Hope everyone had a greatmonth; weather’s changing andturkey day is just around the cor-ner. When you read this we willhavemadeourtriptoWashington,DC,forthe25thCelebrationoftheVietnam Veterans Memorial. Weall need to thankourMouseDickOleksyn for ANOTHER great joband all those who made the tripwithus. Thelasttwomembershipmeet-ings,inSeptem-ber and Octo-ber,had a greatturnout withover50inatten-danceateach.Iwanttokeepthemomentum go-ing and will belookingforwaysto make themeetings betterandalittlemorefun.Ifyouhaveany suggestionsplease feel freeto call me andletmeknow. AttheOcto-berboardmeet-ingwevotedtodonate $3000totheNewYorkCouncil of theVietnam Veter-ans of Americatohelpwiththefunding of theVeteransServiceOfficersprogram.NYStatecouncilprovides Chief Service Officers todoclaimworkintheregionalofficesinNewYorkCityandBuffaloNY,andwiththeirfundinglowandtheprogramsoimportanttoveteransitwastherightthingtodo. AsforfinancesintheChapter,wearenowdoingokandarefinan-cially sound, thanks in big part toour executive committee making

some hard cuts and the ChapterLLCboardheadedbyRichIsamandoinganincrediblejobatthethriftstore.Thankstoall. voted to donate $3000 to the New

York Council of the Vietnam Veterans

of America to help with the funding of the Veterans Service Officers program...With their funding

low and the program so important to

veterans it was the right thing to do.

Allhasbeen relativelyquiet formembersoftheMarchingUnitandHonorGuard. Sincemyreport in lastmonth’sBTL,membersoftheHonorGuarddid partake in a ceremony on Fri-day,September21stforPOW/MIARecognition Day. Unlike the past10consecutiveyearswherewetrav-eledtoWashington,DCtoconductservicesattheWallandatArlingtonNationalCemetery,thisyearwepar-tookinceremoniesatthePOW/MIAMemorialinCharlotte.Sothatevery-one is aware, this ceremony is con-ductedannuallybymembersof theformerPOW/MIAMarathonteam.So,whetherTheHonorGuardisintownornot,ourmembersshouldbeattending this ceremony and show-ingoursupportforafullaccountingofallourPOW/MIAs.MembersoftheFairportVFW’sColorGuardandriflesquadweretherealsotopartake.WreathswereplacedandhonorwaspaidtosomeformerPOWsthatwereinattendance.Icannotsayenough,“If we as veterans don’t rememberourPOW/MIAs,thenwhowill?” Then on Saturday, October13th,membersoftheHonorGuardwerepresentat theannualDiabetesWalk.We were asked to be presentwithcolorsfortheplayingoftheNa-tionalAnthematthestartandtoleadthewalkersontheirway.No,wedidnotwalktheroutewiththewalkers.We got them started and then thatwasitforus.Itwasimportantforustobeapartofthisfundraiserforoneimportant reason. Many VietnamVeteranstodaysufferfromtheeffectsof diabetes.Whether it’s Agent Or-angerelatedorotherwise,itwasim-portantthatweshowoursupportinthiscause. That’sallthat’sbeengoingonasofthiswritingfortheMarchingUnitand Honor Guard. Now for some

MU/HGupcomingevents. ThisyearforVeteransDay,ama-jorityoftheMarchingUnitmemberswill be in Washington, DC for the25th anniversary of the Wall. Fearnot,fortherestillwillbeaceremonylocallyonVeteransDayattheViet-namVeteransMemorialinHighlandPark.Thisyear’sservicewillbecon-

Anotherupcoming event that Itouchedon a littlebit in theprevi-ousparagraphisthebustriptoournation’scapitalforthecelebrationofthe25thanniversaryoftheWall.It’sreallyhard to imagine that it’sbeen25 years already since the Wall hasbeen dedicated. Many members oftheMarchingUnit&HonorGuardwillbeonthistrip. I know that many of the Ma-rineswill be going to the Iwo JimaMemorial on Saturday, November10th for the annual ceremony con-ductedbytheMarinesincelebrationofthe232ndBirthdayoftheMarineCorps. If you have never seen thisceremony,youowe it toyourself tomakeitapointtotraveltoDCsomeyearandwitnessit.Itistrulyanawe-someevent. Laterthatday,someofuswillgotoArlingtonNationalCemeteryandplacewreathsatthegravesofthreeofour localMIAswhoseremainshave

beenrepatriatedthere. We willvisitandpayourrespects to RexDeWispelaere,John Crowley,andJamesWid-ener. We willnot forget ourPOW/MIA’s. There willalso be a 4-5hour long pa-rade of variousChapters andother veteranorganizationson Saturday af-

ternoon.ThenonSundaycomesthemajorevent,theserviceonVeteransDayhonoringour58,000+brothersandsistersthatareforeverenshrinedon that black granite wall. I’m surenextmonth’sissueoftheBTLwillbefullofreportsandpicturesfromthismonumentaloccasion. The Honor Guard will not bemeetingbeforetheNovembermem-bershipmeeting.AnynewmembersthatwishtojoineithertheMarchingUnitorHonorGuardarejustaskedtogetintouchwithmeatanymeet-ing or to just givemeacall. It’s Novemberalready.Wheredidthis year go? Yetwhen I look backat the past elevenmonths so muchwas accomplished.TheChapterwasverybusy. Now we are going to celebrateVeterans Day, the Marine Corps

birthday and the 25th anniversaryof theVietnamVeteransWallall inWashington, DC. This should befabulous,awholebusfullofChapter20membersandfamilyandfriends.Thank you to Dick Oleksyn, ourChapter20travelagent. We did not go toWashington,DC for POW-MIA RemembranceDay in September. Instead we hadtheDignityMemorialWallhereforustodoourceremonyat.Butwewillmake a trip to Arlington NationalCemeterywhenweareinDCinNo-vembertorememberourthreelocalsoldierswhoareentombedthere. We are still waiting for an ac-counting and closure for 1,768 USpersonnelstillmissingfromthewarinVietnam. OUR LOCAL NEWSPAPER RECENTLYranastoryontheSharetheWarmthcloth-ing giveaway which Chapter 20 held atourThriftStoreonOctober7.

AccordingtotheDemocrat and Chronicle,Chapter 20 members set up tables andracks of winter clothes, hats, scarves,andshoesoutsidethethriftstore.Theitems were free for the homeless andthose who cannot afford to buy winterclothes. About 300 people, many fromsheltersthroughoutthecity,cameandwentduringtheday. Chapter 20 president Ken Moore wasquoted as saying “It’s our way of giving back to thecommunity.” ThankstoBruceVanApeldoornandallthosewhoparticipatedinthisevent.

Adaptive Clothing For Military Wounded American military personnel areservingourcountryinavarietyofdan-geroussituationsandlocations.Anum-ber of them return seriously woundedorinjured.Modernmedicaltechnologyishavinggreatsuccesssavingthelivesoftheseheroes.However,medicinedoesn’taddresssomeoftheirbasicneeds,suchas clothing that will accommodatemedicaldevicesandsituations-braces,fixators, casts, prosthetics and burns.Many of the wounded troops are leftwithahospitalgownastheironlycloth-ingoption. New Daylight Saving Time Ending Date As a result of the Energy Policy Act of 2005, beginning in 2007 the dates for Daylight Saving Time have changed. DST now begins on the second Sunday in March and ends the first Sunday in November. PLEASENOTE that the date for the end of Daylight Saving Time listed in the calendar in the October BTL is incorrect. The end of Daylight Saving Time this year will be November 4. History of MPC MilitaryPaymentCertificates (MPC)evolved from

Allied Military Currency as a response to the large

amounts of US Dollars circulating in post-World War

IIEuropedue toAmericanservicemen.The localciti-

zensdidnot trust localcurrenciesas the fateof their

governmentswasunclear.Thereforepreferringastable

currency,dollars,theyoftenacceptedpaymentindol-

larsforlessthantheacceptedconversionrates.Obvi-

ouslydollarsbecamemorefavorable,inflatingthelocal

currenciesandthwartingplanstostabilizetheecono-

mies.Contributingtotheproblemwasthefactthat

though troopswerebeingpaid in the local cur-

rencytheycouldconvertanunlimitedamountto

dollars at thegovernment set conversion rate,

whichwasmuchmorefavorabletotheGIsthan

themarketrate.Fromthisablackmarketde-

veloped where the servicemen could utilize

thefavorableexchangerate.

TocombatthistheUSmilitarydevised

theMPCprogram.MPC’swerepapermon-

ey denominated in US Dollars in amounts

of5cents,10cents,50cents,

1 dollar, 5 dollars, 10 dollars,

and starting in 1968 20 dol-

lars.MPC’swerefullyconvert-

ibletoUSdollarsuponleaving

thecombatzone(adesignated

MPCzone)andconvertibleto

localcurrencieswhengoingon

leave(butnotvice-versa),and

were illegal for unauthorized

personnel to possess, thus,

though actual greenbacks were not circulating, many

localmerchantsacceptedMPConaparwithUSdol-

lars, as they knew they could use them on the black

market.ThiswasespeciallyevidentduringtheVietnam

WarwhentheMPCprogramwasatitszenith.Topre-

ventMPCfrombeingusedasaprimarycurrencyinthe

hostcountry,therebydestroyingthelocalcurrencyval-

ueandeconomy,MPCbanknotestylewouldchange.

ManyveteranscanrecountaconversiondayorC-Day.

C-dayinVietnamwasalwaysclassified,neverpre-

announced.OnC-day,soldierswouldberestrictedto

base,preventingGIsfromloadinguponoldMPCfrom

local bars, brothels, bargirls and other black market

tothenewerstyleMPC.Vietnamesewerenotallowed

toconvertandfrequently lostsomuchold,worthless

MPC, theywould“arrange” tohave thenearestU.S.

baserocketedthenextnight.

To illustrate the Vietnam war MPC cycle, in mid

1970,aGIwouldhavehisfamilymailhimaU.S.hun-

dreddollarbill, take it“downtown”andconvert it to

180dollarsMPC,thenchangeMPCtoS.Vietnamese

piastersatdouble the legal rate.Hethencouldhave

afundayshopping,barhopping,orafullservicemas-

sage,payinginverylowcostpiasters.

To continue the MPC cycle, that 100 dollar note

would find its way to high level Vietnamese

government officials, especially the corrupt

ones,whohadaccesstooutofcountrytravel,

where the U.S. currency could be deposited

safely (Bangkok, Taipei, or Hong Kong). Ru-

mors also suggested that this hard currency

(u.s.dollars),wouldfinditswaytoHanoi,then

toEurope.

There were 13 series of MPC issued

between1946and1973,with

varied designs often com-

pared to Monopoly (game)

money due to their colors.

After the Vietnam War MPC

was never again issued, and

laydormantuntilthelate90’s

when it was replaced by a
