INVITATION FOR EXPRESSION-OF-INTEREST
Vikram Sarabhai Space Centre (VSSC) invites Expression-of-Interest (EOI) for Processing and Supply of Special Purpose Motors (SPMs) and Igniter Grains (IGs) at VSSC, Thiruvananthapuram using VSSC established facilities on "Government Owned Company Operated (GOCO) mode". It is proposed to entrust the scope of processing and supply of different types of Special Purpose Motors and Igniter Grains to VENDORS on Government Owned Company Operated mode at an annual rate of about 30 batches (average batch size of 12 numbers). The processing of SPMs and IGs which include handling of solid propellants, mixing & casting of hazardous explosive materials and post cast operations demand experience in the area of solid propellants/explosives and Non Destructive Testing (NDT). Safety and quality are of utmost importance while working in this environment. Overall management of the production also needs to be taken care and all issues and concerns must be addressed on a timely manner adhering to the stipulated production schedule. Interested VENDORS having adequate know-how, in-house facilities, qualified and skilled technical personnel, experience in solid propellant/explosives processing and having sound financial background, commitment and desirous of long-term partnership with ISRO are invited to participate in the Expression-Of-Interest. On receipt of EOI, VSSC shall evaluate and assess the suitability prior to short-listing of Vendors. This call for EOI does not carry with it any guarantee for allotment of contract. 1. Preamble Vikram Sarabhai Space Centre (VSSC) is the lead Center of Indian Space Research Organisation (ISRO) that specializes in the design and realization of satellite launch vehicles. To meet the increasing demand of launches, ISRO has decided to look forward to participation of private industries for the production and supply of launch vehicle systems and sub-systems. Among other technologies, solid propulsion is one of the key areas in which VSSC has been working since its inception and in this area also, production through external parties/industries (VENDORS) is being explored. Hence, to begin with, solid motors below 400 kg propellant loading (Special Purpose Motors and Igniters Grains) are being offered for production under the Government Owned Company Operated (GOCO) mode. Objective is to carry out the processing, in process quality checks, specimen preparation and evaluation of properties of Special Purpose Motors (SPMs) and Igniters Grains (IGs) in batches at VSSC and supply finished motors and grains by the VENDOR as per the schedule finalized by VSSC. All the necessary facilities, equipments, fixtures and raw materials shall be provided by VSSC. 2. Scope of work SPMs are either case bonded solid motors with propellant cast in thermally insulated metallic hardware or free standing grains cast in PVC/paper wound restrictor tubes. There are different types of SPMs varying in length & diameter. IGs are free standing propellant grains cast in PVC/paper tubes. The major activities include Hardware preparation, Insulation lining, Autoclaving, Insulation finishing, Liner application, Propellant Raw Material preparation, Propellant Mixing, in process checks (homogeneity, viscosity and moisture), Casting, Oven Curing, Propellant trimming, Inhibition laying, Inspection, Non-destructive Testing, Specimen preparation and physical & mechanical properties evaluation. The maintenance and upkeep of process logs, facility logs and quality control function also form part of the processing activity. Quality assurance will be taken care by VSSC. Propellant processing being hazardous in nature, the VENDOR should be conversant with safety practices and carry out all the activities with utmost safety. Compliance of safety in the various processes are to be ensured by the VENDOR through their Safety Officer. VSSC will conduct overall safety surveillance for all the process activities. It is envisaged that the GOCO CONTRACT shall be operated for an initial period of 5 years. The first three months of the CONTRACT will be a trial phase wherein VSSC will provide all the necessary training to the VENDOR in the processing aspects of SPMs and IGs. , 3. Facilities and Process equipments provided by VSSC The processing and testing facilities for processing of SPMs and IGs available at VSSC, Thiruvananthapuram will be provided to the VENDOR. Sharing of facility/equipment with VSSC, if required, will be done by proper process scheduling jointly by VSSC & VENDOR. The major equipments required for SPMs and IGs processing are weighing balances, autoclave, hot air oven, liner application setup, vibro-sieve, grinder, Zigma mixers, casting chamber, vacuum pump, pressure casting setup, 450 kV X-ray machine, ultrasonic test equipment, film viewer and film processing unit, Universal Testing Machine, viscometer and moisture analyzer. VSSC will provide an Office for the VENDOR and extend other logistic support like canteen facility, internal transportation etc. as per existing norms.

4. Major operations during processing Operation Activities involved
1. Hardware
Preparation Visual inspection and cleaning of hardware by sand/cumite blasting, degreasing & primer application
2. Insulation Lining Laying of synthetic rubber insulation and preparation of sample coupons.
3. Autoclaving Autoclaving of rubber lined motors cases
4. Insulation finishing
Trimming of the insulation and abrasion.
5. Liner Application Liner preparation and coating the insulation surface by brushing.
6. Raw Material preparation
Sieving and weighing of all raw materials. Grinding of sieved Ammonium Perchlorate (AP). Blending of AP coarse with AP fines in specified ratio. Transportation of weighed raw materials to mixing stations. In-process sampling with proper identification and analysis of sample in the testing lab.
7 Propellant Mixing Mixing of raw materials as per process document.
In-process sampling and analysis for homogeneity, viscosity and moisture in the testing lab.
Mixed propellant slurry unloading, weighing and shifting to casting station. Cleaning of mixer.
8. Casting, curing & de-coring
Assembly of casting fixtures and propellant casting.
Dismantling of cast motors, dis-assembly of casting fixtures and placing the cast motor inside identified oven .
Monitoring of oven curing. After curing is over, de-coring of motors/grains is done and delivered to propellant finishing section .
9. Propellant trimming & inhibition
Trimming of propellant to the specified dimensions and inhibition of the propellant surfaces as per the requirement.
Shifting of inhibited motor/grain to NDT facility.
10. NDT Radiography, interpretation of films/digital radiographs and taking re-shots, if required and report generation
11. Visual & dim. inspection
Conduct final visual inspection of the hardware, propellant port and end inhibition surface and dimensional inspection.
12. Property evaluation
The moisture checks for the materials, physical and mechanical properties evaluation and generation of reports.
13. Documentation Generation of production document based on log sheet / log book information as well as product evaluation parameters from laboratory/NDT facility.
14. Quality Control Quality control of all the process operations by qualified engineers/supervisors and recording all the parameters in separate log books.
Real-time alerting of quality lapses and corrective action.
17. Safety Deploying qualified safety engineers for surveillance of all the activities and processing as per safety norms. Ensuring man & material limit for all the activities. Real-time alerting of

5. Human Resource and HR policy The VENDOR shall provide the production team (technical and skilled) for processing of SPMs and IGs in VSSC. The screening of the proposed Production Team of VENDOR for their technical capability will be done by VSSC. The Production Team should be qualified and experienced and should possess requisite skill-sets for operation of solid propellant processing facilities and non destructive testing facilities and to perform production work as specified. Minimum Production Team of about 40 personnel, comprising of Graduate Engineers, Diploma Engineers and Technicians, may be required to be deployed by the VENDOR for the production and supply of SPMs and IGs in the GOCO mode in VSSC. The VENDOR shall have an HR policy for retaining trained personnel. This is very essential since attrition would lead to derailment of production activities, affect safety, quality and delivery schedule. 6. Training of VENDOR personnel VSSC will impart necessary training for the production team deployed by the VENDOR during the trial phase of initial 3 months. 7. Other requirements Security : Production Team shall comply with the security regulation of VSSC. Safety : Production Team shall follow all safety stipulations. Secrecy : The VENDOR and their production team shall abide by the INDIAN OFFICIAL
SECRETS ACT in vogue and shall provide information of awareness of the above in writing.
8. Criteria for scrutiny of EOI proposals 8.1 General The EOI shall contain complete information of the VENDOR, its human resources, infrastructure, assets, financial standing, line of business and credentials. 8.2 Essential criteria for evaluation of EOI 8.2.1 VENDORS registered in India need only participate. 8.2.2 VENDORS having experience in solid propellant/explosive processing and having own
facilities for the same need only apply. 8.2.3 The Vendor should be a profit making Company during the last 3 financial years (FY -
2015-16, 2016-17 & 2017-18) ending 31st March of the corresponding year. 8.2.4 Certified copies from Chartered Accountant for the annual financial turnover and balance
sheet showing profit/loss to be furnished. 8.2.5 VENDOR should have prior experience of more than 3 years in working with
aerospace/defense sectors in the processing of solid propellants/explosives.

8.2.6 In a scenario where the production requirements of SPMs and IGs are beyond the current production capacity of VSSC, the VENDOR should be willing to establish production facilities at their site and at their own cost to meet the enhanced production requirements.
8.2.7 In event of response from VENDORS already executing ISRO contracts, past
performance will be considered. 8.2.8 The VENDOR should have an established management structure and shall possess
human resources with adequate knowledge, skill and experience in the areas of processing of propellants/explosives and non destructive testing.
Note: 1. For Clause No.8, all information provided by the VENDOR shall be supported with
documentary evidence. Brochure, if any detailing the VENDOR profile may be submitted. Copy of the previous similar purchase/work orders executed by the VENDOR also may be appended.
2. The final evaluation of the responses will be based on inputs furnished against our criteria, assessment based on facility visit, if required, feedback from customers and overall assessment.
VENDORS who are meeting the requirements as specified in clause 8 of the EOI and are interested in associating with ISRO for production of SPMs and IGs at VSSC, Thiruvananthapuram may submit their interest in writing along with copies of supporting documents for verification/evaluation at VSSC. Qualified VENDORS will be shortlisted and detailed proposals from such VENDORS will be solicited through a RFP. A checklist (Annexure -1) for the supporting documents to be submitted by the VENDOR along with the EOI is enclosed.

Part I- Scope of Work
1. Background
Vikram Sarabhai Space Centre (VSSC), Department of Space (DoS),Government of India invites
Expression of interest (EOI) from interested Indian industries for realization of Light alloy
structures of GSLV MkIII and Establishing facility for Thermal Painting. These Light alloy
structures are to be realized from aerospace quality material and protect outer surfaces from
environment inclusions or corrosions. VSSC has collaboration with many Indian Industries
(Private/Public work-centers) to realize all such mechanical hardware fabrication and realization.
Existing VSSC work-centers are now capable of fabricating and supplying for ongoing programs
only. Light Alloy Structures are the one more crucial from its future availability point of view as
these structures require more critical manufacturing process and facilities. Hence, Department is
willing to receiveExpression of Interest from promising contractors to realize Light Alloy
Structures and establish facility for Thermal Painting.
2. Extent of Work
For Geo-Synchronous Satellite Launch VehicleMkIII(GSLVMkIII)10 Types of Light Alloy
Structures of differentgeometry& types are to be realized through external work centers and
facility to be established for thermalprotection/ painting of light alloy structures. These structures
are of different constructions like closely stiffened, Truss, machined & rolled Isogrid Structures.
These are to be realized through Aerospace quality Aluminium Alloy in various forms like
sheets, blocks, plates, rods, bars, tubes, extrusions, forged rings etc. supplied by ISRO. The
proposed works is for supplying qualified quantity of following items and providefacility for
Thermal Protection System-Paint Application on GSLV MkIII Light Alloy Structures
The size of these Light Alloy Structures varies fromDia.2.2m to 4.1m and height of 0.6m to
4m.Different structures which are mostly made up of Aluminium Alloys of different grades of
Aerospace qualityrequire different advanced manufacturing processes at different stages. Brief
description of each structure with overall dimensions and criticalities with regard to process and
assembly is given below.

4. Thermal Protection System
External surface of theflightisexposed to aerodynamic heating, heating due to radiation and
convection. To restrict the temperature, rise during flight and protect outer surface from
environmental inclusions or corrosion, Thermal Protection System is required. Following types
of thermal protection materials are normally used to protect the structures from the thermal

Scope of work or application of TPS-Paint over the structures of GSLV MkIII involves weighing
of the hardware, positioning, handling, fixture removal, cleaning of the surface, masking of areas
that do not require TPS, TPS preparation by using PC-10 (Red/White)/PMC-30/ Epoxy and
Toluene in suitable quantity, Curator preparation by mixing MethyOxiaminoSilane (MOS),
Amino Propyl Tri-EthoxySilane (APTES) and Di-Butyl Tin dilaurate(DBTDL) in suitable ratio.
Spray system preparation, TPS application in multiple coats over required regionsas per
specification, emerying, intermediate TPS measurement, data logging, application of TPS,
thickness measurement, de-masking, fixture attachment, again weighing, cleaning of equipments,
and movement of hardware to the next stage of processing.
Coating can be done automatically over a prime coat in multiple coats to obtain the required film
thickness. Basic facility requirements for TPS application are as follows.
1) Painting Booth:-
To carry out thermal painting of the structures party should be equipped with booth capable of
handling an assembly of maximum Dia.5m and Height 11m and spraying facility.
2) Air Inlet & Exhaust System: -
Fresh inlet air with filteringcapacity up to 50 micron
particle size
Paint fumes Exhaust system for exhale the
toxic fumes produced during the application.

3) Rotary - Tilt table: -
Rotary Tilt table for positioning the hardware and enables worker to
apply TPS on the structure by rotating and tilting the work table. The
table must be of solid base and has provision for clamping the
structures.The table should be rigid for handling a structure of Maximum
Dia.5 Mtr and height 11 Mtr.
4) Spraying Equipments& Stirring Mechanism: -
Spraying equipments and attachments are required for TPS application. Mixture to be poured in
a sealed pressurised container attached with spray gun and it is released as fine spray when
depressing a button to form an evenly coated surface. Additional Stirring mechanism to be
incorporated with spraying equipments for getting fine ratio of PC-10/ PMC-30/Epoxy and

wraps are required for lifting or lowering the hardware. It can be either operated manually or

Sling hooks, Bow shackle etc. are required for safe lifting of the hardware.Maximum
approximate mass of structure to be handled by means of these attachmentsis 2 Ton .
6) Air Compressor: -
Air compressor for supplying compressed air for the TPS application on the hadware for
achieving the required coating thickness and In order to atomize the paint properly, the facility
must be hooked up to provide an air flow of 785 bar pressure.
7)Thickness Measuring Instruments: -
A coating thickness measuring instrument is required to measure coating thickness. Thickness is
probably the most critical measurement in terms of hardware because of its impact on the entire
Thermal Protection System. The measurement noticed to be logged in for subsequent inspection
and activities.

Part II: Facility Requirements
The prospective firm should have well established shop-floor practices & aclean work
environment with following facilities:
1. General Plant and Shop-Floor Facility
An assembly bay of around 100m length, 50m width and 10m height under hook of an overhead
Crane with an EOT of 10 tonnes.
Assembly facilities should include High precision vertical assembly jigs with staging for
assembly of Structures size varying from dia 2.2m to 4.1m & 0.6m height to 4m
Subassembly fixture for Skin segments riveting with stiffeners to form skin panels.

2. Large Fixturing and Tooling Facility
Light Alloy Structures which are made up of Aluminum Alloys, which cannot be welded, require
riveting. To ensure hole-matching between mating parts, properly designed drill jigs and fixtures
are required. As size of light alloy structures varies from Dia2.2m to 4.1m and height of 0.6m to
4.0 m, facilities to design, fabricate and qualify that much bigger size of fixtures and jigs are to
be demonstrated by the party.
Perspective party should have Assembly facilities including High precision vertical assembly
jigs with staging for assembly of Structures size varying from 2.2m to 4.1m diameter and height
of 0.6m to 4m. These assembly fixtures shall have locators for loading end-rings/ Bulkheads
taking care of height, orientation etc. Assembly jig shall be re-referenced before every assembly
generations.
3. Riveting and Fastening
Aluminum Alloy Structures are built by assembling various sub-assemblies and components
using pre-qualified jigs and fixtures. Riveting and bolt fixing are used to join two parts together
with some reference points or locators. Number of Jo-Bolts is fixed in the critical joints where
both shear as well as axial loads is coming. There require shear bolts for taking shear loads
alone. All these activities are critical as joints are subjected to loads and any mistake may cause
catastrophic failure. Hence, skilled man-power for Riveting for different configuration of rivets,
Jobolt fixing in reamed holes, torquing of Tensile/Shear bolts are to be ensured.
4. Welding Facilities
All the weld joints coming in light alloy structures are critical since they are subjectedto
Structuralloads. Hence party should have qualified welding facilities and welding procedure.
The quality of welding shall be ensured through
proper maintenance ofthe equipment and
calibration of all instruments and controls.
Standard inspectioncharts recommended by the
equipment supplier for periodic calibration shall
beobtained and the calibration done
accordingly.DPT & RT are mandatory for these
welded joints. However, wherever RT is not
possible UT shall be carried out.
5. CAD/CAM Facilities
Party should have CAD/CAM facilities with skilled man-power for Jig designing, tooling,
machining programming etc.. Designing and machining of critical components and assemblies
like require CNC programming using latest Cam software like MasterCamand3D Surface
Modeling software like Unigraphicsor CATIA.

6. Machining Facilities
These structures are of different constructions like closely stiffened, Truss, machined & rolled
Isogrid Structures etc. to be realized through

11. Inspection Facilities
Quality Control & Inspection facilities are must for On-line inspection, final dimensional
inspection,internal/surface defects evaluation and mechanical properties testing, Dimensional
inspection using CMM & RMS and NDT facilities like RT, UT, DPT etc for final qualification
and acceptance of the hardware.

12. Storing Facility with Bonded Stores
Received raw materials, fasteners of different grades, semi-finished components, sub-assemblies
and final assembled structures have to be kept in protected space with all necessary facilities. A
bounded stores with proper tracking system is mandatory. The space available in the store should
be sufficient to keep all above items in designated location with traceability.
13. Transportation Facility
With the approval of Pre-Dispatch Review Committee, the qualified
structures have to be transported to required places. For that party must
have sufficient transportation facility with proper licenses from
government authoritiesto transport goods by road in anywhere in India.
Transporting facilities should be qualified enough to transport riveted and
bonded structural assemblies without any damage. This may require
transport container up to 10m length, 5m width & 5m height
