Development of Site/Structure Address Points GIS Data for 9-1-1
Cheryl Benjamin GIS Program Office
NYS Office of Information Technology Services
Background
• Late 2011 New York State SAM Project initiated
• SAM Project goals: • Create a publically available statewide file of structure based Address Points • File will support NG9-1-1, 9-1-1 and other purposes • Build to NENA Standards
• Reviewed NENA Standards • Data Formats for 9-1-1 Data Exchange & GIS Mapping, Data
Collection and Maintenance, and draft NG9-1-1 GIS Data Model • No guidance on where to place a point or how many
• NYS submitted NENA Issue Identification Form in January 2012

NENA Deliberations
• Discussion at February 2012 NENA Development Conference
• Debate and discussion on definition of “address” • Agreed to move forward as an Informational Document
• Workgroup formation planning meeting at June 2012 NENA Annual Conference
• Two co-chairs identified • Richard Kelly, 911 Datamaster (Private sector) • Cheryl Benjamin, NYS GIS Program Office (Public sector)

Formation of Work Group
• Prepared Scope of Work • Notice of Interest to NENA Members in July
• Forwarded to NSGIC and State GIS Organizations
• Initial Meeting August 15, 2012 • HUGE interest in Work Group
• 67 members by initial meeting, 95 by December • Currently about 70 members
• Initially one hour weekly meetings, now 90 minutes • 3-4:30pm ET, Wednesdays • Typically 40-45 people on a call
• Document development by collaboration

Site/Structure Address Point (SSAP) Work Group
• To be addressed in the document: • What type of addresses are we mapping • If/when a driveway access point is needed • If/when should more than one driveway access point be
represented • If/when should more than one structure access point be
represented • Jurisdictional boundary lines intersecting a parcel, site, or
structure • Using a hierarchical addressing system (e.g. business park
or apartment complex) • Spatial accuracy recommendations for placement
October 2013 NSGIC Annual Conference – Kansas City, Missouri
5
SSAP Document Objective
• Guidelines for developing address points data for use in 9-1-1 and public safety applications
• Address points represent addresses assigned by local addressing authorities
• While there are other uses outside of 9-1-1, their placement requirements not considered
• Out of scope: • Address assignment • Labeling and symbolization • Data structure

SSAP Document Structure
• Uses NENA Informational Document template • Section 1 – Executive overview • Section 2 – Introduction
• Operational, technical, and security impacts • Cost factors • Acronyms and definitions
• Section 3 – Technical Description • Section 4 – Recommended readings and references
October 2013 NSGIC Annual Conference – Kansas City, Missouri
7
Section 3-Technical Description
• Address Point Usage in Public Safety Applications • NG 9-1-1 Location Validation • NG 9-1-1 Call Routing • 9-1-1 Map Display • Computer Aided Dispatch • Vehicle Routing • Emergency Notification
• Address Points vs. Access Points • Access point directs emergency responders to an address
• Address Point Placement Guidelines – Methodology

Section 3-Technical Description
• Accuracy Considerations • Positional accuracy
Imagery GPS data collection Source data
• Attribute accuracy Age/currency of imagery Age/currency of source data Completeness
• Topology
• Best practices • Metadata

Point Placement Methodologies
• Currently 7 methodologies identified • Placement of an Address Point Based on:
• Parcel • Property Access • Structure(s) • Site • Exterior Structure Entry • Interior Locations Within a Structure • Geocode Addresses off of Road Centerlines
October 2013 NSGIC Annual Conference – Kansas City, Missouri
10
Methodologies Structure
• Started with what we already knew how to do • Calculated and Manual Point Placement options
• Placement may be an interim solution
• Illustrative graphics • Advantages and disadvantages • Notes • Special Cases • Methodology Usage Matrix
• Quick reference as to the suitability of each methodology

Calculated Placement - Parcel

12
Example Notes (Parcel)
Notes: • Address point must fall within the parcel
boundary. In some situations (e.g. L-shaped lots) this may require setting the GIS software’s setting/configuration to always place the point inside the polygon or manual adjustment.
• May not visually indicate the road segment that has been assigned as the structure’s address

13
Special Case – Property Access
October 2013 NSGIC Annual Conference – Kansas City, Missouri
14
Items of Debate
• Placement for some special cases • Multiple properties sharing the same driveway, access
road, or other primary entrance • A group of addressed structures sharing a single address
number and subaddress information is not known, provided, or assigned
• Preferred point placement method(s) • Multi-point features • Accuracy • Best Practices • When people don’t agree…
• Parking lot • Subgroup
