EU funded programme for the Prevention, Preparedness and Response to Man-made and Natural disasters in the ENPI East Region (PPRD East) COUNTRY ADVISORY GROUP MEETING 9 October, 2013 Venue: Conference Hall of the Holiday Inn Hotel Tbilisi, Georgia On October 9, 2013, at Conference Hall of Holiday Inn, the second meeting of the Country Advisory Group in the framework of the EU funded Programme: “Prevention, Preparedness and Response to manmade and natural disasters” (EU PPRD East Programme) was held. Country Advisory Group activities mainly are consultative and supervisory nature. Its main function is to support EU PPRD East Programme as much as possible and work out recommendations, so that the work plan worked out under the Programme fully reflects the countries’ priorities. The meeting was organized with the support of the Emergency Management Department of Special Emergency Situation Management Center of the Ministry of Internal Affairs. The meeting was attended by the representative of the EU Delegation to Georgia, officials and employees of Emergency Management Department of Special Emergency Situation Management Center of the Ministry of Internal Affairs, representatives of the Ministry of Environment and Natural Resources Protection, Ministry of Economy and Sustainable Development, Ministry of Regional Development and Infrastructure, Ministry of Culture and Monument Protection, Ministry of Education and Science, National Environmental Agency, Regional Environmental Centre for the Caucasus, UNICEF, Transboundary Joint Secretariat, Georgia Red Cross Society, and the Disaster Risk Reduction Centre. COUNTRY  ADVISORY  GROUP  MEETING    

9  October,  2013  Venue:  Conference  Hall  of  the  Holiday  Inn  Hotel  Tbilisi,  Georgia  

On   October   9,   2013,   at   Conference   Hall   of  Holiday   Inn,   the  second  meeting  of   the  Country  Advisory   Group   in   the   framework   of   the   EU  funded   Programme:   “Prevention,   Preparedness  and   Response   to   man-­‐made   and   natural  disasters”  (EU  PPRD  East  Programme)  was  held.  Country   Advisory   Group   activities   mainly   are  consultative   and   supervisory   nature.   Its   main  function   is   to   support   EU   PPRD   East   Programme   as   much   as   possible   and   work   out  recommendations,  so  that  the  work  plan  worked  out  under  the  Programme  fully  reflects  the  countries’  priorities.

and  Infrastructure,  Ministry  of  Culture  and  Monument  Protection,  Ministry  of  Education  and  Science,   National   Environmental   Agency,   Regional   Environmental   Centre   for   the   Caucasus,  UNICEF,   Transboundary   Joint   Secretariat,   Georgia   Red   Cross   Society,   and   the   Disaster   Risk  Reduction   Centre.   The   Team   Leader   and   Key   Experts   of   the   EU   PPRD   East   Programme  presented  at  the  meeting.    

The  meeting  aimed  at:    

§ Gathering   stakeholders   involved   in   the   country’s   civil   protection   and   disaster   risk  management;  

§ Introducing  the  current  status  of  the  Programme.    

§ Discussing  achieved  and  expected  results;  and  

§ Planning  further  activities.  

The   meeting   was   opened   by   Mr.   Zviad  Katsashvili,   director   of   the   Emergency  Management  Department  of  Special  Emergency  Situation  Management  Center  of  the  Ministry  of  Internal   Affairs.   He   welcomed   the   participants  and  talked  about  the  nature  of   the  Programme  implementation   and   some   shortcomings,   what  is   often   caused   by   changing   meeting   dates.  Despite   the   aforementioned,   Mr.   Katsashvili  expressed   confidence   in   Team   Leader   and   Key   Experts   and   pledged   full   support   and  cooperation.    

Then   the   word   was   given   to   Ms   Ketevan   Khutsishvili,   representative   of   EU   Delegation   to  Georgia.   She   talked   about   the   role  of   European  Union   in   Georgia   in   terms   of   developing  democratic   processes   and   stressed   Twinning  Project   of   European   Union,   which   was  implemented   in   Georgia   in   the   field   of   civil  protection   and   disaster   risk   management.   Ms  Khutsishvili  also  spoke  about  interrelation  of  the  on-­‐going   Programme   in   the   area   of   disaster  management  and  disaster  risk  reduction  and  the  

needs  existing  in  the  country.    

Team   Leader   of   the   PPRD   East   Programme,  Mr.   Anagnosti  mentioned   the   first  meeting   of  Nation   Advisory   held   in  March,   where   common   interests   were   identified;   also   he   thanked  Emergency  Management  Department  of  Special  Emergency  Situation  Management  Center  of  the  Ministry  of   Internal  Affairs,   for  continuous  support  and  said  that  except  of  Government  and   NGOs,   international   community   should   be  actively   engaged   in   the   Programme,   in   terms   of  information   exchange.   Moreover,   Mr.   Anagnosti  expressed   readiness   to   consider   any  recommendation,   which   promotes   more  successful  implementation  of  the  Programme.    

The   participants   of   the   meeting   introduced  themselves;   afterwards   Mr.   Anagnosti   made   a  presentation  about  the  progress  Programme  made  since   the   previous   CAG   meeting   held   in   March  2013.    

At   the   discussion   after   the   presentation,   Mr.   Jemal   Dolidze,   representative   of   National  Environmental   Agency,   expressed   willingness   and   need   for   transferring   environmental  observation  data  in  electronic  format,  which  requires  lots  of  efforts.  He  also  mentioned  that  

electronic   database   will   simplify   engagement   in   Unified   Global   System   of   Information  Exchange.    

Mr.   Nodar   Kutibashvili,   representative   of   Emergency   Management   Department   of   Special  Emergency   Situation  Management   Center   of   the  Ministry   of   Internal   Affairs,   expressed   his  opinion   about   necessity   of   including   some  novelties   in   the   agenda   of   educational   activities  planned  under  the  PPRD  East  Programme.    

Mr.   Merab   Gaprindashvili,   representative   of  National  Environmental  Agency,  got  interested  if  new   geological   researches   were   held   regarding  creating  Regional  Risk  Atlas.  Respond  to  this  was  that   the   format   of   the   Programme   doesn’t  envisage   conducting   new   research   of   that   kind  and   the  Atlas   is   being   created  based  on  already  existing  maps  in  the  country.    

Team   Leader   of   EU   PPRD   East   Programme,  Mr.  Anagnosti   appealed   to   the   participants   of   the   meeting   to   express   their   wishes   and  considerations  about   the  second  phase  of   the  PPRD  East  Programme,   in  order   to  make   the  country’s  current  situation  and  needs  clear,  which  will  contribute  to  successful  planning  and  implementation  of  the  second  phase  of  the  Programme.    

Afterwards,  Key  Experts  made   the  presentations  addressing:  

§ Methodologies   of   creating   risk   maps    (according  to  threat);    

§ Methodology  of  vulnerability  assessment;    

§ Activities   of   Electric   Regional   Risks  Atlas(ERRA)  related  to  Georgia;    

§ Analysis  of  institutional  and  legal  frameworks  and  respective  recommendations;  

§ Awareness  raising  activities  related  to  Georgia;    

§ Civil   protection   volunteers’   abilities   of   providing  assistance   to   rescue-­‐emergency   service  before,  during  and  after  emergency  situations.  

Each   presentation   was   followed   by   a   lively  discussion;   the   participants   expressed   their  wishes  and  opinions,  including:          

§ Representative   from   the   National  Environmental   Agency   expressed   willingness  to  see,  as  a  sample,  finished  electric  risks  map  of   any   European   country.   As   a   respond,  Programme   Key   Expert   presented   one   of  European  country’s  flood  risk  atlas.    

§ Representative  of   the  Georgia  Red  Cross   Society  mentioned   that   they  have   carried  out  vulnerability  assessment  in  rural  areas,  which  can  be  used  in  vulnerability  assessment  in  the  city  and  all  over  the  country.    

§ Representative   of   the   Emergency   Management   Department   of   Special   Emergency  Situation   Management   Center   of   the   Ministry   of   Internal   Affairs   positively   assessed  recommendations   for   improving   institutional   and   legal   frameworks   and   underlined   the  effectiveness  of  current  structure  arrangement.      

§ Mr.   Merab   Gaprindashvili   noted   that  although   Emergency   Management  Department   of   Special   Emergency  Situation   Management   Center   is   involved  the   entire   cycle   of   disaster   management,  the   National   Environmental   Agency   is  responsible   for   monitoring   of   disasters,  natural,   hydro-­‐meteorological   and  biological   processes,   according   to   the  Government  Resolution.  

§ Mr.   Zviad   Katsashvili,   director   of   Emergency   Management   Department   of   Special  Emergency   Situation  Management  Center   of   the  Ministry   of   Internal  Affairs,   expressed  

idea  of  centralized  management  of  rescue-­‐fire   services  across   the  country  and  asked  the  PPRD  East  Programme  expert  team  to  share  their  experience  on  the  issue.    

At  the  end  of  the  meeting,  Mr.  Zviad  Katsashvili  thanked   the   participants   for   productive  working   day,   expressed   hope   of   close  cooperation  between  all   the   stakeholders   and  wished   the   PPRD   East   Programme   successful
