Pre-Enrolment Process

To ensure eligibility for Smart and Skilled, you will be required to complete the following documentation:

Consent to use and disclosure Personal Information

This document is in relation to you consenting to the Department of Education and Communities and other

Government Agencies to use and disclose your personal information. This information may include details

such as your name, Unique Student Identifier, date of birth, contact details, training outcomes and

performance, or sensitive personal information. The information may be used for any purpose relating to the

exercise of their government functions, including but not limited to the evaluation and assessment of your

training, the determination of your eligibility to receive subsided training or for any Fee Exemption or

Concessions. Your Personal Information may also be disclosed to other third parties if required by law.

Eligibility Criteria

You must be able to provide evidence to support eligibility for Smart and Skilled. You will then be asked to fill

in the Proof of Eligibility Check Form, provide the evidence and sign the document.

For a student to be eligible for a Smart and Skilled

funded place they must meet the following

eligibility requirements and provide evidence to

support their eligibility:

▪ Are 15 years old or older;

▪ No longer at school;

▪ Lives or works in NSW (determined by postcode

of the usual place of residence or place of work);

or

▪ Lives in a defined interstate NSW border area (as

identified by a postcode in the NSW list set out

in the Operating Guidelines);

▪ Are an Australian citizen, permanent resident,

humanitarian visa holder, or New Zealand

citizen;

▪ Complies with any other relevant program

eligibility criteria outlined on the Smart and

Skilled website:

Courses up to and including Certificate III level From 2016, all students, regardless of the level of

any previous qualifications held, are able to access

subsidised Smart and Skilled training up to

Certificate III level. This means that even if students

have a higher-level qualification they may still be

eligible to re-train to enter (or re-enter) the

workforce.

Other training such as part qualifications,

prevocational training and full qualifications from

Cert IV to Diploma level.

Students can enrol in subsidised training at

Certificate IV, Diploma or Advanced Diploma level,

depending on the availability of funding for each

particular course.

Enrolment Form

As you are enrolling into a Nationally Recognised Qualification, you are required to fill in an Enrolment form

which collects information on who you are, what you have previously studied, etc.

Language, Literacy and Numeracy Assessment

Every learner enrolled into any qualification with ICCC are required to complete a Language, Literacy and

Numeracy Assessment. By completing this assessment our Trainers and Assessors can determine whether you

require any additional support to assist you through your training and assessment.

PRIVACY

ICCC Privacy Notice

International Child Care College collects and stores your personal details for training purposes only. We utilise

this information to record your progress. Where State or Commonwealth funding supports training, we are

obliged to submit your personal and progress details for research, statistical analysis, program evaluation,

post completion survey and internal management purposes.

We DO NOT share, rent, or sell personal information you provide us. The confidentiality of the information we

collect from you is protected under the NSW Privacy ACT.

If we do disclose information about any of our clients to a third party we will acquire written consent

from the client first (ie editorial; photos for advertising purposes, etc).

National VET Data Privacy Information

Under the Data Provision Requirements 2012, International Child Care College is required to collect personal

information about you and to disclose that personal information to the National Centre for Vocational

Education Research Ltd (NCVER).

Your personal information (including the personal information contained on this enrolment form), may be

used or disclosed by International Child Care College for statistical, administrative, regulatory and research

purposes. International Child Care College may disclose your personal information for these purposes to:

• Commonwealth and State or Territory government departments and authorised agencies; and

• NCVER.

Personal information that has been disclosed to NCVER may be used or disclosed by NCVER for the following

purposes:

• populating authenticated VET transcripts;

• facilitating statistics and research relating to education, including surveys and data linkage;

• pre-populating RTO student enrolment forms;

• understanding how the VET market operates, for policy, workforce planning and consumer

information; and

• administering VET, including program administration, regulation, monitoring and evaluation.

You may receive a student survey which may be administered by a government department or NCVER

employee, agent or third-party contractor or other authorised agencies. Please note you may opt out of the

survey at the time of being contacted.

NCVER will collect, hold, use and disclose your personal information in accordance with the Privacy Act

1988 (Cth), the National VET Data Policy and all NCVER policies and protocols (including those published on

NCVER's website at www.ncver.edu.au).

The Department may disclose your Personal Information to other Australian Government agencies, including

those located in States and Territories outside New South Wales.

The above government agencies may use your Personal Information for any purpose relating to the exercise of

their government functions, including but not limited to the evaluation and assessment of my training, the

determination of your eligibility to receive subsided training or for any Fee Exemptions or Concessions. Your

Personal Information may also be disclosed to other third parties if required by law.

Unique Student Identifier Privacy Notice

A USI is a reference number made up of numbers and letters. It creates a secure online record of your

nationally recognised training that you can access anytime and anywhere, and it’s yours for life. The USI is

linked to the National Vocational Education and Training (VET) Data Collection, and this means an individual’s

nationally recognised training and qualifications gained anywhere in Australia, from different training

organisations, will be kept altogether.

The USI will:

▪ Link your VET achievements, regardless of where you completed the course in Australia and

▪ Give you more control over your VET information

NB: Please note you can apply for a USI yourself and insert the USI number on ICCC’s Enrolment Form. Visit

www.usi.gov.au for more information and to apply for a USI.

Participant Declaration

This is a declaration that you have been provided to access to ICCC’s and relevant Smart and Skilled Policies

and any additional information pertaining to your training and assessment.

Notification to Department

This last document will be completed by the College once you have completed, signed and shown evidence

where required for all the above forms.

Training Plan

Once enrolment has been complete, you, your employer and an ICCC Representative will create a Training

Plan that provides details of the formal training and assessment to be undertaken as part of Training and

Assessment.

Eligibility, Fees and Concessions

Smart and Skilled Administration Fees

Under Smart and Skilled, a learner (or their employer) contributes toward the cost of training through the

payment of a student fee. The payment to ICCC is made up of the student fee and the subsidy from the

government. Student fees are:

▪ Set for the whole qualification, not annual or semester fees

▪ Lower for students doing their first post-school qualification

▪ Set for the student and the qualification and will be the same regardless of the RTO chosen

Prior to enrolment, ICCC Pty Ltd must notify either the learner or their employer (depending on who is paying

for the administration fee), information on fees to be paid for the commencement into the course:

This fee information includes:

▪ All fees payable to ICCC’s Pty Ltd, including an outline of all costs involved with the course

▪ How and when fees must be paid

▪ How to access ICCC’s:

o Fee and Refund Policy

o Consumer Protection Policy

o Fee Protection Policy

▪ How to access Smart and Skilled Administration Fee Policy

Proof of Eligibility for Fee Status

As mentioned under Pre-Enrolment Process – Eligibility Criteria, an individual must provide evidence to

support their eligibility for Smart and Skilled. Details of acceptable evidence are below:

Proof of eligibility for fee exemption

Australian Aboriginal and Torres Strait Islander students prove their status and eligibility for a fee exemption

through descent, self-identification and community identification. Students will need to declare their status

and be able to provide documentary evidence of community identification if required.

Students with a disability

A student who seeks a fee exemption on the basis of disability will need to provide:

Fee-Free Scholarships

Students who meet the Fee-Free Scholarship criteria are exempt from paying a student fee. All qualifications

on the NSW Skills List from Certificate I to Certificate IV level, including qualifications that support

apprenticeships and traineeships, are covered. To be eligible for a Fee-Free Scholarship, a student must:

▪ meet the Smart and Skilled eligibility criteria, and

▪ be enrolling in a Smart and Skilled subsidised Certificate I – IV qualification on the NSW Skills List.

They must also meet the criteria for one of the eligibility categories below:

▪ Concession-eligible (Category A) – be aged between 15 and 30 years when they start training and be

eligible for a Smart and Skilled concession fee

▪ Out-of-home care (Category B) – be aged between 15 and 30 years when they start training and meet the

out-of-home care criteria

▪ Domestic and family violence (Category C) – be aged 15 years or older when they start training and meet

the domestic and family violence criteria

Incidental Expenses

The price of a qualification, which is made up of the governments subsidy and student fee will cover the total

costs incurred by ICCC Pty Ltd to provide training and assessment. However, there may be instances of

personal costs over and above the student fee. For example a student may wish to purchase a hardcopy of a

specific industry textbook that is an online resource only.

ICCC will inform all learners prior to enrolment of any incidental expenses (if applicable).

Payment of Student Fees (Levying)

Once eligibility has been confirmed ICCC will issue invoices and payment arrangements required for the

Student Administration fees (either to the student or their employer depending on who is paying for the fees).

Invoices issued will include:

▪ Fees outlined as per the Smart and Skilled Provider Calculator

▪ If applicable any incidental expenses

▪ Schedule of when payments are to be due

▪ Cost of reassessment (please see Repeating Assessment section)

Please note:

▪ Fees will be adjusted to reflect any RPL or CT and if necessary, refunds will be made.

▪ The Learner or employer will pay for the qualification that applies in the commencement training year.

The Learner will not be affected by any subsequent changes to Smart and Skilled Fees.

▪ All fees must be paid for prior to completion of the student’s subsidised training.

▪ All fees collected are retained by ICCC Pty Ltd.

▪ In relation to recovery of fees not paid, please refer to ICCC Learner Handbook and our Fee and Refund

Policy located on our website.

Fee Protection

ICCC Pty Ltd does not collect more than $1,500 in prepaid fees.

Withdrawal without penalty (discontinuing student)

Where a learner is paying for the fees, and withdraws from a Smart and Skilled course, they have until course

commencement to withdraw or cancel without penalty. Any period after course commencement and they will

incur at minimum their admin commencement fee as set out by ICCC.

Repeating Assessments

Students are able to attempt assessment to complete a unit of competency on two (2) occasions within their

initial student course fee. ICCC will inform students of costs of reassessment of these units prior to

rescheduling.

Transferring, Deferring or Discontinuing Learners

In addition to the above information:

▪ Learners may apply for a transfer of enrolment to another Registered Training Organisation within 60 days

of training commencement. This is subject to approval by the funding provider (where applicable).

▪ A learner may apply for deferral at any time within 6 months after training commencement, subject to

approval from the funding provider (no refunds are given for deferral). Deferral is for a maximum of 12mths,

any time beyond this period will be considered as discontinuing learner.

▪ Learners that wish to discontinue their Training must provide reasons to ICCC as to why they no longer

wish to continue with their training and assessment. The Learner must also provide ICCC with formal

notification of the Training end date.

Refunds

The following refund information is applicable to Smart and Skilled Learners only:

▪ Learners who withdraw/cancel from a Smart and Skilled course (who have paid for the fees themselves)

have until course commencement to withdraw or cancel without penalty.

▪ After the commencement date they will incur at minimum their administration commencement fee as set

out by ICCC.

▪ No refund is available for partially completed Units.

▪ Fees will be adjusted to reflect any RPL or CT and if necessary, refunds will be made.

▪ No refunds are given for deferrals.

▪ Under special circumstances a full refund may be applied at the discretion of ICCC’s Training Manager or

General Manager. Special Circumstances may include: sudden illness or conditions which directly affect the

student’s ability to complete the training, illness or conditions that affect persons who require care from the

student which directly affect the student’s ability to complete the training, other situations that directly affect

the student’s ability to complete the training.

Special circumstances do not include: unforeseen increases in your workload, a change in your work hours,

redundancy or retrenchment, moving interstate or overseas.

ICCC will not be held accountable for changes in your circumstances.

In situations where the student wishes to withdraw due to prolonged illness or hardship the student must

produce satisfactory evidence of the circumstances of his/her withdrawal such as medical certificates.

Is to ensure that any potential and/or enrolled learners with International Child Care College Pty Ltd (ICCC),

are well informed of their rights and are given clear guidelines for complaints and appeals, under NSW Smart

and Skilled.

ICCC Pty Ltd is committed to maintaining a supportive and fair training and assessment environment.

Code of Practice

This Code of Practice requires all College employees and stakeholders to implement policies and

management practices that maintain high professional standards in the delivery of education and

training services and which safeguard the educational interests and welfare of staff and students.

Educational Purpose

International Child Care College has been established principally to provide high quality education

and training to students on a sustainable commercial basis over the long term. The College is

regulated by specific legislation and the laws and regulations that apply to all Registered Training

Organisations in Australia.

It is our intentions to exceed the requirements of these minimum standards and provide students

with high quality facilities, staff, training and support that will surpass expectations.

Policies and Procedures

The VET Quality Manual outlines the written policies and procedures which ICCC operates as an RTO.

These policies and procedures will ensure quality training and assessment that is aligned with the

principles of the VQF and consistent with the Colleges’ scope of registration.
