JONG MAN DOODGESKIET: DWELMS, VUURWAPENS ’N GROOT PROBLEEM
in Mandela-rylaan gebeur.
Niemand is in dié voorvalle be-seer nie.
Volgens Hendrik Mouwers, buurt-
wag-voorsitter, is dwelmhandel enonwettige vuurwapens ’n groot be-kommernis in die gemeenskap. Hysê dat kinders so jonk as 15 jaar ouddwelms verkoop en die gebied onge-veer 30 onwettige smokkelhuise het.
Volgens Williams is daar sowat 14dwelmhuise in Sir Lowry’s Pass.

Firefighters battled a vegetation fire in the Helderberg mountains above the Helderberg Nature Reserve yesterday (Wednesday). Theo Layne of Fire and Rescue said the blaze startedin the early hours of yesterday after a fire in the Jonkershoek Pass spread. Poor visibility earlier in the day delayed waterbombing by helicopters. By midday Koos Jordaan, LourensfordCEO, said firefighters were deployed to the slopes of the mountain and that the fire was controlled. He was grateful for the support of the community. Proposal on table for N2 arrestor bedDALEEN FOUCHÉ
Authorities are moving ahead with plansfor an arrestor bed at the bottom of SirLowry’s Pass.
Two lives have been lost in the last twoyears when runaway trucks ploughed intomotorists at the bottom of the pass approach-ing Somerset West.
On Monday the same tragedy nearlyplayed itself out again when a truck comingdown the pass allegedly failed to break. Thetruck hit the back of two stationary cars thatwere waiting for the traffic lights at the Gor-don’s Bay turn-off to turn green.
No injuries were reported. It was at this intersection that Wynand Cil-
lié (22) lost his life in December last yearwhen a runaway truck crashed into him.Two years earlier, 25-year-old Thelana Kot-ze, a teacher from Stellenbosch, was killedwhen her small Nissan bakkie landed underthe wheels of a heavy-duty runaway truck.A petition was started last year to install anarrestor bed at the pass to bring runawaytrucks to a stop.
Al-Ameen Kafaar, spokesperson for theWestern Cape Department of Transport andPublic Works, says a feasibility study has
been completed. He says the study showedthe road reserve is not wide enough to buildan arrestor bed on the proposed site, addingthat additional road reserve will have to begained from the neighbouring nature re-serve. Kafaar further says that in order for
the Department to gain the identified land,an Environmental Impact Assessment hasto be done that includes a public participa-tion process. This appointment will onlyhappen after the end of March, or during thenext financial year, starting 1 April.
The truck involved in an accident at the intersection of the N2 and Old Sir Lowry’s Pass Road on Monday.

in Smit Street where one of the suspects rentsa room and looks after the property at night, after receiving a tip-off that drugs were beingstored there. According to Strand policespokesperson Constable Mbulelo Mafuna, 229small bags of tik as well as 15 bigger bags, witha total value of R450 000; 502 mandrax tabletsworth R25 000; 126 different calibres of live
rounds; three 9 mm firearms and one .38 re-volver were found. AECI to sell off landDALEEN FOUCHÉ
The massive landholding known as Paar-devlei may have new owners before the endof the year.
AECI, the current landowner, confirmed toDistrictMail this week that it is considering various offers for the more than 740 hectaresthat constitute the bulk of the Paardevlei land-holding.
The current value of the land is an estimatedR545 million.
Fulvia Putero, spokesperson for AECI, saysthe reason for the sale of Paardevlei is becauseproperty development is not part of AECI’s core business. Putero adds that AECI would like to see the deal concluded this year.DistrictMail reported previously that once
developed, Paardevlei could constitute an en-tire new town. Previous plans to develop theland in various precincts would have seen theland transformed into mixed use nodes that would include residential, commercial and in-dustrial development.
Benedicta van Minnen, ward councillor forthe area, says this will most likely still be the
case. She has been following the changingplans of the Paardevlei landholding close-ly for several years now and says that al-though several proposals have been on the table, the core strategy for the develop-ment at Paardevlei has always been mixed land use. This is because Paardevlei isthe last big landholding available for develop-ment in the Helderberg and there is a big needto create more jobs in the area. She says thisis especially true now that there is such a largeinflux of people into the area.
A mixed use development for the area wouldenable people to “live, work and play” in thesame area without having to travel to the cityand put extra pressure on the roads.
According to Putero, some parts of the DeBeers Precinct, which was originally 45 hec-tares in extent, have already been rezoned formixed use, with some erven already sold anddeveloped. This includes the private 100-bed hospital that is currently under constructionand the existing micro beer brewery and winecellars.“AECI’s plans are aligned to the City ofCape Town’s Regional Spatial Development Framework. For any landowner, the finalisa-tion of such plans, and any amendments there-
to, require a public participation process,” saysPutero.
Van Minnen says the historical buildings atPaardevlei will be protected. She also adds thatit is essential that the Paardevlei coastline, which is currently a protected area and an im-portant breeding ground for several sea birds, must remain a protected area.
Paardevlei was purchased by Cecil JohnRhodes to build a factory to supply De Beerswith explosives in competition to the Modder-fontein factory, which had a monopoly at thetime. Production started in 1903 and the factorygrew to become an integral part of SomersetWest until production operations ceased in thelate 1980s.
Putero says that AECI is no longer involvedin any large-scale manufacturing activities inthe Helderberg. “It nevertheless does and willcontinue to participate in the Western Cape economy through the supply of products.”

Young rugby player’s death shocks rugby communityMARK STUART
The death of the young Strand United rug-by player Muneeb Fanie (21) during rugbypractice at the Gustrouw sports groundson Wednesday 4 March, has left the tight-knit local rugby community in shock.
According to Muneeb’s father, NazeemFanie, Muneeb suffered from a geneticheart disorder that resulted in the thick-ening of the walls of his heart. Nazeemsaid that besides this, Muneeb was in goodhealth.
A player who was training alongsideMuneeb on the day said everyone was tak-en by surprise when he collapsed, but theydid all they could to help him.
They quickly got a car onto the field andrushed him to hospital.
He said Muneeb was going flat out atpractice and was not holding back at all.He looked fit and healthy.
He added that there are always fullyqualified first-aid personnel at matches, but never at practices.
The Western Province Rugby FootballUnion (WPRFU) has made it mandatorythat no rugby matches in the provincemay start without first-aid personnel be-ing present. However, this rule does notextend to practice sessions.
Danny Jones, WPRFU head of amateurrugby, emphasises though, that all clubshave to have either level 1 or level 2 quali-fied coaches, which includes first-aidtraining, as well as BokSmart qualifiedpersonnel. BokSmart is the South AfricanRugby Union’s safety programme, devel-oped in association with the Sports Sci-ence Institute of South Africa.
In light of what happened to Muneeb, players at several local clubs have sinceindicated that they would like to see fullytrained first-aid personnel present at all
practices. They said this was becausemost clubs had at least three 90 minutepractices a week and matches were only80 minutes long.
A spokesperson from one of the clubssaid they have fully trained CPR person-nel at all their practices.
He said there was also a trauma boardon the premises and they ensured thatpersonnel who were already BokSmart, updated their training every two years.
Another local club’s spokesman saidthey had first-aid personnel at all practic-es, as well as at all games.
He believed that all clubs should havefirst-aid staff at practices and those thatdid not should get people trained and askthem to attend all practices.
He said at the very least that they shouldhave direct contact with doctors or witha qualified St John’s First Aid staff mem-ber.
Sportman het voluit geleefDELIAH BRINKHUIS
“Hy was my baby en het voluit geleef.
Nazeem sê Muneeb wasandersins in goeie gesondheid.
Hullewil graag hul dank daarvoor uitspreek.
“Mense het so baie mooi herinneringe aanhom met ons gedeel wat ons laat besef het hoegeliefd hy was,” sê Nazeem.
Muneeb Fanie is hier afgeneem met die beker wat die o. 20-span van Strand Uni-ted verlede jaar by die WP-prysuitdeling ontvang het.

Minister ‘extremely concerned’ about H’berg HospitalThere is still no commence-ment date or site for a plannednew government hospital inthe Helderberg.
The provincial health depart-ment confirmed that it plans to re-place Helderberg Hospital with anew, larger facility, but couldagain not provide any further in-formation or a timeline for theplanned facility.
“The decision on the exact loca-tion and the start of constructionfor the new hospital has not beenfinalised. It is dependent on in-
puts from other directorates anddepartments such as the Depart-ment of Transport and PublicWorks,” says spokesperson Siv-iwe Gwarube.
Last week DistrictMail report-ed on the department’s interimplans to bring relief to the facility(“Hospital upgrade on the cards”,5 March).
The department announcedplans to add an extra 14-bed over-flow observation ward to the hos-pital, while it also believes theopening of the under-construc-tion Community Day Centre
(CDC) in Asanda Village, Nomza-mo, will offer some relief.
Following DistrictMail’s mediaquery to the department, whichincluded outcry messages fromthe community, provincialhealth minister Dr NomafrenchMbombo conducted an unan-nounced visit to the hospital onWednesday 4 March, to evaluatethe conditions at the facility first-hand. “I am extremely concernedabout the state of this health facil-ity and the quality of the serviceour clients are receiving due tomassive challenges that we face
at the hospital,” she said in astatement.
“Presently, Helderberg Hospi-tal does not have the capacity forthe large patient load that it ishandling.”
Furthermore, Mbombo againlabelled the planned new hospitalas a “long-term” plan, despite italso carrying the tag of a “priorityto the department”.
“This is why many measuresare being put in place to meet thegrowing demands of the people inthe area.”
In the statement, Mbombo sets
out the department’s short-, medi-um- and long-term goals for effec-tive health care in the Helder-berg. This included the construc-tion of a new Community HealthCentre to replace the Strand CDCand Gustrouw CDC, as these facil-ities are “not appropriately ca-pacitated to deal with servicepressures in the respective com-munities”.
“Incremental changes will beimplemented while we work to-wards our grand goal of supplyinga regional hospital, a new CDCand CHC,” she concluded.
FOCUS ON STREET PEOPLE: Local organisations and churches joined forces during a workshop this past Saturday to find solutions and workable measures to assist street people in the Helderberg. Andy Loughton, chairperson of the Local Network of Care (LNOC) says the need for more shelters in the Helderberg, as well as an assessment centre were highlighted during discussions. The problem of drugs and alcohol that are freely available on the streets was also discussed. The proposed business plan for the Som-erset West SRA suggests three armedguards to patrol the CBD on foot and onevehicle with two armed guards. In addi-tion to this, the budget makes provisionto hire a Law Enforcement officer throughthe City of Cape Town’s Rent a Cop initia-tive.
The proposed budget for the first yearis R2,1 million, with R1,2 million to bespent on security. The steering committeehas already spent R70 000 to get the appli-cation off the ground, said Magel Grové,who serves on the committee.

jaarsdag.
blomme bespaar is nie.

Community must take hands to root out taxis’ noise pollution
I’m a resident of Macassar and thenoise made by the taxis with theirso-called music is a real bone ofcontention.
I have, on numerous occasions, called on the police, but their re-sponse was not satisfying.
I even contacted the City of CapeTown’s Law Enforcement, but thistoo was to no avail.
Noise pollution is not somethingauthorities can be bothered with.
With complete arrogance, thetaxi drivers are terrorising our
communities and bullying us todesperation.
My other concern relates to thechildren these “gentlemen of theroads” are transporting. Alreadyour schools are struggling withdiscipline and poor performancesfrom learners.
I wonder how many of our chil-dren have to go for regular hearingtests.
Can they really hear what theteachers are teaching after manyyears of exposure to this deafening
and ruinous noise?I’m calling on the assistance of
the community; maybe the princi-pals and the provincial Depart-ment of Education will do some-thing about this terrible scourge ofour peaceful communities.
These drivers, who call them-selves a service to the public, arein many ways more of a hindrance. The few good ones must be exoner-ated from this complaint.

Angs heers waar bendeshanduit ruk
Misdaad in Sir Lowry’s Pass istans ’n brandpunt vir plaaslike wets-toepassingsagentskappe.

Stabbed in Hell Run zone) It is so sad that so many people’s lives
are in danger on our national roads. Whycan’t the police arrest people walking on ournational roads? To my knowledge, peopleare not supposed to walk on the nationalroads. There are also people picking upworkers on the N2 near Somerset West andnothing is being done to stop it. Why can’tthey pick up their workers on the roadsleading to the N2? William Moses
) I agree, William Moses. Anyone walk-ing on a national road should be picked upby the police. Our beautiful country is law-less, because our government is lawless. And no, another meeting about the situa-tion will not help; action will. Trudy Davies
Accident recorded on a dash camera) Well now, we can clearly see that some-

) Where can one buy the dash camera?June Smith
) We have one; bought it at Top CCTV.It is mostly used to track our business vehi-cles’ comings and goings. It has GPS as well.Claudette Groenenstein
) I use one since I was in court for a trafficcase. Now the judge can choose to believewhat others say or see and hear what reallyhappened. Costa Dirk

Now settled in the Wilderness ar-

Airbus orders boost local manufacturerDALEEN FOUCHÉ
A local company that special-ises in manufacturing aero-plane parts is already bene-fiting from the recent an-nouncement that Airbus, aEuropean aeroplane consor-tium, is increasing its pro-duction.
AAT Composites, a localmanufacturer of aeroplaneparts such as aeroplane seats, curved wallsand lavatory walls, was started in Somer-set West in 1983.
Airbus recently announced that it re-ceived big orders from various airlines, in-cluding Turkish Airlines and VietnamAirlines.
Airbus contracts various companies tomanufacture parts of the aircraft. AATComposites is a second-tier contractorthat supplies a contractor to Airbus.
Dr Holger Friehmelt, managing directorof AAT Composites, says the company has
seen a growth in demand forAirbus parts.
He cautions, though, thatan increase in industry play-ers means that a spike inbusiness is not guaranteed inthe long run. “There aremany new competitorsacross the globe trying to en-ter this growing market.”
Friehmelt explains thateven though AAT Compos-ites is an established compa-
ny with a very good reputation, it is look-ing at its current strategy to stay aheadof the competition by ensuring it investsin new materials and manufacturing proc-esses. “We have invested in new technolo-gies in the past few months and will contin-ue to do so in the coming months.”
AAT Composites is situated in De BeersAvenue and employs over 400 people.
Its location in Somerset West is also aplus, says Friehmelt, as clients alwayslove visiting South Africa – and SomersetWest in particular.
AAT Composites’ factory in Somerset West has an array of press claves, which are used to manufacture aeroplane parts.
tors. That’s what an asset manager gets paidto do. However, as the amount of assets undermanagement grows, that manager’s opportuni-ty set contracts – particularly when it comes
to equities. If we look at unit trust funds and
portfolios, the investable uni-verse of these entities can becomesignificantly more restricted thelarger they grow.
There are rules against fundsbuying more than 10% of theirportfolio in any one companywhere the market capitalisationexceeds R2 billion and more than5% of any one company where themarket capitalisation is less thanR2 billion.
In addition to these prohibi-tions, most fund managers – froma risk-management point of view– do not like to hold excessively
high holdings in any one company – particular-ly the smaller companies where liquidity ofstock can be a significant issue. The larger theopportunity set a manager has, the better theycan allocate capital to companies which havegood prospects – companies which are offeringvalue and companies which, relative to the restof the universe, have the greatest probabilityof outperforming. The opposite side of this coinis that the smaller the opportunity set, the few-er the opportunities.
Investors in South Africa can invest inabout 440 companies listed on the boardsof our local stock exchange. There are, how-ever, a multitude of companies in which in-vestors invest in around theglobe.
South African unit trust manag-ers can choose to expand the oppor-tunity set of companies they will in-vest in by making use of the flexibil-ity provided to them by locallegislation and buying offshorecompanies.
If they choose to do this, they willbe able to expand their opportunitysets.
Fund managers who buy both lo-cal and offshore companies willhave an expanded opportunity setto choose from, while those manag-ers who choose to only invest inSouth African companies will have a more re-stricted opportunity set.
Some asset management companies havevery large portfolios which they are requiredto manage. Their opportunity sets are restrict-ed by both the restrictions imposed by local leg-islation, as well as the risk of overexposure tosmaller companies.
There are a lot of investors who choose toinvest with the biggest fund managers. Theseare guys who have often been around for a longtime and who have accumulated, and continueto rake in, significant flows of cash.
These are managers who are obliged to allo-cate their investors’ money to assets whichneed to grow to meet the needs of their inves-

Die atlete, van links, is: Misha Eras-mus (meisies: o. 17, 200 m),Cherize Steyn, meisies: o. 17, 100 m en 200 m),Karla Prins (mei-sies: o. 14, gewigstoot), Mercia Oosthuizen (meisies: o. 17, 100 m hekkies en 100 m),Thabo Ntuthu (seuns: o. 17, 10 000 mstap), Jada Dippenaar (meisies: o. 15, hamergooi), Delia Meyer (meisies: o. 19, 10 000 m stap), Clarise Lerm (meisies: o. 17, hamergooi), Simone Ros-souw (meisies: o. 17, driesprong), Dewald de Koker (seuns: o. 14, 400 m), Elke Briedenhann (dogters:19 hamergooi), Kyle Jantjies (seuns:19 verspring), Melissa Niemand (meisies: o. 17, hamergooi), Christall van Rensburg (meisies: o. 17, hoogspring), Shannon Vermeulen (mei-sies: o. 17, 100 en 200 m), Reinhald Vogt (seuns: o.14, 800 m), Jodri Oosthuizen (mei-sies: o. 19, 100 m hekkies) en Zaid Williams(seuns: o. 19, 400 m en 800 m).
AT THE HELM: Beaumont Prima-ry School’s head prefects for the year, from left, are Alain Rauten-bach (deputy head boy), Pierre Andro (head boy), Shannon Swanepoel (head girl) and Rachel Uys (deputy head girl). They were selected in last term of last year and worked closely with their pre-decessors, who taught them to serve their school, lead effectively and work as a team to meet chal-lenges. The student council also at-tended a leadership training camp earlier this year.

While shore angling from “die walle” atStruisbaai, Alan du Plessis reported a num-ber of anglers having good catches of kob. Hetagged and released 5 kob between 2 kg and6 kg using fresh chokka.
During the weekend the South Easter keptmost of the small boats off the water. Therewere however a few kob taken by two kayak-ers fishing close to the Poort.
Gus Rautman said that very few boats fromthe Simon’s Town side of False Bay could goto sea. He and his crew busied themselvescatching plenty of mackerel just outside theharbour while fishing on “Kiora”.
There were also reports of shoals of mack-erel inside Cape Town docks and also at thewaterfront entrance.
It appears this is the first time that macker-el have been reported in the entrance of thewaterfront.
Due to the sudden changes of water temper-ature there is very little bubble weed and oth-er sea weed in the shallows and on our beach-es. There is however a substantial amount ofred bait, which has been washed ashore allalong the coast.
This should be collected and stored and pre-served for use now that the galjoen seasonis once again open.
For all your reel repairs and services, con-tact Art on 021 854 3831.
Send your fishing news and photos [email protected].
During the lull in the South Easterly windon Sunday morning a number of local “diehards”, fishing off Blake’s Beach, resort-ed to spinning after noticing a flock ofsterretjies diving onto bait fish close tothe beach.
Most of the activity was between the Strandswimming pool and in front of Welgelegenflats. Pieter Brink and his wife Hillary, bothmembers of False Bay Angling Club, led theway. Pieter caught and released six leervisof ± 73 cm, while Hillary beached and re-leased a leerie of 83 cm.
All the leervis were foul-hooked in the dor-sal fin. A number of other anglers also con-versed on the couple, also catching and re-leasing some size leer fish.
A few locals fishing on the reefs caughtsmaller kob and some size galjoen.
Leonard Engelke reported that the localkabouter team had a clean sweep while fish-ing in the five species competition hosted byAshton Fishing Club in the Struisbaai area.
Around 200 anglers took part. The kabouterclub located a sheltered stretch of coast be-tween Brandfontein and Agulhas where theycaught 30 kob with a total weight of 77 kg(6 anglers).
Frans Marais had best bag of 22 kg followedby Joe le Roux with 18 kg. Third was LeonardEngelke with 16 kg. He also had the biggestfish, which weighed in at 11,8 kg.
Unfortunately, due to rough water, veryfew anglers from other clubs weighed in fish.
J.D. van der Merwe won the Gordon’s BayRock and Surf Angling Club competition, alsoheld on Saturday, with two galjoen and twodassie. Second was Hugo Krynauw with a kobof 4 kg and third Christo Botha with a kobof 3,75 kg.

Newly promoted Western Province Su-per League A side, St. Georges (LuluBoys) hosted neighbours Macassar
(MC Boys) at the Gustrouw Sports Groundson Saturday 7 March.
This was the Lulu Boys’ first warm-up matchof their 2015 campaign. They lost 22-20. A lastminute penalty conversion from the young, yetexperienced Garth de Bruin, resulted in victoryfor the visitors.
St. George’s sensational winger, Michael la
Meyer, scored the first try of the match. MorneAdams missed the conversion.
Possession exchanged hands a few times dur-ing the first 20 minutes until Macassar’s veter-an flank, Owen Adams, scored a well workedtry after a few phases. De Bruin added the extrasto give Macassar a 7-5 lead.
It was Adam’s educated boot that saw the Lu-lu boys claim back the lead with a well-directeddrop goal.
It was however La Meyer who had the finalsay in the first half, with his second try. Theconversion was wide, bring the half-time scoreto 13-7.
The home-side struck back shortly after thebreak with a converted try from newly recruit-ed inside centre, Ashwill van Heerden. Scrum-half Kerwin Felton made a successful conver-sion.
At this point it seemed like the Lulu Boys hadthe match pretty much sealed up. With the windat their backs, the MC boys hit the rucks hard, captain Burnodick Julius leading from the front.
Winger, Clare Hansen, went over for Macas-sar’s second try, De Bruin however missed theconversion. St. Georges replacement veteran forward, Farrel Sauls, made a huge impact at
the breakdown, dominating the contact, this however proved to be futile as Julius went overfor his side’s third try.
De Bruin added the extras, 20-19. It was De Bruin’s boot that pushed the score
in the favour of Macassar as he slotted a latepenalty to win the match for the visitors.
The game was started with a sombre atmos-phere as the news of the tragic accident that claimed two players and one spectator from Franschoek RFC.
