Ha sido congresista en la Asamblea de la Repblica de Irlanda desde 1989. Primero, como miembro del Partido de los Trabajadores; despus como miembro del Partido Laborista.

Dirigi una exitosa Presidencia Irlandesa de la Unin Europea; fue Presidente del Consejo de Asuntos Generales de la UE y fue Presidente de la OSCE.

Como la de Espaa y otros pases, nuestra experiencia de los ltimos aos ha sido especialmente difcil. Aunque, precisamente debido a esa experiencia, Irlanda est bien situada para asumir la labor de la Presidencia al comenzar 2013.

Los temas fundamentales de nuestra Presidencia estn claros: estabilidad, empleo y crecimiento. Son tiempos desafiantes para Irlanda y para la Unin, y se siguen sintiendo las rplicas de la crisis econmica. La UE contina trabajando las difciles cuestiones que se le presentan a la moneda nica, y la economa europea lucha por crear empleo y un buen nivel de vida para sus ciudadanos. El reto principal al que debe hacer frente la UE sin demora es el nivel de la tasa de desempleo de los jvenes europeos.

La economa irlandesa ha vuelto al crecimiento propulsada por el aumento en las exportaciones y una mejora en nuestra competitividad. Estamos reduciendo el dficit pblico y estamos en buen camino para alcanzar nuestro objetivo de no superar el 3% en 2015. Hemos recapitalizado nuestros bancos y con un coste inferior al previsto. Mientras que hace dos aos Irlanda tena cerradas las puertas de los mercados internacionales, en 2012 los intereses aplicados a nuestras emisiones de deuda se han reducido en cada subasta. Este ao tenemos la intencin de ser el primer pas en la eurozona sujeto a un programa de la UE-FMI que vuelva de manera sostenida a los mercados de deuda soberana, y estamos trabajando con nuestros socios para asegurarnos de que podamos culminar esta difcil tarea.

Este ha sido nuestro camino de vuelta haca la estabilidad y la recuperacin, y es el camino que Europa tambin debera adoptar. Por medio de decisiones claras y su puesta en marcha, la restauracin de la competitividad, el fortalecimiento de la gobernanza y la creciente inversin y creacin de empleo, podemos revitalizar la economa de Europa.

Huelga decir que este no ha sido un proceso fcil para Irlanda. Hemos tenido que tomar decisiones muy difciles y pedirle grandes esfuerzos al pueblo irlands. Pero nos ha sido posible mantener la cohesin social y la solidaridad durante todo este difcil periodo.

Cuando una institucin financiera suponga un riesgo para todos, la Unin debe contribuir a afrontar las consecuenciasClaro que Irlanda es solamente uno de los 27 Estados miembros, y nuestro papel durante esta Presidencia no conlleva dirigir a nuestros socios europeos. Pero s nos da la oportunidad de contribuir a reunir a los Estados miembros en torno a metas comunes con el fin de establecer las condiciones idneas para una recuperacin sostenible.

Afortunadamente no empezamos desde cero. La Presidencia irlandesa construir sobre lo que ya se ha logrado. Con el fin de hacer frente a la crisis financiera, Europa ha tomado medidas extraordinarias para ayudar a Grecia, Portugal e Irlanda, estableciendo el Mecanismo Europeo de Estabilidad, con las medidas del Banco Central Europeo y, ms recientemente y de importancia crucial, potenciando la Unin Bancaria. Los lderes europeos han demostrado tener una determinacin comn, e Irlanda pretende construir sobre las decisiones tomadas.

Uno de los mejores ejemplos de esta determinacin tuvo lugar en junio pasado cuando los dirigentes de la eurozona declararon de manera clara y concisa que debera romperse el crculo vicioso entre bancos y deuda soberana. Europa no puede ser rehn del banco ms dbil de cualquiera de sus Estados miembros. De la misma manera, los contribuyentes de cada pas miembro no pueden ellos solos llevar el peso del sistema financiero europeo. Cuando una institucin financiera suponga un riesgo para toda Europa, Europa entera debe contribuir a afrontar las consecuencias que afectan a todos.

El acuerdo del mes pasado del Consejo Europeo sobre las pautas para lograr un supervisor bancario nico es una clara indicacin de que la voluntad poltica y la determinacin de resolver estos problemas son ahora ms fuertes que nunca.

El ejemplo de Irlanda muestra que hay un camino de vuelta despus de la crisis. Insisto, no es un camino fcil ni hemos llegado a su trmino pero es creble. La experiencia de Irlanda nos ensea que la recuperacin depende de medidas decisivas tanto a nivel nacional como europeo y que estas sean puestas en prctica.

Durante 40 aos hemos sido orgullosos miembros de la Unin Europea. Esperamos comenzar los siguientes 40 con el espritu con el que pensamos continuar: trabajando juntos para lograr un futuro pacfico, estable y prspero tanto para el pueblo de Irlanda como para el de toda Europa.

No nos equivoquemos. No se trata de un voto a favor de la austeridad, sino una reivindicacin de volver a una prosperidad econmica basada en un crecimiento bien gestionado y sostenible.

Irlanda ha cubierto ya dos tercios de un proceso de consolidacin fiscal necesario y doloroso. Hemos cumplido gran parte del programa de ayuda financiera, alcanzando todas las metas fijadas por nuestros socios en Europa y el Fondo Monetario Internacional.

Apoyando la ratificacin de este Tratado, el pueblo irlands hace una contundente declaracin del compromiso de asumir sus dificultades econmicas. Ha ratificado la estrategia del gobierno de restaurar la estabilidad fiscal y econmica como plataforma para un crecimiento sostenible y la creacin de empleo. Adems, el pueblo irlands emite un claro mensaje de su compromiso con Europa y con nuestra moneda comn, el euro.

El pueblo irlands reconoce que la estabilidad es una condicin necesaria para un crecimiento sostenible, tanto en Irlanda como en toda la Eurozona. Pero, al mismo tiempo, aprecia que la estabilidad sola no comportar crecimiento.

Pero, como dijo recientemente el presidente francs Franois Hollande, no podemos tener crecimiento sin confianza, y no podemos tener confianza sin crecimiento. Para avanzar, necesitamos una estrategia europea de crecimiento.

A finales de este mes, los lderes europeos darn su visto bueno a nuevas iniciativas que impulsarn el crecimiento. Se estn considerando varias propuestas importantes, incluyendo los eurobonos, los project bonds, y el fortalecimiento del capital del Banco Europeo de Inversiones. Lo que importa es que el proceso de deliberacin llegue a su fin y comience la accin. No podemos darle ms vueltas al tema. Ahora necesitamos decisiones valientes y soluciones frescas si queremos responder a la demanda de crecimiento y empleo de los ciudadanos de toda Europa. Tenemos que aprovechar la Cumbre Europea para reposicionar la Eurozona y ponerla en buen camino hacia el crecimiento.

Debemos aprender de la experiencia irlandesa. Las dificultades de Irlanda arrancan del intrincado enlace entre la deuda soberana y la deuda bancaria. Europa no debera cometer el mismo error de nuevo. Irlanda est a favor de darle al nuevo Mecanismo Europeo de Estabilidad el poder de recapitalizar directamente esas entidades financieras de importancia sistmica. Permitir a los rganos europeos que tengan participacin directa en los bancos rompera el crculo vicioso entre la deuda soberana y la bancaria y marcara toda la diferencia, como ha dicho el Fondo Monetario Internacional. Irlanda tiene un inters directo en este asunto el apoyo de su gobierno al sector bancario alcanza aproximadamente un 40% del PIB. Estamos convencidos de la necesidad de quitar este lastre a nuestra economa.

Despus de una de las peores recesiones que haya experimentado jams una economa avanzada, el ao pasado Irlanda volvi al crecimiento. Hemos avanzado en la reduccin de nuestro dficit fiscal; estamos reestructurando nuestro sistema bancario; y estamos restaurando nuestra competitividad. La balanza de pagos est ahora en supervit. Segn la OCDE, nuestra recuperacin econmica se ir consolidando progresivamente. Pero este crecimiento es frgil y, siendo una economa pequea y abierta, dependemos de una mezcla equilibrada de polticas para sostener y fortalecer este crecimiento.

El resultado del referndum ha sido una demostracin de confianza en la economa irlandesa, y otro recordatorio de que, segn el Banco Mundial, Irlanda ofrece el entorno con ms apoyo a la empresa de la Eurozona. Lo que Irlanda necesita ahora es lo que necesita el resto de Europa: un estmulo para fomentar el crecimiento y la creacin de empleo. Si tuviramos la mezcla adecuada de polticas, nuestro potencial sera casi ilimitado. Al fin y al cabo, esto es tambin aplicable a toda Europa.

To date, 74 companies in Dun Laoghaire Rathdown have benefitted from the voucher scheme it was introduced in 2013.

It offers small businesses a grant of up to 2,500 subject to matching funding as well as training mentoring and networking support to help them develop their online trading capability.

Gilmore said: It is a fact that small businesses with limited resources get an excellent return when they invest in online trading. Its estimated that it potentially brings an average of 1.4 new jobs per company. That is why the Government brought in the Trading Online Voucher two years ago, to incentivise more businesses to tap into the massive growth in consumer online spending.

Already, 74 local companies have benefitted from the scheme which is very heartening. Now Im encouraging more to get on board so our community can reap these benefits in an even bigger way.

Applications can be made through Local Enterprise Centres and more information can be found by logging onto www.localenterprise.ie.

Small businesses are the bedrock of every Irish town and village. Given that we now know online trading has a tangible impact on jobs and economic activity, I would strongly urge more businesses to use this innovative and simple voucher system so they can help bring new local jobs and revenue to the local area.

http://www.gilmore.ie/news/143558553810911009.html Gilmore welcomes funding for local health groups29 June, 2015Labour TD for Dun Laoghaire, Eamon Gilmore has confirmed that a number of organisations in Dun Laoghaire Rathdown have been awarded funding today under a National Lottery Grant programme.

The organisations and their corresponding grants include: LauraLynn Children's Hospice (60,000), Little Sisters of the Poor (30,000), Dun Laoghaire-Rathdown Outreach Project (5,000) and Callan Institute (4,000).

Speaking after the announcement, Deputy Gilmore said: These grants will help the organisations in various ways, either by providing equipment, upgrading facilities or providing health related services.

The monies awarded will have a positive impact on their services and I want to commend my Labour colleague in the Department of Health, Minister Kathleen Lynch, for her input.

These are once-off grants made available through the Departments National Lottery Discretionary fund specifically for the provision of health-related services. The fund is aimed at community groups and voluntary organisations all over Ireland and I am pleased that our own locality is one of those communities to benefit.

The new strategy, Connecting For Life, aims to reduce the rate of suicide and self-harm by 10% over the next five years.

Deputy Gilmore said: Suicide and self-harm prevention is everyone's concern and communities like our own have a critical role to play in helping to bring rates down.

This new national plan sets out how Government and the whole of society can work together to reduce the rate of suicide and self-harm among specific groups who are most at risk.

Dealing with the current high levels of suicide and deliberate self-harm is a priority for Labour in Government and my colleague, Minister Kathleen Lynch, has done a huge amount of work in putting structures in place to ensure that people get the right type of treatment in the right place at the right time.

The development of this new strategy is one example of Minister Lynchs work and I am hopeful that it will lead to a greater integration of services, heightened awareness in communities and better-supported local organisations.

It contains 69 separate actions and it replaces the previous Suicide Prevention Strategy, Reach Out, which came to the end of its 10-year term at the end of last year.

Among those actions include promoting a better understanding of suicidal behaviour; supporting communities; targeted approaches for vulnerable groups; improved access, consistency and integration of services; providing safe and high-quality services; and better data and research."

A total of 36million is being made available by Minister for Education and Skills, Jan OSullivan, in this year's allocation, benefitting some 559 schools nationwide.

Among the schools to receive funding are 8 primary and post-primary schools in the Dun Laoghaire area including; Holy Family School in Monkstown, St. Johns National School in Ballybrack and St. Josephs in Dun Laoghaire.

This is excellent news for the local schools involved and their 2,400 students. Im delighted to see that their applications have been successful.

The announcement means that essential works such as window repair and replacement, upgrading of science and specialist rooms and external improvements works can be carried out during the school holidays, causing minimal disruption to students, teachers and other school staff.

In addition to providing warmer and safer classrooms, this announcement will also provide an important capital injection to the construction sector and boost job creation.

I commend Minister OSullivan for finding the funding for these vital projects which will be of further benefit to our local schools, economy and communities.

The move has been confirmed this morning by Labour TD for Dun Laoghaire Eamon Gilmore.

Overall, a total of over 61 million is to be invested in Dun Laoghaire Rathdown County Council from now until 2017 to enable it to increase the numbers of social housing units that can be acquired or built in the county.

Details of the new Build, Buying & Leasing Programme were confirmed by Environment Minister Alan Kelly today and outline the plan to significantly reduce the numbers of people on housing lists locally.

Speaking this morning, Eamon Gilmore said: This announcement has been made possible by the 3.8bn social housing strategy secured by Minister Kelly at Budget time.

Today we are seeing the fruits of this strategy trickling down to local level with confirmation of social housing targets that have been set for Dun Laoghaire Rathdown until 2017.

Each local authority was asked to bring forward housing unit targets and specific building projects out to 2017. As part of the strategy, targets had to be agreed with each local authority in 2015.

One local project that has now gotten the green light is Fitzgerald Park, Dun Laoghaire where 53 units will now be delivered. Details of further projects which will also now go ahead will be issued in a few weeks.

We have a housing problem in Dun Laoghaire Rathdown but in Minister Kelly we have someone who is determined to tackle the crisis head-on. To this end I have been working closely with him to ensure that our local area gets its fair share of funding and todays announcement proves that.

I look forward to seeing the social housing dividend of this investment and trust it will have a substantial impact on the housing needs of the local area.

Nationwide, todays announcement will see over 1.5 billion invested in a combination of building, buying and leasing schemes by local authorities designed to accommodate 25% of those currently on the housing waiting lists in social housing."

The Jobs and Advice Fair is aimed at Irish and EU workers looking for jobs locally and throughout Europe. There will be hundreds of jobs available from the numerous local, national and international companies in attendance. The fair will also feature recruitment specialists, as well as education and training providers who will be able to advise attendees on their options.

It is most welcome to see this Jobs and Advice Fair being organised by the Department of Social Protection for jobseekers in the Dun Laoghaire area. The fair will offer jobseekers in the area the opportunity to speak directly to local companies who are hiring for a wide variety of positions, as well as the opportunity to gain advice on recruitment options and education and training programmes.

The live register figures for Dun Laoghaire have dropped significantly over the last year, with a reduction of over 12% in the numbers signing on in Dun Laoghaire between September 2012 and September 2013. However, unemployment figures still remain unacceptably high, and it is vital that the Labour Party in government continues to provide the necessary supports to people looking for work.

Job and advice fairs such as this one organised in Dun Laoghaire do just that, as do the variety of education and training programmes such as JobBridge, Pathways to Work and the Youth Guarantee, which have been introduced by my colleague, Minister for Social Protection Joan Burton, over the past two and a half years.
