HIGHLIGHTS OF DISASTER RESPONSE ACTIONS
1. Activation of Response Cluster Operations Center on October 17, 2016
2. Response Cluster Teams composed of DSWD CO QRT headed by
Director Carlos Padolina and OCD Central Office headed by A/Sec.
Rodolfo M. Santillan were deployed to Region II on October 19, 2016;
3. Inter-Cluster Contingency Planning for Eagle Claw was conducted on
October 19, 2016 at 9:00PM presided by Col. Edwin Sadang and
Director Felino O. Castro, V;
4. Developed the TY Lawin Disaster Response Situation Map available
online at http://dromic.dswd.gov.ph
5. NDRRMC Disaster Operations Caravan arrived in Regions 1 at 2Pm
and CAR at 9:00 on October 21, 2016.
6. Conducted an Aerial Reconnaissance in Region I and II headed by
Secretary Judy M. Taguiwalo, Undersecretary Ricardo Jalad,
Undersecretary Vilma B. Cabrera and cluster member heads on
October 21, 2016.

Status of Prepositioned Resources: Stockpile and Standby Funds The Central Office (CO), affected Field Offices (FOs) and National Resource Operations Center (NROC) have a total stockpile and standby funds amounting to ₱1,101,339,177.36 with breakdown as follows:
a. Standby Funds
There is a total of ₱745,729,683.18 standby funds at the CO and FOs. Of the said amount, ₱723,119,508.87 is the available Quick Response Fund at the
CO.
b. Stockpiles There is also a total of 297,566 Family Food Packs (FFPs) amounting to ₱109,923,954.91 and available Food and Non-Food Items (FNFIs) amounting to ₱245,685,539.27.

Status of Displaced Families / Persons A total of 56,226 families or 237,681 persons were displaced in Regions CAR, I, II, III, CALABARZON, and V; of which, 29,533 families or 116,826 persons are currently taking shelter in 1,095 evacuation centers while 18,018 families or 83,986 persons are staying with their relatives and friends.

• Activated the Emergency Telecommunications Cluster (ETC) since 151500H October 2016 • Regional Rapid Emergency Telecommunication Teams (RETT) in Regions I, II, III and CAR and
were activated and on standby alert • Satellite Phone System at all OCDROs are on standby alert • Directed the OCDROs to utilize the Mobile Application “Batingaw” for information
dissemination and status updates • Disseminated warning information about Typhoon LAWIN (HAIMA) to general public through
telecommunication companies using the cell broadcast system. • Provided Thuraya load credit on OCD CAR satellite phone units • Established contact to Lal-lo, Cagayan through satellite phone from OCD II

DSWD • Activated all DRTs, SWAD team, 4Ds and KCC personnel at the local level for possible
deployment • Deployed DSWD RETT Riders equipped with Satellite Communications, Radios and
Motorcycles in Region II • Provided High Speed Internet Service Augmentation to Response Cluster Operations Center • Provided VSAT (Very Small Aperture Terminal) • Prepositioned three (3) land-rover with Codan UHF/HF radio to be deploy in Region II

• Deployed personnel to the Response Cluster Operation Center on 19 Oct 2016 to coordinate with telecommunication companies for their preparedness response effort.

• Deployed HF base radio and radio operator at the Response Cluster Operations Center in
Camp General Emilio Aguinaldo, Quezon City
• One (1) communications van dispatched to NOLCOM and one (1) communications van on
standby-alert at CEISSAFP.
• Provided six (6) radio man personnel to man the three (3) land-rover from DSWD
PNP • Deployed their RETT at Regions I, II, III, CALABARZON, MIMAROPA and V

• Installed HF, VHF and UHF base radios with operator at the Emergency Operation Centers in Regions I, III and CAR

crisis communication coordination efforts • 40 reports manually captured, 7 actionable reports, 2 reports escalated to SRR cluster
Philippine Amateur Radio Association (PARA)
Ham Emergency Radio Operation (HERO) on red alert effective 19 October 2016, 5:00 PM.
Two (2) ham operators started monitoring at the DX1PAR/NTC Central station on
144.740MHz on VHF and 7.095MHz and 7.500MHz both on HF band.
On 19 October 2016, 5:30 PM, stations from the following locations checked in and provided
weather reports:
- DU2ARN of Tuguegarao PDRRMC – also on monitor at 144.200 local and 7.095, gave out
his number 09192111962, already on battery power
- DV2AMB of Laoag City – on battery power
- DX2EVM with 4F2CXI – Baguio City, with echolink
- DU2AZK Baguio
- DU2JAK Laoag City – on battery power
- DV2MCM at CAR-OCD Baguio City – on generator

One (1) paramedical team from Vicente Sotto Memorial Medical Center (VSMMC) is
on standby ready for deployment to the affected areas.
Augmented a total of PhP 2,195,775.44 worth of assorted drugs, medicines and
medical supplies are en route to Region I (PhP 554,339.84) and CAR (PhP
1,641,435.60).

PHILIPPINE INTERNATIONAL HUMANITARIAN ASSISTANCE CLUSTER
DFA received an email from HandiCap International extending its help for the for the affected families.
The non-partisan organization is closely working with the Philippine Embassy in Washington DC and is willing to extend assistance to the country if needed.
DFA is still on stand-by and awaits for the President’s call for International Humanitarian Assistance
DFA recommends to Regional Consular Office in the affected Regions I, II and CAR to waive the passport appointments and allow for walk-in;
The authentication of process for Foreign Service Posts be waived in the affected areas
DFA instructed to document and report offers of international humanitarian assistance to NDRRMC
Response Clusters are requested to document gaps in resources for possible requests from the international community.
Offers are to be matched with request for international humanitarian assistance by national government agencies. Matching of requests and offers to be done with the Philippine Humanitarian Assistance Registry being operated by OCD.
Acceptance of offers of assistance depends on call for international humanitarian assistance by the President.

PIHARC (OSS) members have been instructed to be on standby alert for possible activation.
NDRRMC is reminded of chain of requests need to be followed - barangay - municipal - provincial - regional - national - clusters.
PIHAC also notes that the principle to exhaust all national resources before seeking international humanitarian assistance should be exercised
Reminder to all LGUs again to channel all offers of international humanitarian assistance (in country and abroad) through channels, particularly through NDRRMC and Response clusters.
DFA - UNIO coordinating with UNHCT on coordination with NDRRMC on activities of UN agencies.
Avoid unwarranted reports/ criticisms of unheeded requests for assistance being broadcast to the international community by forwarding resource gaps through proper channels for action or remedial measures.

Deployed WASAR teams have engaged in rescue operations in Isabela and clearing operations in Cagayan.
Deployed 2 teams, each composed of personnel with backgrounds on shelter,health/wash, livelihood and disaster management with the task of conducting a rapid damage assessment and needs analysis in Cagayan and Isabela.
Another team was also deployed to also conduct a rapid assessment in Abra and Nueva Ecija and their cluster provinces and municipalities.
A total of Four Hundred Fourteen(414) Passengers, Twenty Nine(29) Rolling Cargoes, Seven (7) Vessels andTwelve (12) Motorbancaswere stranded in port caused by Typhoon “Lawin”.

The DSWD FO-II are conducting rapid assessment simultaneously in Cagayan and lsabela with two teams, of which DReAMB Assistant Bureau Director Carlos Padolina is with the Cagayan Team.
The DSWD-FO II has enough stockpile of food and non-food items and standby funds.
DSWD FO-II have put up our Donors', Volunteers' and Media Desks, manned by the designated members of the DMRT on duty.
The DSWD-FO II C/MATs are assisting in the relief distribution at the municipal level while the PATs are doing coordination, collaboration and appropriate documentation at the provincial level.
DReAMB ABD Carlos Padolina attended/convened the Response Cluster meeting on 20 October 2016 at 2PM to re-update everyone on what have been done and what were the assistance provided. The major concern was the difficulty in getting updates from other agencies due to unavailable networks. The objective of the meeting is to be able to get the over-all scenario/picture on the effects of Super Typhoon Lawin and the activities done.
Another meeting was conducted at 7PM at the Valley Hotel, which serves as the temporary Operations Center of OCD-Region II.

DSWD-FO III has a total of 253 evacuation centers open and being monitored by the field office in coordination with DPEOs. From 10PM of October 20, 2016to 5AM of October 21, 2016, there is an increase of 20.16% in terms of Evacuation Centers which mostly come from the province of Aurora (with an increase of 51 ECs) and Nueva Ecija (with an increase of 11 ECs).
As per report from the DPEOs, there are 5 Damaged houses (1 totally and 4 partially) from the province of Tarlac and Aurora respectively.
One (1) Military truck will deliver the prepositioned 300 bottled water to DPEO, Aurora
At 11:07PM yesterday, 5,000 FFPs were received at Moncada, Tarlac, delivered by NROC.
