Challenges in service delivery• Improving Public Services Delivery.Electronic Delivery of Services (EDS)

Bill provisioning mandatory delivery of all public services in e-mode in next five years has been approved by the Union Cabinet on 20.12.2011 and introduced in Lok Sabha on 27.12.2011. Common Service Centres – There is a need for creating one delivery channel in certain areas like the provision of financial services. Local bodies must have a participatory role in public services delivery. The network of the common service centres for electronic delivery of public services in rural areas needs scrutiny. State Wide Area Networks - The State Wide Area Networks (SWANs) are already operational . State Data Centres - The State Data Centres have been made operational in 16 States. Security: A Prerequisite for Effective GovernanceAfter the economic liberalisation put India on a faster growth trajectory and brought the country greater international influence, internal security’s importance in economy had multiplied several times. Post-1990 economic growth has served as a catalyst for foreign investment, and the country now can ill-afford to lose that advantage on account of terrorist strikes and internal strife.A thorough reform of the legal and justice system, modernization of police/paramilitary forces, close coordination of intelligence agencies and infusion of technology in criminal and terrorism tracking methods are essential governance challenges that India faces in the internal security arena. Police reforms are urgent to enhance the functional independence of the forces and protect them from political interference, apart from reining in corruption.


• e-District - e-District Pilot project has gone live in 12 States. Scheme for National Rollout of e-District MMP has been approved. Guidelines for National Rollout of e-District MMP has been finalized. Capacity Building (CB) - Under the CB Scheme, State e-Mission Teams (SeMTs) have been setup in 32 States and UTs. Over 1000 Government officials have been trained under Specialized Training for e-Governance Programme (STeP). The first Chief Information Officer (CIO) training for officers of Central and State & UT officials has started on 7th November, 2011.Standards – To ensure sharing of information and seamless interoperability of data and e-Governance applications, Policy on Open Standards, Biometric standards, Metadata and Data Standards, Localization and Language Technology standards, Network and Information Security, Digital Signature, Quality Assurance, Website Design Guidelines have been notified by DIT.

• Mobile Governance - A Draft Policy on Mobile Governance has been formulated. Citizen Engagement and Social Media Framework - For wider and deeper participation and engagement with all stakeholders especially public at large, a Citizen Engagement Framework for e-Governance Projects has been developed.

• Local bodies must have a participatory role in public services delivery. The network of the common service centre’s for electronic delivery of public services in rural areas needs scrutiny. VLE Concept to be promoted

• SMART GOVERNANCE : In defining decentralisation and effective governance, the concept of Simple, Moral, Accountable, Responsive and Transparent (SMART) governance is often discussed. It touches on all facets of modern administration that responds to public needs quickly. SMART governance puts premium on greater efficiency, community leadership, mobile working and continuous improvement through innovation. The concept revolves on using technology to facilitate and support better planning and decision-making. Through technology, SMART governance ensures that public services are delivered according to schedule without corruption and mismanagement. How can the concept be put into practice in India to bring the fruits of economic growth to the people? What will it do to usher in a new era of transparent and accountable administrative system? In which manner this concept could strengthen governance at the grassroots level?

• Leveraging Technology:Information and communication technologies can play a significant role in building accountable and democratic governance institutions. In governance, the use of technology should not be seen as an end in itself but as a means to an end. The first component is data technologies that help evolve new dimensions of governance, procurement, health and commerce. The second component is e-governance. The Second Administrative Reforms Commission had asked the Central Government to implement e-governance in all sectors to tackle red tape and procedural delays. Yet, indicators used by the UN — online service availability, telecom infrastructure and human capital — point to the fact that India is below the world average for the composite index for e-governance.India badly needs a major initiative on electronic service delivery and e-governance.What is required is strategic application of knowledge and innovative use of available technology to provide governance services to all sections of society. This calls for visionary leadership and concerted efforts by central and state governments and civil society.

Challenges in Service Delivery


• Decentralisation and Participatory DemocracyDecentralisation of power is the best way to improve the living standards of the people. It shifts the power back to grassroots level, including local administrations and communities. In India, much needs to be done to attain decentralisation and participatory democracy as proposed through 73rd and 74th Amendments to the Constitution for panchayati raj and urban local bodies, respectively. The progress made on this front so far has not brought the desire outcome as a majority of states have not stonewalled the process. One of the two key ingredients of strengthening local bodies is the devolution of functions, funds and functionaries related to matters listed in the Eleventh Schedule of the Constitution. The other is the enablement of their function of preparing and implementing bottom-up participatory plans for economic development and social justice. The decentralization of funds, functions and functionaries to local bodies has been unsatisfactory and there are capacity constraints at the level of panchayats and urban local bodies. These factors have adversely affected people’s empowerment development outcomes at the grassroots level. Clearly, the dynamics of decentralisation require a number of institutional reforms to make them more meaningful.

Challenges in service Delivery


• Fiscal Consolidation, Subsidy Management & Targeted Subsidy DeliveryThe government is saddled with unviable levels of current account and fiscal deficits. The government aims to restrict fiscal deficit to 5.3 per cent of GDP in 2012-13 and reduce it further to 3 per cent by 2016-17. Fiscal consolidation requires action on multiple fronts: improved revenue collection, reduction of subsidies, stepped-up disinvestment and accelerated economic reforms.Most importantly, efforts must be made to realise the revenue budgeted under tax receipts, on the one hand, and to contain and economise both Plan and non-Plan expenditure, on the other. Subsidies require a second look. If the process of fiscal consolidation is to move along a clear road map, subsidies as a proportion of GDP must be brought down. In fact there is need for clear prioritisation as far as subsidies are concerned. If, for example, food subsidies can’t be pruned, the government must provide for them fully. But this will demand that other subsidies such as those on fuel and fertiliser are reduced substantially. However, the key question is the extent of subsidies. There must be clarity on it. A direct cash transfer mechanism that leverage modern technologies is an effective way for delivering subsidies.

Challenges in Service delivery


• The current government procurement processes are opaque and riddled with corruption and waste. They are vulnerable to various kinds of unfair, anti-competitive practices like bid rigging or collusive bidding and public money worth thousands of crore’s are siphoned off every year. Better design of tender documents so that no room is given for anti-competitive practices. The overhauling should start with a framework for the analysis and evaluation of proposals to promote procurement in a selective, judicious and cost-effective manner. The processes should also ensure that adequate information on the financial and socio-economic implications of procurement strategies are available to decision-making authorities. Competition must remain the bedrock of the government procurement process.

• Fast-tracking Investments & ApprovalsFor sustaining the high growth path, improving the foreign investment climate and increasing the absorptive capacity by bringing in the real sector reforms would be critical. The governance system must be improved to ensure that where investment approvals are still needed by the government, they are given speedily and transparently. At least in the case of large projects, an integrated view is required to be taken, as an integrated approval will help speedy implementation of projects. This is particularly true of projects in the infrastructure areas.

Overhauling of the Government Procurement process


• Institutional Reforms & Capacity Building Notwithstanding the high growth and resilience of the services sector in the recent past, the sector faces multiple challenges for sustained growth over the years. A number of services, where India enjoys comparative advantage, experience lack of clear policy thrust. For instance, despite the high quality of healthcare services, it attracts a number of regulations. Similarly, in education, multiple regulation points and lack of credible accreditation systems hamper the growth potential. Given the medium to long-term contribution of investments on education and health to growth and productivity, availability of these services at affordable cost, while enhancing their global competitiveness, must form part of the priority in India’s development process. A number of services in India are either dominated by the government or not liberalised enough to ensure growth through organised private initiatives. Services like professional, legal, postal, accountancy and insurance need further liberalisation to harness their potential.

• Pricing Natural Resources:Pricing of natural resources has become a controversial issue. In certain areas, competitive forces may not be adequate to determine price. In such situations, transparent mechanisms for fixing price must be followed which will be fair to producers and end-users.Allocation of natural resources involves complex technical, economical and social issues and depends on the nature and utility of the resources. The distribution of natural resources cannot be limited to one method-auction only; public interest has to be kept in mind. The price, the form and timing, and the type of proprietary interest are elements to be determined.Above all, allocation of natural resources should be based on transparency and fairness.
