1. INTRODUCTION
1.1. Project background
Bao Lam 1 small hydropower project is invested by Hydropower Construction Joint
Stock Company 1. The project is located on Gam river which flows through
communes of Ly Bon, Vinh Quang communes, Bao Lam district and Bao Toan, Bao
Lac district, Cao Bang province
Gam river is the primary tributary of Lo river and the second tributaty of Red river. It
derives from the high mountain region at altitude over 1600 m of Van Nam, China.
Total basin area of Gam river is 17,200km2, the area located in China is 7,420km2
share of 43%, with total length is 297km, where about 217km located in Vietnam. Nho
Que 3 Hydropower plant is the upper-level of Bao Lam 1 hydropower plant.
Bao Lam 1 hydropower project utilize the water energy from Gam and Nho Que river.
The headwork of Bao Lam 1 hydro power located along Gam river and closed to
National highway No. 34 and No. 4C. The dam of Bao Lam 1 hydro power located
after intersection of Gam river and Nho Que river and around 500m far from Ly Bon
bridge in upstream in Ly Bon commune, Bao Lam district, Cao Bang province. The
reservoir of project is located in communes of Vinh Quang and Ly Bon, Bao Lam
district, and Bao Toan, Bao Lac district, Cao Bang province.
It is located at Northern latitude: 22o56’30’’ and Eastern longitude 105
o32’56’’.
The Bao Lam 1 small hydro power project with the capacity of 30 MW, annual
electricity production of 115,7 x 106 kWh, categorized open after dam with
impoundment, regulated by reservoir. The headwork consists of gravity concrete dam
with 28 m length, 24.5 m height, spillway located between main dam and regulated
valve with 107.5 m length. The left bank energy route includes intake, powerhouse,
discharge canal, and 110kV distribution station.
Bao Lam 1 hydropower was additional into master plan of small hydropower of Cao
Bang province and it was approved by Cao Bang Provincial People’s Committee to
allow Hydropower Construction Joint Stock Company No.1 preparing investment
report in Investment Letter No. 11121000149 dated 21/8/2013.
1.2. Project Donor and Participating Bank
Bao Lam 1 small hydropower plan project expects to be refinanced from REDP
funded by WB through the Bank of investment development Vietnam (BIDV), Hanoi
branch.
1.3. Project objectives
The main objective of subproject is to exploit effectively the water resource and
natural topographical features of the local area to produce electricity with its annual
average power generation up to 115.7 million kWh. It supports to increase power
generation of the national power system, it helps to meet local electrical power
demand and to improve the local budget.

The project also brings great significance to improve infrastructure, life quality for the
local people in the remote area of Bao Lam and Bao Lac districts, Cao Bang province
that is facing many difficulties due to its poor infrastructure and backward customs.
1.4. Project management & EMP implementation
Investor: Power Construction Joint Stock Company No.1
Feasibility Study consultant: Power Engineering Consultant Company No 1 (PECC1)
The investor assigned for Project Management Unit under Power Construction Joint
Stock Company No.1 to manage and supervise the project implementation. An
environmental and social staff has been assigned by project management unit to
manage all projects’ environmental activities.
According to the WB regulations, investor is responsible for preparing and complying
to EMP. The environmental consultant supports investor to prepare EMP following
ESF under REDP which was approved by MOIT and no objection by WB.
According to the Vietnamese regulations, the reservoir’s gross storage corresponding
to the normal water level I 8,89 million m3 so the Environmental Impact Assessment
Report was prepared by investor and it was approved by Cao Bang PPC by the
decision No. 1100/QD-UBND dated 04/8/2014.

2. PROJECT DESCRIPTION
2.1. Location of project
Bao Lam 1 hydropower project utilize the water energy from Gam and Nho Que river.
The headwork of Bao Lam 1 hydro power located along Gam river and closed to
National highway No. 34 and No. 4C. The dam of Bao Lam 1 hydro power located
after intersection of Gam river and Nho Que river and around 500m far from Ly Bon
bridge in upstream in Ly Bon commune, Bao Lam district, Cao Bang province. The
reservoir of project is located in communes of Vinh Quang and Ly Bon, Bao Lam
district, and Bao Toan, Bao Lac district, Cao Bang province.
The location of Hydropower is in the right bank energy route - Figure 1.
It is located at Northern latitude: 22o56’30’’ and Eastern longitude 105
o32’56’’.
The main project components including headwork and energy route. The headwork
consists of concrete dam, spillway, flooding discharge drain and sand discharge drain.
The energy route includes intake, power house and switchyard. The whole project
components are located in Ly Bon commune, Bao Lam, Cao Bang province.
A 100m transmission line will be constructed to national grid by 110 kV transmission
line and 110 kV transmission station which will be located about 100 m from Bao Lam
1 hydropower plan. The transmission line is within Ly Bon commune, which also
located in the vacant or cultivation areas, there are no households in this area.

2.3. Construction method
Material, equipments: Total rock demand for project construction is 70.103
m3. This
amound of material will be exploited in the near by mine which located on national
highway No. 43. The total sand demand is 45.103 m
3 which will be produced in rocks
mine and transported to the project site. The Investor has been submited the documents
for license of stone exploition at Khuoi Choong quarry located at the pac Ra village,
Ly Bon commune, Bao Lam district. The intend exploited vollume is around 30,000
m3 and exploited area is 0.5ha, the exploited duration is until 31/12/2015 . The
documents have been submited to Cao Bang DONRE for approval, thus the types and
copce of impacts from sand exploition activities will be updated since the permission
license has been issued.
Other material such as concrete, steel, fuel, lubricant etc is bought from Ha Giang city
with around 102km far from the site or from Cao Bang city with 153 km far from the
project site.
For the imported equipment will be transported by sea ships to Haiphong Port then
carried by trucks thourgh NH 2 and 34 to the site, with total lengh of these route is
500km.

Other domestic equipment will be transported by railway or inland waterway/seaway
to Hanoi city then arried by trucks to the project site via NH 2 and 24 with total lengh
is 380 km.
Transportation:
Access road: is the main road being to use in the operation phase and also used during
construction phase.
Temporary road for construction activites: is the main road being to use only in the
whole construction phase .
Temporary road several construction activites: is the road that use for only several
certain construction activites and will be closed since these activties completed. Totol
length of this type of road is 0.8 km.
Swichtyard and transmission line: Electricity supply for main activties on the site
such as equipment operation, worker camps, management house ...with total demand
for consutruction sites is 2MW via 5 transformer stations. Electricity for construction
is suplied from 35kV national transmission line at Ly Bon about 500m far from the
site. The 35/0.4 kV transformers are provided at construction/auxility facilities areas.
Moreover, diesel electric generators with total capacity of 500 KVA will be provided
on the management houses for the case of electricity shutdown from 35kV line.
Electricity grid for construction activities combine transformal and distribution
stations (35/0,4kV), and sublines (0,4kV). 0,4 kV lines will be provided from
35/0,4kV transformers to households. The 0,4 kV lines will only use in the
consutruction phase with simple structures and removablility, foundation by
prefabricated concrete, steel colume 130 mm and 0.5m in height.
Construction organization: Bao Lam 1 hydropower project may take 2 years to
complete the construction phase. The fist year (10/2014 - 9/2015) will focus on
resetlement activities, auxility facilities area preparation, excavation/backfilling and
placing concrete at spillway, dam foundation excavation on right banks. The second
year will focus on dam foundation excavation on right banks, placing concrete at
spillway.
Water supply: Water for construction is taken from Gam river. Total demand of
consutruction water is 700 m3/day.night. Water for fire prevention is 30 l/s. A water
treamant station will be provided at the left hand site of main dam, the water will be
taken from Gam river (at the section before confluence with Nho Que river). The
water after treating will be disbuted to construction site, D = 200mm line will be used
to take water from river to treatment station and D = 50mm line will be used to
distribute water to construction site.
Domestic water supply: Domestic water is taken from slots in the higher regions and
wells then filtered by man-made. Total domestic water volume is estimated around 12
m3/day. night.
Campsites and auxility facilities: Total are of construction site is 8.6 ha, where 7.1 ha
of auxility facilities, 0.4 ha of public areas, 0.5 ha of worker camps and management

area. The auxility facilities ussualy will be used in very short time, which constructed
by the temporary structures and material which could be easy for assemble.

3. KEY ENVIRONMENTAL AND SOCIAL ISSUES
3.1. Environmental issues

2 Landslide, erosion and
sedimentation
Cause of landslide/erosion:
- Implementation of excavation/backfilling of
rock/soil at the main components of headwork
such as dam, intake, and powerhouse during
construction phase leading to risk of
landslide/erosion.
- Construction of dam and storage water in
reservoir will impulse landslide especially at
unstable ground. Moreover, in case of long,
heavy rain, water level rises; the new land is
submerged leading to locally landslide.
Geological features of project site:
- Bao Lam 1 hydropower located within the Song
Hien terrigenous formation. Petrographic
compositon includes shale, quartz, lime clay,
pale or ashy adhesive clay, average to shaply

faults.
- There are several faults level III cuting through
gristone and sandstone and the stone are
wrinkled and schit. However, these faults is old,
undiscovers new activity signs and no relative to
land movement. These faults have not gone
through limestone formation and fullfill by the
secondary material which ensure that ther will be
not water loss along these faults.
- As in the map scale 1/200.000, Bao Lac (F-48-
X), no high economic value mine have been
discovered in the project areas, there are only
several normal construction material mines.
- The main faulting systems in the region namely
NorthEast-SouthWest, NorthWest-SouthEast,
sub latitude and meridian.
Impacts of landslide/erosion:
- Sedimentation of Gam and Nho Que river and
reservoir.
- Reduce surface water quality.
- Changing of water flow in downstream.
Features of project:
- Project site is located on long narrow valley,
nearby confluence of Gam river and Nho Que
river.
- Suitable geological condition, so the risk of
landslide at large scale to reform reservoir bank
is limitation.
- Reservoir, with small scale, is mainly formed
base on riverbed
- Topography include two sharp slopes from 350
to 400 and faulted. There are not high cascade
and waterfal, low segment vertical in the
riverbed.
- Process of landslide as well as reformation of
reservoir bank is small scale. Process of
sedimentation is estimated at low speed.
- Foundations cut through rock layers leading to

- Discharging water through spillway may cause
localized flood and erosion in this area (behind
the spillway).

3 Impacts on surface
water quality
The main seasons cause to water surface
pollution in the construction phase:
- Domestic waste water from 300 workers in
project site (at peak time).
- This type of waste water contains BOD5, residue,
TSS, and organic substance....
- In average, each worker uses 40 water litters per
day. Total domestic waste water discharge from
300 workers is 12 m3 per day.
- Constructed waste water from auxiliary facilities
such as machine repaired workshop, concrete
mixed stations, rock washed grounds etc. This
waste water contains mainly TSS, oil and grease,
organic substances, metals etc.
- Run-off water from the whole of project site
sweeps out impurities especially scattered oil,
grease, dust which come from concrete mixed
workshops, fuel storages,
machines/equipment/vehicles loading etc.
- Scattered fuel: as estimated, the average volume
of fuel which is extracted from stored tanks to
machines/vehicles is 1,500 liters per day. The
loss of fuel is around 7.5 litters/day (lost norm of
0.5%).
- Domestic and constructed solid waste: in case of
not control well, this waste impacts remarkable
to surface water when solid waste is discharged
directly into rivers, reservoir...
- Organic waste is decomposed from dead bodies
of animal and vegetation in the reservoir.
Impacts of surface water pollution:
- Increasing of turbidity, reducing of water quality
of Gam and Nho Que river water.

Project features:
- The results from site survey shows that due to
sloping terrain and low density of population
that there are not any activities of small industry,
aquaculture or agriculture in project site. And the
river water in downstream have not used for
domestic or agricultural irrigation purpose.

proposed mitigation measure will not be
compliance
4 Impact on air quality Causes of air pollution:
- Blasting for construction of internal road,
digging of foundations, quarrying, due to need
to small realignment (100m) of road from Ly
Bon bridge to Lung Cu, Ha Giang.
- Rock/soil excavation and backfilling.
- Material transportation, loading and unloading.
- Operation of rock grinded/screened stations;
concrete mixed workshops; vehicles;
constructed machines/equipment.

In comparing with standard of QCVN 05:
2013/BTNMT, the dust concentration which
emits in project site may be exceeded the
permission.
Beside, the operation of constructed machines,
trucks will emit toxic gas such as CO2, CO, SO2,
NOx, and dust.
As estimated, materials/equipments/machines
that serve for project construction are transported
in sequence along Province road No 4C, internal
district, communal roads to project site.
All main project components located very close
with district roads, but keep distance to commune
roads. The project location is only 200 far from
Ly Bon market, which present public facilities
and irrigation system.
The rock and sand supply for project activities
will be taken from rock mine located on the
national road 43, about 7km far from the project
site. This quarry is separated to the surrounding
areas by hills/mountains that are covered by tree
so that the impact of dust will be mitigated.
Dust and toxic gas pollution which emit in the
construction phase only affect to narrow, partly
areas and in short term depending to the
construction time.
Air pollution not only affects directly to workers
who are working in constructed sites but also
affected to surrounded communities of Ly Bon
commune, if without appropriate mitigation
measures.
Dust and toxic gas generated during
transportation of materials/equipments may
affect to local people who live along two sides of
roads.
Impact assement: Moderate Negative and in the
short time in case the proposed mitigation measure

5 Noise Main causes of noise pollution:
- Construction equipment.
- Materials/equipments transported vehicles.
- Operation of concrete mixed stations, rock
grinded/screened workshops.
- Blasting, using drilling machines.
According to statistic data: 8-12 tons loaded
trucks, excavator, air pressed driller have the
noise level of 91-98 dBA, 90-96 dBA, and 94
dBA; respectively.
As calculation, the average noise level of
machines is around 72-80 dBA within the
distance of 120-200 m. This noise level exceeds
the permission following the standards of QCVN
26:2010/BTNMT so it may affect to workers
who are working in the constructed site.
Noise pollution may cause seriously negative
impacts to workers who hand directly with
blasting, using driller if they are not quipped by
labor safe equipments. The noise level is not only
generated by blasting, driller but it is increased
strongly by phenomenon of reverberation in
narrow mountainous terrain.
Due to main project components are located
quite close to residential areas of Ly Bon
commune thus the generated noise may create
negative impact on local people and affect
directly to the workers on the sites during
construction and local people who live along 2
sides of roads during transportation.
Impact assement: Moderate Negative and in the
short time but the impact could be managed with an
appropriate management plan
6 Pollution cause by
solid waste
Sources of solid waste:
- Scattering rock/soil from quarries, material
transportation and discarded rock/soil from
excavation, drilling, blasting etc.

During construction phase, discarded rock/soil
will be discharged from excavation of topsoil,
reservoir vegetation clearance, quarries and
constructed waste containing cement, steel,
wood etc. Disposal of constructed waste without
controlling may lead to trespass forest/cultivated
land and water pollution.
Domestic solid waste: 0.3 kg/person/day x 300
persons = 90 kg/day (at peak time)
Domestic solid waste contains different types of
waste such as food waste, paper, cover of
canned food. It may cause unpleasant odor
incase of not well controlling.
In case if clearance of reservoir does not well
leading to disintegrate animals/vegetable bodies
that causes surface water polution.
The vegetation cover that collected after
clearance may cause risks of forest fire if it is not
well controlled..
Impact assement: Moderate Negative and in the
short time but the impact could be minimized with
an appropriate management plan
7 Loss of partly
vegetation cover
Total permanent acquisition land for project is
around 103.91 ha.
Since the terrain feature of project site is mainly
mountain and hill with high slope so the
vegetation here is poor. Almost the lost
vegetation for project construction is mixed
forest such as brush, trees and agricultural trees
such as paddy, maize, cassava etc.

vegetable cover and low valua ecosystem arround

8 Impacts of mining
(sand, stone quarry
etc) for construction
The total volume of sand needed for
construction is about 45.103 m
3. Due to no
natural sand quarry, the needed sand will be
grinded from stone quarry then transported to
the project site.
Stone is exploited from Khuoi Choong quarry,
Pac Ra village, Ly Bon commune, Bao Lam
District. The developer is submitting request to
Cao Bang DONRE for exploiting stone at Khuoi
Choong quarry. The intend exploited vollume is
around 30,000 m3 and exploited area is 0.5ha,
the exploited duration is until 31/12/2015.
Embankment soil is mainly for small dyke and
transport roads. All the embankment soil will be
salvaged from the foundation works.
Quarry by blasting on the surface of mine must
to use the explosive. It may cause accident at
work due to mine collapse leading to
death/wounded of workers, residents or asset
losses in case if contractors do not comply with
safe regulations.
Blasting for quarry and process of transportation
of rock, sand from the borrow pits to project site
may cause air pollution by dust, toxic gases,
noise, vibration.
Due to sloping terrain, difficult transportation
and almost none of resident live nearby mines
and project site so these impacts only effect to
workers who work directly in project site and
local people who transports nearby and they
could be mitigated.
Impact assement: Moderate Negative and in the
short time but the impact could be managed with an
appropriate management plan

9 Impacts due to
construction of
transmission line and
access road
The investor has to do following items during
construction phase:
- Building newly 0.8 km length of internal
roads, include one access road in left bank
and 2 access roads in right bank.
- A 110 kV transmission station will be
constructed on the left bank and connecting
to national grid by 110 kV transmission line.
The 110 kV transmission station intend to
locate about 100m far from Bao Lam 1
hydropower.
Construction of access/internal roads and
transmission line may cause the following
impacts:
- Due to high slope so the vegetation cover of
project area does not diversify, mainly
treeless hill with brush, trees and partly
agricultural trees such as paddy, maize,
cassava etc.
- Acquisition land for road and transmission
line is not much. The transmission line is
designed compling with regulations of
transmission line corridor safety. There are
almost none local residents living nearby so
the effect is negligible comparing to other
hydropower projects.
- The terrain of project area is mainly
hill/mountain so it is exposed to landslide
leading to risks of health and life for workers
during excavation of pole foundation if the
safe measures are not complied. Because of
almost none of resident living nearby along
the transmission line so landslide does not
effect to houses however, landslide or
soil/rock that are swept away to farm will
effect to cultivation.
- Construction activities of access/internal
roads, 110 kV transmission line will lead air
pollution those causes by dust during
excavation/backfilling of soil/rock, toxic
exhaust from operation of vehicles/machines,

noise by blasting, digging foundation and
effect to transportation safety. These impacts
are not remarkable since the almost none of
local communities nearby project site.
- The transmission line does not cross the army
areas and effect to the historical/cultural
monuments of Cao Bang province.
Terrain of project area is mainly sloping
mountain/hill so it may expose to risks of
damaging to health or life of workers/local
residents if the safe measures are not complied
during construction.
Impact assement: Minor Negative and could be
controlled with an appropriate management plan
10 Effect to terrestrial
ecosystem
During construction phase, the below activities
will cause affects to terrestrial ecosystem:
- Gathering of workers with high density in
project site
- Access road system is constructed by
investor that facilitates for accessing to
project surrounded areas
- Operation of heavy trucks with high
frequency
- Blasting
The wild animals rarely appear in the project site.
There are only birds, small animals, fox, reptile
etc. The above activities will make the terrestrial
fauna trending to move far away from project site
during construction phase.
Impact assement: Minor Negative
11 Impacts on fish and aquatic life
The aquatic ecosystem will lose temporary living

However, these impacts are not remarkable; only
occur in the short term because the civil

surrounding the reservoir because of its good
living conditions.

12 Effect to traffic Project needs to realignment about 100 m of road
on left bank which goes from Ly Bon bridge to
Lung Cu, Ha Gang, the realignment activites
could be created impact on the traffic movement
on this road, although the traffic volume is low,
but the PMU also need to develop and apply
appropriate measure to ensure traffic flow and
traffic safety.
Rock and sand material is exploited from mines
and transported via national road 43, about 7km
far from construction site. Other construction
material is boutgh from shops in Ha Giang city
which are 102 km far form project site and rock
is also reused from foundation excavation.
Transportation of mterials/machines/equipments
in general do not affect to traffic of local people
due to low density of population and travelling of
communities is not much.
Increase the worker population on the site also
create high risk of traffic conflicts between
workers and local poeple, if safety traffic
education are not provided for workers.

historical properties
The Cao Bang Department of Cultural and Sport
had been certificated that there is not any ranked
cultural/historical properties which are managed
by the district/provincial/national authorities in
the project areas. There are also not any cultural
and non-cultural properties that relate to the

hydropower plant. The water which is used to
generate electricity will be discharged back into
the main river behind the dam so it is not affected
by flow change or breaking off.
The flow is always maintained at least of 37.1
m3/s through turbines in the low peak hours in
dry season. Moreover, Bao Lam 1 hydropower is
under Gam and Nho Que river basin which has a
munber of stream branches with small flow
adding water to the river.
Impact assement: Moderate Negative due to dail
water monderated operation and the water flow
after dam will be maintained;
17 Impairment on water
quality
In case if the waste such as domestic solid waste,
domestic waste water, lubricant contained waste
water from maintaining machines/vehicles is not
well control, it will lead to pollution of Gam and
Nho Que river. However, this impact is not
remarkable and could be mitigated.
When blocking water, if the reservoir is not
cleared, biomass (tree roots, regenerated grass,
organism death...) and other substance (humus,
mineral salt) which are immerged in the reservoir
will be decomposed leading to water pollution
due to reduce DO and increase BOD5. Water
pollution will cause negative to aquatic life. This
impact is negligible and may mitigate if investor
follows fully plan of reservoir clearance.
In case if the amount of phosphoric that
discharges into reservoir is higher 8.15 tons/year,
eutrophication phenomenom may occured
leading to reduction of water quality and affect
to aquatic life.

around 80 dB at distance of 1 m). This value of
noise meets the National standard QCVN
26:2010/BTNMT on noise.

23 Emergency case Emmergency case in the power house: the
electrical accidents such as electrical leakage,
short circuit, fire etc may occur if do not comply
to safe regulations on powerhouse or electrical

to damage the power plant.
Emmergency case in the switchyard/transformer
station: fire accident due to short circuit/electrical
leakage may occur easily if do not follow strictly
technological design and regulations during
construction and operation. Compliance to
procedures on transmission line safety is
extreamly important task. It requires workers
have to obey strictly, fully all technological and
safe reguations during operation transmission
line.
Emmergency case in broken of dam, reservoir:
these disasters may orccur in case of
extraordinary weather such as sweep flood or
geological altering (earthquake, crack, depression

communes, Bao Lam District and Bao Toan
commune in Bao Lac District is quite good.
The social evils such as drugs, theft and fight
are seldom therefore conflicts between
workers and local people will be low.
The results from site survey show that there is
an primary school located about 500m away
from left hand site of the dam which will be
not seriously impacted by project. There are
also 2 schools (secondary and highschool)
which located on other site of Nho Que river,
thus the project will create impacts on the
access road to schools of the pupils since the
iron bridge will be removed, therefore, the
replacement access road need to be provided
to ensure all pupil will be safety on the way to
schools.
3 Increase income sources for
the local people
At the beggining of construction phase,
project will gather large amount of
staffs/workers thus, it could provide jobs and
stable income for a part of local residents in
project site.

4. MITIGATION MEASURES FOR NEGATIVE IMPACTS
During construction phase, the contracts will be signed between investor and
contractors who construct internal roads, switchyard and transmission line, main
components such as dam, powerhouse etc. These contractors will sign the subcontracts
with the sub-contractors who provide material/equipment. The responsibilities of
developer/contractors/subcontractors who must comply with mitigation measures are
presented in Table 4.1.
The mitigation measures must be put into the bid documents/contractors by
investor/contractors as requested conditions to the material provided/constructed
contractors. Power Construction Joint Stock Company No. 1 has responsible to
integrate the EMP into the detail design and bidding contracts. Power Construction
JSC No. 1 assigned one staff who is in charged in environmental management for Bao
Lam 1 Hydropower plant. This staff presides and coordinates to the relevant agencies
to: (i) Monitoring the implementation of mitigation measures following EMP and EIA;
(ii) Supervising, suggesting measures to deal with negative impacts on environment (if
any); (iii) Making report on environmental management implementation and submit to
the district’s Department of Natural resource and Environment and leaders of Power
Construction Joint Stock Company No. 1, BIDV Hanoi; (iv) Participating courses on
environmental management which are held by GdoE PMB and WB.

Selection of project site as presented above may mitigate the negative impacts to

local communities since the agricultural land acquisition is reduced as well as dam site

Supported facilities of project is chosen based on the criteria such as far from surface

minimum radius of 500 m.
Transmission line and switchyard are chosen following the regulations and standards
presented in Decision No 34/2006/QD-BCN on safety of low voltage works.

water flow, cultivated land, do not locate in the areas which are exposed dangers of
landslide/erosion, should located in the hollow grounds to prevent run-off water;
These 02 solid waste disposal sites have the agrrement with local authorities;
Prohibit workers to discharge the domestic and construction solid waste into non-
permitted places especially where it can easily sweep out in to surface water flows;
Disinfected waste is treated by septic tank at worker camps and inhabited areas. When
the Project finishes, the contractors have responsibility to fill up and septic tanks
treatment as prescribed hygiene;
Solid waste is collected and gathered to dumping sites. The dumping sites are arranged
according to regulations, located in unflood area and no impacts of inundation. The
investor has responsibility to coordinate with Department of Environment of Cao Bang
Province and Bao Lam District about the dumping sites. The average volumn of each
dumping site is 20 m3 with estimated dimention per each pit of 5m x 2m x 2m (5m
depth). Each dumping site is lined by anti-penetrative material called HDPE with 1.5
mm thick. Spraying EM bio-product on the surface of waste, covering on the waste
surface by the 3-5 cm thick soil layer with frequency of 2-3 days to avoid odor and

insects. Isolation of dumping sites by gutter, cover is arranged to prevent run-off water
when raining. Ramming, filling up the soil, planting the tree on the top when finishing;
In case there are local Urban environment Companies, the investor or contractors can
sign a contract to collect, transport and treat solid waste;
Monitoring the solid waste management of contractors which is presented in article No.
5 below;
Prohibiting to burn solid waste to precause risk of fire the vegetable cover.
Contractors Top soil layer which is generated in process of excavation, road/transmission line
construction is kept in rock/soil storage sites and reused for planting trees after
construction phase;
Soil/rock which is generated from excavation, blasting, penstock construction etc is kept
in rock/soil storage sites and reused to backfilling the foundation of main components as
well as borrowed pits (material loadings, concrete mixed stations, campsites etc);
The discarded soil/rock at disposal sites is leveled, rammed closely. The proposed
dumping sites are located along Nho Que Bank, thus there should be permanent
embankment to avoid soil/rocks run into the riverbed, to prevent blocking the existing
flow in the area, to plant tree around to capture soil, etc. To avoid washout, it should
plant trees at areas which finishing the disposal and revert to the orginal state when
complete the construction phase;
Distribute waste bins on sites to ensure the collection of solid waste and transported to
landfills everyday;

7. Vegetation
clearance of the
reservoirs and
construction sites
Investor Before flooding, the reservoir is cleared carefully to mitigate eutrophication and
reduction of water quality;
The landmarks which determine boundary of reservoir area for vegetation clearance will
be marked;
Prohibiting to cut off trees in the areas that are outside of the reservoir boundary;
To harvest agricultural products before flooding reservoir;
Big trees must be cut off at the foot and used for making formwork. Brushwood is
cleared and pulled out with the remaining part less than 20 cm;
If safe condition is ensured (without construction activities, transportation of vehicle,
blasting, water flooding and not in flood season etc), it is allowed to local people
collecting trees, products for their usage;
Investor is responsible for coordinating with local authorities and residents in the
process of vegetation removal in the reservoir and also checking safe conditions prior to
permit people collecting trees;
Burning of disposal biomass must be followed the plan preparing byInvestorand ensured
compliance with regulations on forest fire prevention. Site of burning points must be far
away each other at least 500 m. Do not burn trees in strong wind conditions to avoid the
spread to surrounding areas.

8. Erosion and
sedimentation
Investor After construction phase, quarries, disposal sites... are backfilled by soil then rammed,
pressed and planted trees on the top to avoid erosion;
Planting trees and managing well vegetation cover at surrounded areas of reservoir
especially at semi-flooding areas to stabilize the foundation of the reservoir bank, main
components and the new sedimentation areas;
To coordinate closely with local authorities to manage well upstream watershed forest to
prevent swept-flood that cause landslide leading to reservoir sedimentation;
To dredge reservoir bed every 1-2 years/time;
To prohibit exploiting of rock/soil or cultivation in the semi-flood areas within reservoir;
Monitoring compliance of landslide/erosion mitigation measures of contractors.
Contractors It is necessary to describe foundations, monitoring blocks of rock which are exposed to
risk of landslide so that could provide warning and suggest the dealing measures during
excavation of foundation;
It should not drill, blast with large amount of rock. The excavation should blast oriently
to create border of excavation;
Should have the measures to prevent landslide/erosion of rock which may be rolled from
the top to constructing foundation. The gutters that discharge water from the top should
be digged to prevent water run into the foundation. The gutters which could discharge
water rapidly in the foundation area should be created;
It must consolidate the embankments at the sites that are exposed to high risk of
landslide/erosion at the beginning of construction of new roads;

10. Construction
of access road
and transmission
line
Contractors The roads which will be newly built must meet the designed standards of road presented
in TCVN 4054-2005 (width of surface/foundation, slope, radius, visibility, angle of
rotation, gutter etc).
Transmission line and switchyard are complied with the regulations and standards
presented in Decision No 34/2006/QD-BCN on safety of low voltage works.
Location of electricity poles is chosen to avoid sloping points (the slope should be less
than 300). It should limit excavation/backfilling in case of sloping sites.
To arrange the appropriate distance of poles to ensure the distance of transmission lines
at the intersection is larger than 3m-5m depending on each intersection. The fixing wire
board is used for insulator in the whole transmission line.
In the intersection between transmission line and the National/Provincial roads, the
distance from transmission line to the surface of road is larger than 7m to ensure
meeting the safe standard.
The contractors are responsible for repairing the existing medium and low voltage
transmission lines or telecom lines if they are damaged by contractors during
construction and drawing the cable.

During drawing the cable, the warning signals must be arranged at the intersection
between transmission line and the roads as well as the person to guiding transportation
must be assigned.

26. Change in downstream flows For the reservoir: the flow is controlled strictly by developer following the regulations
on reservoir operation, discharging water. Developer is responsible for informing in
time on plan of water discharging to local authorities to prevent damage of health, life
or assets of downstream communities.
Investor is responsible for informing widely to local residents, organizations and
authorities on water level fluctuation of Bao Lam 1 flow in downstream to ensure safety
for health and asset as well as production and agricultural activities in the downstream
area.
Investor is responsible for compensating in case of damaging to asset of communities
due to discharging flood.
For the downstream distance after the power plant: developer commits to comply strictly
the approved operation procedures of reservoir. During operation phase, developer will
regularly coordinate to local authorities in monitoring water level and erosion to provide
suitable mitigation measures.

standards on the dam stable monitoring equipment system; iii) Rapidly informing to
local authorities since the risks occur for appropriated responding action plans;
Dam breakdown risk responding plan:
An appropariate Dam breakdown risk responding plan need to be prepared and
updated every years to ensure rapidly responding actions;

Chance finds procedures
If the Contractor discovers archeological/historical sites, monuments and objects,
including graveyards and / or individual graves unearthed during construction, the
contractor will be responsible for:
To stop the construction activities in the chance find area.
To delineate the location or found area.
To protect the area to prevent the object from being damage and lost. For
artifacts or remains, the night guard will be allocated directly until the local
government has the responsibility or the Department of Culture and Information
takeover.
Inform the Investor to notify for the local government or the nations
undertaking the cultural heritage of Viet Nam (within 24 hours)
Relevant local/central authorities will be responsible for the area protection and
conservation before providing the decision on the later appropriate procedures. Then
they will implement the preliminary evaluation on the excavated findings. The
significance and importance of these findings should be evaluated according to various
criteria relevant to cultural heritage, including aesthetic value, historical or scientific
research, economic and social values
The decision of findings treatment will be made by the responsible agency. This
decision covers the layout (such as in case of detecting the rest of the cultural or
archeological importance cannot be moved) conservation, preservation, restoration and
salvage.
If the cultural area and/or heritage evaluated by the experts and the Cultural Relics
Management agency’s regulation are valuable and should be preserved, the developer
have to change the design in accordance with the required conservation of the area

6. COMPLAINATION ON ENVIRONMENT AND PENALTY
While monitoring the scene if supervising/monitoring environmental officers discover
that there is non-compliance with regulations on the implementation of measures to
minimize environmental impacts mentioned in EMP then monitoring construction
staff/ environmental supervisor shall make the records and report the investor .The
investor will stop paying that month expense for the contractor until the contractor
performed adequate measures to minimize environmental effects. The contractor will
be extended one time (due to the construction supervision consultant / supervisor of
environmental regulate) to correct this violation. If the contractor performs the repairs
within the time extension he will not be penalized. However, if the contractor does not
conduct the repairs needed in the extension period, the contractor will have to pay for a
third party to repair the damage (this cost will be taken from retained). Investors must
make provisions for compliance and sanctions for environmental violations in the
contract with the contractor.
In case supervision staff / monitoring environmental officers find non-compliance with
the environmental regulations of the contractor, the contractor shall have to pay the
cost to repair the violation.
The investor is responsible for monitoring and implementing the EMP effectively. If
he does not fulfill the implementation of the EMP, the slow disbursement from the
project to the investors will happen
Environmental offices of the contractor will be the place to receive complaints from
citizens against environmental influences such as dust, noise, traffic safety,... The
Contractor’s Chief Engineer and Personnel Assistant with the safety and environment
officers will be responsible for carrying out or giving solutions to handle the above
issues. Officer safety and environmental construction supervision consultant (or team
management environment of the investor) will be provided with copies of the
complaints of the people and must confirm that the problems are properly resolved by
the contractor in a similar incidents were discovered when examining at site.

7. ENVIRONMENTAL MANAGEMENT CAPACITY
BUILDING PLAN
7.1. In the preparation phase
Investor will send staffs who are assigned to manage environmental protection of
project to partipate the WB/GDoE training courses on preparation of EMP and public
consultation.
7.2. In the construction and operation phase
The assigned staffs shall participate the training courses on WB’s safeguard policies
under REDP. The investor will appoint 1-2 environmental staffs to attend the short-
term training courses on environment which are held by the local authorities.
Additionally, book, papers and documents will be bought byInvestorso that they
could update the environmental protection information.

9. PUBLIC CONSULTATION AND DISCLOSURE
9.1. Public consultation
In the preparation phase, Power Construction No.1 JSC carried out the following tasks:
1 The feasibility study report and investment report of Bao Lam project were
submitted to the People Committees of Ly Bon, Vinh Quang and Bao Toan Commune.
Based on the comments from above local authorities on locations of the main
components, the investor can revise promptly project documents to get effective
investment and mitigate compensation of relocation and impacts on environment and
communities.
2 Social survey by interview directly representatives of local authorities and
affected households was done by investor. Results from these investigations show that
almost households and local authorities support to construction of project since it
provides benifits for local residents. Project also facilitates for local traffic from
internal roads.
3 Survey and statistic of environmental impacts as well as affected households
were done.
4 Preparing EMP report.
5 Consultation meetings on EMP report and other related issues were held at the
offices of Peope Committes of affected communes Ly Bon, Vinh Quang and Bao Toan
from 08-11 July, 2014. Participants consist of representatives from Power
Construction No.1 JSC, local authorities of communes of Ly Bon, Vinh Quang, Bao
Toan, environmental and social consultants, affected households (Minute of meetings
and list of participants are presented in the Annex 3). The main content of consultation
meetings as below:
Investor presented the main information of project:
Bao Lam 1 hydropower project has with the capacity of 30 MW is categorized
of impoundment, regulated by reservoir, annual electricity production of 115.7
x 106 kWh. The headwork consists of gravity concrete dam with n x b x h = 6 x
15 x 13.5m, spillway with BxH = 15 x 13.5m. Volume of reservoir is 8.9x106
m3. Designed flow: 365 m
3/s; minimum flow 37.1 m
3/s. Bao Lam 1 hydropower
project is under small hydropower master plan that was approved by Cao Bang
Provincial People Committee.
Construction of Bao Lam No.1 hydropower project as the same other ones will
cause some negative/positive impacts to environment and social and these
negative impacts are unavoidable. EMP is prepared following to the World
Bank safeguard policies and commites to compling to mitigation measures so
that the negative impacts could limit. Investor also develops CDM for Bao Lam
1 hydropower project and hope to have support from local authorities as well as
residents for project.

Environmental consultant presented generally the environmental negative/positive
impacts and mitigation measures which will be applied by investor/contractors during
project implementation as below:
Positive impacts:
When finishing, project will supply stable power with high quality for the local
people. It will support to development of industrial, handicraft and traditional
sectors in the locality.
During construction and operation phases, project creates jobs for local people.
After formation of reservoir, climate in the project area becomes cooler with
higher humidity that facilitates for development of vegetation cover, trees and
reservoir aquatic species such as fish, snail, shrimp etc. The reservoir could
allow to develop aquaculture in the future which provides new jobs and income
for local residents.
Income from tax of water resource usage which is provided from project will be
added to provincial budget.
Project has installed capacity of 30 MW with annual electricity production of
115.7 million kWh. Project also applied CDM and as estimated the certification
emission reduction is received around 80,000 ton of CO2 per year.
Negative impacts:
Construction and operation of project must block river, storage water, build the main
components such as dam, powerhouse, swichtyard, transmission line etc that cause
some unavoidable impacts as below:
103.91 ha land will be appropriated permanently for buiding components of
headwork and some more land will be acquired temporary for supported
facilities.
Construction activities of components of headwork such as dam, spillway,
intake, powerhouse and swichyard have to excavation of soil/rock that cause
landslide/erosion at these sites.
Process of blocking river, constructing dam bringing about increasing turbidity
and reduction of water quality of Gam and Nho Que rivers.
Activities such as blasting, excavation of foundation, quarry, levelling soil and
rock, material transportation, rock grind, concrete mixing, operation of
constructed machines, construction etc will impact to environment causing air
pollution in case the mitigation measures are not applies.
In the construction phase, the operation of constructed/transported facilities,
concrete mixing, rock grind, blasting, using driller etc will create noise that
disturb to local residents.
Constructed and domestic solid waste that discharged from workers will cause
pollution of air and water river if it is not well controlled.

In the construction phase, the aquatic species may lose temporary living
condition due to reduction of surface water quality that cause by random
spilling or rain sweeping away concrete, petrol, oil, gear, soil, rock etc.
However, this is only temporary and negligible impacts. They may be mitigated
because project has small scale and the construction time takes only 2 years.
Storage of water in the reservoir as well as operation of Bao Lam 1 hydropower
plant will cause changing of Gam and Nho Que river flows regime from behind
dam to downstream of powerhouse. In the project site, rive flow regime will
replace by reservoir hydrography regime that performs by fluctuation of water
level. In the operation phase, the reservoir has negative impacts to aquatic
species and fishs which have habit of emigration. This affect is unavoidable
when construction and operation of hydropower projects.
Some key main mitigation measures:
Environmental consultant presented briefly draft EMP which will be complied by
investor to mitigate negative impacts with some key measures as below:
The permanent and temporary acquired land due to project construction will be
compensated following compensation plan which is approved by local
authorities. During construction phase, cultivative and public transportation
acquired land for campsites, transmission line and supported facilities will be
limited by contractors.
The contractors are responsible for informing to local authorities and residents
on blasting time so that they do not travel or release cattle in the blasting areas.
Disposals have to meet criteria: far from surface water at least 100m, do not
affect to surface water, cultivative land, do not locate on the risk of erosion,
should locate on the hollow sites to mitigate sweep away by runoff water.
To establise the worker regulation at construction site containing regulations
such as prohibiting workers to discard domestic/construction waste into
surrounding areas, river, stream or places which may sweep away to surface
water.
Do not allow to burn solid waste to mitigate risks of forest fire.
After construction phase, the mine, borrow pits or disposals etc must be
restored by levelling ground then planting trees to prevent erosion.
Planting trees and controlling vegetation cover at reservoir surrounding area
especially in the places of semi-flooding, main components for more stability of
ground.
To arrange storehouses of petrol, fuels etc at minimum safe distances of 300 m
from surface water, local communities.
Investor commits to comply with EMP with the main issues presented above.
Questions and answers are summarized as below:

Questions from representatives of local authorities and affected households
Chairman and vice chairman of People Committee represent Ly Bon commune
is one of the New Rural Planning Region’s affairs of province, due to Bao Lam
1 Hydropower Project construction activities of New Rural Planning Region
temporarily stop and affect to the local people’ life. Beside that, representatives
of local authority request investor to provide related documents of designs and
compensation to affected households. They suggest investor should has
harmonized compensation level and support stable livelihood for affected
households.
Vice chairman of Commune People Committee raised an issue of constructed
company taking advantage of the hydropower project construction to mining
lake (sand, gravel) which cause erosion and depletion of natural resources.
Beside that, there are some companies ask permission of sand mining on Gam
riverbed but the primary purpose of gold mining, therefore investor is required
to recommend to Department of Natural Resources and Environmen of Cao
Bang Province not to permit them to exploit.
Almost affected households consent to Bao Lam 1 hydropower project
construction but some of them wonder about compensation such as land areas
and price of compensation.
Answers of developers and environmental consultants
Compensation will resolve in the other working days with Resettlement
Committee and local authorities. Investor will provide documents relating to
compensation to coummne authorities. The method to culculate acquired land
as well as compensative expenses will be based on the current regulations
setting by the government and annual updated regulation of Cao Bang province.
Measures of livelihood stability for affected households will be considered by
investor.
Vinh Quang commune, Bao Lam district:
Questions from representatives from local authority and affected households
Chairman of communal people committee supports to Bao Lam 1 hydropower
project construction however he requires investor to deal with complaints from
affected persons on compensative procedures and expenses, count of property
on land.
Affected people complained on compensative land and expenses, livelihood
after acquired land for reservoir. They are worry about their livelihood after
powerplant is put into operation.
Some of affected residents raised issue of widening their land last year with
high price (because of buying and renting machine for grading) whether
investor compenses satisfactory in expenses as well as procedures.

Compensation of land areas, expenses as well as procedures will be done by
current regulations. Investor will coordinate to local authority to harmonize the
compensative requirements from affected households.
Regarding to supporting livelihood and providing new jobs for affected
residents, investor will try to deal with at the best effort.
Bao Toan commune, Bao Lac district
Questions from representatives from communal people committee and affected
households:
Vice chairman of Bao Toan Commune People Committee support to
construction project. Bao Toan commune the affected one at least, however, it
is difficult for households lose their cultivate land to get new cultivate land
(because of almost cultivate land belong to owner). Construction will also affect
to vegetation, however, within 2 years in constructing, it will be recovered
afterward.
Cultivative land in the commune is reclaimation of residents from surrounding
areas so vice chairman requestsInvestorcoordinate to local authorities
supporting them on land ownership during compensative implementation.
Investor is required to issue worthy compensation and to support livehood for
affected resident.
Answers fromInvestorand consultant:
Investor will coordinate to local authorities and affected household preparing
compensative plan based on current regulations.
Issue of vegetation (environmental condition) will be regulated in EMP it is
committed to implement by investor.
6 To revise EMP following to comments from local authorities and affected

The Target
The safe and environmental supervising officer supports the EMP efficiently during
the Bao Lam 1 hydropower construction
To achieve the target of diminishing the environmental negative impacts of the project,
the contractor needs to comply with this management plan. Therefore, implementing
him environmental management plan will relate to the following units:
The safe and environmental officers of the contractor are responsible for supervising
the EMP and problems about safety and environment of the construction
The safe and environmental supervising officers of the developer are responsible for
the construction inspection and guarantee that the contractor will comply with the
requests in the contract and EMP

management and the negative impact of the project on the environment is diminished.
The contractor is responsible for ensuring compliance with the environmental
management plan of the project and the contract conditions during construction under
the supervision of safety and the environment officer. Therefore, safety and the
environment officer is an independent supervisory personnel to ensure compliance
with the environmental management plan and ensure the full implementation of the
contractor for environmental issues
Personnel monitoring and environmental safety will examine monitor and implement
the environmental review for tenders and contracts for road construction. Supervisors
on safety and the environment have much knowledge and experience in monitoring
and verification of environmental issues and advise investors on implementation issues
of the project environment project. Personnel monitoring and environmental safety
should be familiar with the project work through the review of relevant reports,
including the report on environmental impact assessment (DTM) Bao Lam 1
hydropower project, environmental Management plan as well as the relevant technical
standards and contract documents.
Being a part of the construction examiner group, safety and environmental staff is
obliged to the following tasks
Phase 1: Preparation
The objective of Phase I is taking foundation for successful implementation of the
project. During this period, supervisors, safety and environment must: (i) consider the
DTM, environmental management plan, project design and technical standards to
assert not to miss these mitigation measures ; (ii) prepare guidelines for contractors in
the implementation of Environmental Management Plan; and (iv) develop and
implement training programs for activities related to construction.

Main tasks for this phase are:
Desk study: supervisors on safety and the environment will review the DTM,
environmental management plan, project design and technical standards and certify in
writing expressly not to omit any mitigation measures. If problems arise, safety and
environment officers propose to the investor for additional updates in the
environmental management plan, project design and technical standards of this issue.
When the Investors, Board of Management and the World Bank project GDoE ratify,
personnel monitoring and environmental safety will conduct additional updates
environmental management plan
Enviromental supervision directory: The safety and environment officers need to
create an examination directory during the construction for supervising the
implementation of the contractor. This includes the core issue of the project, the
requested mitigation measures and implementation plan
Diary: safety and environment supervising staff of the Contractor shall keep diaries to
record events or changes possibly implicate the assessment of environmental impact
and non-compliance attached to the proposals. Diaries must be always ready to serve
when the supervisory staff support as mentioned in the environmental management
plan and contract suggest. Safety and environment staff of the investor will verify this
diary.
Environmental training : Environmental safety staff of the investors are obliged to
design and implement a comprehensive training program for the Supervision Engineer,
Owner, environmental safety officers of the contractor (and workers as part of training
for supervisors, safety and environment), the environmental requirements of the
project and methods for monitoring and evaluation, especially should pay attention to:
Environmental management plan: the requirements of the Environmental Management
Plan, approved check list in supervising environmental, environmental sample
monitoring and processing methods for non-compliance with the management plan
environment and all the issues will be mentioned. Special attention should be paid to
the specific terms of the contract emphasized on compliance with the environmental
management plan
Health and safety: Health and safety requirements of the project must be apparently
verified and coordinated to the contractors and the investor (included in the technical
standard environment for the contractors
At the end of training, the contractor will sign a confirmation through training grasp of
environmental regulations, the environmental management plan and compliance
framework, on the health and safety obligations. Construction supervisors must sign
the certification through training understand the oversight responsibilities.
Phase 2 Construction activities supervision
Safety and environment officer of the investors will represent the Owner and
monitoring Chief Engineer:
Examining and monitoring independently the implementation of the
Environmental management plan

Performing random checks and review the profiles of environmental safety staff
of the Contractor
Proceeding the inspection frequently in the building section
Reviewing the implementation of the mitigation measures is not right with the
environmental management plan and contract documents
Reviewing the effectiveness of the mitigation measures and the implementation
of environmental problems;
Reviewing the terms acceptable environmental construction methodology
(including temporary works and permanent works), designs and related
submissions. If necessary, staff safety and the environment have to research and
propose solutions to the environmental impacts discussed with the designers,
contractors and Investors
Verifying survey cases of non-compliance of environmental quality and
effectiveness of the remedial measures;
Providing feedback to the Owner and Chief Engineer under the supervision of
the process of non-compliance with the Environmental Management Plan;
Organizing training programs, including team environmental safety staff of the
contractors, evaluating issues identified an improve environmental compliance
method;
To conduct the contractors to repairs within the prescribed time, conducting
additional monitoring, if required, in accordance with the provisions of the
contract and procedures in case of non-compliance and complaints
To conduct the contractor to take measures to minimize the impact and comply
with the environmental management process required in the case of non-
compliance and inconsistency
To conduct the contractor to stop the construction activities which can cause
negative effects, and / or if the contractor fails to perform the requirements of
the Environmental Management Plan / not conduct operations as directed the
supervisor of environmental safety.
Review of the plan at site: To ensure the consistency throughout the project, safety
and the environment staff must consider the entire plan could affect the environment.
These plans include, but are not limited to: plan pits and dumps. Supervisors on safety
and the environment will be considered and approved the environmental management
of the project and plans to restore the landscape of the contractor. What parts of the
plan does not comply with the environmental management plan, environmental impact
assessment, personnel and environmental safety of the investors will work with the
Chief Engineer and the Contractor to take appropriate measures.
Health and Safety: To ensure consistency throughout the project, the environmental
safety officer must consider all of the safety plan of the contractor, and on the basis of
this plan, with the data of the investor's input, to create a comprehensive plan for
safety projects. Comprehensive Plan about project safety must include processes such

as blast management and safety in the construction process, preventing landslides / soil
erosion during the rainy season, ... These plans must be reviewed on an annual basis
and must be updated as necessary.
The supervisors on safety and the environment must ensure compliance with the
provisions of health and safety in the contract documents. This Compliance includes,
but is not limited to: (i) the construction activities; (ii) dissemination of education on
HIV / AIDS; (iii) comply with the labor law of Vietnam; and (iv) traffic safety. For the
prevention of HIV / AIDS, not only focusing on the construction site, but also pay
attention to the nearby communities.
In case of violation in the requirements of technical standards, or contractual
conditions or non-compliance with the environmental management plan, safety and the
environment monitor immediately notify to the Chief Engineer of the Contractor ,
Chief Engineer supervision and investor. Safety and the environment supervisors must
also report violations to the Investor as part of the monthly report.
Diary of safety and the environment staff must always be ready to provide, upon
request by the support team of project management
Safety and the environment supervisors have to regularly review records of the
Contractor to ensure that all records are updated in accordance with reality and meet
the requirements of the Environmental Management Plan (eg the records of complaints
about environmental issues).
The unintended effect: In case of the incident which was not anticipated in the
environmental management plan and DTM, safety and the environment monitors must
be closely coordinated with the investor, the contractor and the project manager to
confirm that the problem has been resolved. Safety and the environment supervisors
must update Environmental Management Plan and implement guidelines, based on
that training for contractor personnel
Monthly Payment: safety and the environment monitoring officer must certify the
monthly payment for activities related to the environment as proposed by the
Monitoring Officer safety and the environment to the investor.
Roadwork’s and landscaping restore: safety and the environment monitoring
officer must closely monitor the operation to restore the site and landscaping in areas
such as land mines, quarries, wash stations vehicles, to ensure that activities are carried
out according to acceptable standards. Safety and the environment supervisors must be
consistent with the contractor about the recovery plan which should be implemented
before the end of construction activities.
Human Resource for the Project: safety and environmental supervisors and building
monitors group is expected to be mobilized 1 month prior to construction
commencement. In January, the safety and environmental monitor will be familiar
with the project, project design, specifications, contract documents, environment
protection commitment, environment management plan and other reports and
documents related to the project. Based on the review, monitoring officer safety and
the environment will report a summary of the issues that may arise in the process of
implementing the environmental management plan and the conditions of the contract

the recommend the Manager the best option to improve the process of implementing
the environmental management plan.
Supervisors and safety are expected to be mobilized in the early stages of the contract
to prepare the guidelines, documentation, training,
Report: environmental safety officers must make a minimum of the following
documents: ...
Weekly reports on issues of non-compliance;
Monthly report summarizes the main issues and findings during surveillance
activities;
Quarterly report from the contractor's monthly report
Reports and data must be provided as required by the project manager.
At the end of the project, safety and environment monitoring staff set up a final report
summarizing the main findings, the non-compliance, the solutions ... as well as
guidance on implementing orientation this mission later.
