General Orders

I would like to take this opportunity, to thank the Department of Missouri, for

putting their trust in me for the coming year as their President. I pledge to do my

best to represent you.

Congrats to our new guard Patty Burge and all the newly elected officers. I

assume a fantastic year and am extremely glad to have you on my team.

This year is not like any other. The Line officers have a meeting almost every

week to keep abreast of the difficulty amassed due to the virus. To deal with

problems that arise throughout the state. Throughout the United States

everyone is dealing with the same problems and we will overcome, to work for

the benefit of our Veterans in any way we can. Now back to work!

Your audit is due to Department Jackie Davis by the end of July. Make sure that

all trustee’s, Secretaries, Treasurer’s, etc., from last year and the new officers this

year are present for this audit to pass on all paperwork to the new officers and to

answer any questions they may have.

As of June 6th, 2020, on all levels, Presidents within 30 days, submit to the

Commander, a financial report (your last audit) and membership quota as of June

30th. (Sec. 810 of the National Bylaws) Presidents duties.

It is best to review your standing rules each year (Sec. 211). Districts (Sec. 505)

Update them to include donations you might make every year. Appoint a

committee to go over them and present any changes at your next meeting.

As you know, membership was over a 100% this last year! Thanks to Janet Barlar

and her great team. We can do this again! Get those dues notices out in July.

Have a membership drive. Sign up those new members. We are losing Auxiliaries

due to our members being elderly or tired. Amy Jo Lett and her team will be

giving you inspiration. I know you can do this again this year. Let us show them

what Missouri CAN DO! On the National website is information on recruitment

and retention tools.

The Fall Council of Administration meeting will be held September 24, 25, 26, 27

at the Hilton in Independence. More information will follow. A half day has been

extended due to awards being presented from Rowena’s year and having a

“Freedom Family Festival” on Saturday afternoon.

National President’s visit will be April 26th-28th. Out of town guests will house at

the Hilton in Independence. Plans are in the works right now to visit the Tiny

Homes, visit our VFW’s and the members with dinner available. More

information will follow.

Remember: All dates and plans are tentative due to the virus and not knowing

what will happen. Keep the faith that all will work out for the benefits of our

Veterans.

Our National President Sandra Onstwedder says this is the year of Honoring Our

Mission to Serve Veterans. A key to our success is sticking to Auxiliary business

and leaving everything else out of our meetings. Our service men and women

join ranks together to get a job accomplished. Personalities are left out of their

mission and this should be true of us.

Let us make sure that each Auxiliary knows the correct way to conduct and set up

for a meeting. What they need to have and to express that the By-Laws are there

to help you do this in the correct way. They are not a guide for you to do it your

way but how the National Organization expects it to be done. All line officers are

available to answer any question you may have. Use those resources!

July/August 2020 General Orders

Through the Americanism Program, we show support for our nation’s veterans, service members and

their families, and keep patriotism at the forefront of our lives. The Americanism Program educates

youth on flag etiquette, promotes patriotism, remembers prisoners of war and those missing in action

and recognizes teachers who promote America’s history and traditions.

Independence Day Independence Day, commonly known as the Fourth of July or July Fourth, commemorates the adoption

of the Declaration of Independence from Great Britain. On July 4, 1776, the signers of the Declaration of

Independence asserted that all are “created equal, that they are endowed by their creator with certain

unalienable rights, that among these are life, liberty, and the pursuit of happiness.” With these words,

our forefathers formed a new nation and put forth a vision of liberty and democracy that would forever

alter history. Every Fourth of July, Americans celebrate this pivotal moment in our history, which set into

motion the development of a land of freedom and opportunity unequalled in the world. Plan an activity

for your auxiliary to celebrate Independence Day – march in a parade or have a picnic in the park.

Recognize and Honor Blue Star and Gold Star Families

I encourage every Auxiliary to recognize and honor Blue Star and Gold Star families in your community

throughout the year. A Blue Star Family consists of the immediate family members of someone serving

in the U.S. Armed Forces during a time of conflict. The Blue Star Banner was designed and patented by

WWI Army Captain Robert L. Queisser who had two sons serving on the front line. His banner quickly

became the unofficial symbol for parents with a child in active military service. The term "Gold Star"

describes a family member who has lost a loved one in military service. The gold star first made an

appearance during World War I after being placed over a service flag's blue star when a

service member was killed in combat. Blue Star and Gold Star banners and pins are available from the

VFW Store.

Patriotic Instructor As Patriotic Instructor, it is your responsibility to see that the Auxiliary room is kept according to the

Ritual; instruct the members on the proper use of and salute to the Flag; maintain a record of all

patriotic days; and initiate programs or activities for the proper observance of each patriotic day.

“BUDDY”® POPPY DRIVES

Some Posts and Auxiliaries were unable to hold their “BUDDY”® POPPY drive this year due to COVID19 restrictions. Remember that EVERYDAY is “BUDDY”® POPPY day and “BUDDY”® POPPY drives can be held any time. You don’t have to wait for Memorial Day or Veteran’s Day. Here are some tips on having your “BUDDY”® POPPY drive:

� Decide on dates: Have more than one poppy drive. Have a backup date in case of rain. � Volunteers: Post and Auxiliary members; Youth Groups (Scouts, Athletic teams, Teens

doing community service, member’s children and grandchildren). � Choose where to stage your drive: Grocery Stores; Department Stores; school events. � Make sure to get permission from business owners or managers. � Publicize: Newspapers, City paper; Facebook; Social media Radio � Have program materials and membership applications available (coloring for youth,

scholarship info, small flags, legislative info, VFW National Homes Military & Veterans helpline).

� Recognition is important thank your businesses and volunteers. � I was a famous actress who loved “pillow talk” and a Rock. But I was also famous for being

a “BUDDY”® POPPY Poster Girl…….do you know who I am?

FALL “BUDDY”® POPPY DISPLAY CONTEST

I am asking for table centerpieces to decorate 30 tables at our Department Fall Conference Homecoming Banquet. Department President, Ella Edwards-Kirtley, is Mickey Mouse’s Number 1 Fan…so this year’s theme is “Mickey Mouse”. Centerpieces should only be Mickey Mouse characters (Mickey, Minnie, Goofy, Donald, etc. – not all Disney characters). They should be no larger than 12” tall by 12” in diameter so people can see around them. The more poppies the better but remember that one poppy must be in its original form. Please include with your centerpiece a card with the following information: Post/Auxiliary number, number of poppies used and how many hours worked. Entries will be recognized at the banquet; however, you will not get your centerpieces back. Centerpieces will be raffled at the banquet with proceeds donated to MO – National Home Fund (Halloween Party).

“Buddy”® Poppy display contests provide a fun, creative way for our Posts and Auxiliaries to work together, and provides a great opportunity to involve members. Both the VFW and Auxiliaries are encouraged to work together on the centerpieces – maybe even have a friendly wager! We want to make sure that our Posts get recognition too!

Have you made your Health and Happiness donation?

One way the Auxiliary supports the National Home is through a suggested gift of 10 cents per member to the Health and Happiness Fund. Contributions are critical since the campus and its programs receive no government funding. It’s only ten cents per member, based on June 30, 2020 membership, and provides birthday, Christmas and graduation presents for children there.

Donations can be made online in MALTA or mailed VFW Auxiliary National Headquarters. National is offering a citation to each Auxiliary that contributes a gift of 25 cents or more per member based on June 30, 2020 membership.

Auxiliary Community Outreach Program I’m sure you have all read the program book to see what this new program is all about…. Other names for this program have been “Community Service” and “Community Activities”. So, you see it isn’t really a new program. It is just revamped so we can report what we all do any way. What constitutes Community Outreach? Volunteering at or working with organizations that benefit the community. It can be done by 1 member, a group of members or an entire Auxiliary. Summer is the perfect time to sponsor

a Food Drive for the local food pantry, hold a local health fair or blood drive. Help organize or work at a county fair or festival. Local animal shelters always need supplies. Put out flyers asking the

community for items that you will gather up and take to shelter. If your Auxiliary isn’t already a member of the Local Chamber of

Commerce, join and be willing to help with the activities. These are perfect venues to get out into the community. Use your imagination on how to help in your community. Schools will be starting up (hopefully) in August. Now is the time to get with the school leaders or PTA and see what can be done. Reading to elementary students, sponsor a back pack program that students can take home on the weekends, donate books to libraries, gather hygiene items for distribution to teens etc. All this can be done by an individual or group of members. When working with an organization, ask if it would be ok to wear your Auxiliary Shirt or Badge. This will let others know that you are a member of the VFW Auxiliary.

CONGRATULATIONS ON BEING APPOINTED THE EXTENSION CHAIRMAN FOR YOUR AUXILIARY!

We are going to have a wonderful year filled with fun and knowledge. We will be having a

“Scavenger Hunt” at the Department Fall and Winter meetings. Clues will be given by each

Department Chairman in their General Orders. So read your information thoroughly, the clue

may be at the beginning or it may be at the end of the program material. All members are

encouraged to participate and play along with us. Please send in writing your correct answers

and your name and auxiliary number, you should bring the correct answer to the Department

Fall and Winter Meetings. All correct answers will be placed in a drawing for the prize. I

strongly encourage you to attend the District and Department meetings as you can learn so

much from these schools of instructions.

The Extension Chairman should assist the Auxiliary in maintaining a Healthy Auxiliary. You will

work with the Membership Chairman to maintain your current membership as well as helping

to get new members. I have included a copy of the “Official Visit Notice” so you will be

prepared for the Official Visit from your District President.

Each Auxiliary must complete 5 Essentials of an Auxiliary from the RU Healthy Auxiliary

Checklist. These are standard business items the Auxiliary must achieve every year.

Each Auxiliary must have ten (10) business meetings per year. {National Bylaws; Sec.

210}

Five (5) members in good standing shall constitute a quorum for the transaction of

business {National Bylaws; Sec. 212}

Dues are to be paid on at least ten (10) members on or before February 1 of the current

year. {National Bylaws; Sec. 207}

Quarterly Audits must be submitted {National Bylaws Sec. 814}

Officers elected in April and installed not more than sixty (60) calendar days prior to the

convening of the Department Convention. The Auxiliary Secretary shall immediately

following the installation see that the report is transmitted to the National Secretary

and Department Secretary. This generates the bond application via email. {National

Bylaws; Sec. 804A & 806A}

Non-compliance with the 5 Essentials of an Auxiliary could cause the Auxiliary to lose their

Charter. The National website, (vfwauxiliary.org) has the items available to assist your Auxiliary

so you can be Healthy and thrive. Using these tools available can help identify and solve

problems that could hinder productivity and threaten their existence.

Put together a “Welcome Bag” for all your new members and make them available to your

current members. New members come into our Organization unfamiliar and some current

members may not be aware of some of our rules and rituals. You could help them out by

teaching something to all members at your monthly meetings. I know when I was a new

member, I had no idea what the gavel raps meant, why you could only walk in certain places of

the meeting room or what any officer did. We don’t walk in knowing these things, we have to

be taught. Set with the new members, you can quietly explain what is happening and why. First

and foremost read your Bylaws and General Orders, most any question that you may have will

be there. There are many different items you could put in these “Welcome Bags”. Remember,

we want them to feel welcome and not so overwhelmed.

National Bylaws-Sec. 816 Deputy Chief of Staff, Duties of

If a Department Chief of Staff is appointed, a Deputy Chief of Staff shall

. Have charge, under the supervision of the Department Chief of Staff, of the

Organization and extension of new Auxiliaries within an assigned area,

. Shall perform such other duties as the Chief of Staff or President may assign

. Make reports as the Department may require from time to time.

Congratulations on your appointment by the Department President as the Deputy Chief of Staff

for your District. By doing such, she has shown great confidence that you will assist your

District President throughout their year. You need to read the National Bylaws and be well

versed with them. You should work closely and be a right hand to your District President. You

will be assisting the District President in exacting obedience to the National Bylaws and

Department Standing Rules. Your District President may be calling on you for advice on

situations of Auxiliaries within your District. You will be a confidant to your District President;

do not share any information on Auxiliary’s issues given to you by the District President, with

the exception of the Department President and Department Chief of Staff. Travel with the

District President if at all possible to the Auxiliary Inspections. This will make the ride to and

from more enjoyable. This will allow you the opportunity to meet members of your District and

will provide you on some incite of each Auxiliary. You might also hear something that the

District President did not. No one person can always hear everything during multiple

conversations happening at the same time. You will be assisting the District President with the

inspection of the Auxiliary in which she belongs, so long as you do not belong to the same

Auxiliary AND permission to do so has been requested to and received from the Department

President.

Use the National website; (vfwauxiliary.org) Resources to find the RU Healthy Checklist to assist

the District President and Auxiliaries within you District. It also has information about

contacting Bachelor Posts so you can speak with them and provide information about “Why

having an Auxiliary can boost your Post”. Wouldn’t it be great if every District instituted a new

Auxiliary this year? We must try to increase our Auxiliaries but most importantly we must

maintain and assist the Auxiliaries that we do have. If a Post has the desire to start an Auxiliary

please notify me as soon as possible so we can get it going. It can take months for all the

requirements to be met.

You will be required to fill out a Year End Report that will be included in the information packet

that was given to the District Presidents during the District Presidents Training. I will not be

excepting email reports. Your Year End Report must be in my hands by April 15, 2021. Use the

National Website listed above, you will find many tools and much information. I strongly urge

Hello, thank you for choosing Historian / media Relations Chairman for the year of 2020/2021 for

your Auxiliary. It’s important that we keep written reports and photos of our history at all levels of

your Auxiliary and the events that you have. Send me pictures of your Post building or Auxiliary

meeting place history of your Auxiliary or Post. This might be a great story to use in the National

Magazine. I am old, I like to educate people, I smile, I am small, I can be funny, I can make people

Happy and Sad. I have many admirers. I make memories happen, I can be large or small. People like

looking at me and showing me off. I can be found in your pocket or purse, I can be found on a book

shelf. Who am I? Names of the first Post Commander and Auxiliary President, how your Post got

their name and what year your Auxiliary started and or Post started in your area.

How long ago has anyone researched your history in your Post/Auxiliary and put a story in the local

newspaper. Maybe have an event dressing like they did back then and celebrated different holidays

or events.

NATIONAL is looking for you and your Auxiliary they want stories old or new just write down a story

you have heard from an Auxiliary member. Plus, National wants fundraiser ideas. If you submit an

event or project for our SWAP (Share Wonderful Auxiliary Projects). Share what your Auxiliary is

doing, and you could be entered in a drawing for a nice prize. Can we please hear your ideas that

we can share with others who are struggling?

I need your Ideas, your Photos and Stories to send to National. Interview a person that experienced

the war times they didn’t have to be someone who went to war maybe a spouse and what they

went through wars past and send me their story.

National would like a PowerPoint presentation (20-slide minimum, 50-slide maximum). The

presentation should include at least (5) photos of the National President during her visit to our

department. The presentation must be submitted on a thumb drive and mailed to Nicole Koutz the

National Historian & Media Relations Ambassador by April 30, 2021. There are more instructions I

have if you are interested call me or text me, I will send you all the information I have. If Power

Point is hard for you to understand ask other members of the Auxiliary or Post if they know

anything about Power Point that they can help you. A high School or College student might help

you.

According to Article VIII, Sec.822 of the National Bylaws, ”The Historian shall collect all authentic

materials pertaining to the history of their Auxiliary, carefully compile the same, and submit a

report at the end of the year.” Plus, he or she may also compile a keepsake pictorial scrapbook,

photobook, slideshow, or video for the National President, but this isn’t essential. For media

relations piece of this role, a great place is the VFW Auxiliary website: vfwauxiliary.org/resources.

I want to thank Department President Ella for allowing me to chair this remarkable program.

As we move forward throughout this year, we will have to make adjustment on how to

accomplish our Program Goals and life in general due to the COV19. We will all get through

this difficult time by working within all the guidelines that are set down by the VA and

government officials.

VOLUNTEER RECRUITMENT AND RECOGNITION:

National Ambassador, Linda A. Roloff, states hospital is deeply personal for us and those we

serve; it is face to face and heart to heart. There are multiple avenues of interest for

volunteers at all facilities. Opportunities vary based on the facility and age and abilities of the

volunteer. Please follow all regulations due to the COV19 at all VA and non-VA facilities.

Volunteers are more important than ever; show your support by thanking them with a warm

smile and print a Certificate of Appreciation and present it to them at your regular meeting.

Inform your volunteers they are enriching lives one veteran/family at a time.

SUICIDE PREVENTION & MENTAL HEALTH ISSUES:

Educate yourself and volunteers about the warning signs, the number to call is 800-273-8255

press 1. We owe it to our Veterans to be with them when their battle moves from the front

lines to the home front. Help to alleviate fear, confusion, and loneliness. Bring comfort, joy,

and normalcy to our veterans; we should stand ready to answer a call our veterans will not

make for themselves.

WOMEN VETERANS HEALTHCARE PROGRAM:

Women are the fastest-growing group of veterans: most underserved with in the VA Health

Care System, often mistaken for a spouse of family member. My goal this year is to see if we

can supply the VA hospitals with robes for women. If we don’t try, we will never succeed.

LEGISLATIVE PROGRAM July/August

CONTACTING LEGISLATORS There are three of me. We tell you how to be helpers for our Veterans.

Can you find us? IT IS IMPORTANT TO KEEP ALL CONTACTS POLITE AND POSITIVE!! SENTATORS: We have two Senators who represent us in Washington, D.C. They are Roy Blunt and Josh Hawley. Their contact information is listed below.

In both cases you will have to fill out a form to email the Senator. Also, both Senators have offices in St. Louis, Cape Girardeau, Columbia, Kansas City and Springfield. You should probably contact the office closest to where you live. Neither of our Senators is up for re-election in 2020. REPRESENTATIVES: There are eight Congressional districts in Missouri. ALL members of the U.S. House of Representatives are elected every two years, and this is the year they are to be elected.

To find the name of your representative in Congress, go to www.house.gov and

type in your zip code. You can then find the contact information you need. MISSOURI STATE SENATORS: There are 34 Senators in Missouri. They are elected for four-year terms. The terms are staggered, so you will have to look up your Senator to find out when his/her term ends.

If you type www.senate.mo.gov you will find a link for “Legislator Look Up.” That

will link you to your Senator as well as your Missouri and national Representatives. MISSOURI STATE REPRESENTATIVE:

There are 163 Representative Districts in Missouri. ALL Missouri Representatives are

elected for two-year terms. ALL members of the Missouri House of Representatives

will be elected in 2020. If you type www.house.mo.gov you can scroll to find the

name of your Representative. You can also type in your address to find the name. On this site, you can also find a list of bills in progress in the General Assembly. After the election in November, some of your legislators may change. It will be important that you look on the websites given above so that you will be sure to contact the right person in the event of a “call to arms” where we are asked to make contact about Veterans’ issues. If possible, please try to get to know your legislators personally. That will make your voice a bit “louder” if you contact them. Is your legislator a Veteran or related to a Veteran? Do you know a member that is struggling financially? Pay their dues!

This is called “Adopt” A Member! What a great way to show some Love for an

Auxiliary Brother or Sister!! This could be someone you have never even met.

Check on you Ducks (Members) find out if they need help paying their Dues.

The Mentoring Awards for Auxiliaries are as follows:

1. Participation in Drawing for every Auxiliary that includes a Mentoring for Leadership activity during

an Auxiliary meeting. Entry form must be sent to me by March 31,2021.

2. $15.00 and Citation for first place and $10.00 and citation for second place in each membership

group to the Auxiliary with the most outstanding Mentoring for Leadership activity during an

SCHOLARSHIP

JULY – AUGUST

2020 - 2021

Congratulations to all Scholarship Chairmen for the 2020 – 2021 year. I know it’s a rough start to the new year because of the virus hitting America and other countries. Teachers and principals should be at the schools planning their criteria for the next school year. Check with the school office to make sure someone can see you. Even with this setback we can have a great year. Voice of Democracy’s theme is “Is This the Country the Founders Envisioned?”. This essay contest is for grades 9 – 12. You will find the entry form and brochures on the website at www.vfwauxiliary.org. Click on programs. The essay is to go on a CD or flash drive and can be no shorter than three (3) minutes and no longer than five (5) minutes (plus or minus 5 seconds). Send the recording and typed version to your local VFW Post NO LATER than October 31, 2020. The Patriot’s Pen theme is “What Is Patriotism To Me?”. This essay contest is open to students grades 6 – 8. They must be a student in Missouri. Entries are due to your Post by OCTOBER 31, 2020. Post judging deadline is November 15, 2020 and District judging deadline is December 6, 2020. Please make sure the deadlines are met.

The Continuing Education Scholarship is open to any VFW member or VFW Auxiliary member who has belonged for at least one year and his/her spouse, son, daughter, grandchild, or great grandchild that

needs help financially. They must be 18 years old or older and must submit an essay of 300 words or less. THE DEADLINE TO REACH NATIONAL IS FEBRUARY 15, 2021. The award will be $1000

on behalf of the Big 10 Conference. As Scholarship chairman get the word out on this Scholarship. Mail entries to:

The Young American Creative Patriotic Art Contest is open to students in grades 9 -12. The first-place National winner will receive a $15,000 scholarship. An application and a short essay about their artwork must be submitted by the student. THE DEADLINE IS MARCH 31, 2021. Details on how your artwork is to be done is on our website at www.vfw.moaux.org and must be done exactly as it says. This contest needs more funds or some of the students cannot be recognized. Submit ideas to your Auxiliary on how to raise money for this contest. The Past National President’s Scholarship has no theme, but the student must show leadership qualities and have or had a family member in the VFW or VFW Auxiliary and be a Senior. This Scholarship is in honor of two National Presidents, Mabel Tanner and Glenneta Vogelsang. If you have any questions don’t hesitate to e-mail or call me, I am here for you. Facebook pages and social media. Do not forget your Local Newspaper.

Most importantly work together with your VFW Post!

Always remember to look at your yearend report to help planning your events.

A few reminders:

When you do an event please send me pictures after every event so I can share it with

National to let them see what is going on in Missouri. It also gives other Auxiliaries ideas.

Thank you for accepting the position of Youth Activities Chair. I am beyond excited to kick off an awesome year of exploring the endless possibilities with our leaders of tomorrow. We need to make sure and involve our communities, schools, churches and other youth leaders in all our endeavors, to ensure that our respect and care for our Veterans forever remains. It is our responsibility, as an Auxiliary, to teach our youth that they are the future voice of our Veterans. Sponsor and be active with our youth, be supportive with youth groups and their leaders in providing ideas.

LET THEIR VOICES BE HEARD!!!!! NEW, NEW, NEW!!!! GET EXCITED FOR THE RED, WHITE AND BLUE!!!!

An individual national anthem singing contest for youth between the ages of

6-16 at the time of entry. Benefits include: learning the words to our National

Anthem, while expressing themselves, and promoting patriotism. Youth are

encouraged to sing “THE STAR SPANGLED BANNER” in any musical genre: jazz,

rock, country, R&B, etc., however, the words can not be changed. Deadline to

Department Chairman by April 15, 2021.

Other activities this year are Citations for efforts and service projects honoring our Veterans and assisting service members and their families, by youth. In order for your sponsored group to be honored for their efforts you

must apply for a Youth Groups Supporting Our Veterans National Citation. Less than 1,000 Citations are given out by National Headquarters yearly.

Patriotic Youth Award, recognizes youth for patriotism and/or support of our Veterans. Patriotism through Literacy, introducing youth to historical

figures while teaching them about our Nation's history. Remember that involving youth, in service to Veterans, in conjunction with your Auxiliary, can bring new membership to your Auxiliary. Engaging our youth in all Auxiliary programs is possible. Keep track of everything you do, but do something! All information is in your Program Book. Continue your good work for our Veterans, and I look forward to a productive year.

Information clarification from VFW Auxiliary National Headquarters! When your Auxiliary

does a program, the hours, money spent/donated, and the number of members need to be

given to your VFW Post to put in the VFW Department Reporting for Community Service. This

information is taken by VFW National to Congress to prove how much the VFW and VFW

Auxiliary does in their communities. This includes ALL programs, including the NEW Auxiliary

Outreach Program.

Please note that your Auxiliary should have an Extension Chairman. It is a National Program

that is conjunction with the Department Chief of Staff. A yearend report is necessary, so

whether it may be the Auxiliary President, or an appointed Chairman is up to each Auxiliary.
