INTRODUCTION

Bangalore-Hosur Road is the part of National Highway 7 which connects the city of Bangalore, capital of Karnataka and the Tamil Nadu border town of Hosur in Krishnagiri district.

It is a four to eight-lane highway which also has service lanes on either sides at the busier parts.

9.985 KM long- 2nd longest elevated highway in India.

Apart from being a part of the National Highway, the road is also significant because it consists of many industrial and IT business houses.

It is maintained by National Highways Authority of India(NHAI),

The project is a part of the BETL (Bangalore Elevated Tollways Ltd)- the consortium and NHAI.

It was initiated in early 2006, and was inaugurated on 22 January 2010

PROJECT EVOLUTION

 There was a long felt need to improve the connectivity of the Electronic City, home to some of the Global IT and ITes companies to the City and improve the connectivity to the rapidly growing industrial belt along Hosur Road by widening and improving the existing 4 lane divided carriageway National Highway from Silk Board Junction to Inter State Border and provide Elevated Express connectivity to Electronic City. 

To meet this long felt need, NHAI conceived the Project in two parts:

Widening 4 lane divided carriageway NH 7 to 6 lane, providing 2 lane two way Service Roads on both sides, providing pedestrian underpasses

4 lane two way Elevated Road between Silk Board Junction and Electronic City Junction, on BOT basis BETL to operate, collecting user fees and maintain the Elevated Road and At Grade Roads for 18 years after commencement of Commercial Operations.

MAYTAS Ltd Maytas is an infrastructure development, construction and project management

company. Maytas Infra was originally run by Sathyam computer services founder B Ramalinga Raju.

There were allegations that funds from Satyam were diverted to Maytas, causing the Government agencies to verify the infrastructure company’s records as well..

In August 2009, IL & FS  replaced B Ramalinga Raju as promoter of Maytas Infra.

In January 2011 (after Sathyam scam), The Company Law Board has cleared the decks for IL&FS to acquire a controlling stake in Maytas Properties, a privately held company promoted by the family of B Ramalinga Raju, the founder of erstwhile Satyam Computers.

STRATEGIES FOR IMPLEMENTATION The National Highways Authority of India (NHAI) had signed a Concession agreement for

building the Elevated Highway in Bangalore.

The Agreement was signed by NHAI with Bangalore Elevated Tollway Limited (a Special

Purpose Vehicle (SPV) formed by Soma NCC Maytas Consortium).

Out of the total project cost of Rs 750 crores, Rs.600 crore of debt had been raised from a

consortium of 10 banks.

The project involved building a four-lane divided carriageway on Building Operate-Transfer

(BOT) basis, supported on single row of piers in the central median, widening and

strengthening of existing four-lane carriageway and two-lane continuous service roads on

either sides.

Also , a specialist agency was deployed to construct pedestrian underpasses at four major junctions by the technique of ‘box pushing’ that is pushing the pre cast box unit under the road with high capacity jacks without any disruption of the traffic.

Soon after BETL began work of the Elevated Road, NHAI took up the improvement of the road up to the Border through another contract.

The Agreement also involves a negative grant to NHAI i.e. the Concessionaire Bangalore Elevated Toll way Limited would pay NHAI a grant of Rs. 16 crore (Net Present Value discounted @ 10%)

The construction of the Elevated Highway was expected to be completed in 24 months ,including expenditure on pre construction activities, land acquisition, utility relocation, etc. The Agreement included an Operation & Maintenance (O & M) contract for a 24 km stretch.

The project was expected to be completed on July 2008 but it became functional only on January 22nd, 2010. Due to the delay the cost of the project raised from 750 crores to 990 crores.

CONCLUSION

The elevated highway has been a very useful infrastructure development for people who travel that stretch on a daily basis as it saves their time. Also, it has improved the connectivity to electronic city for others.

The travel time on this stretch from Silk Board Junction to Electronic City used to take more than one and half hours during peak hours. The state-of-the-art elevated expressway has reduced the commuting to around 15 minutes.

Of course, since the inauguration of the flyover, there have been frequent complaints about rash driving, higher toll and other issues. But we can't deny that the highway has worked wonders for Bangalore.
