Subject 3rd RED CROSS YOUTH DISASTER RISK REDUCTION YOUTH CAMP

1. The Red Cross Youth (RCY) Nueva Vizcaya Chapter in partnership with Department of Education through the Disaster Risk Reduction Management (DRRM) and Youth Formation Program (YFP) Units shall conduct the RCY DRR Youth Camp on October 23-27, 2018 at the Nueva Vizcaya Sports Complex (Clisoc Field), Bayombong, Nueva Vizcaya.

Practical Information Guide

The Red Cross Youth Disaster Risk Reduction Camp 2018 has been organized to highlight the important role of the youth in nation building as change agents and leaders. We bear the responsibility of nurturing them and providing effective measures to engage them in activities that allow them to contribute to productivity and development.

Through the camp, we see an opportunity to develop a culture of friendship and cooperation among young people as we provide them an avenue to meet and understand intercultural characters. We aspire of inspiring them to further live by the movement's fundamental principles and imbibe in them a values-oriented leadership.

RCY ORR Camp will be conducted by the Red Cross Youth Nueva Vizcaya Chapter in partnership with the Department of Education, Division of Nueva Vizcaya. It is a 5-days (to include day 1 as arrival and day 5 as break camp) youth camp that brings together Youth Volunteers of Philippine Red Cross Nueva Vizcaya Chapter from different schools and communities.

I. OBJECTIVES

General Objective

To provide a broader platform for youth engagement and develop their capabilities to strengthen their involvement in the delivery of services.

Specific Objectives

o Promote service, solidarity, camaraderie and leadership among Youth Volunteers; o Impart self-reliance and resourcefulness through survival skills; o Strengthen the system of communication among youth; o Forge cross-chapter friendship towards a long lasting working relationship; o Develop youth leaders to become catalyst in the stewardship of life and environment;

II. VENUE AND DATE

The Philippine Red Cross-Nueva Vizcaya Chapter will hold the 3rd ORR Red Cross Youth camp 2018 on October 23-27,2018 at the Dumlao Stadium, Bayombong, Nueva Vizcaya.

Ill. PARTICIPATION

Each council is entitled to send 20 youth participants, and at least 2 RCY advisers and 1SDRRM Adviser.

Fully accomplished registrations should be received earlier than October 20, 2018 by the Secretariat via email at [email protected]/ [email protected] I [email protected] with the subject application_schooLcouncil name (e.g. Application_BNHS_BNHSSRCY). There will be NO on-site registration. All registrations should be sent to the Chapter.

*Non Red Cross Youth Council

We encourage schools that still don't have RCY Council to join the camp to experience how it is to join the organization. We will let them join the activities together with the RCY from different schools.

VI. REQUIREMENTS

For the youth delegates (SRCY & JRCY):

1. Duly accomplished Application Form 2. Photocopy of MAAB ID 3. Endorsements duly signed by the Principal 4. Medical Certificate

For the RCY Advisers:

1. Duly accomplished Application Form 2. Photocopy of MAAB ID 3. Endorsements signed by the School Head 4. Medical Certificate 5. Signed copy of Code of Conduct on Child Protection Policy (CPP).

V. QUALIFICATIONS (for RCY council members)

JRCY

o Must be 9 - 12 years of age o Must be a bona fide volunteer with an existing Membership Accident Assistance

Benefit (MAAB) identification card. o Have completed the Leadership Development Program (strictly required)

SRCY o Must be 13-17 years of age o Must be a bona fide volunteer with an existing Membership Accident Assistance

Benefit (MAAB) identification card. o Have completed the Leadership Development Program (strictly required)

College-RCY

o Must be 17 - 30 years of age

o Must be a bona fide volunteer with an existing Membership Accident Assistance Benefit (MAAB) identification card.

o Have completed the Leadership Development Program (strictly required)

RCY Advisers

o Must be a bona fide volunteer with an existing Membership Accident Assistance Benefit (MAAB) identification card.

*All participants must memorize the Philippine Red Cross Hvmn that can be downloaded in YouTube, RCY Pledge, and the PRC Vision and Mission. Participants also must bring their official RCY COUNCIL BANNER (see appendix)

VI. REGISTRATION FEE

Each participant shall pay a registration fee of:

1 . Early Bird Rate

» RCY~Three hundred pesos (Php 300.00)

» RCY Adviser~ four hundred fifty pesos (Php 450.00) )- Applies until October 15, 2018

2. Regular Rate

» RCY~Three hundred fifty pesos (Php 350.00)

» RCY Adviser- Five hundred pesos (Php 500.00)

The registration fee shall cover the camp kits and other necessary materials that may be needed for their participation in the activities.

The registration fee does not cover the travel expenses of the participants from their place of origin to the venue as well as the meals of the participants for the whole duration of the event. However, the participants may seek for sponsorship from their school, community, civic organizations, local government units or chapter funds, if available.

Deadline of payments should be made before October 20, 2018. After payments have been made, kindly notify the Red Cross Youth Department by sending proof of payments (scanned clear copy of deposit slip) via email at [email protected] [email protected] I [email protected] with the subject: PaymenLdistrict Council Name (e.g. Payment_district_).

Should a confirmed participant bid out (for whatever reason deemed), no refund will be made on his/her registration fee. However, a replacement delegate can be allowed provided that arrangements with the RCY Department were made at least 2 weeks prior the camp.

ACTIVITY TITLE: ULTIMATE DISASTER EMERGENCY MANAGEMENT RACE (UDEMR) DATE and TIME:

CAMP MANAGERS:

ELIMINATION ROUND MECHANICS

The challenge will be performed inside the limited controlled ground of each station within a given time frame. All players must use their uniform to distinguish their team. The team will be composed of maximum of 15 personnel having 5 reserves.

Equipment Requirements:

TEAM 9 pes. Nylon rope (size 5/16x 2 meter)

10 pes. Triangular Bandage

STATION 1: DISASTER PREPARATION

PERSONAL Helmet

working gloves elbow and knee protector (if available)

Eye protector

At the sound of the whistle all players 2 players shall run and select ONLY 5-6 materials/equipment/supplies that is scattered inside the 5 meter x 6 meter controlled ground that can be used in all the stations.

The Obstacle: • The obstacles are used tires that is placed vertically and horizontally to the ground. • The member must pass through obstacles with all their equipment/supplies/materials one

at a time. • The one who will fall any equipment/supplies/materials shall come back to the controlled

ground, drop the equipment/supplies/materials and repeat the process.

• They can only proceed to the next station after the last player crosses the obstacles.

STATION 2: INFORMATION PROMOTION

In this station, all the players should enter and exit the tunnel through the provided entrance and exit point with their equipment's using the techniques they preferred, the ball represents information/message, the cylinder and tunnel represents barriers.

The Obstacle: • The obstacles are water, not lined up cylinders and tunnel. • The first one to crawl should bring the ball and a cup of water and put into the

first cylinder. • Wait the first player until he/she reach the starting line and that's the time

another player follows and fill the container and as well as others until the ball reach the last container, when the ball is fall/drop from the container go back to the first container and repeat the process.

• No using of hands in transferring the ball, used blowing techniques.

STATION 3: DISASTER PLANNING

The team stands around holding a piece ofthe tarp by using two hands, which should have a hole cut in the middle. Once it is moving, the proctor throw in a ball. Much like a team, everyone has to keep moving to keep the ball rolling.

The Obstacle:

• The obstacles are tarp with hole, limited space 3x2 meter, and a ball. • The ball should pass around the 5 holes and should not be drop or enters the hole.

If the ball will fall/drop, an additional ball will put in the tarp. • If someone stops and or used one hand in holding the tarp, automatic the ball is

considered drop. • The team can use their own strategies.

STATION 4: DISASTER RESPONSE

In this station all players must perform inside the 1.5 meters radius and bring out the ball inside the container.

The Obstacle: • The obstacles are limited space, water container with hole and a balanced

beam. • All team members should cross the balance beam one at a time. • They should NOT FALL from the beam or hit the overhead obstructions. • If one should fall from the beam he/she must return from the beginning of the

beam and repeat the process. • They can only proceed to the next station after the last player crosses the obstacle.

STATION 5: RIVER CROSSING (Disaster strategic thinking)

It is a game in which a group must cross the river by skipping and maneuvering on different objects.

The Obstacle: • Only limited number of o~jects that can be used as lifeline so that the team can be

moved and shared each time someone crosses. If the player(s) touch the floor at any point, then the team must start over.

STATION 6: PERFECT SHAPE (Disaster Coordination)

The Perfect Shape is another easy event that can be very powerful because of the experience the group will go through.

The Obstacle: • The obstacles are blind players wearing blindfolds, lack of clear

communication. • The group must pick up the rope and create a PERFECT shape that will be given

by the proctor. • The group begin in a circle with rope in hand. While it may seem simple, this

activity is very challenging.

VIOLATIONS

Every violation that could be created corresponds to specific tie to be added to the team's final time.

1. Player(s) fall from the obstacle 10 sec. 2. Player( s) cross the line 10 sec. 3. Equipment( s) fall/drop 10 sec. 4. PPE (helmet,eyeglass.etc) fall 10 sec. 5. Head/body (player) hitting the obstacle 10 sec. 6. Leaving any equipment from the previous station 20 sec. 7. Removing obstacles 1 min. 8. Questioning the decision of proctor 2min. 9. Unfinished task/obstacle 30 sec. 10. Actions create injury to co-pax 5min.

SUMMARY

1. The total time of each team will be ranked from shortest to longest time, the frrst 6 shortest rendered time will proceed to the final round.

2. The final 6 teams who managed to reach the farthest obstacle or finish the course and with the least violation/ shortest time will be declared champion.

STATION 7: RISK TAKING

This challenge, the teams need to move against each other to cross starting point and reach the finish line.

The Obstacle: • One of the team member will be blindfolded and with the help and guidance of

others, be transported between a hula hoop from the starting line to finish line. • The ropes is connected to the hula hoop and ONLY one hand can be used to hold the

rope. • The blindfolded person also needs to balance a ball between his/her feet along the

way and obstacles in the ground may be present. • If the ball drop and the hula hoop touch the body of the blindfolded person, the team

must go back to the starting line.

Pageant Guidelines and Mechanics A. Qualifications

1. Each participating team must field one male candidate for Mister Ambassador of Environment, and one female candidate for Miss Ambassador of Environment 2018.

2. The candidates should meet the following requirements: i. Bona fide member of (RCY) Red Cross Youth. ii. Should be a member of (MAAB) Membership Accident Insurance iii. . With Pleasing Personality. iv. Must be single with no parental obligation. v. Must be 13- 25 years old. vi. Should not a title holder of any pageant.

3. Grounds for Disqualification: i. Misbehavior of participant during the whole duration of camp ii. Three (3) accumulated unexcused absences and tardiness during

the scheduled activities and rehearsals. iii. Failure to comply with the rules set.

4. General Requirements: i. Official Entry Form. ii. Certificate of good moral conduct. iii. Latest 1 pc. 2x2 colored picture. iv. Certificate of YVOC, LFC and BLT.

B. Pageant Mechanics

This pageant will be a personality contest, where candidates will be required to prepare for the following portions of the pageant:

1. Talent Portion

Talent presentation must have a minimum of two (2) minutes and a maximum of three (3) minutes. One minute will be allowed for the preparation. Time starts from the first movement of the candidate.· One point shall be deducted from the over-all score for every 5 seconds in excess of the allotted maximum time. Usage of fire, big props on stage, and plastic props is strictly prohibited. Skill talents rendition is encourage but must not endanger the candidate. It should be a solo performance except for dancesports, which requires a 'partner. Vulgar words/terms and indecent gestures are not allowed. The attire must justify the chosen talent. NOTE: The talent portion will be on Evening.

2. Production Wear(DRR T-shirt) In this category the candidates will be required to wear their respective ORR T-shirt and black. pants. ·Candidates must show proper poise and bearing. They will be rated based on Proper Carriage, Poise and Glamour, and Audience Impact.

3. Evening Attire (Creative Attire) In this category, candidates will wear their evening attire but it will be a creative gown made of recycled and indigenous materials, but plastic materials are not allowed bec:ause we are promoting a no plastic environment. Each candidate will be assessed on her poise, grace, and commanding stage presence. Judges will assign a score based on the candidate's total look, and the creativeness of the participating team.

4. Question and Answer Portion There would be two set of portions.

First candidates will pick a number corresponding to a picture about environmental and Red Cross issues. They will be given (1) one minute to discuss the environmental or red cross issue presented in the screen and what he/she can contribute to manage or· solve the problem, and the answer will be rated according to its ·clarity, relevance, delivery and knowledge to the question given.

Second portion is for the final five candidates. At this point, there will be only one question. They will be given ( 1) one minute to discuss their answer.

CJ The quiz will be composed of thirty (30) questions subdivided into three (3): easy, average, and difficult having ten ( 1 0) questions each. They will be given 15 seconds, 30 seconds, and 1 minute to answer respectively.

C. Mechanics (For ELEMENTARY)

0 The questions shall be flashed through a PowerPoint presentation. The quizmaster will then read the contents of the slide twice, after which the groups will be given time to answer depending on the level of difficulty of the question. Students must only begin writing after the quiz master has said "Go"

0 Questions may only be raised during the contest proper

0 Failure to comply with any of the qualifications and/or mechanics will mean automatic disqualification

D. Mechanics (For HIGH SCHOOL)

0 A maximum of two (2) students is allowed to represent each school

0 Questions shall revolve around the Philippine Red Cross and its services

0 Groups will be provided boards and writing materials where they will write their answers

B. Guidelines Q Registration time is 7:30 am. Q The contest will start at 8:00 am. Q A maximum of one ( 1) contestant is allowed to represent each school. Q Posters must be done in free hand and be officially submitted to the facilitator. Q Artwork must be done in landscape orientation. Q Entries must be submitted after 3 hours of working. Q The artist will be held accountable to any issues that may arise with regards to the
