Partial amendment to the Enforcement Or-dinance 'ofx Unemployment Insurance Law (Min-istry of Labor Ordinance No. 8 of 1949) shall bemade as follows;

The proviso to Article 1 shall be amended asfollows :
However3 the business concerning the pay-ment of insurance benefits for.the qualifiedrecipient stipulated in Article 18 paragraph 1of the Law (hereinafter called the "qualifiedrecipient") or the said business to be conductedin accordance with the provisions of Article38-(3) paragraph 2 or Article 38-(4) paragraph1 and paragraph 2 of the Law for the insuredperson provided for in Article 38-(3) paragraph1 or Article 38-(4) paragraph 1 of thev Law(hereinafter called the "insured day-laborer ")shall be managed by the Chief of the 'PublicEmployment Security Office in the area wherethe qualified recipient's domicile or temporarydomicile is located (hereinafter called the " com-petent Public Employment Security Office'*).Article 10 paragraph 1 shall be amended as
follows :The certificate provided for in Article 49
paragraph 2 of the Law shall be the SeparationNotice of the Insured Person of UnemploymentInsurance (Form'No. 8) (hereinafter called the"Separation Notice") distributed in advancearcfbng the employers by the chief of the com-petent Public Employment Security^ Officewithin which jurisdiction the working-place islocated, with every necessary matters filled init.The following paragraph shall be added to
Article 10 paragraph 4:5 The employer must keep records on receipts
and disbursements of tyie " Separation Notice"and submit reports if required by the chief ofthe competent Public Employment SecurityOffice.The following one paragraph shall be added to
Article 25:2 In case the chief of the competent Public
Employment Security Office recognizes neces-sity of investigation to confirm the fact thatthe qualified recipient has made earnings byhis labor or has been employed, stipulated in
Article 17-(4) of the Law, the Chief of thecompetent Public Employment Security Officemay postpone the payment of the insurancebenefit until the next pay-day.The following proviso shall be added to the
body of Article 29:However, in case the qualified recipient is not
accompanied by his family and his term ofemployment is very short or under specialcircumstances, the removal expenses providedfor in Article 32 is not paid."(Means the Head-Office, Branch and Agency
and the same hereinafter)" in Article 40 para-graph 1, shall be amended as "(means the Head-Office, Branch, Agency and Revenue Agency andthe same hereinafter)."
" The Chief of the Public Employment SecurityOffice" in Article 46-(2), shall be amended as"the Chief of the competent Public EmploymentSecurity Office."
"The Chief of the Public Employment SecurityOffice" in Article 46-(3), shall be amended as"the Chief of the competent Public Employment 'Security Office."
"The Chief of the Public Employment SecurityOffice" in Article 46-(4) paragraphs 1 and 2, shallbe amended as "the Chief of the competentPublic Employment Security Office " respectively.
"His first appearance within seven days.,."in Article 46-(5) paragraph 2, shall be amendedas "His appearance within seven days.."
Article 4S-(12) paragraph 2 shall be amendedas follows:2 The employer, in the following* cases, may
claim the redemption of the Stamp left bypresenting the Purchasing Book of the ,Un-employment Insurance Premium Stamp to the
. post-office selling the stamp :(1) In case the employer abolished his working*
place or the employment of the insured day-laborers ;
(2) In case the Unemployment Insurance Pre-mium Stamp changes its form.
The following paragraph shall be added toArticle 46-(12) paragraph 2:3 In case an employer desires to claim redemp-
tion of the stamp on the reason stipulated initem 1 of the preceding paragraph, he mustreceive confirmation of the chief of the com-petent PESO beforehand on the PurchasingBook of the Unemployment Insurance PremiumStamp to the effect that the employer comesunder the stipulated reasons.The Form No. 6 and the Form No. 13-(3) shall
be amended as follows:

Supplementary' Provisions :
This Ministerial Ordinance shall come into force as from May 1, 1950.The Separation Notice delivered in accordance with the provision of Article 10 before theenforcement of this Ministerial Ordinance, shall be -regarded until May 31, 1950 as the Separa-tion Notice which has same efect as that provided for in Article 10 paragraph 1 of theamended Law*The report or application submitted, before the enforcement of this Ministerial Ordinance,in accordance with, the provisions of Article 4S-(2) or Article 46-(3) before the amendment,shall be regarded as having been submitted in accordance with the provisions of Article46-(2) or Article 46-(3) after the amendment has been made and-the Insured Day-laborer'sPocket Book delivered in accordance with the report or application shall be regarded ashaving been delivered in accordance with'the provisions of Article 46-(4) after the amend-ment has been made*
