farmers, Brothertson stated. This spring, Delta coun-

cil approved a one-yearcontract with Enviro-SmartOrganics Ltd., a subsidiarycompany of West CoastInstant Lawns located at thesame 72nd Street facility,to send Delta’s yard waste, source separated foodwaste and agricultural solidwaste there instead of to aRichmond facility.

Last year Delta sup-ported West Coast InstantLawns’ application to MetroVancouver for a composit-ing facility licence after thecompany earlier presented

Delta with a proposal thatwould see the facility pro-cess municipal green waste. As well, the deal would pro-vide residents free dumpingof green waste, while thecompany would also pro-vide Delta a reduced pricefor topsoil purchases.

The agreement wouldsave the municipality about$300,000 in tipping fees.

In order to be authorizedto accept organic munici-pal solid waste, a regionaldistrict compost facilitylicence was required.

One condition of thelicence is for the facility

not to operate in a mannerthat generates odour to anextent it causes a nuisanceor adversely affects the sur-rounding area.

The agreement withthe municipality bansEnviro-Smart from accept-ing a number of materials, including chicken manure, fish and hatchery waste, abattoir waste and deadanimals, biosolids andwastewater treatment plantsludge.

Several years ago a largenumber of complaints weremade by residents againstthe company when it beganto process chicken manure,so the firm stopped thepractice.

storey commercial buildingthat would be about 33,000-square-feet.

The total site area is .79hectares (1.95 acres).

Southpointe Academy ismoving across 56th Streetto a building now underconstruction.

The current official com-munity plan designationfor the area is intended forcommercial and serviceuses along the main streetsoutside the designated towncentre. Typical uses includ-ed a wide range of retail, office, personal service, recreational, entertainment

and short-term accommoda-tion.

However, the area planalso has a policy state-ment that encourages thereplacement of one-storeycommercial uses along 56thStreet by apartments ortownhouses.

The Tsawwassen AreaPlan adopted this year lim-its building heights in thearea to three storeys.

Community planningdirector Tom Leathem saidthe workshop was an earlyopportunity to see what isbeing proposed, but that aformal development appli-

cation hasn’t been submit-ted.

The Century Groupearlier this month submit-ted a development plan forthe contentious Southlandsproperty it owns inTsawwassen.

That plan includes 950housing units with 80 percent of the land, more than400 acres, transferred toDelta, including a largeparcel of contiguous agri-cultural land and the sig-nificant forested area.

Municipal staff membersare going over the plan withthe applicant and a detailedproposal will be unveiled atthe Sept. 12 council meet-ing.

The public likely won’tget to see a consultant’sfindings on the pros andcons of establishing a for-eign trade zone here untillater this year.

Victoria hired a firm toresearch the potential com-petitive advantages of for-eign trade zones earlier thisyear just as the operator ofDeltaport at Roberts Bankwas part of a national lobbyto the federal governmentto allow the creation of thespecial zones.

GCT Global ContainerTerminals Inc. wants thefederal government toexplore establishing foreigntrade zones in this coun-try. It is part of a steeringcommittee that includesYVR, CN, CPR, PortMetro Vancouver, Halifaxand Montreal ports, andCentreport in Winnipegthat wants a review of fed-eral policies and processesregarding the zones and hasmade the B.C. governmentaware of its efforts.

A spokesperson forthe B.C. Ministry ofTransportation andInfrastructure told theOptimist last week theconsultant’s study shouldbe completed by the end ofJuly and that the govern-ment will spend the restof the summer analyzingthe findings. A report willbe available for the publicafterward.

The zones were cre-ated in the United Statesto provide special customsprocedures, including duty-free treatment, to U.S. firmsengaged in internationaltrade-related activities. Byhaving goods sitting inthe zones, duty paymentis deferred on those itemsuntil they are brought out

for sale in the market. Thezones are supposed to helpto offset customs advan-tages available to overseasproducers that competewith domestic industry.

However, there’s uncer-tainty what the potentialimpacts could be for thehost community and there’sbeen a growing concernabout what could happen inSouth Delta, mentioned onnumerous occasions as theprime candidate for a zonein B.C.

Delta council discussedthe issue last week.

Saying he has no posi-tion until he sees theconsultant’s report, civicfinance director Karl Pruessissued a report to councilnoting such zones now existin numerous jurisdictions. Most European countrieshave one or more (Englandhas five, while Germanyhas six) and they existacross the Americas, Africa

and Asia. There are severalzones in the U.S., includingSan Francisco, Portland andSeattle.

Canada has pilot zoneunderway in Manitoba atCentrepoint inland port andthere is a foreign trade zoneat the Gander InternationalAirport in Newfoundland.

Some lingering questionsraised by council includedwhether speculators buyingup agricultural propertiesin South Delta anticipateland being converted forindustrial purposes withoutDelta’s or the AgriculturalLand Commission’s con-sent.

Other concerns includedwhether firms within thetrade zones will be ableto avoid municipal zoningregulations and taxes.

“It does raise a lot ofquestions. If it was simplystorage for foreign material, that’s one thing. But thething is, it can take control

of an area outside of localgovernment. If that hap-pens, you lose your abilityto negotiate what occursin there,” said Coun. AnnePeterson.

“A lot of the free tradezones around the world, theeconomic viability of thatarea for the local populationhas been greatly under-mined. In industrial areas, what occurs is that it cannegatively not only affectthe social environment,it can also greatly impactlocal autonomy... dependingon what is in there, it canallow for local businessesand manufacturers to relo-cate into that area and awayfrom the local governmentin order to not pay localtaxes,” she said.

Peterson echoed the sen-timent of her colleaguesthat Metro Vancouver aswell as local governmentshould be part of the con-versation and should get

answers on what foreigntrade zones would mean fora community.

Council agreed to send aletter to the province seek-ing answers and assurances.

Delta North MP GuyGentner recently warned atrade zone could becomean autonomous authoritywithin the community.

Delta South MLA VickiHuntington, meanwhile, had also warned aboutthe prospect of valuablefarmland being removedfrom the Agricultural LandReserve to create “an indus-trial wasteland” in her com-munity.

In an interview earlierthis year, Eric Waltz, presi-dent of Global ContainerTerminals Canada, said for-eign trade zone policies arealready in place, but whatthe zones would do is offermore clarity as to what theregulations mean for busi-nesses.

Activists from through-out the Lower Mainlandset up an informationpicket at Deltaport earlyTuesday morning target-ing a major Israeli ship-ping company.

The picket was aimedat ZIM as an act of soli-darity with the aid flotillathat has been blockedfrom entering Gaza.

The flotilla, whichincluded a Canadian boat, the Tahrir, has been pre-vented from sailing intothe occupied and block-aded Palestinian territory.

The Tahrir was stoppedfrom sailing to Gaza bythe Greek coast guard andhas returned to Canada.Delegates from the boatwere among those partici-pating in the informationpicket.

“The Israeli gov-ernment attacked ourhumanitarian flotilla withsabotage, threats of vio-lence and a great deal ofpolitical and economicpressure — that’s ulti-mately why the Greekgovernment shamefullyagreed to enforce theIsraeli blockage,” saidIrene MacInnes, whowas one of more than 30Canadians on board theTahrir.

A Port MetroVancouver spokespersonsaid Tuesday morning thegroup handed out leafletsand there was no disrup-tion to Deltaport activi-ties. Police were onsite, however, the protestremained peaceful.

ZIM is the largestIsraeli shipping companyand one of the 10 larg-est in the world with 60weekly services to 180ports worldwide, includ-ing Deltaport.

Fall electionhas to beat’08 snoozer

TEDMURPHY

MURPHY’SLAW

With apologies to all who took part inthe 2008 municipal election, but it hadto be one of the most boring and anti-cli-matic on record.

There was no need for a schoolboard race as all seven hopefuls wereacclaimed, more council candidates gotelected (six) than came up short (four)and a public opinion question on whetherto provide the hospital with half a mil-lion bucks to help buy a CT scanner wassuch a slam dunk it got almost 90 percent support. The only real drama, if youcan call it that, was veteran councillorKrista Engelland’s challenge to MayorLois Jackson, but even that fell 3,000votes shy. Voter turnout was a paltry 31per cent.

That’s not supposed to happen inDelta. How does a place where publicdiscourse is a way of life, where publicmeetings and hearings have become con-sidered date nights, hold an election andget that kind of turnout, from both politi-cal hopefuls and voters?

Thankfully, it doesn’t look like historywill repeat itself this fall. With four can-didate announcements, including threefor the municipality’s top job, by mid-July, 2011 is shaping up to be far morecontentious than its predecessor.

Engelland is back to take on Jacksonand will be joined this time by poll-top-ping rookie councillor Heather King, ensuring the race for the mayor’s chairwill be, at the very least, a lively, three-way contest.

Neil Corbett, a longtime communityvolunteer and all-round good guy, is firstoff the mark in the battle for councilseats, but I’m sure that’s just the startof candidate announcements as we inchcloser to the third Saturday in November.

The school race can’t help but bemore contentious than the non-event of‘08, and given this is the first electionsince the controversial closure of a pairof elementary schools two years ago, it’salready got itself a hot button issue.

The Southlands will obviously be thedominant topic in Tsawwassen, but forthe three-quarters of Delta voters whodon’t live there, I suspect the upcom-ing election will boil down to a decisionbetween status quo and change.

Jackson’s announcement that she’sseeking a fifth term wasn’t terriblywell received on the always-informa-tive Ladners Landing Facebook page, with posters suggesting the need for newblood at municipal hall.

Whether that feeling is pervasivethroughout the municipality remains tobe seen, but it’s a good bet the debatebetween new and old for all offices willbe more compelling than three years ago.

It is my firm belief we can findmore to agree on than disagreeover. You just need to take the timeto be patient and something sur-prising will reveal itself.

This came home last week whenI realized Community Commentcolleague Mike Schneider (withwhom I rarely agree) and I doagree on something — buyinglocal farm products.

Last year I was too late to takepart in the Community SupportedAgriculture (CSA) program, a tes-tament to its popularity. The seedwas planted. I made a point of get-ting on the list early this year.

I know of two run by localfarms, Earthwise Garden inTsawwassen and Cropthorne Farmin Ladner. CSA programs are oneway the new generation of youngfarmers can rest assured they have

an income. As a CSA member, Ipay the total cost upfront at thebeginning of the season. This is agood thing for small-sized farmersas they grow their business.

Every Tuesday I arrive at thefarm, ready for my box of organi-cally grown vegetables and herbs. For a little extra, I also receive adozen eggs. Those happy chickensare truly free range. To my delight, each week brings a treasure ofnutritious food. To open the box isto make me smile.

The box also brings a challenge. There are some vegetables I amcompletely unfamiliar with. Likemany people, if I didn’t grow upwith a certain food because mymom didn’t cook it, I never tried it.

But now, with the aid of onlinerecipe sites, I weed out the best andam mastering fennel, broad beans, kale and more. Each week brings anew palate-pleasing presentation.

There are other ways to sproutsupport for local farmers. When weshop at the local grocery store, weshould insist that local farm pro-duce be available. Ask the producemanager where the Delta and/orLower Mainland grown produceis. Imagine what a purchasingorder from Thrifty Foods, Safeway

or Save-On would do for a localmedium-sized farmer?

Buying local should mean wecould expect to see our farmingneighbor’s harvest available andclearly labeled as such. And itmight mean the generic cookiecutter design of our grocery storesadapts to more local and uniquefood stock items. Now there’s arow to hoe.

I note that some local andregional restaurants do their parttoo. Illuminate of Tsawwassenpurchases veggies locally. And theGuichon farm supplies White Spotwith its potatoes. If there are oth-ers, please say so on your menusand let us know.

Large industrial farming opera-tions command a lot of shelf spaceat the grocery store. And I am notknocking the need for a variety ofsuppliers. But people question theagriculture practices of some coun-tries as to their use of pesticidesand fertilizers. Nutritional valuesare dubious in certain cases.

Join me in discovering the plea-sure of appreciating locally grownfood and saluting the farmers whomake it happen.

For me, nothing beats homegrown flavour. Bon appetit!

Supporting our local farmershas never tasted so good

Letters to the Editor

Editor:Growing up in Delta has

been a pleasurable experi-ence.

From the comfortablefeeling of walking downthe cozy streets of the vil-lage to watching a beautifulsunset fade over a fresh cuthay field as the farmers getready to tuck the tractors tobed for the night, I couldn’timagine growing up in anicer place. Even the smellof the manure spread on thefields just reminds me moreof how I appreciate the cutefarm community I live in.

However, I was givenanother reason for appre-ciating my community: thecitizens that go out of theway to do things for others.

On a Saturday night Ihad my purse stolen froma house party. Though I’musually quite carefree atlocal gatherings, this partywas bigger than I expectedand it was my fault for not

keeping my purse lockedup.

After a large numberof kind folks at the partyhelped me look, I ended upgoing home empty handed. In it there was my bankcard, driver’s licence, vari-ous other cards of ID, giftcards and an autographedbaseball card I carried withgreat value. Luckily nolarge sums of cash were init but I was still disheart-ened.

I must say it made myday when I got a phone callthe next day from a verynice lady who had foundsome ID of mine as well asmy care card on a street nottoo far from the house thepurse was taken from.

She tucked the belong-ings nicely in an envelopefor me to pick up and evenwent so far as to draw amap of the route she wentwalking in case I wantedto look further for other

things. After following hermap, my mom and I foundmy bank card and a fewgift cards sprawled over thestreet.

Later that day, a manphoned my house to reporthe’d found more of mythings. I was more thanpleased to hear this andpick them up. I was evenmore touched to hear thathe had found my telephonenumber by calling the busi-ness cards he’d found in mywallet to see if the peopleknew me (luckily they did).

In the end, it was a longday of phone calls and trea-sure hunting, but thanks tothe good-hearted folk ofour town, and the endlessefforts of my mom, I gotalmost everything back Ihad lost, even my prizedbaseball card.

Thank you so much toeveryone who helped me. Ittruly made my day.

Comment, July 6For those who are wres-

tling with their own deci-sion and could “go eitherway,” as Dan Southard says, give a thought to our localfarmers. If you supportagriculture in this com-munity, voting to retainthe HST is the single mostimpactful action you can

do.The agriculture sector

has worked long and hardto persuade governmentto abolish the archaic andhighly bureaucratic PSTexemption list. The intro-duction of the HST, andnow the promise to lowerthe rate to 10 per cent, isthe most significant agricul-tural policy the provincialgovernment has introducedin decades.

It supports local farmers

in their ability to compete, improve their profitabilityand indeed preserve theirvery existence.

Give a thought to yourlocal farmer when youfill in your ballot. Thereis nothing any of us cando about the rains lastSeptember or the latespring, but we can all casta vote to support local agri-culture that we all say wecherish.

Letters to the Editor

Editor:Re: Look at the big tran-

sit picture, Murphy’s Law,July 15

Ted Murphy is correct. We should consider the bigpicture.

There is a range of pub-lic transit technologies tochoose from. They varygreatly in cost and capac-ity. At the lowest cost andcapacity are busses, thenrail transit systems, includ-ing light rail (street cars),intermediate capacity(SkyTrain), and the mostexpensive, heavy rail (sub-ways). A separate categoryis commuter rail that refersto railroad passenger trains.

Rail transit systemsvary in peak hour capac-ity, depending on technol-ogy selected, from perhaps5,000 to 40,000 passengersper hour per direction. The design capacity is a

function of system speed, headway, train length, andpassenger density per unitof length.

SkyTrain’s design capaci-ty is 15,000. It achieves thiswith 90-second headways,20-second station dwelltimes, and trains of eitherfour or six cars dependingon car length. Short head-ways are achieved by driv-erless (computer controlled)operation and segregatedguideways, either at grade, elevated or below grade.

It is my impression thatover the 25 years sinceit opened SkyTrain hasproven an excellent choicefor the communities it wasselected to serve.

Other Lower Mainlandcommunities, however, donot require a system of suchcapacity, and may be moreeconomically served withlower cost technology.

One often reads thatlight rail can provide thesame capacity as SkyTrain. This may be possible onsegregated guideways thatavoid all interference withautomotive traffic, in whichcase the cost approximatesthat of SkyTrain.

Light rail cost savings arerealized when they operatein mixed automotive traffic,in which case peak capacitydrops to perhaps 5,000.

As a general rule-of-thumb, an intermediatecapacity system such asSkyTrain is cost effec-tive serving communitiesof perhaps one millionpeople. Serving relativelymuch smaller communitiessouth of the Fraser River, especially considering thehigh cost of a river cross-ing, argues for a much morecost effective bus system.

July 13Sorry, Jean Wightman,

but you miss the point.

We know the HST can’tbe reduced to 10 per centimmediately without payingback $1.6 billion to the fed-eral government.

The compromise wasto reduce it as soon asallowed.

If you feel you are pay-ing too much tax in themeantime, take comfort inknowing half of the “toomuch” is going to pay forhealth care and education. The alternative is worse.

Safe choice invariably leads toenvy for disappointed diner

It happens all too often.Or at least every other timeI time I am in a restaurant.

I will be puzzling overthe menu. The menu, moreoften that not, will be fouror five pages — or 12.

“Yikes,” I will say to mydining partner. “I just haveNO idea what to order.”

There always tend to bethe usual things: the pastaprimaveras, the steak sand-wiches, the Caesar saladswith shrimp.

Then, of course, therewill be will the off-the-menu daily plates.

“Today,” a perky serverwill inform me, “we havethe flat-iron steak withmushroom sauce and garlicmashed and vegetables dujour. $10.99.”

I will order the beef dip.Odds are, the beef dip

will look, and taste, like

every beef dip I’ve tasted inmy life.

Odds are, the person atthe table next to me willhave ordered somethingthat, well, looks like some-thing I’ve never ordered inmy life. Invariably, it willbe something that involvesscallops or veal or mussels. There will be some tomatocomponent, and someinvolvement of parmesanand basil and hazelnutsand, well, nothing beef dip-related.

“Man,” I will say to mydining companion, “I wishI’d ordered THAT.”

This is what happens. Allthe time.

“I wish I could orderwhat that person ordered,”I will complain to my hus-band, all too often. This, after the server has handeda burger to me and a delec-table something or other tomy next-door neighbour.

“Too late,” my husbandwill point out. “Your burg-er’s here.”

The burger, of course, will be Bores-ville with acapital B. It will have the

usual: mustard, ketchup, onions and lettuce. Thenext-door neighbour willbe chowing down on some-thing withangel hairpasta andalfredo sauceand whatlooks likehoney garlicprawns.

“Ooooh!”the neighbourwill gush. Theneighbour willbe washingdown the pastawith somepretty pinkbeverage witha tiny slice oflime. I willbe doing theCoke thing.

“This looksabsolutelydivine!” the neighbour willexplain.

“Why does this alwayshappen to me?” I will askthe husband. “Do you sup-pose I could send back myburger and Coke and getwhat she ordered?”

The husband will shakehis head.

“People don’t do that,”he will observe. “That’s

just too...weird.”

“Well,”I will say,“I wishrestaurantswoulddo morethan justhand youa menu. Iwish theywould actu-ally SHOWpeople thekind ofmeals theyoffer.”

But that, alas, is notcommonpractice— at least

at any of the restaurantsI’ve been to in the last 50years.

Given that, next time I’mout, I’ll do the next bestthing. I’ll wait until theneighbours pick, then orderwhat they’re having.

Adventurous neighbour hits menu jackpot while burger eater looks on

Feedback

It hasn’t exactly been a sunny start to summer locally. Unseasonablecool conditions have been felt around the Lower Mainland latelyinstead of hot, sunny and dry weather that usually rolls around with

summer. Weather forecasts predict the spring-like conditions tocontinue with showers for today, Thursday and Friday and isolatedshowers expected on the weekend. The Optimist asked:

What do you think of the recent weather?

Larry RossiterIt’s not very nice butthere’s nothing you can doabout it.

Last time we asked you:

Do you think we should keep the HST?41.67 per cent said yes.58.33 per cent said no.

Darren MangnallActually I’m not mindingthe weather; it’s not thatbad, for me.

Andy SymchychAll in all, I’m still enjoyingthe weather even thoughit’s not as hot as it usuallyis. I’m not complaining.

Players and coaches fromthe Tsawwassen SoccerClub are thrilled to begoing to summer school forthe second straight year.

The club is onceagain hosting the BoltonWanderers InternationalSoccer School with sessionstaking place this week atWinskill Park.

The relationship withthe English Premiershipside was developed in 2009through Mark Rogers andIan Knight, current head

coaches of the Tsawwassenand Abbotsford soccerclubs, respectively.

Bolton held a two-week camp in Abbotsfordbefore making its way toTsawwassen for five twice-a-day sessions that gotunderway on Monday.

The Tsawwassen camphas been designated forplayers ages 11 to 13 thathave played at the rep levelor are capable of training ata high level.

There will be more thanjust interested parentswatching this week’s camp.Tsawwassen’s technical

staff and coaches will bekeen observers as they planthe curriculum for its 2011-12 academy.

“It’s great for our coach-es,” explained Tsawwassentechnical staff member JonRogers. “You are alwayslooking at making adjust-ments with the game everevolving and this gives usan opportunity to see whatthey are doing and makenecessary changes that willenhance player develop-ment.

“It certainly gives us afoundation to work withand our main summer

camp in August (which isopen to players of all ages)will mirror what they aredoing.”

B.C. Soccer’s changedlandscape that now includesthe top tier B.C. PremierSoccer League (HighPerformance) for agesU13 to U18, along withthe existing Metro/Selectleagues, means there’s evenmore emphasis on skilldevelopment for the smallerclubs that are expected todevelop these potentialelite players. This is whereTsawwassen’s relationshipwith Bolton enhances its

player development model.“From a cost standpoint,

something like this doesn’tcome cheaply,” addedRogers. “But we were veryhappy with how things wentlast year and we’re hopingit’s something we can con-tinue.”

In 2010, Tsawwassensent a group of 25 playersto Bolton where it not onlyparticipated in training pro-grams but also toured theclub’s home and even stayedat the hotel within the sta-dium grounds. The plan isto do another Bolton tour inthe spring of 2012.

The first place LadnerPioneers will be riding an11-game win streak intothis week’s West CoastSenior Lacrosse Associationplayoffs.

After beginning the sea-son with two straight losses, the Pioneers have been per-fect since and will be over-whelming favourites in theiropening round series withthe eighth place ChilliwackMustangs.

The best-of-three match-up got underway last nightin Ladner and continuestonight in Chilliwack. Ifneeded, game three willtake place in Ladner onFriday. The Mustangsfinished with a 2-11-0-1record and were dominatedby the Pioneers in two regu-lar season meetings, losingby scores of 11-5 and 19-4.

Ladner concluded leagueplay last Thursday byblasting the visiting NorthShore Indians 24-3. BrettTaylor led the way withfive goals and four assists.Quinn Waddington (4-5)and Nathan Clare (3-6) alsoenjoyed nine-point nights.

THANK YOU

Employees from Kitsilano Safeway celebrating resultsof the June campaign.

Funds raised from the June, 2011 campaign will support scientists and clinicians atthe Vancouver Prostate Centre. This team of some of the brightest research minds inCanada has been studying the molecular and cellular events involved in the processwhereby cancers become resistant to hormone withdrawal therapy of prostate cancerpatients. They have found that a protein called the “androgen receptor” is critical forthis type of treatment resistance and that by eliminating this protein they can causemany tumours to die. Recently, they have had an exciting breakthrough discovery ofan entirely new class of drugs that can effectively inhibit, and in some cases, eliminatethis protein. With the support of Prostate Cancer Canada and Safeway, they cancontinue to focus exclusively on further developingthis promising research. On behalf of the researchcommunity, thank you for helping in the fight againstprostate cancer.
