1 Foreword and Project Background

1.1 Project Background

For the purpose of pushing forward the social and economic development for

Guiyang City in a manner of full scale, harmony, sustainable and leaping, CPC Guiyang

Municipal Committee and Guiyang Municipal People’s Government have co-defined

the strategic blueprint for the Guiyang’s future, Construction of Big Guiyang City. The

construction of urban road from Youzha street (Guiyang city) to Xiaobi township, is

right derived from this great strategy. This proposed road will connect 3 districts

directly, Xiaobi township, Longdongbao district, and Ergezhai district, and provide

huge possibility for the migration of Nanming district administrative center from its

original place to Longdongbao district. On the other hand, the passenger and freight

transportation demands have rise significantly along with the rapid social and economic

development, and subsequently conflicts between traffic supply and demand surfaced.

As a result, the southeast traffic external hub has been shifted to Youzha street. Under

this condition, the construction of this proposed You-Xiao road will alleviate the traffic

pressure and contribute a lot to build an express for the urban areas. This project is a

member of Guiyang World Bank Financed Project—construction and upgrade of urban

and country road network in Guiyang city.

1.2 Project Content

This proposed road starts at the conjecture of Shinan road and Baoshan south road,

then runs into a tunnel spanning the Forest Park, and comes out at the north side of

Party School of CPC Guiyang Municipal Committee (position K2+728 within the

Forest Park), then overstrides Yuliang River, and via Xingzheng road of Longdongbao

joins the Southwest ring road which is under construction. Parameters of the road are,

vertical slope at 4%, minimum radius of plane arc at 300 m, total length at 6592.577 m

(including 1186.55 m of the Grade 1 urban trunk road in downtown area of Guiyang

city, 2489.131 m of highway, and 2916.891 m of the Grade 1 urban trunk road in

Longdongbao district). The section linking Jianlong road has a length 423.071m,

including 1 bridge of 371.7m long, 1 tunnel of 1793 m long, 1 flyover. The area

involved in house relocation is 27759 sq meters. The technical and economic

parameters of this project are listed in Table 1-1.

6 Construction period of the project

The EIA revealed that this project will contribute to the improvement of traffic

condition for Guiyang city, especially to Longdongbao district’s development although

undeniably it will bring some negative impacts to small scope of areas during

construction and operation phases. As a part of EIA document, this EMP is also

required by World Bank, and intends to ensure the environmental impacts mitigations,

proposed in the EIA be put into practice indeed.

1.3 EMP purpose, guideline and requirements

1.3.1 EMP purpose

As predicted by the EIA, major project-involved pollution is from vehicle noise

and exhaust. This EMP has detailed contents such as environmental impact mitigations,

environmental management, supervision and monitoring. It will act as the instructive

document in implementing those actions in ways of:

(1) to identify the environmental impact mitigations for affected objects. The

PMO, EIA compiler, and design party have conducted field investigation and

confirmation towards the environmental sensitive objects and make out effective

environmental impact mitigations which have been enclosed into the engineering design

document.

(2) to provide an instructive document regarding environment-related issues. This

EMP will be distributed to construction supervision agency, and environmental

management agency and other parties concerned after it has been evaluated and

approved by World Bank.

(3) to sort out the role and responsibilities for each party. This EMP has clearly

defined the role and responsibilities for involved administrative and operating

departments or agencies, and presented the channels and methods by which these

departments communicate with each other.

(4) to propose the monitoring plan for construction and operation phases. This

EMP has drafted out the environmental monitoring plan in order to ensure the

environmental mitigations be put into practice and to do the preparing work to prevent

and control the unpredictable or accidental pollutions.

1.3.2 Action guideline and requirements

World Bank officials, international consultation professionals, EIA party and PMO

have co-worked to promulgated the overall goal of the environmental management for

this project: to keep the sustainable development in social, environmental and economic

aspects for Guiyang city, and improve Guiyang city’s traffic condition, and reduce or

eliminate and compensate the negative impacts, arising from this project

implementation, to rural group and environments.

Action:

(1) to propose and perform the environmental management and monitoring plan;

(2) to propose and perform the strategy of vehicle emission mitigations in order to

alleviate the impacts to ambient air.

Requirements:

(1) to examine the monitoring results towards each pollutant listed in the

monitoring plan during construction and operation phases;

(2) to implement the environmental impact mitigations proposed by the EIA

according to the specified procedure.

1.4 EA Basis and implementary standard

1.4.1 EA Basis

Relevant regulatory, policy and administrative requirements for environmental assessment of

development projects in China, both at state and municipal levels, were followed during the

preparation and evaluation o f environmental assessment, as were the Bank’s safeguard policies.

Major laws and regulations applied in the EA are as follows:

Laws of Environmental Protection o f the PRC of December 26, 1989;

Law of Air Pollution Control o f the PRC of September 1,2000;

Law of Water PollutionControl o f the PRC of May 15, 1996;

Law of Environmental Noise PollutionControl of the PRC o f March 1, 1997;

Law of Cultural Property Protection o f the PRC of October 28, 2002;

Guizhou Environmental Protection Regulations of 1992;

Management Regulations on Environmental Protection for Construction Projects of

November, 1998;

Technical Specifications for Environmental Impact Assessment; and

Various applicable regulatory standards for air, water, noise and non-contaminated biological

fields;

World Bank safeguard policies: Environments Assessment (OP/BP/GP4.0l), Natural Habitats

(OP/BP4.04), Cultural Property (OP4.1l).

The EA also makes the reference to various project preparation documents,

including project feasibility study reports, Guiyang City Master Plan (1996-2010), and

expert opinions and review comments for the EA TOR. Various graded plans for road

net related with the project have also been the basis for the EA..

1.4.2 Standards for EIA

1) Aquatic environment

Major affected river by the project is Yulianghe River. According to

“Environmental Functional Area Classification of Surface Water Area in Guiyang

City”, Water bodies involved in the project area belongs to water environmental

functional area class II. Therefore, the “Environmental Quality Standard For Surface

Water” (GB3838—2002) Class II is the proper standard for the assessment of water

quality. Relevant standards see table 1-1�

2) Ambient air environment�

The project area is located in the ambient air quality functional area class 2. The

correspondent air quality standards is “Ambient Air Quality Standard” GB3095-1996

Class 2. The correspondent standard for asphalt gas during the construction phase is

“Integrated emission standard of air pollutants” GB16297-1996. Details see table 1-2

and 1-3.

2 Environmental impacts and mitigations

This is an urban traffic upgrade project, with the principle of People-Oriented, the

construction of this project aims to provide a convenient, comfortable, and fast

transportation for the people, so that to improve their living quality, and refresh the

city’s environment as well as landscape. However, it is unavoidable that there will be

some negative environmental impacts generated during project design, construction and

operation phases. Based on the EIA report of this project, this EMP concluded the

mitigation measures towards such environmental impacts.

2.1 Environmental impacts and mitigations during design phase

· To skip the road routine from villages, schools, hospitals and other sensitive objects. · To lower the vertical slope, in order to obtain least increase of noise level due to vehicles climbing up; · To select lower noise generation material to pave the road surface, to reduce the tire-ground fraction noise. · To use heavy-density materials to make bars of central separating belts and fences; thickening material(more than 3mm thick) is preferred. · to modify road warning signs, to reduce noise level arising from vibrating, braking, speeding up and etc. · Environmental sensitive buildings should not be arranged within 40 m to both sides of the road. For the existing sensitive buildings less than 50 m away from the road sides, they should be removed away gradually in compliance with Urban Plan. · To install noise screening walls, 3.5m high, 500m long on the flyover. To install ventilation and noise separating windows for the 60 households of Youzha village.

Vehicle emission: Vehicle Exhaust will disperse and cause pollution to the environmental sensitive objects which inhabit along the routine.

To arrange skyscrapers which will be built in future at the places further than 20m from the road restriction line. Schools, hospitals and other sensitive objects should not be built within 40 m from road restriction line.

Dust from construction material mixing sites: This part of dust will bring pollution to environmental sensitive objects which inhabit at its downwind.

To set concrete and asphalt mixing sites at the downwind, and at least 200m from environmental sensitive objects

Landscape Incompatibility: Roads, flyovers, and bridges are not compatible with their surrounding landscape.

· To grow parterres or lawns in the areas near the buildings, or in the isolation strips of the newly built roads; · To plant green belts, for example, lawns or green tree fences along the both sides of the road; · To decorate sculptures, and green parergons at the road crossing, or in the space between buildings and streets.

2.2 Environmental impacts and mitigations during construction phase

The construction will generate impacts to social, sound, air, water and ecological

environments. Although majority of such impacts is transient and recoverable, sufficient

attention is still needed to be paid on them during environmental impact assessment.

The environmental protection liabilities of construction party should be enclosed in the

bidding document, to make sure the construction party has a full understanding about

that. The environmental impacts and mitigations during construction phase are listed in

Table 2-2.

Disturbance to traffic condition of concentrated residential areas

· To apply semi-enclosed construction style during road reconstruction, to leave passage for walkers, bicycles and public buses. · To build temporary roads and simple bridges and set necessary safety assuring facilities, in order to facilitate going in-and-out for people and groups who inhabit along the routine. · To stockpile construction materials in order, and employ special person to manage this; to clear and deliver out waste materials timely. By doing so, the impacts of land occupation and traffic blocking due to material dumping can be reduced.

Migration of power and communication lines

A safety supervisor should be present at the site where the power line is being relocated. At such site, obvious warning lines and night flashing indicators should be installed.

Obstruction to local traffic and transportation

· To make reasonable construction plan, arranging neighboring or intersecting sections in different construction stages as possible as it can. · To supply illumination for sections where require un-broken lighting. · To strengthen traffic management and organization.

Before the construction begins, to consolidate the roads which are used as transportation lines. If such roads are damaged due to the construction material transportation, the construction party should recover the roads or offer compensation to local residents.

The Tuyunguan Cultural Relics Protection unit is located within the Forest Park. Estimated from the space position, impacts caused by this project construction will not approach this unit. However, if new cultural relics or historical sites are found during the construction activity, the construction party should inform the cultural relic management departments at the first time, and take protection measures at the same time.

Impacts to tourism due to enclosed construction, flying dust and noise in the Forest Park section

· Enclosing of the roads will affect the traffic fluency within the Forest Park. So the construction party should do their best to quicken their action and shorten the construction term. · To clear and deliver the discarded earth work out timely; to increase the water-spray frequency, install temporary noise-screening facilities, and forbid night construction activity. · To place bulletin boards on the construction site, marking information such as construction content, contact person, and complaint telephone number.

the construction party should open this application to the public, and achieve their approval prior to doing so. · To adopt static-state blast in the tunnel construction.

Flying dust generated from earth work excavating and refilling, material loading and unloading, and house demolition.

· In the construction site, to spray water 4~5 times per day to inhibit dust. · To increase the frequency of water spray, and pack firmly the newly built embankments as soon as possible in the case construction activity taking place in areas near environmental sensitive objects. · To keep the construction roads flat and neatly, and employ special persons to do the work of maintaining and cleaning such roads. · To offer labor-protection appliances to construction workers. · To pile up the excavated earth works in concentrated places.

3.3 Environmental management

Individual organ should be established to take the task of environmental

management for each stage-- feasibility study, design, construction and operation, since

the environmental management has different implications for the four stages. For this

road reconstruction project, its environmental management and supervision plan is

shown in Table 3-1.

3.3.2Work scope of supervision

In order to have an effective control on pollution arising from construction

activities, the supervision in construction phase should not only cover the management

on construction quality and progress, and also should involve the inspection on

civilization level of the construction behavior, how far the environmental mitigations

have been executed, and the implementation status of articles specified in project

contract regarding environmental protection responsibilities.

the employer should enclose the articles of environmental protection measures

in the contract when awarding the overall contract. The construction party is required to

act such articles strictly and apply the rewards and penalties system.

the construction behavior of the construction party should be in compliance

with the requirements defined in the State or local government-made regulations,

contract articles, and EIA environmental protection suggestions. A civilized and

environmental-friendly construction will be highly appreciated.

the employer should consign qualified supervision agency to designate special

supervisor of environmental protection who will be responsible for supervising the

construction party to implement the environmental protection measures.

� the construction party should appoint full-time or part time personnel to be in

charge of environmental management, who will be present in the construction site to

manage the pollution source control. Especially for high noise and vibrating

construction machines, their operation time should be limited strictly.

� the construction party should be honest to publish the environmental impacts information. Constricted by technology and construction conditions, it is unavoidable

that construction activities will generate environmental pollution even with mitigations

taken. So the information release should be done towards the affected residents who live

along the routine, in order to obtain their understanding and support in advance, so that

the construction can go ahead without obstruction.

� the selection of new sites where are proposed to accept the relocated households

should be evaluated in terms of environmental impact assessment. Once the sites have

been identified, they should be planned scientifically, and equipped with a complete set

of utilities, to make sure the resettled group lead a good life.

� A complaint office should be established by the employer or the construction party. The complaint office should release a hot line to hear the public’ voice and once

receiving the complaint they should arrange special personnel to handle it within a

specified term.

4 Environmental monitoring plan

4.1 Purpose and base of making monitoring plan

The purpose of making a monitoring plan is: to supervise whether each

environmental protection program has been taken into practice; to provide realtime

monitoring results based on which to adjust environmental protection action; to provide

basis for drafting time schedule and implementation mode for environmental protection

program. Preparing of the monitoring plan is based on the predicted environmental

impacts in every phase (construction and operation phases).

4.2 Monitoring items

The environmental impacts are mainly brought out in construction and operation

phases. In construction phase, the dominating environmental pollutants are TSP and

construction noise; while in the operation phase, the dominating environmental

pollutants are traffic noise and NO2.

4.3 Environmental monitoring program

According to the engineering character of urban transportation project, the

environmental monitoring program is divided into two parts towards the construction

and operation phases respectively, as shown in Table 4-1.

Except the above compulsive monitoring program, the construction party should

train personnel to take the burden of routine monitoring, for example, to sense the flying

dust and judge them exceeding standard or not by eyesight; or to smell the vehicle

exhaust and tell them acceptable or not; and so forth for noise and other pollutants. By

doing so, problems can be shot and solved at the first time, and the environmental

impacts caused by the project can be minimized.

4.4 Procedure of monitoring

The employer should draft out the environmental monitoring procedure for

construction and operation phases, after referring to the project’s features, other’s

experiences on operation and management of same type of project, and requirements of

environmental management system ISO14004. The environmental monitoring

procedure should cover the following contents:

(1) to establish an environmental management organ with sufficient funds and

human resource allocated.

(2) to define environmental management system, monitoring program, personnel

training plan, and pollution mitigations for this project.

(3) to conduct training according to the above training plan, to make sure all the

workers own required environmental protection acknowledge and operation skills,

including pollution prevention and control skill.

(4) to assign works to individuals; to process daily affairs(including site

supervision) according to the plan, and execute environmental monitoring for this

proposed project.

(5) to build a fluent channel for information communication, especially to build an

effective response approach towards public’s complaints.

(6) to organize the corresponding monitoring agency to perform periodic

monitoring, and duly report the monitoring results to relevant departments in charge.

(7) to correct the articles which can not stop the re-occuring of some environmental

regulation violation or disturbance to civilians in both construction and operation

phases, and draft out prevention measures; if necessary, to amend relative management

method.

(8) to manage the important records, for example, monitoring report, civilian’s complaint, form

on requiring the responsible agency to treat the pollution within a specified term, and etc.

(9) the environmental management organ should conduct periodical supervision on

implementation progress, and prepare and submit the Environmental Monitoring Report

to relative administrative departments in charge, who will then give comments after

examining the monitoring report. The environmental management organ then should

amend the problem parts of the management procedure after considering such

comments and civilian’s complaints. With such effort, it is hopeful to achieve better

environmental management for this project.

4.5 Environmental monitoring report

�1�Environmental monitoring report in the construction phase

The construction work will last for 3 years, which can be divided into various

stages, such as demolition, pipes dismantlement, pipes migration, construction of

drainage works, construction of road works, install of traffic signs and road markings,

test and acceptance, and etc. According to requirements of Chinese management

policies and regulations towards construction projects, and stipulations of World Bank

business, the environmental monitoring agency should prepare the Staged Report of

Environmental Monitoring, which convinced the administrative department of

environmental protection that the environmental protection program has been taken into

practice, and that special measures will be taken soon in order to eliminate some other

predicted negative impacts. Staged monitoring report should be prepared twice per year

for construction phase.

Staged Environmental Monitoring Report should cover the following contents:

configuration of the environmental management organs, progress of the construction,

elements and method of construction, environmental impacts caused by construction

activity and relief measures, how the relief measures have been implemented, if

necessary, civilian’s complaints and addressing status should be included.

Aside from the staged monitoring report, daily report and monthly report are the

necessary materials to be prepared by the construction party. Such reports should be

submitted to superior departments in charge and local administrative departments of

environmental protection.

�2 Environmental monitoring report in the operation phase

When the project is put into operation, it is the duty of environmental monitoring

agency to prepare the Environmental Monitoring Report periodically (generally once

per year), which should include the following contents: configuration and changes of

environmental management organs, how the comments, which are issued by the

administrative department of environmental protection regarding the previous

monitoring reports, have been implemented, monitoring program (including monitoring

5 Training plan

Personnel training plays a big role in achieving fluent and effective project

implementation. The training should focus on environmental protection knowledge and

environment-friendly work skills towards the construction workers. In addition to

explaining the importance and implications of the project construction to all the

workers, the training will also take different forms and apply different courses towards

different groups who have been sorted out according to their posts. Generally the

training locations have two alternatives, in domestic and abroad. The detailed training

plan is shown in Table 5-1.

On the base of environmental impact prediction and impact mitigation analysis, this chapter listed

the finance budget for each stage of project implementation, and provided a brief analysis regarding

this project’s environmental and economic benefits.

6.4 Ratio of environmental protection investment to the total�

Through the above analysis, we draw the following conclusions regarding

environmental protection investment (multiple-purpose environmental protection works

and operation cost for the environmental protection works are not included):

(1) the investment for direct environmental protection works is 9,814,400 Yuan.

(2) in the construction phase, the investment for environmental protection works is

6,700,000 Yuan.

(3) in the operation phase, the investment for direct environmental protection works

and their management and operation is 6,700,000 Yuan.

The total investment for this project is 1,044,871,100 Yuan, of which the environmental protection

accounts for 21,014,400 Yuan, that is 2.01% of the total.
