MINUTES Part A: Commencing of the meeting

A.1 Opening and Roll Call (PN) [PN opened the Executive Board Meeting 1/2017 by teleconferencing at 20.05 Central European Time.

A.2 Approval of the Agenda (PN) Agenda dated on 3 February 2017 was approved.

A.3 Minutes of the previous Executive Board Meeting (MiM) a) Minutes of the Executive Board Meeting 5-2016 held 2.-3. December 2016 were approved.

b) Items derived from the Minutes were the following:

− Poland has finally paid their annual membership fee 15.12.2016. − A letter to Mr. Dominique Roland/EASA regarding gliding training requirements and Part-GLIDING

has not been made yet. [PN] will take care of this with [AM]. See also D.1 b). − Hopes to get Italy back to the EGU seems to be even more far away and for the moment, we will

not take any actions towards them. − EAG-materials have not been uploaded into EGU website yet. [MiM] will take care of this.

Part B: General and administrative issues, finance

B.1 Financial situation (RD) [RD] the Treasurer gave a brief overlook on financies when year 2016 was closed. The EGU ended to a minor surplus, thanks to PL who paid their annual fee mid-December.

Furthermore, [RD] pointed out that our TO´s participating to EASA-work for Part-GLIDING, shall bring their original EASA-form and original receipts to London to [RD] for their reimbursement. The EGU will then invoice EASA. He adviced [HS] to continue with declaring costs directly to EASA, until system EGU/EASA works fluently.

B.2 EGU Congress 2017 (MiM) The General Secretary gave a quick overlook on registrations received. There would be 34 persons attending, with only three having their spouse with (total 37). 15 member states out of 18 would be present. This looks just fine.

A draft time scheduling proposed by [MiM] for Saturday 18.2.2017 at 09.00 – 17.00 was discussed and modified.

− [MiM] will ask Mr. Julian Scarfe/Europe Airsports to give an update on EASA regulatory issues; like changes related to EASA Basic Regulation.

− Financial items 7.-10 will be planned as a one block conducted by [RD].

− For elections in 11, [MiM] will draft a plan based on our Statutes, how they are taken through. Some discussion took place as we have received now total 8 nominations and we have had five seats in our Board.

Basic approach is not to propose enlargement of the Executive Board. It was also noted that for the elections, we should ask the Congress whether the two Controllers could also act as tellers, counting the votes. [MiM] shall also take care of voting forms for the elections. Planned time for this section is 25 minutes.

− [MiM] shall send a message to all Full Member delegates to give a signal, in advance, if they are interested to host the EGU Congress 2018 in late February next year (for example 17.2 or 24.2.2018).

PART C: Technical issues C.1 Airworthiness and Maintenance (HT) a) No any acute news or items prior the EGU Congress. [HT] will give a presentation. Some discussion

took place about possible news we may get from Julian Scarfe concerning draft EASA Basic Regulation. It might be best if [HT], when giving his presentation at the Congress, gives audience make questions after each section of his presentation. It would enable also Julian Scarfe to respond where relevant.

C.2 Training and training organizations (AM) a) No any acute items prior to EGU Congress. [AM with MM] will draft a presentation and guide the

audience through this item. [PN] should monitor and lead discussion between members and TO´s.

C.3 Licencing (MM) a) See D.1 b).

C.4 Operations (HS) a) See D.1 a).

C.5 Airspace and equipment (GB) a) Postponed until the next meeting, if no specific news.

C.6 Communication (RD) a) Postponed until the next meeting.

PART D: Development and New Iniatives D.1 EGU/EASA Project work on “Part GLIDING” a) Part GLIDING – OPS

‒ Written report (see annex) by [HS] 5.2.2017 about activite since our last meeting 2.-3.12.2016 was introduced by [HS].

‒ No specific actions were seen necessary prior the Congress where [HS] will give a detailed presentation. It should give a very clear overall view on OPS-requirements drafted so that our members can understand them properly, also in our “big picture”.

b) Part GLIDING – Licencing and Training

‒ A status report will presented by [AM/MM] at the EGU Congress in Heathrow.

‒ There were no specific actions needed by the EGU, except drafting a letter by [PN/AM] for Mr. Dominique Roland/EASA regarding incorporation of gliding training regulations into Part-GLIDING.

c) Part GLIDING – Project overall status and communication

‒ Postponed to the next meeting, immediately after the EGU Congress.

PART E: Any Other Business - AOB E.1 AOB a) Letter from Mr. Udo Beran, Secretary General to the DAeC, dated in Braunsweig on 11th January 2017

and received by email 16.1.2017 was distributed to all members of the EGU Executive Board.

E.2 Next Executive Board Meeting (MiM) a) Will be held on Sunday 19.2.2017 at 09.00 – 11.00 at the Renaissance Hotel London-Heathrow. MiM will

compouse a draft agenda for that meeting.

CLOSURE [PN] closed the meeting at 22.29.
