The ocean has advantages over the land like a more stable climate, more time of sun exposure and because it is a fluid envi-ronment provides flexibility. Today it is used mostly to the transpor-tation of commodities and passengers. Live on it would be a life closely regulated by nature rhythms.

The economy and the political sciences are materializing the space as much as the architecture itself, the question is “how trans-figure the city?”, That is, how to create a new physical and social image as an alternative way of living, entering this new context the collective and prerogatives of individual guarantees, aspects that fails in the current systems .

The main factors for the construction of this new system and alternative space is in this political Decalogue of the brazilian phi-losopher Luiz Carlos Maciel, it has principles of individuals free-dom and the processing of commons resources and knowledge, “... all free for all. “.

While for many such proposals emerge as a utopia, this is a real response to the desire for change, which does not make this unpleasant feeling impotence built and reinforced by everyday contemporary systems.
