Recommendations of Forest Department on
Clearing a Forest Land Beyond the Approved Trace at Kambara under ICB 2B of UECP
This is further to my even number letters dated 05/02/2019 on the same subject.
On the PMU request from the International Union for Conservation of Nature (IUCN), as per the
instructions of the Forest Department letter No. FD/EC&M/ID/UEC/2012(Vol III) dated 01/02/2019,
the IUCN submitted a proposal together with cost estimate totaling to Rs. 1,466,080.00 on
14/02/2019.
The PMU send the comments in consultation with the PMDSC (Environment specialist) and the Forest
Department (Conservator of Forests-EC&M) and accordingly the IUCN has submitted the revised
proposal addressing comments with cost estimate totaling to Rs. 1,258,880.00 on 25/02/2019
(Attached herewith).
Please instruct the Contractor (Sinohydro) that the cost of IUCN study (Rs. 1,258,880.00) will be
deducted from their next payment as per the aforementioned instructions of the FD as well as agreed
by Sinohydro at meetings held by PD-PMU and Secretary/ MMDE respectively on 03/01/2019 and

Proposal for Ecological Assessment of a Forest Land in Beligoda
Forest reserve, Naula, Matale under the Mahaweli Water Security
Investment Program
Preamble
The Moragahakanda Agricultural Development Project (MADP) involves harvesting water
from Amban Gangs, one of the main tributaries of the Mahaweli Ganga which flows through
the knuckles mountain range, by constructing a very large reservoir. Furthermore, this project
resulted in the establishment of new settlements along the right and left banks and associated
infrastructure. As part of the investment, Kaluganga reservoir was also being built damming
Kalu Ganga to get excess water to Moragahakanda reservoir.
As part of Upper Elehera Canal Project under the Mahaweli Water Security Investment
Program (MWSIP), there is a construction of Kaluganga-Moragahakanda Transfer Canal
(KMTC). The contractor commissioned for the task - Sinohydro has cleared patch of forest
outside of the approved area during the construction of access road to the proposed outlet
portal of KMTC. Followed by immediate responsive actions, the MWSIP has requested (the
through the letter “MMDE/MWSIP/PMU/ENV/UECP /Gen-Vol 2” dated 5'h February 2019)
IUCN to undertake an assessment of ecological damage to assess the cost of damage related
to said unauthorized forest clearance and provide a restoration plan for the area.
After a preliminary site visit undertaken by IUCN, the following proposal is presented for
MWSIP’s consideration.
Objectives
• To assess the present biodiversity around the cleared area.
• To document the threats pertaining with above forest clearances to ecosystem.
• To identify the short and long term measures to ecologically improve the degraded
land.
• To calculate the cost of damage to the ecosystem.
• To prepare a restoration plan including above findings.
Project duration
Six weeks from signing the contract between MWSIP and IUCN, except the time taken by
MWSIP for review draft report.
Project activities
Literature survey to document the previous biodiversity related data around the site.
Five day field assessment will be conducted and during the field following sub-activates will
be carried out.
1. Conduct a rapid biodiversity assessment of the site in order to ascertain species
richness of flora and fauna, and identify endemic or threatened species found in the
area.
2. Identify the ecosystem services provided by the ecosystem.

3. Identify the threats pertaining due to forest clearance to sustainability of the ecosystem.
4. Identify the recommendations related to sustainable restoration of the cleared area.
5. Finally prepare a restoration plan including ecological value, cost of damage, and
restoration methodology.
Methodology
Review of any existing published information and maps on the study areas, and gathering of
baseline information.
Study Area
10m either side of the cleared road will be sampled to understand the biodiversity of the
cleared forest stretch (approximately 0.3ha). Four key separate areas to be covered by the
study are (see map 01); (i) Left bank of Kambarawa stream, where road was made clearing
vegetation, (ii) Right bank of Kambarawa stream, where some trees & shrubs were cleared
making a foot path, (iii) Causeway across part of Kambarawa stream by placing boulders and
(iv) Island after the causeway at the bifurcation of Kambarawa stream.

Species/population (higher plants) parameters of diverse vegetation types in the given forest
areas will be studied using standard scientific techniques, with appropriate modifications to
suit field conditions. The surveys will concentrate on documenting the plant species in and
either side of the cleared stretch. The natural vegetation types will be surveyed under two
major categories - tree dominated vegetation types / degraded forests; and non-forest
vegetation types such as shrub lands, and grasslands, dominated by shrubs and herbaceous

life forms). Forest vegetation will be sampled using 2 x 50 m belt transect sampling technique
with appropriate dimensions as recommended in standard methods.
Fauna survey methodology
All groups of vertebrates (freshwater fish, amphibians, reptiles, birds and mammals) and
selected invertebrate taxa (butterflies, dragonflies, land snails and aquatic snails) will be
identified, and documented. The same floral sampling belt transects will be used to sample
different groups of fauna in the project area (Table 1). Two to three night visits are also planned
along the cleared road using flashlights, depending on the ground situation in the area. All
efforts will be made to document the animals in a non-destructive manner.

Identification of taxa
The species of plants and animals will be identified and classified using the latest standard
published guides and keys available in Sri Lanka. In addition, the specimens deposited in the
National Herbarium and the National Museum will be referred to for species authentication.
Some of the key references that will be used to identify flora and fauna are given below in
Tables 2 and 3. Threat statuses of species will be obtained from the 2012 National Red List
of Sri Lanka.

Identification of Ecosystems
Fauna, flora and other physical characteristic will be used to identify the ecosystems of the
area. Wildlife Management Plan of NWPCP will be used as a key document for identify
ecosystem types while National Biodiversity Strategic Action Plan 2016-2022 will be used for
ecosystem nomenclature.
Ecological damage calculation
Given the limited time for assessment, value of ecological damage of the unauthorized forest
clearance will be assessed using benefit transfer methods where previously conducted
primary valuation studies elsewhere will be used to derive the value of the damage in the given
situation. This is the internationally accepted way of assessing value of environment when
the baseline information, resources or time becomes a constraint while a decision is needed
urgently. As given in the project team services of Environmental Economists including one
International expert is built in for this component.
Expected outputs
A restoration plan containing the following:
■ Biodiversity (ecosystem and species richness, endemicity, threatened status);
■ Details of the ecosystem services provided by the project area;
■ Threats identify due to forest clearance
■ Cost of damage to the ecosystem
■ Recommendations and mitigations to restoration,of cleared site
■ Restoration plan with budget;
This work is expected to deliver within 6 weeks from the date of signing the agreement
between MWSIP and IUCN. It is estimated 2 days for review the draft report by MWSIP any
additional time taken by MWSIP for review will be counted outside of the said 6 weeks as it is
beyond IUCN control,

Project team
Three faunal experts will be gathered the faunal diversity, habitats and ecology of the species
and flora expert will be gathered the information regarding flora species diversity, ecosystem
damage and restoration plan. Field assistant will be support to both faunal and floral sampling.
The data collected by the field team will be used by Biodiversity expert and Environment
economist to calculate the ecological damage and cost of damage respectively.

Team Leader and Overall Lead of the assignment - Value addition to BIOFIN: Promoting innovative financing
