Monsoon 2012 updates :
· By repor ng period Educa on Cluster has reached 8,421 beneficiaries
including 3,494 girls and women through provision of TLCs, educa on
supplies and capacity building for teachers and SMC members.
· 54 schools are being used as IDP camps in Kahsmore (6), Jacobabad, (39)
and Shikarpur (9).
· Educa on Cluster coordina on is rolling out in district level in Sindh and
Punjab.
Complex Emergency in KP-FATA:
· By repor ng period 13,968 children including 6,318 girls are benefi$ng
from the educa on response both in and off camps in KP and FATA.
· Cluster members working in Jalozai camp (IRC, Muslim Aid, PDMA) is
conduc ng tent to tent assessment to iden fy exact number of children
living in Jalozai camp. Final report will be made available to cluster
members and other stakeholders.

Under Monsoon Humanitarian Opera onal Plan
(MHOP) 2012 , Educa on Cluster aims at suppor ng
quick resump on of protec ve teaching learning pro-
cesses of affected popula on by targe ng to reach
241,492 beneficiaries including 113,501 girls and wom-
en in 7 affected districts of Sindh, Balochistan and Pun-
jab through provision of TLCs, educa on supplies and
capacity building for teachers, SMC members and clus-
ter members.
By the repor ng period Educa on Cluster has
reached 8,421 beneficiaries including 3,494 girls
and women in Sindh, Balochistan and Punjab with
following ac vi es:
Temporary Learning Centre (TLC):
· A table below shows that Educa on Cluster part-
ners have set up 113 TLCs in Sindh (100), Balochi-
stan (8) and Punjab (5) benefi$ng 8,237 children
including 3,593 girls.
· UNICEF supports provision of 102 TLCs in Sindh
(94), Balochistan (8) accessed by 6,310 children
comprising 2,668 girls and 3,642 boys.
· Save the Children set up 11 TLCs in Sindh (6) and
Punjab (5) a%ended by 1,927 children including 925
girls.
· Cluster partners will scale up their response by
se$ng up more TLCs (480 TLCs by UNICEF in Sindh
and in Balochistan.
Monsoon 2012 Response in Sindh, Balochistan and Punjab
Teachers Training:
In total 92 teachers were trained including 29 female by
Cluster members in Sindh and Punjab. Save the children
trained 14 teachers in Jacobabad and UNICEF trained 78
TLC teachers (49 males, 29 females) in Sindh.
SMC/PTC Members Training:
Save the Children trained 92 SMC members (29 female)
in Jacobabad of Sindh and Rajanpur of Punjab.
Six interac ve puppet shows were organized in six TLC
loca ons for approximately 1,830 children and commu-
nity members in Kashmore and Jacobabad during Eid.
The shows were organized on 28 and 29 October 2012 in
Kashmore and Jacobabad districts respec vely by PFF
with the support of UNICEF.
Children and communi es were enthusias cally wel-
come the ac vi es providing them room to play and to
express themselves as per below picture.

Global Educa on Cluster Mee ng
Pakistan Educa on Cluster par cipated in Global Edu-
ca on Cluster Mee ng from 23rd to 25th Oct 2012 in
Istanbul. The Chair of Sindh Educa on Cluster, Mr. Ghu-
lam Nabi, from Reform Support Unit, Educa on and
Literacy Department, Government of Sindh a%ended
the mee ng together with na onal Cluster Coordina-
tors from UNICEF and Save the Children. Mr Ghulam
Nabi presented and shared good prac ces of managing
coordina on responding to mul floods between 2010
and 2012.
The mee ng was also a forum to share and to exchange
good prac ces from country level, so as to enable Glob-
al Cluster to iden fy key priori es in suppor ng Cluster
in country level.
Educa on Cluster Coordina on in Pakistan
In Pakistan Cluster has been ac vated since Earthquake
2005 co-led by Save the Children and UNICEF. The co-
leadership is guided by an MoU. These are some high-
lights of coordina on:
· In federal level, Na onal Disaster Management Au-
thority (NDMA) assigns an official to chair na onal
coordina on mee ng due to devolvement of Minis-
try of Educa on. Meanwhile, Educa on Depart-
ment chairs Educa on Cluster mee ng in provincial
and district level.
· Currently, Pakistan Educa on Cluster is ac ve to
coordinate responses for flood 2012 in Sindh, Balo-
chistan and Punjab under the framework of 2012
MHOP and in KP/FATA for on-going displacement
due to civilian strife under 2012 HOP.
· For flood 2012, at the district level, coordina on of
educa on response is taking place with support of
cluster members/focal points present in affected
districts. Coordina on mee ng is chaired by Educa-
on Department and co-chaired by Cluster Focal
Point such as Save the Children for Jacobabad in
Sindh and, RajanPur in Punjab, ITA for Shikarpur,
PFF for Kashmore of Sindh.
Educa on Cluster Coordina on, Advocacy and Funding Status
Opera onal Guideline and Proposed Solu ons for
IDPs Living in Schools
Public buildings including schools have been always used
as shelter during mul floods that hit Pakistan between
2010 and 2012 with absence of framework/guideline. As
a result, teaching learning was disrupted due to lengthy
use of schools or IDPs were evicted from schools without
alterna ve solu on.
Hence a guideline is cri cal to ensure rights of IDPs dur-
ing their displacement and children and adolescents to
educa on will be respected when disaster occurs any
me.
Currently an Opera onal Guideline on Using School as
Shelter is being dra*ed by Shelter, Educa on and Protec-
on Clusters to assist Government to provide alterna ve
solu ons for IDPs and resump on of learning ac vi es of
affected popula on.
Funding Update
· Monsoon HOP 2012: Out of $ 7.1 million proposed, $
500,000 was received from CERF ($400,000) and bilateral
donor to respond to floods in Sindh, Balochistan and Pun-
jab.
· HOP KP/FATA 2012 : Unmet funding of $3.2 million from
$ 5.5 million proposed has been iden fied as of October
2012 to address immediate needs of camp and off camp
schooling.
· ERF Funding: Educa on Cluster Review Commi%ee has
recommended 7 projects amoun ng $828,000 for ERF
funding for floods 2012 and for KP/FATA.

The table below shows that 13,968 children comprising 7,650 boys and 6,318 girls are benefi$ng from the edu-ca on response both in and off camps in KP and FATA and 350 teachers (male: 175, female: 175) have been deployed and trained by cluster partners.
With the support of cluster members working in Jalozai
(IRC, Muslim aid, PDMA), educa on cluster have started
tent to tent assessment to iden fy exact number of chil-
dren living in Jalozai camp. Final assessment report will be
shared to cluster members and other stakeholders.
Educa on Response for IDPs in Camps
· Addi onal 4 schools are provided during repor ng
period. Currently 44 camp schools/non-formal educa-
on centers are func onal in Jalozai (UNICEF: 26, IRC:
7, Muslim Aid: 6 & FATA Edu. Dept.: 5), in Togh Sarai
(UNICEF: 2) and New Durrani (UNICEF: 1) IDP camps.
· Total enrolled children in these camp schools is 10,779
including 4,817 girls with increase of 644 children con-
sis ng of 63 boys and 581 girls from previous re-
por ng period.
Educa on Response for IDPs in Off Camps
· Save the Children has set up 22 new TLCs in Peshawar
valley for IDP children. Meanwhile from 16 exis ng
TLCs, eight will be closed due to project closure.
· As of repor ng period, 30 TLCs of Save the Children
are func onal in Peshawar with enrolment of 3,189
(boy: 1,688, girls: 1,501) and 61 teachers including 31
females.
Educa on Response in Return Areas
IRC is to implement a four year project in Mohmand and
Bajour agency of FATA providing 80 community based
schools in Hujras/rented houses for out of school children
or children whose house were damaged due to conflict .
UNICEF Early Recovery Ac vi es in FATA
· A total number of 132 schools were renovated in
FATA (Bajaur: 43, Mohmand: 29, FR Peshawar: 20,
SWA: 20, Orakzai Agency: 20).
· 526 Taleemi Islahi Jirga (TIJ) have been reac vated/
formed in FATA (Bajour: 170, Mohmand: 94, FR Pesh-
awar: 44, SWA: 65, Orakzai: 113, Kurram: 40).
· UNICEF is providing mobility support to 334 non local
female teachers in Mohmand and Bajour Peshawar.

Mohmand agency (12 centers).
· Total 88 Alternate Learning Spaces were set up in
Orakzai agency (15), SWA (16) and Bajaur agency (57).
· In total, children and teachers in 710 schools have ben-
efi%ed from educa onal supplies by UNICEF.
