SUMMARY

RECOMMENDATION

FIND that there is a substantial adverse impact to the residents of Park Row Drive, near the intersection of Grand View Drive, by construction vehicles for the Los Angeles Department of Water and Power (LADWP) which is using the roadway as a haul route for work on the nearby reservoir. The use of the roadway for the three year project necessitates the implementation of resident only restrictions to limit parking.

FIND that the establishment of this TPPD is exempTfroiri the California Environmental Quality Act (CEQA) as a Class 1 Categorical Exemption, under Article III.1.a.3 of the 2002 Los Angeles City CEQA Guidelines.

ADOPT the attached RESOLUTION, pursuant to Section 80.58.d of the Los Angeles Municipal Code (L.A.M.C.), establishing TPPD No. 244, and AUTHORIZING use of the following parking restrictions for the following segments of Park Row Drive:

From the intersection of Park Row Drive and Grand View Drive to approximately 150 feet northwest on Park Row Drive, more commonly described as the property line between 602 Park Row Drive and 604 Park Row Drive to the property line between 618 Park Row Drive and 620 Park Row Drive, west side only, may be posted with “No Parking 7 AM to 6 PM, Monday - Friday, No Exemption”,

b. From 150-feet northwest to 100-feet northwest on Park Row Drive, more commonly described as to the property line between 618 Park Row Drive and 620 Park Row Drive to the northerly property line of 628 Park Row Drive, may be posted with “No Parking Any Time, Vehicles with District No. 244 Permits Exempt”,

On the east side of Park Row Drive from the northeast comer of the intersection with Grand View Drive to 50-feet northwest of the intersection, more commonly described as the point across the street from the property line between 608 and 612 Park Row Drive, may be posted with signs reading: “No Parking 7 AM to 6 PM, Monday to Friday, No Exemption”,On the east side of Park Row Drive, from 50 feet northwest for an additional 150 feet to the northwest, or the point across the street from the property line between 608 and 612 Park Row Drive to the point across the street from the north property line of 628 Park Row Drive, may be posted with “No Parking Any Time, Vehicles with District No. 244 Permits Exempt”; and

INSTRUCT the Los Angeles Department of Transportation (LADOT) to initiate the necessary procedures for the preparation and sale of parking permits to residents within the boundaries of TPPD No. 244, as specified in Section 80.58 of the L.A.M.C.

DIRECT the LADWP to reimburse the LADOT for all permits sold in TPPD No. 244 on a quarterly basis for the duration of the Elysian Reservoir Water Quality Improvement Project.

5.

DIRECT the LADOT, upon Council adoption of the Resolution establishing the District, to post, or remove, the authorized parking restrictions upon receipt and verification of the requisite petition for areas set forth above in Recommendation 3.b. and 3.d., without further actions by the City Council.

6.

DIRECT the LADOT, upon Council adoption of the Resolution establishing the District, to post the parking restrictions set forth above in Recommendation 3.a. and 3.c. without petition and without further actions by the City Council.

DISCUSSION

Councilmember Cedillo submitted a letter to LADOT requesting the emergency Establishment of a Temporary Preferential Parking District to provide relief from the immediate safety related displacement of the residents along Park Row Drive from the temporary elimination of parking required by LADWP in order to allow for safe passage of large vehicles through the neighborhood. The parking impact is one from which the residents require immediate, short­term relief. The Councilmember believes that residents deserve immediate relief from this situation during the 2 Vi year construction project and that the establishment of this TPPD is the only viable and rapid option to address the problem.

BACKGROUND

The establishment of TPPD No. 244, pursuant to LAMC Section 80.58.d, is exempt from the California Environmental Quality Act (CEQA) as a Class 1 Categorical Exemption, under Article lll.l.a.3 of the 2002 Los Angeles City CEQA Guidelines.

The City Council has the authority, pursuant to LAMC Section 80.58.d, to establish TPPDs by resolution "to provide relief for residents who suffer an excessive parking impact... as the

result of any conditions which impact fewer than six blocks and which, in the judgment of the Council member of the District and after consultation with the Parking Administrator, deserve immediate relief until a permanent solution can be found."

COORDINATION

The Councilmember and his staff have consulted with LADOT regarding the parking problems in this area and have concluded that a TPPD is the best possible solution to address the residents' parking concerns at this time.

FISCAL IMPACT STATEMENT

Revenue from the sale of permits will cover the cost of implementing and administering TPPD No. 244. If motorists are cited for violating the posted signs, some additional General Fund revenue could result.

Subject: Elysian Reservoir Water Quality Improvement Project (Project)Parking Modifications on Park Row Drive

The Los Angeles Department of Water and Power (LADWP) will be temporarily modifying the street parking on Park Row Drive from Grand View Drive to approximately 500-feet northwest of Grand View Drive. The parking modification will be in effect starting September 21,2015 and throughout the construction of the Project to early 2018. A new floating cover will be installed within the Elysian Reservoir Complex.

Project Overview

The Project consists of installing a new chlorosulfonated polyethylene floating cover over the existing reservoir. The Project will also include the demolition of existing structures; abandonment of existing pipeline; construction of two hydraulic control buildings, two valve vaults, 900 linear feet of 48-inch bypass pipeline, rockfall barrier, reservoir floor and slope repaving, perimeter and park road repaving, debris basin grading, security upgrades, and landscaping.

Why are Parking Modifications Necessary?

The Project’s haul route necessitates the use of Park Row Drive to turn northeast on Grand View Drive to access the reservoir facility. The turn onto Grand View Drive is very difficult for construction vehicles due to the turning radius being obstructed by parked vehicles. By modifying parking on Park Row Drive, construction vehicles can access Grand View Drive with greater efficiency and without the risk of damaging parked vehicles.

The temporary loss of parking will be mitigated as described below.

Park Row Drive Parking Modification Details

* Starting at the bridge near the intersection of Park Row Drive and Grand View Drive (Bridge) to approximately 150-feet northwest on Park Row Drive, parking on the west side of the street is currently designated as “Residential Parking Only." LADWP will be re-designating this area as temporary “No Parking from 7:00 AM to 6:00 PM (Except Saturday and Sunday)". Immediately to approximately 100-feet North-West, street parking will temporarily be designated as "No Parking Except for Residents of Park Row Drive."

Starting at the intersection of Park Row Drive and Grand View Drive to approximately 50-feet northwest on Park Row Drive, parking on the east side of the street is currently designated as “Open Parking.” LADWP will be re-designating this area as temporary “No Parking from 7:00 AM to 6:00 PM (Except Saturday and Sunday)”. Immediately to approximately 50-feet North-West, street parking will temporarily be designated as “No Parking Except for Residents of Park Row Drive.”

Approximately 250-feet northwest of the Bridge, LADWP will temporarily be designating approximately 230-feet of street parking on the west side of Park Row Drive as “Open Parking.”

• Approximately 100-feet from the intersection of Park Row Drive and Grand View Drive, LADWP will temporarily be designating approximately 300-feet of street parking on the east side of Park Row Drive as “Open Parking.”

Upon construction completion, Park Row Drive, from the Bridge to the Los Angeles Department of Recreation and Parks bar gate located at approximately 700 Park Row Drive, will be repaved. Parking will also be restored to its original conditions.
