ENVIRONMENTAL WORK METHOD STATEMENT

1 SCOPE OF ACTIVITYSite compounds will be established to provide offices, material storage/handling areas and amenities for siteconstruction staff during construction of the WC2NH Project. The activities to be executed under this EWMScover all activities associated with the establishment of the site compounds during preconstruction and earlyconstruction phases of the WC2NH project.

The methods that will be undertaken to establish the site compounds are described in Table 1 as follows:

2 LOCATION OF ACTIVITYTwo main site compounds will be established to service the northern and southern portion of the Project. Thenorthern site compound will be located on Letitia Close, North Macksville and the southern site compound atAlbert Drive, Warrell Creek. A number of additional, smaller compounds will also be required to be establishedalong the alignment. Appendix A – Site Compound Locations shows the location of site compounds that requireestablishment. . Appendix B – ESCP Albert Drive Compound shows the identified erosion and sediment controlmeasures to be implemented during the southern compound establishment and operation. Locations of sitecompounds, and access plans will be reviewed against sensitive area plans / heritage PAD information etc, andtool boxed to personal prior to activities commencing.

Where works or access from outside the project boundary is required, specific approvals are to be sought prior tothe works.

No light vehicles are permitted to enter any sensitive environmental areas including EECs, heritage or waterwaysunless following approval from the Environmental Manager/ER/RMS.

3 APPROVALS REQUIREDThe Environmental Representative (ER) and RMS are required to review this EWMS to ensure all risks andappropriate controls have been documented. The activities associated with the establishment of sitecompounds covered by this EWMS are considered to be excluded from the definition of Construction under theMinisters Conditions of Approval (MCoA) and are therefore permitted to occur without an approved CEMP. Thesite compound establishment activities can occur as long as the work does not affect EEC, significant heritageareas, does not require extensive vegetation clearing and/or the works are considered to have minimalenvironmental impact as determined by the ER.

4 TIMING AND DURATION OF ACTIVITIESThe site compound establishment activities covered by this EWMS will be undertaken during thepreconstruction and construction phases of the Project.

5 CONSULTATION REQUIREMENTSCommunity consultation shall be conducted by the AFJV Environment Manager and/or AFJV CommunityRelations Manager in accordance with the Construction Community Relations Management Plan.

including floodplains. Longer term stockpile of mulch (more than 1 month) will be constructed at least 50mfrom Stoney Creek

Any dirt tracked or materials spilled onto roadway from construction vehicles to be removed and disposedusing brooms or sweepers fitted with water sprays to minimise dust generation during roadway cleaningactivities.

If wet soil is encountered when stripping back, dry to the soil prior to putting back into permanent works(where reasonable and feasible).

Any temporary water crossing (or part crossings) or creek diversions to be installed in accordance with theNSW Aquatic Habitat Protection Unit “Policy and Guidelines for Bridges, Roads, Causeways, Culverts orSimilar Structures” (1999), and the Department of Housing’s “Managing Urban Stormwater, Soils andConstruction” (2004) section on temporary waterway crossings. All temporary crossings to be designed tominimise upstream flooding impacts. Each temporary crossing will consider appropriate pipe diameters andthe use of rock surfaces to minimise impacts.

Earthworks areas to be progressively revegetated / stabilised in accordance with the Blue Book. Environmental Officer will be present for early works and site compound establishment, as required to

provide technical advice.

Access tracks to be constructed after initial early works to gain entry and establish a small works site. Onceconstructed, access tracks will be stabilised (e.g. spray-seal) to prevent erosion prior to further works,especially where construction traffic is likely to increase.

The Activity Supervisor and Environmental Manager to assess work during high rainfall periods (>10mm)Works will be ceased or adjusted where deemed necessary.

An inspection of erosion and sediment controls will be conducted post rainfall. Spoil from excavations is to be reused onsite as fill. Where fill cannot be reused immediately it will be taken

to a stockpile location approved by the Environmental Manager.

Undertake works in a manner that minimises dust emissions including wind-blown and traffic-generateddust.

Impact to Air Quality High The Activity Supervisor and Environmental Manager to assess work during windy conditions where dustLow Activity Supervisorcannot be controlled. Works will be ceased or adjusted where deemed necessary.

SubcontractorsExposed surfaces, cleared areas and stockpiles are to be watered down as necessary to minimise dustgeneration. Environmental Manager

Keep areas of exposed surfaces to the minimum extent required in order to complete the works Environmental Officer

Cleared or disturbed areas to be stabilised and as soon as practicable or within 1 week after completion ofworks.

Cleared/exposed areas and long-term stockpiles to be progressively revegetated (e.g. spray planting covercrops of sterile grasses) and/or hydro-mulched to reduce wind-borne dust and erosion.

Silt accumulated in erosion control devices (e.g. silt fences) to be removed on a weekly basis or followingheavy rainfall to prevent dust generation and to ensure 70% capacity at all erosion control devices at alltimes.

Works near contaminated sites or sewerage systems to be undertaken in a manner to minimise odourimpacts. If nuisance odours are generated, measures are to be taken to prevent the odour. If this is notpossible, works are to be suspended and the Environmental Manager or Construction Manager to becontacted.

Minimise traffic generated dust by adhering to and enforcing construction speed limits. Ensure trucks are free of loose material and loads are covered prior to exiting work site onto public

roadways. Undertake inspections to ensure compliance. Any dirt tracked or materials spilled onto roadway from construction vehicles to be removed and disposed

using brooms or sweepers. Plant operators to switch off plant whenever the equipment is not going to be used for more than 15

minutes. Plant to be maintained in good working order. Maintenance records to be kept for all plant, vehicles and

machinery Stabilise or cover stockpiles that are to remain unused for a period greater than 2 weeks and dry material

stockpiles other than spoil (e.g. lime). Where this is not practical, ensure appropriate ERSED controls areinstalled to minimise risk of materials resulting in sedimentation and/or becoming an erosion hazard.

Limit mulch stockpiles to 2m in height. Fire Danger Med Activity Supervisor Review wind predictions daily. In the event of strong winds contact the Environmental Manager who will Med Subcontractors

determine if works are to be modified or temporarily stopped.Environmental Officer

Burning or incineration of waste (including green waste) is not permitted. Potential fire causing activities to be ceased during designated “Total Fire Ban” days.

Damage to Flora / Injury High Mulch stockpiles to be regularly turned by excavator and fuel load from vegetation waste monitored. Activity Supervisorto Fauna

Vegetation close to site buildings or equipment to be pruned or removed to reduce fire risk. Low Subcontractors No clearing is to occur until the Project Ecologist has undertaken a pre-clearing survey of the area and the Environmental Officer

Environmental Officer is to be on site during clearing activities. Project Ecologist Exclusion fencing will be established surrounding trees and vegetation to be retained. Fencing to remain in

place until construction activities in the location are complete to remove the risk of accidental clearing. The Environmental Officer (assisted where deemed appropriate by a qualified arborist or ecologist) to be

present during excavation works within the vicinity of significant trees that are not to be removed orrelocated, to advise on any root pruning required. Refer to the PACIFICO Flora and Fauna Management PlanAppendix H (Working around Trees Guideline) when working in the vicinity of significant trees.

Should threatened flora species be encountered during construction activities, all work is to cease andfollow the Unexpected Threatened Flora Species EEC Procedure (WC2NH-EN-FF-PRO_J Appendix J) is to befollowed.Report any nuisance, injured, sick or killed fauna to the Environmental Manager who will implement Fauna Activity Supervisor

Handling and Rescue Procedure (WC2NH-EN-FF-PRO_H Appendix I). Low SubcontractorsEnvironmental Officer

All vehicles/ plant commencing work on the site (and having worked on another construction sitepreviously) are required to wash-down thoroughly upon entering the site.

APPENDIX D AFJV TOOLBOX – SITE COMPOUND ESTABLISHMENT ACTIVITIES

No vehicle access OR foot access into or through waterway / creeks / boggy areas unless approved by the EM/ER/RMS. Only site compound establishment can occur under this EWMS. Critically important that no ground penetration occurs in heritage areas Critically important not to impact sensitive areas (risk of prosecution) No clearing of threatened species and/or Endangered Ecological Communities (EEC) are permitted without State Approval (can take approximately 8
