    FEASIBILITY REPORT TO START A SELF-FINANCED UNIVERSITYOF SCIENCE & TECHNOLOGY IN BIHAR

    1.0 INTRODUCTION

    National experience has established the fact that only professional institutions, with a

    University status, are at the forefront of professional higher education. The

    establishment of a new institution, as a college and its growth to a. deemed University

    or a University is a highly time-consuming process in which merit is just one of the

    many factors. A state like Bihar, which is in a hurry to develop fast, can ill afford such

    a long time delay to acquire a sound professional educational base for its development

    process and to develop into a formidable complex for quality professional education.

    Quality professional education can also grow as 'a knowledge industry and support other

    knowledge based industries, Many states in India have gone around the

    time-consuming walk to the University or deemed University status, by establishing

    (deemed or otherwise) even private universities by an Act cf legislature. With urgent

    and acute demand by various sectors of development on the scarce financial resources,

    it may not be possible or even desirable (if alternate means are available) 'for the state to

    provide financial resources for the establishment of quality professional institutions

    with the status of a University. It is heartening to note that in recent times a number of

    private quality professional institutions have come up. Hence, it is highly desirable that at

    the very start, government encourages private initiative for establishment of quality

    professional institutions by processing the University status, by an Act of legislature The

    government may of course satisfy itself that the University does indeed deserve its

    patronage.

    In view of the opportunities, available on account of the globalization /liberalization and

    commitment of the Chief Minister of Bihar and his government to rapid development, it

    is appropriate to establish a high quality professional international institution with built-in

    University status through an act of Bihar legislature. The blessings of the government, the

    private nature of the University

    and innovative thinking, promise the blossoming of the venture into a world

    class University of which the people of Bihar will be beneficiaries and proud

    participants.

    We enumerate some of the novel/innovative' features of the proposed University,

    which will set it apart from other institutions of higher education.

    1.1 Justification for Starting the University

    A distressing feature of the dependence of the universities on the government

    for financial support and consequent de facto state control of the universities is

    the stress on conformity, as illustrated by similar act, status, regulations, rules

    and even work culture. This has discouraged variety, experimentation,

    quality improvement and development of alternate models. The universities,

    believed to be fountain-head of educational innovation accepted this rigidity,

    imposed by conformance as an invariant situation and did not devote attention

    to seeking alternate models or solutions. Insufficient public funding, growing

    number of students and rising costs have, in the absence of a combative

    strategy, exposed inadequacies in the structure of public universities, burdened

    with outdated constraints and control mechanisms. The sorry state of public

    universities, the apparent success of the concept of self-financing in the field

    of professional education and the much-talked-about pending "Private

    University Bill" have sparked off considerable interest in private Universities.

    The greatest benefit, accruing to a University from privatization is academic

    and administrative autonomy. In case the autonomy is denied or curtailed in any

    manner or the sole emphasis of management is on 'short pay back time (Or large

    net earnings), the benefits get considerably reduced.

    Some of the advantages of a private University are:

    1) Relative freedom from politicization and unionization.

    2) Promotion of initiative, progress, innovation, competition, and development

    3) Freedom for experimentation in academic management.

    4) Higher capacity for self-renewal.

    5) Ability to make rational long range plans, implement them, monitor them

    and make midcourse correction.

    6) Ability to move strategically towards greates excellence and relevence.

    7) Flexibility in raising resources and financial management.

    It is obvious that the Act governing o self-financed private professional University

    has to be very different frorn that, corresponding to government financed Universities.

    in order to take full advantage of globalization, liberalization, innovation and

    service.

    1..2 Basic Objectives of the University

    1.2.1 System of Education to be adopted in the University

    In good old times, a University was content to admit for instruction a specified number

    of applicants, offer rigid courses of Instraction, grant degrees to students. successful in

    the examination, and conduct research of interest to individual faculty members. It

    did not in general, consciously feel any responsibility for those, who could not be

    admitted but were eager to learn.It also did not address the problems faced by the

    community.

    It is now realized that the basic aim of an enlightened University is to serve all those

    who need any kind of knowledge/training/advice (as regular students or otherwise)

    at any time, pace and place. Flexibility, diversity and networking in instruction and

    evaluation have replaced rigidity and religious adherence to rules as the guiding

    beacon lights. In research and development, the shift is from the individual to

    team work. This team has members outside the University if it improves the quality

    of work. Adaptive research, Consultancy and tailored training programmes are also

    actively Pursued,

    Members of the University voice their studied opinions on issues of national, state

    add local importance; for example at least the universities have pre-budget

    seminars, where after the discussions, a suggested national budget is forwarded to

    the Ministry of Finance for consideration. Members of the University system also

    participate in adult education, science popularization, agricultural extension, social

    service (e.g. through NSS) etc.

    1.2.2 Student Orientation Plan in the University

    Conventionally, a University is characterized by rigidity and takes pride in strict

    adherence to rules. The academic programmes are traditional and zealously guarded by

    departments and faculties as their fiefdoms. Thus, in general, the age-old academic

    programmes continue to the exclusion of more relevant and interdisciplinary ones.

    Another feature of the University system, which comes in the way of excellence,

    relevance and service to seekers of knowledge is an obsession with uniformity at

    all levels. There are strong pressures to have almost the same act, statues,

    structures, academic programmes, syllabus and examinations. In the absence of

    variety and experimentation, the development of excellence is most unlikely.

    The persons seeking higher education have different aptitude, different aspirations and

    wide, variation in abilities and background; this divergence is further accentuated by

    reservations for the purpose of equity. Hence, it is most illogical to push all persons

    through the same academic programmes at the same pace.

    Thus there is a need to have system of higher education, such that persons with

    different aptitudes, different aspirations and different abilities can learn at a pace, a place,

    and a time of their choice, by a judicious use of different modes

    (contact,distance,Online ,programmed etc..) of education.

    Taking a cue from Total Quality Management (TQM) and keeping in mind the main

    purpose of the University, there would be quality improvement in instruction,'relevance

    of knowledge, sports, co-curricular activities, student residences, academic infrastructure,

    counseling and career guidance, placement services and general attitude of administration

    (which is at best indifferent to individual students). Attempts would be made to get

    part-time jobs for students to give them real world experience and partial financial

    support alongwith academic relevance.

    A major step towards quality improvement in higher education is the, adoption of a

    flexible modular semester credit system, with internal evaluation.Some desirable

    features of the University are:

    A course may be taken at any University or other establishments (e.g. national

    laboratories, industry, business etc.) or by distance education/ programmed learning

    etc. In case, a grade is awarded by the unit giving the course it will be accepted by

    all participating universities, if not, any University can examine and award a grade.

    The University will lay down the core and optional courses for certificates, diplomas

    and degrees.

    After passing the requisite number of courses or acquiring required number of

    credits, a , student may apply to University for issue of a certificate, diploma or

    degree, which will issued after verification and the student's passing a comprehensive

    viva-voice and possibly a written test.

    The system, which networks universities with the outside world, would lead to higher

    quality, more relevance and consequently better employability.

    In addition to the implementation of a student and society oriented total quality management

    programme, the University would always be reorganizing itself, using the techniques of

    business process re-engineering, where the objectives ace first decided end then an optimum

    structure is evolved.

    The University will accept the responsibility for ensuring (as far as possible ) employment

    or at least employability of the graduating students (at all levels). Academic programmes,

    counseling and ,placement and training services would be aimed towards that end; this

    would not only be limited to professional students but for all students.

    1.2.3 Globalization of the University

    Some of the activities, which may be carried out are:

    Having multiple campuses in India and abroad with local support /assistance.

    Running academic programmes (including dual degree) in collaboration with foreign

    universities/institutions in India and other countries.

    Running academic programmes in the distance education modes, with the participation

    of recognised study centers.

    Conducting 'Certification of Skills' programme for persons, proficient in skills but

    without fortmal certificate/diploma.

    Conducting Training and ED Programmes for business and industry.

    2.0 PRINCIPLES OF UNIVERSITY MANAGEMENT

    Some general principles, applicable to university management are:

    2.1 University and People

    The goals would be challenging, fairly focused and shared by the members

    of the University community and society at large.

    Enough trust will be put In the members, who will be given autonomy,

    consistent with work towards accepted goals:

    Committed key people will be identified and empowered, before

    undertaking.significant tasks.

    -The matrix organization, where persons in a given discipline are put in a

    department and persons from different departments are chosen to form a team

    fares interdisciplinary task, may be most desirable.

    -Healthy traditions and culture will be nurtured.

    -Linkages with interacting systems (society, industry etc.) will be built and

    strengthened.

    Working and thinking together is essential for healthy development.

    Delicate balance between individual autonomy and group effort towards

    common goals would be maintained.

    Self renewal (self evaluation, mid course correction by natural participative

    decision-making and cooperative implementation) would be a continuous

    process.

    -The leader will be fully committed, non-competitive, respectful of other'

    contribution, willing to provide autonomy, capable of establishing linkages

    with the interacting systems, ready to learn from experience and able to

    effectively dispossess the Institution, which he has build.

    2.2 Organisational Structure

    The University organization will be transparent and as flat as possible-in other

    words it would have minimum number of levels (characterized by pay scales);

    this applies to academic as welt as non-academic sides.

    The structure would be like a matrix. The columns represent fairly autonomous

    departements, while rows represent centrally administered tasks like

    postgraduate: programmes, research, and consultancy organized by Dean etc.

    Decision-making will be based on an interconnected system of committees,

    which involves a high cost a time but result in much wanted participation by the

    faculty and other sections of the University. Members of faculty will take part in

    committees concerned with administrative problems and administrative officers

    will participate in academic committees.

    In order to be effective, committees will be properly notified, time bound and with

    clearly stated terms of reference.

    2.3 Emphasis on Academics

    Academic roles would be given much more importance than non-academic ones

    so that there is an urge to be excellent teacher/researcher lather than Head of dept.

    or Dean.

    Non-academic appointments like Dean etc. will be term appointments only and not

    carry any financial incentive, some relaxation of :caching load may be given.

    2.4 Norms and Culture

    Professional and peer relationship would be encouraged. Professional excellence

    must be the most important criterion for recognition.

    Seniority alone would not be the criterion for administrative appointment; the

    rotational system would not be automatic.

    Mature organizational behaviour, particularly, when a person assumes or gives up

    an administrative appointment must be cultivated.

    2.5 Faculty Evaluation .

    A system Of faculty evaluation by students, papers and Head of dept./ Dean would be

    evolved and form the oasis for recognition and incentives (including promotion,

    multiple increments etc.)

    3.0 PROMOTERS OF THE UNIVERSITY

    The Present Promoters have formed a TRUST in the name of Chandra Jyoti

    International Institute of H.R.D. Registered for.charitable purposes as defined U/S 2 [15]

    of the income tax act 1961, which includes relief of the poor, education, medical relief and

    the advancement of any other object of general public utility.

    Dr.Dr. RaRamesmeshh ChandraChandra Ph.Ph.D,D, D.Sc,D.Sc, FRCSFRCS (London);(London); Chairman of the Trust. He is

    former Vice Chancellor of Meerut University, Chairman, Delhi Subordinate

    Services Selection Board, Govt. of Delhi, Dean Faculty of Technology,University

    of Delhi.

    Mr.AbhishekMr.Abhishek DubeyDubey MBA,PGDBA,BScMBA,PGDBA,BSc (Biotech).(Biotech).He is an MBA Graduate from

    University of Mysore with a specialization in Marketing and has over 10 years

    of Industry experience. He also possesses a PGDBA from MSB, Hyderabad. He

    started his career with Wockhardt Ltd as Trainee Territory Manager and then

    moved to Parle Agro as a Brand Promotion Officer. Subsequently he has worked

    with The Times of India as Response and Advertising Officer in the Education

    Times for the National Level Advertising.

    He has made numerous invaluable contributions to IMRB INTERNATIONAL

    the Second largest Marketing Research body in the country in diverse Market

    Research Projects. His Organizational Project & Summer Internship Project got

    The Best Business Achiever Award in 2006 held at MSB, Hyderabad. His

    Bio-Kleen Labs-An Enzyme Based Cleaning Solution was adjudged among

    the Best B-Plan in Cleantech Category in 2008 held at NITIE, Mumbai. The

    Project Bio Kleen Labs was again selected at Abhiyan-2008 in IIM-L & also

    another Project on Green Marketing Ideas at IIT-B in 2009.His project Bio

    Kleen Labs was also Shortlisted for the TATA NEN hottest startup 2009.

    He was Shortlisted for the 2nd Season CNBCCNBC Awaaz'sAwaaz's ChhotaChhota BusinessBusiness BadeBade

    SapneSapne 2010.He also served CIIM (AICTE Approved), Bhopal as an

    Asst.Professor for Management Department.He is also an active Cyber/Online

    Activist for Greenpeace International.

    Smt.Smt. MayaMaya wife of Prof. Ramesh Chandra. Besides being a wife of a reputed scientist,

    educationist and administrator, her family background is agriculture and she is an'

    environmentalist & Social worker, Her support in the form of agriculture and

    environment knowledge, expertise and ownership of agriculture land.

    3.1 Opening for more Promoters

    The registration of other Trustees is invited as such conditions are laid down in section

    11 of the Income Tax Act, 1961 or any other section there of as may from time to time be

    enacted so as to secure the exemptions from tax in respect of the income derives from

    the Trust property is not lost for one year.The present Trustees are reputed persons in

    their areas. Hope a good amount of trust funds will be available for the University.

    4.0 SOURCES OF FUNDING AND ACCOUNTIBILITY

    Trust fund and the earning from the trust agricultural land holdings.

    Trust- donations, allowed under 80 c of Income Tax Act

    Multinationals for whom the courses-sponsored by them will be conducted. The

    passed out students will get employment in Patna. Itself there are a lot of industries

    which are contactable to promote their design courses. There is a shortage of

    trained of manpower in the multinationals to suit their requirement of latest

    technology, management, finance and marketing in thrust areas as proposed in the

    University.

    Govt. and aided institutions for the promotional activities.

    There are certain courses proposed in the formation of the University which will be

    sponsored and promoted by Multinationals/ Industrial Institution/ Foundations/

    Govt. and Non-Govt.Organizations/Banks & Financial Institutions in the Country

    and abroad.

    They will have participation funding for the courses. Besides this they will

    provide' opportunity for employment for the students passed out from the

    University.

    List of such Participant from Multinationals are suggested as given in the Table of

    areas of the courses of the University.

    The Financial Accounts and expenditures will be maintained by chartered Accountants.

    They will be audited under the Trust Act and norms.

    5.0 AREAS OFTIIE COURSES OF THE UNIVERSITY

    Consistent with employability, four criteria for selection of thrust areas may be stated:

    Areas, which are of specific relevance to Bihar

    Emerging areas of inter-disciplinary nature

    Conventional areas, in which there id a heavy demand for competent

    professionals.

    Areas, which lead to enrichment of life, for those who are reasonably

    well provided, financially, for (e.g. retired professionals, senior

    housewives etc.).

    6.0 BUDGET & FEASIBILITY OF THE UNIVERSITY

    6.1 Qualitative Feasibility

    An academic approach, with emphasis on learning, relevance of fields of study and

    flexibility (consistent with high academic standards) is the foundation of high

    feasibility of this programme; the enlightened support of the people and

    government of Bihar of excellence in education would also significantly

    contribute to effective implementation

    The output of a number of excellent schools in Bihar provides a rich source of

    entrants to the University. In addition ambitious young men from abroad and other

    Indian States and the NRIs can also be considered as potential students.

    6.2 FEES STRUCTURE

    There has been considerable criticism -(sometimes justified) of self-financed higher

    education that the system offers no opportunities for meritorious and poor

    students. Taking into account such a criticism and the felt need to encourage (even

    underprivileged) youth from Bihar to take advantage of the opportunities, the

    following fee structure may be adopted.

    The admission has to be strictly on merit, in all the categories.
