others.
b. Medical Services.
c. Immediate relief Aids (Temporary Shelter, Food and
Water supply).
d. Infrastructure Support (Temporary Bridge).
e. Indirect Support for Evacuation of affected population from remote areas and island (MEDEVAC, CASEVAC, Urban and Maritime SAR).
f. CBRNE teams for chemical leakage (HAZMAT).
