1. Introduction

In June 2003 Cabinet endorsed the Greening of Government Operations (GoGO) Policy Framework. In 2006 it approved a GoGO Action Plan with a series of milestones as the basis for progressing greening programs across government.

The aim of GoGO is to demonstrate that the State Government is committed to reducing its ecological impact for the benefit of present and future generations. All agencies are expected to embrace policies and practices that support Ecologically Sustainable Development (ESD) principles.

The Department for Transport, Energy and Infrastructure is responsible for delivery of transport systems and services, energy policy and regulation, infrastructure planning, land administration, community access to government services and management of state government buildings. Our unique services to South Australians provides the Department with the opportunity to lead by example by promoting an environmental culture within our organisation as well as increasing environmental awareness in the broader community.

The goal of the Department is to ensure that South Australia’s future needs and demands for the safe and efficient movement of people and freight, and safe and efficient energy, transport and other infrastructure, are met in an ecologically sustainable and cost effective way (DTEI Corporate Plan 2006/07).

This GoGO Implementation Plan provides a framework to support the commitment to attaining sustainability and reducing the impact of the Department’s operations on the South Australian environment - reducing the Department’s ecological footprint.

Implementation of the objectives will be monitored and integrated into the Department’s annual planning process. It will be subject to annual review and revision to ensure an on-going contribution by the Department to sustainable outcomes.

I encourage all divisions to actively participate in the delivery of the Action Plan and to incorporate this plan into their operations, directions and strategic planning.

The Department is committed to reducing its impact on the environment as we work to build a vibrant economy, an inclusive community and a sustainable future through our key functions and responsibilities.

2. Strategic Context

This DTEI Green Plan has been developed by the GoGO Working Group consisting of representatives of most Divisions. Members of the Working Group are listed in Appendix 2.

A number of policies and targets provide direction to the Department’s Green Plan. A range of objectives and targets in South Australia’s Strategic Plan apply to the Department’s business.

South Australia’s Strategic Plan

Objective 3: Attaining Sustainability.

“South Australia’s Strategic Plan is about improving the wellbeing of South Australians, which means improved prosperity and economic growth, together with better access to important services such as health and education. It also means preserving and improving our environment, promoting innovation and creativity, and extending opportunity to all South Australians.”

The priority for Objective 3 is “to make South Australia world-renowned for being clean, green and sustainable. This would boost community wellbeing, safeguard future generations and contribute to our State’s prosperity. The focus will be on protecting our biodiversity, securing sustainable water and energy supplies and minimising waste.”

Tackling Climate Change Strategy

Objective 1.2 of Tackling Climate Change – South Australia’s Greenhouse Strategy commits the Government to lead by example to demonstrate best practice in reducing emissions. DTEI has a leading role in implementing three of the eight actions under this objective, and a support role in implementing another three of the actions.

The Tackling Climate Change strategy has a priority action to :

“Determine a target to reduce total greenhouse gas emissions from State Government operations within an agreed timeframe” (p52). This government-wide target will influence the context for the actions proposed in this DTEI Green Plan.

Greening of Government Operations (GoGO) Framework

The Greening of Government Operations Framework is intended to improve the efficiency and reduce the environmental impact and footprint of Government operations. The GoGO Action Plan sets milestones for government agencies in the development of Greening of Government Action Plans.

The GoGo Framework incorporates 8 priority areas: • Priority area 1 – Energy Management • Priority area 2 – Water Conservation and Waste Water Management • Priority area 3 – Waste Management • Priority area 4 – Built Facilities (green building) Management • Priority area 5 – Travel and Fleet Management • Priority area 6 – Green Procurement • Priority area 7 – Human Resources Management • Priority area 8 – Government Administrative Policies and Guidelines

The Department is a lead agency, i.e. responsible for providing a leadership role and assisting other government agencies in achieving the strategic objective, in three of the priority areas:

• Energy Management

• Travel and Fleet Management (in conjunction with Fleet SA)

• Built Facilities Management (Green Buildings)

Details of how these lead agency roles are being addressed is summarised in Appendix 1.

Energy Efficiency Action Plan

The objective of the Action Plan is to implement a number of energy reduction actions across all SA Government operations and introduce a minimum level of energy efficiency to public sector activities to contribute to greenhouse reduction targets. Government energy use and greenhouse emissions are reported annually in the SA Government Energy Use Annual Report.

3. Implementing the Plan

This plan will contribute to greening of DTEI’s operations and will also assist the agency to meet targets set out in South Australia Strategic Plan.

Each of DTEI’s Divisions will be responsible for developing their own implementation plans to assist in meeting the actions and targets in the plan. The plan has a 3 year timeframe but will be subject to an annual review through the Departmental annual planning process.

An annual performance report will be provided to the Corporate Executive and key performance indicators will be reported in the Department’s Annual Report.

Delivery

The table below relates to the milestones identified within the GoGO Action Plan and lists action to delivery the Plan. They are in addition to the 8 Priority Areas as set out within the Greening of Government Operations Framework.

4. Priority Area 1 – Energy Management

GoGO Framework Objective

Reduce energy consumption, emissions (including greenhouse gases) and costs.

South Australia’s Strategic Plan Targets:

(T3.13) Improve the energy efficiency of government buildings by 25% from 2000-01 levels by 2014.

(T3.5) Achieve the Kyoto target by limiting the state’s greenhouse gas emissions to 108% of 1990 levels during 2008-2012, a first step towards reducing emissions by 60% (to 40% of 1990 levels) by 2050.

Tackling Climate Change, South Australia’s Greenhouse Strategy 2007 – 2020 Targets:

• Reduce total greenhouse gas emissions from state government operations by 60% by 30 June 2020

• Purchase a minimum of 20% accredited Green Power for State Government operations by 1 January 2008

Government Action Plan to 2012:

Objective 1.2 Priority Action (p53): Develop a green procurement strategy for government to purchase ‘green’ energy.

Objective 1.2 Priority Action (p53): Implement the Government Energy Efficiency Action Plan, which supports South Australia’s Strategic Plan target to improve energy efficiency of government buildings by 25% from 200-01 levels by 2014.

General Targets

All newly constructed office buildings that are owned or leased by the State Government are required to achieve a 5 star rating under the Green Building Council of Australia’s Green Star rating tool i.

For all new Government office leases in existing buildings, for areas greater than one floor of a multi-storey building, the Government gives preference to those buildings that meet at least a 5 star Australian Building Greenhouse Rating (AGBR) scheme energy rating from 2006 ii.

Current Status:

The Building Management Division owns approximately 60 buildings and manages approximately 200 office accommodation tenancies on behalf of Government. Approximately 260 000m2 of this space is in the Adelaide CBD – representing about 25% of the total net lettable office area. To assist with energy efficient design of new office buildings, the Building Management Division uses the GBCA Green Star Office Design rating tool that includes a 5 star energy rating.

Within the commercial building sector, heating, ventilation, air conditioning and lighting account for 84% of the sector’s greenhouse emissions. Office equipment makes up approximately 9% of the energy use in a commercial building and 12% of the associated greenhouse gas emissions iii.

Energy efficiency improvements have been made to a number of DTEI buildings. This includes the upgrade of lighting, air-conditioning and cogeneration plant in the Walkerville building to achieve a 4.5 – 5 star Australian Building Greenhouse Rating (ABGR), the move by the Energy Division to the 5 star ABGR City Central Tower 1, and progress of the energy performance contract for the Walkerville building (resulting in a 30% decrease in building energy use) iv. Energy consumption in the portfolio of DTEI buildings (70,063 GJ) has reduced by 11.7% in comparison to the baseline year (79,378 GJ) which puts consumption below the 2005/06 target of 73,424 GJv.

Four buildings; the Citi Centre, EDS, State Administration Centre and Roma Mitchell House were included in the Building Tune-ups Program, an initiative of the Capital City Project involving Adelaide City Council, State Government

and the property industry to measure energy and water efficiency in office buildings and identify improvement opportunities.

The across government Facility Management Contract administered by DTEI Building Management includes provision for environmental services including those that support improvement in conserving the use of energy in accordance with the GoGO Framework and the Government Energy Efficiency Action Plan.

All new major Government buildings projects over $4 million are required to apply the DTEI, ESD Guide Note for ‘Planning, Design & Delivery’ of new buildings and refurbishments as required by Public Works Committee. These include reference to the Government Energy Efficiency Action Plan.

DTEI will be purchasing a minimum of 20% accredited Green Power by 1 January 2008vi.

DTEI is involved in a wind turbine trial for government buildings being run by the Department of the Premier and Cabinet, with the installation of a SWIFT roof mounted turbines on Wakefield House and the State Administration Centre. The mini wind turbine’s performance is being monitored for 12 months and the final report is due March 2008vii.

5. Priority Area 2 – Water Conservation and Wastewater Management

GoGO Framework Objective

Conserve water and reduce costs.

South Australia’s Strategic Plan Targets:

(T3.9) South Australia’s water resources are managed within sustainable limits by 2018.

Current status:

DTEI does not currently record water usage but the Walkerville building and City Central Tower 1 incorporate water saving features. Walkerville changes are estimated to save 2000 kilolitres of water per annumxiii.

Four buildings; the Citi Centre, EDS, State Administration Centre and Roma Mitchell House were included in the Building Tune-ups Program, an initiative of the Capital City Project involving Adelaide City Council, State Government and the property industry to measure energy and water efficiency in office buildings and identify improvement opportunities.

Most urban road landscape projects are irrigated, with DTEI maintained landscapes (including Anzac Highway median, City West Connector Stage 1 & 2, Portrush Road and the Gateway at the base of the Freeway) consuming approximately 4 megalitres of mains water annually. An alternative non potable water supply was used on the Elder Smith infrastructure project for road construction (use of approximately 6 megalitres) and landscape establishment (approximately 2.6 megalitres).

Recycled water is used for cleaning and washing the bus fleet.

6. Priority Area 3 – Waste Management

GoGO Framework Objectives

Reduce the overall volume of waste generated (avoid and minimise waste creation);

Maximise diversion of waste from landfill (reuse, recover and recycle waste)

South Australia’s Strategic Plan Targets:

(T3.8) Reduce waste to landfill by 25% of 2004 levels, by 2014

Current status:

DTEI does not record waste produced or recycled. Currently paper recycling facilities are supplied in metropolitan offices and 58% of paper purchases are of 50% recycled paper. The City Central Tower 1 (housing Energy Division) provides facilities for recycling of a range of office wastes including food waste. DTEI’s computer suppliers, Dell and others, recycle used computers and salvage the plastic, glass, metals and other materials. DTEI recycles all printer toner.

Building Management Division has recently reviewed and strengthened the contractual requirements relating to waste management for new refurbished building projects.

For new projects and office refurbishments, the Building Management Division makes use of the Ecospecifier tool for the selection of materials and office products. Ecospecifier is a library of green materials and products with information on their environmental footprint (i.e. if they are made of recycled materials etc).

No records are kept of waste production from road construction and maintenance but surplus construction material from the Bakewell Bridge and the South Road/Anzac Highway upgrade will be recycled, or reused on other DTEI projects.

DTEI’s electronic document storage system (KNet) and intranet facilities have been implemented to reduce the use of paper. ‘Think Before You Print’ is a current policy in the Human Resources section.

Waste oil and batteries from the maintenance of DTEI’s plant, small vehicular fleet and public transport fleet are recycled through DTEI contractors and Fleet SA contracts.

A number of different waste bins are provided at Walkley Heights to recycle and appropriately dispose of old and damaged equipment including batteries (i.e. lead acid batteries), aluminium and ferrous waste.

Establish strategies for greening the lifecycle functions of the building management process including planning, acquisition, sustainment and disposal;

Manage environmental risk issues in the context of other building performance requirements;

Prioritise green remediation efforts; and

Steadily reduce the number of Government facilities and sites for which further greening action is required.

Government Action Plan to 2012:

Objective 1.2 Priority Action (p53): Increase the use of high efficiency lighting in all government accommodation.

Objective 1.2 Supporting Action (p53): Use sustainable practices (including energy efficiency) during all stages (e.g. planning, acquisition, management and disposal) of the government building procurement process.

General Targets:

All newly constructed office buildings that are owned by the State Government are required to achieve a 5 star rating under the Green Building Council of Australia’s (GBCA) Green Star Office Design rating toolxvi.

For all new Government office leases the Government gives preference to those buildings that meet at least a 5 star Australian Building Greenhouse Rating (ABGR) scheme energy rating from 2006xvii.

Current Status:

DTEI Building Management procurement process for major capital works project documentation for the engagement of professional service contractors and building contractors includes environmental requirements based on DTEI ESD Guide Note for ‘Planning, Design & Delivery’ of new buildings and refurbishments valued over $4 million, which is also a requirement of the Parliamentary Public Works Committee (PWC). The Guide Note includes the requirements of Government Energy Efficiency Action Plan (GEEAP).

DTEI supported development of the GBCA’s Healthcare and Education environmental design tools launched in May 2007 and promotes their application in the health and education sectors.

Energy efficiency improvements have been made to a number of DTEI buildings. This includes the upgrade of lighting, air-conditioning and cogeneration plant in the Walkerville building to achieve a 4.5 – 5 star ABGR, the move by the Energy Division to the 5 star GBCA Green Star Office Design rating City Central Tower 1, and progress of the energy performance contract for the Walkerville building (resulting in a 30% decrease in building energy usexviii . Energy consumption in the portfolio of DTEI buildings (70,063 GJ) has reduced by 11.7% in comparison to the baseline year (79,378 GJ) which puts consumption below the 2005/06 target of 73,424 GJxix.

The Building Management Division has introduced environmental selection assessment criteria in prequalification of contractors and professional service contractors for building construction projects. Corporate Services Division (FMU) has established a prequalified panel for providing auditing services for water, energy and waste in DTEI tenanted office buildings. Building Management Division is currently establishing a panel of energy, water and waste auditors.

8. Priority Area 5 –Travel and Fleet Management

GoGO Framework Objectives

Reduce greenhouse gas emissions through improved fuel quality and use of alternate fuels; improved vehicle technology, and increased recyclability of vehicles and by-products;

Reduce by-products and waste from vehicle use, through reducing accidents and unscheduled maintenance and thereby decreasing costs;

Encourage employees to utilise alternative transport methods (walking, cycling, public transport, car pooling etc) to and from work instead of private vehicle use; and

Encourage efficient and effective travel methods within working hours, through driver awareness training, informed vehicle selection and reduced agency vehicle requirements.

South Australia’s Strategic Plan Targets:

(T3.5) Achieve the Kyoto target by limiting the state’s greenhouse gas emissions to 108% of 1990 levels during 2008-2012, a first step towards reducing emissions by 60% (to 40% of 1990 levels) by 2050.

(T3.6) Increase the use of public transport to 10% of metropolitan weekday passenger vehicle kilometres travelled by 2018.

Tackling Climate Change, South Australia’s Greenhouse Strategy 2007 – 2020 Targets:

• Reduce total greenhouse gas emissions from state government operations by 60% by 30 June 2020

• Convert 60% of State Government cars to more environmentally friendly fuels by 2010

Government Action Plan to 2012:

Objective 1.2 Priority Action (p52): Reduce emissions from the government vehicle fleet by converting 50% of state government cars to lower emission fuels by 2010; and reduce emissions generated by government travel by applying greenhouse friendly corporate travel policies for the location of government workplaces, commuting, aircraft and taxi use, and vehicle salary packaging.

Objective 1.2 Priority Action (p53): Reduce emissions from the public transport fleet through the most cost effective combination of low emission fuels, biodiesel, natural gas, biosequestration and the purchase of more efficient vehicles.

General Targets:

More people cycling safely more often in South Australia, with an aim to double cycling trips by 2015xxii

Current Status:

Light Fleet

Of DTEI’s 652 light vehicle fleet 33% operate on alternative fuel consisting of 50 LPG vehicles, 159 dual fuel vehicles and 4 hybrid cars. DTEI has the largest centrally managed light vehicle fleet in the SA Government.

Public Transport Fleet

While the total South Australian bus fleet represents approximately 2% of the road transport greenhouse gas emissionsxxiii , the public transport fleet accounts for 25% of Government energy consumption and 16% of energy greenhouse gas emissionsxxiv. All of the diesel bus fleet and all of the train fleet operate on 5% biodiesel.

The recently purchased fleet of diesel buses comprise Euro3 and Euro4 standard engines and use low sulphur diesel / 5% biodiesel. Six buses are currently undertaking a trial use of 20% biodiesel fuel. 29% of the Adelaide Metro bus fleet is powered by Compressed Natural Gas (214 CNG buses)xxv. The Glenelg trams were upgraded in 2005/06. Since

2003 over 270,000 native seedlings have been planted in a number of locations - Tailem Bend, Mt Barker freeway, Noarlunga Station, Smithfield Station, Lynton Station and the Tramline, to contribute to the offset of greenhouse emissions (68,000 tonnes of greenhouse gas).

Plant Fleet

The plant fleet has recently been purchased and primarily consists of Euro 3 engines. The Euro 3 engines run most efficiently with low sulphur diesel fuel.

Employee and Business Travel

DTEI metro sites travel surveys undertaken in 2004 show of the 933 people who completed the survey, 23.4% of staff used public transport, 11.9% cycle and 26.7% travel sustainably. Secure bicycle parking is available at Roma Mitchell House, Norwood and Walkerville. Cycle lockers, showers and associated end-of-trip facilities are provided at Walkerville and Roma Mitchell House. The Green Transporter service is provided for staff between Walkerville, Roma Mitchell House and city locations (e.g. Building Management, Norwood). Usage of the Green Transporter has increased by 15% on 04/05 levelsxxvi. The Energy Division, Public Transport Division and Norwood metro sites have introduced sales of Adelaide Metro ‘workplace deal’ tickets at a 5% discount to staff, which extends the deal that the Public Service Association offers to it’s members across Government.

Current Status:

DTEI has incorporated environmental requirements in project management and contract management processes and has run training programs on use of Triple Bottom Line in preparing a Business Case. Environmental Management Guidelines for Procurement are available on the DTEI intranet (CAPS website).

The PC Panel agreement across Government requires that when a computer is replaced, the screen is replaced with an energy saving flat screen. Photocopier and printer procurement at DTEI considers 'green services', i.e. environmental sustainability associated with a company and its products – photocopiers/ printers/ toners/ cartridges etc. All ICT contracts include sustainability requirements.

Proposed arrangements for across Government contracts for the purchasing of ICT equipment require the assessment of full life cycle costs, including energy consumption and measures to reduce environmental impacts associated with the use and disposal of ICT equipment. Examples of proposed obligations include: all equipment supplied must at a minimum comply with US EPA Energy Star ratings; and suppliers will be required to implement mechanisms to maximise the use of recyclable packaging and dispose of equipment at end-of-life in a way which minimises environmental impacts.

DTEI has an Environmental Management in Procurement Policy, and refinement of environmental requirements, impact assessment and management for infrastructure projects including Environmental Management Plans and Environmental Guidelines is ongoing.

The across government Facility Management (FM) contract administered by DTEI Building Management Division includes provision for environmental services consistent with the GoGO Framework and in particular supporting improvement in conserving the use of energy, water and waste. Building Management Division is currently establishing a panel of energy, water and waste auditors to support the FM Contract and for broader application.

For new projects and office refurbishments, the Building Management Division makes use of the Ecospecifier tool for the selection and procurement of office products.

The Safety and Regulation Division (Norwood office) has established a GoGO working group to develop initiatives and raise awareness. A small card with 5 top-tips regarding GoGO has been developed / included in induction for all new staff.

DTEI participated in development of a Business Case Training Course (intended for public sector projects greater than $1 million in value), incorporating assessment/ management of environmental, social and economic considerations aligned with Triple Bottom Line reporting. Approximately 35 personnel (whole-of-government) received training in 2006.

GoGO Framework Objective

To review whole of Government guidelines, circulars, instructions and strategic operational frameworks from an environmental perspective.

Current Status

DTEI currently has a number of environmental standards and guidelines for infrastructure projects and maintenance of DTEI assets including a rigorous Environmental Impact Assessment process. An Environmental Management System has been developed for the Statewide Operations and Programs Directorate within Transport Services for works and maintenance undertaken by internal Field Services staff.

The Building Management Division has developed Green Building Guidelines to assist building owners to rate the level of sustainability and building efficiency for government and privately owned buildings, including the DAIS ESD Guide Note ‘Planning Design and Delivery’ of new buildings and refurbishments. The Energy Division has developed the Energy Efficiency Action Plan for Government Agencies to adopt a range of routine cost-effective energy management measures which are consistent with existing Government Policies.

1. Background In 2003 Cabinet endorsed the Greening of Government (GoGO) Framework which was developed to reflect the State Government’s commitment of reducing the environmental impact of Government operations.

The Greening of Government Framework seeks to:

• Deliver greater environmental benefits as part of each agency’s core business;

• Ensure economies of scale are created as part of the change process;

• Model best practice environmental management in the delivery of Government products and services; and

• Avoid duplication of effort in the process.

2. Priority Area 1 – Energy Management DTEI Energy Division The Lead Agency for this area is the DTEI Energy Division.

The State Government is a significant user of energy using over 4,401,000 GJ in 2004/05.

GoGO Framework objectives

• The green objectives of energy management are to reduce energy consumption, emissions (including greenhouse gases) and costs. Energy actions are aimed at reducing energy consumption within the workplace, procuring energy from renewable sources and undertaking initiatives to reduce the harmful effects of energy production.

DTEI Actions

The Premier Mike Rann launched the Government Energy Efficiency Action Plan in May 2002.

The Plan defines basic energy efficiency measures for new Government buildings and major refurbishments, for maintenance programs, vehicle fleets, and procurement policies. The DTEI Energy Division is:

1. Supporting agencies in maximising the use of energy efficient equipment across Government by:

• Ensuring that agencies incorporate energy efficiency requirements in procurement processes;

• Ensuring that agencies commit to replacing CRT screens with LCD flat screens for all desk top computers; and

• Ensuring that agencies enable energy star or power management features on all office equipment (including computers) at all work sites across Government.

2. Encouraging agencies to maximise the energy efficiency of existing buildings by:

• Ensuring that agencies comply with the requirement under the Energy Efficiency Action Plan for energy audits at least once every five years in assets where the annual energy cost exceeds $50 000;

• Encouraging agencies to investigate, develop and implement energy performance contracts at all viable sites across Government;

• Ensuring that all agencies are aware of minimum energy rating requirements for office fit outs;

• Ensuring that agencies have completed ABGR tool ratings for Government office accommodation (owned and leased ) by the end of 2007;

• Ensuring that agencies give preference for office accommodation that meets at least five star energy rating for all new leases or leases renewed with effect from June 2006; and

• Exploring the appropriateness of requiring agencies to implement all const effective energy efficiency opportunities identified in energy audits with a payback period of four years or less for all energy audits procured from 1 July 2008.

3. Encouraging agencies to maximise the energy efficiency of new buildings and major refurbishments by:

• Ensuring that agencies commit to integrating energy efficiency measures as part of the mandatory scope of work for the construction of new buildings and major refurbishments from 1 January 2008;

• Ensuring that agencies continue to implement Energy Efficiency Action Plan actions;

• Assisting DECS, DFEEST and Health in finalising the Education and Health Green Star Rating Tools and Pilots; and

• Ensuring that agencies commit to using additional Green Star Tools at relevant Government sites as they become available for other building types.

4. Assisting agencies in increasing staff awareness of energy efficiency by:

• Ensuring that agencies commit to preparing yearly SA Strategic Plan Target T3.13 Agency Implementation Plans;

• Encouraging agencies to have a senior sponsor endorsed by the Chief Executive to ‘champion’ energy efficiency measures within the agency; and

• Encouraging agencies to establish and co-ordinate Agency Greening Committees (including building energy use).

3. Priority Area 4 – Built Facilities (Green Building) Management The Buidling Management Division is the lead agency for this priority area.

SA Strategic Plan Targets relating to the management of government buildings

• T3.13 Energy efficiency – government buildings: improve the energy efficiency of government buildings by 25% from 2000-01 levels by 2014;

• T3.5 Greenhouse gas emissions reduction: achieve the Kyoto target by limiting the state’s greenhouse gas emissions to 108% of 1990 levels during 2008-2012, as a first step towards reducing emission by 60% (to 40% of 1990 levels) by 2050; and

• T3.7 Ecological footprint: reduce South Australia’s ecological footprint by 30% by 2050.

GoGO Framework objectives:

• Establish strategies for greening the lifecycle functions of the building management process including planning, acquisition, sustainment and disposal;

• Manage environmental risk issues in the context of other building performance requirements;

• Prioritise green remediation efforts; and

• Steadily reduce the number of Government buildings and sites for which further greening action is required.

DTEI Actions:

The Building Management Division documented their lead agency response in the Department of Administrative and Information Services Environmental Action Plan 2006.

The Building Services Division proposes to:

1. Provide guidelines for new building design/refurbishment, maintenance and operation and disposal to meet sustainability criteria:

• Review DAIS Ecologically Sustainable Development (ESD) Framework working document for the built environment and summarise in brochure form.

• Develop Strategy Guidelines and Standards within the DAIS ESD Framework for the built environment that address new building design & refurbishment, sustainment of existing buildings and property disposal.

• Review and update existing Process Guidelines applied during building design & refurbishment, sustainment of existing buildings and property disposal.

2. Establish benchmarks tools & techniques to help identify, classify & assess Government buildings of concern using appropriate Green Building Rating tools:

• Investigate and identify suitable environmental indicators and benchmarks consistent with the ESD Framework.

• Investigate, assess and select suitable environmental rating tools to help establish an environmental baseline.

• Review the process for negotiating Government accommodation lease agreements to achieve ‘Green Lease’ agreements.

3. Promote Environmental Awareness Raising & Capacity Building, through:

• Undertaking applied research projects

• Partnering early adopters in exemplary environmental building projects

• Documenting case studies to advance government’s knowledge base.

4. Priority Area 5 – Travel and Fleet Management The Policy and Planning Division (policy advice) and the Safety and Regulation Division (government workplace travel plans) are lead agencies for the Travel part of this priority area and the Public Transport Division has part responsibility for Fleet Management.

The transport sector in Australia is responsible for 17% of greenhouse emissions. It is considered the fastest growing source of greenhouse gas emissions and therefore is contributing significantly towards global warming and climate change. Public transport accounts for 25% of Government energy consumption and 16% of energy greenhouse gas emissions (2004/05 SA Government Energy Annual Report).

SA Strategic Plan Targets relating to travel efficiency:

• T3.5 Greenhouse gas emissions reduction: Achieve the Kyoto target by limiting the state’s greenhouse gas emissions to 108% of 1990 levels during 2008-2012, as a first step towards reducing emissions by 60% (to 40% of 1990 levels) by 2050;

• T3.6 Use of public transport: increase the use of public transport to 10% of metropolitan weekday passenger vehicle kilometres travelled by 2018.

GoGO Framework objectives:

• Reduce greenhouse gas emissions through improved fuel quality and use of alternative fuels; improved vehicle technology, and increased recyclability of vehicles and by-products;

• Reduce by-products and waste from vehicle use, through reducing accidents and unscheduled maintenance and thereby decreasing costs;

• Encourage employees to utilities alternative transport methods (walking, cycling, public transport, car pooling, etc) to and from work instead of private vehicle use; and

• Encourage efficient and effective travel methods within working hours, through driver awareness training, informed vehicle selection and reduced agency vehicle requirements.

DTEI Actions

Transport Planning, Environment Policy Group has the responsibility to facilitate the implementation of the Lead Agency role in DTEI in relation to Travel and Fleet SA and the Public Transport Division in relation to Fleet Management. Environment Policy together with Fleet SA developed a draft Priority Area Work Plan which addressed the GoGO green objectives; a Discussion Paper which focussed on Corporate Travel; and a paper outlining a Government Workplaces TravelSmart initiative.

The Road Safety Directorate, TravelSmart Group is implementing a TravelSmart workplace program and has developed a TravelSmart workplace kit and has a dedicated staff member who has been actively working with a

number of government agencies assisting them with the development of Green Travel Plans. This includes the EPA, the Department of Premier and Cabinet, DFEEST, SA Water, DEH, Zero Waste, DTED and SA Tourism.
