What is FedCenter?

• FedCenter is a partnership between federal agencies pooling their resources and expertise to help meet their environmental compliance challenges

• FedCenter is an initiative of EPA’s Federal Facilities Enforcement Office to provide compliance assistance to the federal sector to help agencies comply with the law and reduce enforcement actions

• FedCenter’s mission is to help federal environmental managers better manage their environmental programs, meet their regulatory requirements, and help improve their environmental performance

• FedCenter provides environmental managers with a variety of program area guidance, regulatory compliance and environmental stewardship information, and compliance assistance tools

FedCenter Management

• Governed by multi-agency Advisory Board

– 14 agencies currently represented (DHS, DOE, DOI, DOC, USACE, USDA, EPA, NASA, DVA, DHHS, TREAS, DOJ, State Dept. and OFEE)

– Meets quarterly to discuss, prioritize and provide guidance on FedCenter matters

• Operated and managed by Army Corps of Engineers (CERL)

– Extensive experience with environmental regulatory compliance issues and managing environmental information systems

• EPA coordinates effort– Facilitates Board meetings, agency funding efforts and

contract/legal issues

– Provides subject matter expertise

• Funding provided by various agencies– DHS, DOE, EPA, NASA, DVA, DHHS, TREAS, USPS,

DOC, DOI, USACE, State Dept.

0 Environmental Management Systems (EMS)

The EMS Program Area includes the latest guidance, examples, and resources for the development and implementation of processes and prac tices that enable an organizat ion to reduce its env ironment al impac ts and increase i ts operating efficiency.

In EO 13423, section 3(b) manda tes t hat t he heads of each agency implement within the agency environmental managemen t systems ( EMS) at all appropriate organizational levels to ensure :

• use of EMS as t he primary management approach for addressing environmental aspects of in ternal agency operations and activit ies, including environmental aspects of energy and t ransportation functions,

• establishment of agency objectives and targets to ensure implementation of this order, and • collection, analysis, and reporting of informat ion to measure performance in t he implementat ion of EO

13423.

EO 13423 further supports t he use of EMS by encouraging the heads of age~ies to establish wit hin the agency programs for the following ISO 1400 1 components:

• environmental management training, • environmental compliance rev iew and audit , and • leadership awards to recognize outst anding environmental, energy, or transportation management

performance in t he agency.

The EO is further supplemented by implementing instructions in which Section II provides details on how EMSs are to be developed and what a declara t ion of conformance involves. To clear up any potential confusion, the Clari fication of Conformance Requirements in Instructions to Executive Order 13423 was issued 15 January 2008.

EO 13514, Federal Leadership in Environmental, Energy, and Economic Performance, dated 5 October 2009 reaffirmed a commitment to EMS by requiring agencies to sustain environmental management by (EO 13524,
