The Delta PoliceDepartment has rolled outa new training programfor all its employees aimedat helping reduce thoseunconscious biases thatcreep into everyday life.

Chief Neil Dubord saidthe program is aimed atreducing the gap betweenthe community and policeand building public trustin police.

The idea came out offormer Attorney GeneralWally Oppal’s inquiry intothe missing and murderedwomen on Vancouver’sDowntown Eastside. Inhis final report, releasedin 2012, Oppal concludedthat bias can operate ina variety of ways, oftenthrough unintentional actsor failures to act.

“Law enforcementagencies mirror the soci-ety they serve,” Oppalwrote. “Thus the historicand continuing racismwithin Canadian societyis likely to be reproducedin discriminatory policiesand practices within lawenforcement, unless anduntil steps are taken toactively work toward bias-free policing.”

One of the many rec-ommendations that cameout of Oppal’s report wasthat police agencies carryout mandatory training inovercoming biases, ratherthan more passive sensi-tivity training.

Dubord said in theabsence of a province-wide program, which isin the works but has notbeen rolled out yet, thedepartment decided todesign its own. Delta is

the first department in theprovince to take on train-ing on overcoming implicitbiases.

“We wanted to be lead-ers in this,” Dubord said.

Last fall MelissaGranum, corporate plan-ning and communicationsmanager for the depart-ment, and Sgt. Sukh Sidhu

were in Winnipeg for asession on identifying andreducing unconsciousbiases.

Unconscious bias issomething that developsin people over time, basedon past life experiencesand their current circum-stances. It can uncon-sciously affect how a per-son interacts with peopleof a different race or ethnicbackground, gender, ageor sexual orientation.

For example, Granumsaid, a police officer per-forming a routine trafficstop might approach thecar differently dependingon who they see in thevehicle — an elderly driv-er, a momwith a car seatin the back or a car full ofteenagers.

Dubord said the trainingis important because asthe community continues

to becomemore diverse,police officers are cominginto contact with a widervariety of people.

Granum said the initialtraining she and Sidhureceived was based on aU.S. model that focusedmore on black-white racerelations. She said theytook that program andrefined it to make it morespecific to Canada andDelta.

“The ultimate goal is forthem to understand thatthere is the existence andrecognize it when it hap-pens,” she said.

The department’s man-agement team alreadywent through the trainingcourse, which sparkedsome lively debate,Granum said, and the pro-gram was rolled out to allofficers and civilian staffstarting last Friday.

A Delta police officeris facing forgery charges.

Const. Geoffrey Youngwas charged this weekwith two counts of for-gery in relation to pre-scription pain medica-tion after a Surrey RCMPinvestigation.

The alleged offencestook place on Nov.8, 2015 and were notrelated to Young’s policeduties.

At the time he was onadministrative dutiesfollowing a return towork after a medicalleave.

The officer, 38, ischarged with forgeryand causing a person touse a forged document.His next court appear-ance is scheduled fortoday.

Young has been amember of the DeltaPolice Department since2009.

He remains on paidmedical leave while aPolice Act investigationis carried out.

Another fundraiser ben-efitting Loranda Farms isset for next weekend.

The farm’s barn, whichwas home to LorandaStables and Kitty Kottage,

was destroyed by fire lastWednesday night.

Organizer Lisa Ochoa-Rangno said as soon asshe heard about the fireshe knew she wanted todo something to help outowner Micaela Robinson.She said her daughterran a horse rescue opera-tion out of the barn a fewyears ago that wouldn’thave taken off withoutRobinson’s help.

Ochoa-Rangno, aDelta resident, worksfor Richmond’s OHMMedical, which, amongother services, providesresuscitation equipmentand customized medicalworkshops.

She said she came upwith the idea of creating afundraising event wherethe public could come out,have fun and learn the life-

saving skills of CPR andusing an AED.

“Let’s breathe life backinto Loranda Farms aftertheir devastating fire andhelp them rebuild theirlife’s work,” she said, add-ing the CPR awarenessevent could also help resi-dents learn how to save alife.

The event is set forSaturday, Feb. 13 atHawthorne Elementaryfrom noon to 2 p.m. Theevent is by donation with aminimum of $5.

Thevehicle covered by storageinsurance was left withall doors locked, includ-ing a steering wheel lock.Information added to thepolice database.

• Jan. 29, 1:57 p.m.,1200-block of 56th Street:Report received of a fraud

occurring at a local busi-ness. Police attendedand seized a fraudulentGovernment of Canadaincome tax refund cheque.The cheque had beenreturned to the businessindicating an alteredname and amount. Policeinvestigation found thecheque had likely beendeposited by a femalewho had been previouslyarrested for attempting tocash a fraudulent cheque.Investigation to continue.

• Jan. 30, 10:34 a.m.,400-block of CentennialParkway: Complainantreported his work truckparked overnight in frontof his residence was sto-len. The vehicle was leftlocked and is described asa grey 2003 Ford F350 crewcab with matching Leercanopy.

• Jan. 30, 11:11 a.m.,English Bluff Road: Reportreceived from complain-ant that sometime overthe last few days someonehad entered his vacantresidence by prying openthe side garage door,causing $500 in damage.Police identified a possiblesuspect from a witnessdescription of a personobserved in the area at thetime.

• Jan. 30, 9:30 p.m.,1200-block of 12th Avenue:Police observed a femaleleaving a business. Shewas stumbling in theparking lot and appearedto have trouble openingthe trunk. The suspectthen drove with the leftturn signal blinking for ahalf a block before beingstopped by police. Thedriver, who smelled of liq-uor and was slurring herspeech, was detained andchartered for impaireddriving, and transportedto headquarters to pro-vide breath samples. Thesuspect’s vehicle wasimpounded and she wasreleased with a court date.

• Jan. 31, 10:36 a.m.,1500-block of 54th Street:Two complainants report-ed someone had enteredtheir unlocked vehiclesparked overnight in theirdriveway. Items stoleninclude an expensive pairof Ralph Lauren sunglass-es and a red plastic changepurse containing approxi-mately $15.

• Feb. 1, 9 a.m.: A found“Raven” bike is beingheld at the TsawwassenCommunity Police Station.The owner can claim atthe office, 1108-56th St.,on identification.

LADNER• Jan. 25, 10:09 a.m.,

5100-block of LadnerTrunk Road: A driver’slicense left at a businesswas turned into policeheadquarters. Attemptsto locate the holder of thelicense have not been suc-cessful. The license can beclaimed at police head-quarters, 4455 ClarenceTaylor Crescent.

• Jan. 28, 7:31a.m., Massey Place:Complainant reported thatsometime overnight twovehicles were broken intoand rummaged through-out. Both vehicles wereleft unlocked at the side ofthe residence. Items sto-len include a Swiss brandbackpack containing ablack Dell laptop com-puter.

• Jan. 28, 11:30 a.m.,4700-block of ArthurDrive: An engraved goldring with several circulardiamonds was turnedinto police headquarters.The owner can claim onidentification at headquar-ters, 4455 Clarence TaylorCrescent.

• Jan. 29, 1 a.m., 5000-block of 47th Avenue: Acitizen reported a truckhad driven on the grass at

the park and was still onthe scene in the parkinglot. Police attended andlocated several individualsfrom the truck in the parkwith a strong odour ofmarijuana detected nearthe subjects. All partiesarrested, warned and thenreleased at the scene.

• Jan. 29, 7:34 a.m.,7100-block of VentureStreet: Complainantreported his vehicleparked at his workplacewas stolen sometimeovernight. The vehicle,a 1994 Ford pickup, wasmid-repair and could nothave been driven far. A red“Boulder” Giant bicycleleft at the scene was seizedby police. Vehicle added tothe police database.

• Jan. 29, 9:22 a.m.,7400-block of ProgressWay: The manager of abusiness reported a vehi-cle parked in front had thedriver’s door lock punchedout and the ignition dam-aged. A black PanasonicDMC Z30 digital camerawas stolen from the glovebox.

• Jan. 30, 7:40 p.m.,5200-block of Ferry Road:A pair of expensive sun-glasses and a GPS found inthe area have been turnedinto police headquarters.

A high-rankingRCMP officer hasjoined the Delta PoliceDepartment.

Chief Neil Dubordannounced Monday thatNorm Lipinski is join-ing the department asdeputy chief beginningMarch 14.

“It gives me greatpleasure to announcethat Norm Lipinski hasbeen selected as ournew deputy chief con-stable,” said Mayor LoisJackson, who also headsthe Delta police board.

Lipinski served withthe Edmonton PoliceService, attaining therank of deputy chiefthere before acceptinga position as assistantcommissioner with theRCMP. He has beenthe district officer in theLower Mainland andthe criminal operationsofficer in E-Division forthe last five years.

“Norm is an accom-plished police leaderwho has built a strongreputation as a credibleand collaborative leaderwho is grounded in thephilosophies of commu-nity policing and serviceto the public,” Dubordsaid.

Ladner’s GraemeLaybourn is headed toTexas later this monthto take part in the KTMJunior SupercrossChallenge.

The eight-year-old willbe racing on a motorcycleagainst other youngsters ina three-lap event at AT&TStadium, home of theNational Football League’sDallas Cowboys, on Feb.20.

Laybourn, one of 15 rid-ers to be chosen, said he’s“excited” to be taking part.

The event “is an invi-tational Sportminicycleevent created by KTM inthe mid-90’s as a high-quality intermission exhi-bition held at Supercrossstadium events,” theorganization’s websiteexplains.

Laybourn, who said hehopes to become a proracer, got started in arena-cross two years ago andplans to begin racing in anoutdoor series this year.

His mom, SamanthaBarbera, said he’s “amaz-ingly dedicated” to the

sport and practices fiveand sometimes six days aweek.

Laybourn said helikes everything about it,including taking jumps.

“I get big air,” he said.The young racer has the

nickname “Big Air,” givento him by his dad Robin.

He rides a 50cc Cobra,

an American racing bike,and will be starting on a65cc bike this year. Getting

to the provincial champi-onships and nationals aresome of his goals for 2016.

He recently started get-ting coaching from Ladnerrider Wyatt Waddell.

Beginning Feb. 9, themunicipality will start aseries of meetings intend-ed to develop a long-range vision in the formof a master plan for theTsawwassen park, includ-ing the Winskill Aquaticand Fitness Centre.

“These public consulta-tions will provide valuableinsight into what residentsbelieve will be required for

Winskill Park to continueto meet the needs of thecommunity in the future,”the Corporation of Deltastates on its website.

Meetings with residents,stakeholders and com-munity organizations willbe held over the next sixmonths.

The master plan pro-cess includes four phases— gathering communityinput, prioritization of thatinput, developing a pro-gram that will then be putout to the community for

further input and design,where the community willbe engaged to providefeedback on a conceptualdesign and an implemen-tation plan.

The first public meet-ing is scheduled forWednesday, Feb. 10 from5 to 8 p.m. at KinVillageCommunity Centre.

It might come as a pleasant sur-prise, but no one will be stump-ing for your vote this year.

Perhaps I’m still smarting fromone of the longest federal elec-

tion campaigns in Canadian history,one that stretched from the middleof summer well into fall, but it seemslike there’s always an election on thehorizon and, consequently, we’re con-tinually bombarded with missives fromthose seeking our support.

As with many perceptions, this oneisn’t entirely accurate, although a littlechecking on the web does reveal that ayear without an election is a relativelyrare occurrence, something akin to aleap year.

When you take the upcoming sched-uled elections into account, there willonly be five years over the first twodecades of this century where we don’tgo to the polls at least once. In three ofthose years — 2005, 2008 and 2011 —we were treated to two elections.

Maybe it’s the elevated level of ran-cour in recent years or perhaps it’s theability of candidates to reach out tous in so many ways, but election cam-paigns have become like visits to thedentist: you know they’re necessary,but you don’t necessarily look forwardto them.

“I can’t wait ’til it’s over.” I know thatphrase was uttered in my householdmultiple times last fall, often right afterthe TV commercial aired where theConservative think tank takes issuewith Justin Trudeau’s policies andexperience, but not his hair. I suspectsimilar sentiments were uttered inhomes throughout the country, so assome sort of peace offering we havebeen given an election-free year.

We’ve got a provincial election nextyear, a municipal one the year after anda federal vote in 2019, so it will be sometime before we experience anotherfreebie, although with the municipalelection cycle now joining the provinceand feds at every four years, it will,thankfully, come around more fre-quently.

For now, we should savour the quiet,delight in the absence of that election-eering din, because you can be certainthat campaigning for next spring’sprovincial election will get underwaybefore the calendar turns.

If you’re one of those political junkiesthat can’t wait until then, there’s alwaysthe race for the White House to keepyou entertained.

Ian Paton’s emergence as astrong voice on Delta coun-cil is a throwback to earliertimes in Delta.

As a third generation“farm boy,” he is the lone coun-cil voice from the agro/businesscommunity. In the first half ofthe 20th century, the majority ofcouncillors represented farminginterests. The agricultural com-munity remains well representedby Paton who is more than a one-trick pony.

He graduated from DeltaSecondary as a good student/ath-lete and popular with his peers.He attended UBC and graduatedwith a bachelor of education anda one-year teaching certificate.Paton taught briefly in varioussubstitute positions and wasoffered, but declined, full-timeemployment in the Delta schoolsystem.

He changed career paths toremain in farming and followedhis father’s footsteps into auction-eering. He was raised in a tradi-tional family with three siblingsand parents, Ian Sr. (deceased)and Marjorie, who were bothactive volunteers in the commu-nity.

Paton Sr. was an agronomistby profession and partner inPaton and Smith auctioneersincorporated in 1953. Ian Sr. wasappointed to the AgriculturalLand Commission and was chairfor many years.

A registered nurse by training,Marjorie was very involved withthe East Delta Church, DeMolay

and Job’s daughters, all the whileraising an active family.

In younger times Ian Jr.belonged to Delta’s 4H Club andlater was a member of East Delta’svolunteer fire department. He isa director of the McKee AthleticSociety that operates the EastDelta Hall. One of his communitychallenges involved restoring thehall, which was severely dam-aged by fire in 1992. Along withthe entire board of directors andmany volunteers, he spent twoyears of time and talent renovat-ing the historic building, sceneof numerous community events.The board as a whole was rec-ognized by Delta Chamber ofCommerce as “Citizens of theYear.”

With his family backgroundand profile as a successful auc-tioneer, it was a natural fit forIan Jr. to enter local politics. Hesuccessfully challenged for aseat on council in 2010 followingthe untimely passing of GeorgeHawksworth. He was re-elected in

2011 and 2014.This plain spoken, logical

thinker (like most farmers) haspolished his rhetoric and hasbecome a member of councilworth listening to. While brows-ing in Delta’s archives, I readhis positioning statement onthe Tsawwassen Area Plan andthe Spetifore land issue, a wellthought out and balanced analy-sis of farmland mired in 40 yearsof community turmoil.

Paton is on eight council com-mittees, chairing the agriculturaladvisory and dikes and drainagecommittees, and liaison withDelta Farmers’ Institute.

He has broadened his inter-est as a member of MetroVancouver’s regional planningcommittee and representation onMetro Vancouver board as coun-cil liaison.

Aside from the onerous coun-cil agenda he remains an activefarmer, living on original familyacreage with wife Pam. His publicprofile is enhanced by his profes-sion as a successful auctioneerand he offers his services at chari-table functions to raise funds forworthwhile causes.

With the provincial electionlooming in 2017 and municipalelections in 2018, Paton has somedecisions to mull over as to hisupwardly mobile political future.We’ll watch with interest.

umn by Ted Murphy, Ithought I should givesome insight into how as astakeholder and businessowner on Chisholm Street,as well as the presidentof the Ladner BusinessAssociation, I feel aboutthe situation on the water-front in Ladner.

The heart of any com-munity such as Ladner isour small businesses. Weemploy your children, pro-vide you with the goodsand services locally andpay our fair share of taxestoo.

In order for the smallbusiness community tosurvive in Ladner, weneed change. Changecan be scary. Change canbe uncomfortable. Butchange can also be won-derful. By change, I meanthe “silent majority” mustcome out and be heard.

When Delta counciland the committees it

formed brought forwardits plans for the revitaliza-tion of Chisholm Street afew years back, the move-ments that came forwardthat made themselvesheard were those whoprojected falsely to us thatChisholm Street wouldturn into a small city withlarge hotels and crowds ofunsavoury people. Enoughfear was mongered thatthe overall sentimentturned negative and, asany elected council wouldreact, the brakes on theproject were put on.

Now, I must talk tothousands of peoplethroughout the year.Locals, visitors, tourists. Isee them all. And almostevery one of them says,“Wouldn’t it be nice if thewaterfront was redevel-oped?” Of course, I reply.

Ladner cannot stay theway it is and survive. Weneed to densify the villagecore to create an attractive,walkable and bike-friendlycore. One where peoplewho live in Ladner canleave their cars at home

and shop local, one that,with the increased popula-tion base, can support thearts and museums thatcome with a vibrant com-munity.

We have been fortu-nate to be supported bythe local community atSharkey’s for over 24 yearsnow. I owe everythingwe have to the people ofLadner. My kids now goto school in Ladner, and Iwould love nothing morethan to be able to see themstay in Ladner, to eventu-ally work in Ladner and tolove Ladner as we all do.

Let’s stop allowing thefew who are the loudest inopposition and make us inthe silent majority heard.Write to your councillorsand MLAs. Let them knowthat, yes, we want to seeLadner change. We wantour small businesses tothrive and survive. Andwe want change!

storage locker.One can only imagine

what the problemmay be.Is it just complacency, orperhaps an attitude thatthis is still a small townso we shouldn’t have toworry about such things?Whatever the reason, peo-ple need to wake up. It’snot 1950 anymore, thievesare everywhere and Iimagine word spreads

quickly about neighbour-hoods with plenty of easytargets.

Delta will come up withnew strategy to supportone of the most diversepopulations of bird speciesin all of Canada.

Delta council approveda staff recommendationMonday to develop aDelta Bird and BiodiversityStrategy in conjunctionwith the Delta NaturalistsSociety and other partners.

Last fall, members of thenaturalists made a presen-tation at a council work-shop pitching the idea ofa strategy, noting Delta’sFraser River estuary andBurns Bog have global sig-nificance.

The purpose of thestrategy, they explained,is to “identify, protect andenhance biodiversity inDelta to ensure that neces-sary conditions exist for

thriving and diverse nativewildlife, with a particularemphasis on birds.”

The naturalistsexplained the strategywould catalogue and pro-tect bird habitats withhigh biodiversity, enhanceexisting habitat andidentify habitat creationopportunities, as well asenhance awareness ofDelta’s birds and biodiver-sity through outreach andcommunications initia-tives. The goal is to alsoreduce urban and ruralthreats and promote bird-related tourism.

Delta will also helpdistribute and display apair of birding brochurescreated by the soci-ety and will participatein the 2018 InternationalOrnithological Congressin Vancouver, facilitatingbirding tours within Delta.

Delta Farmland and

Wildlife Trust programcoordinator ChristineTerpsma told the Optimistthat while the trust has notformally contributed to theidea of strategy, so far, itlooks forward to providinginput to assist in its devel-opment.

“Many of the goalsoutlined in the memoprepared for council align

closely with the mandateof our organization, asour stewardship programscontribute to the enhance-ment of farmland habitatsfor conservation objec-tives,” she said.

The City of Vancouverproduced its own “birdstrategy” last year aimed atimproving the city’s habi-tat conditions for birds,

while capitalizing on tour-ism and economic benefitsthey can generate. Amongother things, it encouragesdevelopers to voluntarilyuse building and land-scape designs aimed atreducing accidental colli-sions.

According to the strat-egy, “by 2020 Vancouverwill be a world leader in

supporting a rich anddiverse group of nativebirds year-round…”

The City of Richmondcame up with somethingsimilar in the form of theRichmond EcologicalNetwork ManagementStrategy, while the Cityof Surrey developed aBiodiversity ConservationStrategy.

Sasha is 3 years young and spent a lot of her lifehaving babies, roaming unsupervised or being tethered outside. She is a high energy, unmannered dogwho LOVES affection. She is very sweet and just needs some guidance! Her ideal home is one where shecan be the “apple of your eye” (no other dogs, cats or small animals) Teen children who are interested inparticipating with her training would also be OK. She is active so would do great in a home that is superactive (hiking, running etc) Our traffic and busy shelter is a hard adjustment for her but Sasha is goingto make an excellent companion for someone - and after her rough start to life she really deserves it!

move traffic across the FraserRiver or along it?

That’s a question that’s gainingtraction these days as critics of

the bridge plan, and the subse-quent removal of the tunnel, arewondering whether the provincialproject has more to do with shipsthan cars.

“The provincial motivation forthe bridge is clear,” says DougMassey, whose late father Georgewas the driving force behind thetunnel’s construction back in the1950s. “Where is the motivation

for Delta to support this costlyedifice to move deep draft con-tainer traffic?”

The biggest bridge project inB.C. history at more than threekilometres in length, construc-tion of the tolled, 10-lane span,which includes a series of roadand overpass projects as well

as capacity for rapid transit, isscheduled to begin next year.

Massey says heavy lobbyingfrom industry, with little or noinput from the public, Metro Van-couver or TransLink, led Victoriatoward a bridge that will improveaccess to industrial properties onthe lower Fraser River.

He is also upset about plansto demolish the tunnel, which

the province says can no longerhandle traffic volumes anddoesn’t meet seismic standards,once the bridge is built.

“The George Massey Tunnelwould only be an impediment ifand when Port Metro Vancouverand their associates were givenpermission to dredge the lowerFraser River deeper to 14.5metres now and deeper in thefuture as the need arose, in theiropinion.”

Massey, who has been gather-ing documentation to support hisargument, says he’s frustratedwith policies that will destroy theecosystem of the Fraser River,adding that as late as 2006the province’s long range planincluded tunnel expansion to sixlanes.

The Burns Bog ConservationSociety is also raising questions,creating a website that notesinstead of replacing a tunnelwith a bridge, the government ofthe Netherlands is upgrading atunnel at a cost of $262 mil-lion Euros – about $420 millionCanadian.

“Is a new bridge over the Fra-ser River the best place to spendour limited public infrastructuredollars? Can we upgrade theMassey Tunnel instead andspend the money saved on otherprojects, like public transit?” thesociety asks.

“The B.C. government saysthat the bridge is being built tobenefit commuters, but the portand industrial users of the FraserRiver are clearly going to benefitif this project goes ahead. Theyshould have to pay for a big por-tion of the cost of this bridge.”

The environmental groupVoters Taking Action on ClimateChange has been echoing thoseconcerns, last year makingpublic documents it obtained

that suggest the port asked thegovernment for a bridge severalmetres higher than what hasbeen proposed to accommodatetaller liquefied natural gas trans-port ships at a proposed terminalin Delta. Port Metro Vancouverpresident and CEO Robin Silves-ter told the Optimist the port was

among those consulted about thepotential bridge design, but saysthe constraints of the river, in-cluding depth and turning radius,limit the size of ships that can plythe waterway.

“We would like to be able tofully load the size of ships that wecan get up the river, which is thecurrent Panamax ships, but theidea that they’re going to be su-per tankers or mega ships goingup the river is just rubbish. It’scompletely misplaced becauseyou couldn’t turn them around.

“When the province asked usabout how big the bridge shouldbe, what we looked at was what’sthe largest air draft – the distanceabove the water – that a shipgoing up the river could foresee-ably need.

was an LNG ship. Between cruise shipsand LNG ships, they have the highestheight above the water.”

But does that mean dredging?Not according to port chief financial

officer Allan Baydala, who in open letteron the port’s website says that while theremoval of the tunnel may create greaterdepth at that point in the river, the amountof dredging required on either side couldbe extensive and potentially cost prohibi-tive.

Port Metro Vancouver spends $15 millionannually to dredge the river to its currentdepth of about 11.5 metres, recouping abig chunk of that by selling the sand.

In 2014, Fraser Surrey Docks and theSurrey Board of Trade went to Ottawa topitch for additional federal money for extradredging that would deepen the river to13.5 metres.

George Massey Tunnel ReplacementProject director Geoff Freer told the Op-timist there’s no plan to dredge the rivereven deeper, noting it would be a huge,costly undertaking because the entireriver would need to be dredged. As far asthe tunnel being removed to allow biggerships, Freer notes the tunnel has settled

and is under the floor of river, so it’s notsticking up and ships wouldn’t be scrapingit anyway.

Having a new bridge the same height asthe Alex Fraser will dictate what can beaccommodated ship-wise, he says.

Freer says a new tunnel would have tobe built further upriver or downstream,which would have meant the loss of farm-land. It would have also required a muchdeeper channel to meet today’s seismicstandards.

Freer says a new bridge and a new tun-nel would have had roughly the same pricetag but a tunnel would have had higherrisks and consequences.

The Ministry of Transportation andInfrastructure hasn’t denied the movementof goods by water was taken into consider-ation when deciding on a crossing, statingin its Project Definition Report that anumber of industries – including containerimport/export, auto import/export andbreakbulk exports – use the Fraser Riveras a marine highway.

Consistent with Port Metro Vancouver’sLand Use Plan, more intensive use of siteson the south arm of the Fraser River canbe anticipated to support continued growth

in Canada’s trade, the ProjectDefinition Report notes.

As to why the currenttunnel can’t be maintainedfor local traffic or transit use, the report ex-plains keeping it would require significantrehabilitation and ongoing operating costs,and the tunnel would still not meet currentseismic standards.

Transportation Minister Todd Stone re-cently wrote to the Optimist saying a bridgecan be constructed with minimal distur-bance in the Fraser River, something that

can’t be said of a new

tunnel. “In short, we thoroughly reviewedthe benefits of all options,” Stone wrote.“A bridge will be safer, more seismicallysound, more environmentally friendly, andmore cost effective than a replacementtunnel.”

The province says a new tunnel would eat up more land as it couldn’t be constructed along the existing corridor.

Jesus, of course, wasreferring to himself. This

was a woman that waslost. She was consideredso sinful that she had todraw water in the heat ofthe day when she couldbe alone. This didn’t deterJesus. He knew the waterfrom the well would soonrun dry. But throughrepentance of sin, andbelief in him, she couldhave living water, which iseternal life.

Maybe you think youare beyond the reach ofGod. Your past may hauntyou. Your actions disap-point you.

But when you see therain continue to fall,remember that Jesus offerswater that never runs dry.He loves you. He wantsyou to have eternal life.

Ladner’s SeedySaturday andGarden Expowill mark its fifthannual edition

later this month at HarrisBarn.

The Ladner CommunityGarden is presenting theevent and partnering withthe Corporation of Deltaagain this year.

Delta will be puttingtogether a children’s gar-dening activity this timearound, says organizerand past president forthe Ladner CommunityGarden Kristin Crouch.

“We want it to be awhole family event,” shesays.

Seedy Saturday alsoincludes guest speakers, aseed swap and vendors.

People are encour-aged to bring their seedsbetween 10 and 10:30a.m. and drop them off.The seeds will be sortedand then trading will getstarted at 10:30 a.m.

“It was very busy forseed trading last year. Itwas probably our busiestyear,” says Crouch, whoplans on bringing cuca-melon seeds this time.

She wrote about the“unique and tasty fruit” inher blog (which appears

on the Optimistwebsite)and described it as “acucumber that has hint oflime to it” that is harvestedwhen it’s about the size ofa grape.

This year’s expo hasshifted back to a one-dayevent after taking placeover two days last year.Crouch says it’s a bit of a

stretch for volunteers todo two days and that whileover 600 people visited thefirst day, it wasn’t as busyon the second.

Vendors will haveplants, seeds and gardenaccessories for sale onthe ground floor of thebarn. Crouch notes therewill be some new vendors

in attendance and thatbetween 30 and 35 areusually present.

Seedy Saturday takesplace Saturday, Feb. 20from 10 a.m. to 4 p.m. atHarris Barn, 4140 ArthurDr. Admission is by dona-tion.

Last year proceeds fromadmissions were donatedto four school gardensin Ladner and to a B.C.Council of Garden Clubsscholarship fund thathelps students studyinghorticulture.

Whatyoushouldbeeatingbeforeaworkout

Have youever starteda workoutfeeling soawesome,

yet 15 to 20 minutes in youbegin to feel nauseous anddrained of energy?

Or perhaps you got half-way through your fitnessclass only to all of a sud-den crash and burn, handsshaking, dizzy and feelingsick.

I have been trainingpeople for over 20 yearsnow and I have seen it all.And while exercise may bethe pin that popped theballoon, so to speak, themain culprit that led thatpin to the balloon is usu-ally how the person fuelledtheir body before their

workout.First a quick (and basic)

physiology lesson: Fromthe moment you put foodin your mouth, it is beingdigested.

A carbohydrate-richfood (such as bread,cereal, fruit) breaks downas simple sugars for yourmuscles to start using forfuel.

A protein-rich food(such as Greek yogurt,meat, beans) is used tobuild and repair the bodytissues. And a food high infat is dissolved first in theintestinal cavity and thencarried on from there (likeour veins and arteries if wearen’t careful).

Each macronutrient isimportant for good health,however when it comes toexercise, there are two thatreign, and a surprise thathas science scratching itshead.

First, it is generally rec-ommended (to properlyfuel your body before aworkout) to eat a food thathas both carbohydratesand protein. The carbs willhelp fuel your muscles andthe protein will help withrecovery.

This could be as simple

as yogurt and berries, ora hard-boiled egg and anapple.

For workouts thatare strength-based (likeweights, circuits, bootcamp), aim for a snackat least 45 to 60 minutesbeforehand. Look for 20 to25 grams of carbohydratesand 10 to 18 grams of pro-tein.

Play around with thatas I know of a lot of peo-ple who need closer to 90

minutes to digest. Findwhat feels best for you.

A couple of things towatch out for are nauseaand dizziness. If you startto feel nauseous duringyour workout, chances areyou ate too close to yoursession. If you begin to feeldizzy, or light headed, youate too early.

Long cardio workouts(like training for a mara-thon) need a higher carbratio and should be eaten

at least 45 minutes beforeyou lace up your runners.You need to give the foodenough time for the glu-cose to breakdown and hitthe blood steam, so whenyour runners hit the pave-ment, you are fuelled andready to go.

Cardio workouts that areunder an hour don’t reallyneed a snack, providingyou are eating properlythroughout the day.

And the latest researchand buzz in the gym?Cardio workouts in afasted state. These areworkouts that are done onan empty stomach and aregaining in popularity.

Research is now sug-gesting that if you’re tryingto lose weight, doing acardio workout in a fastedstate (as soon as you getup in the morning) allowsyou to burn more fat.

First thing in the morn-ing, after fasting all night,your body’s natural hor-mones have the perfectprofile for fat loss. Yourinsulin levels are low, yourblood sugar is low (forcingthe body to draw on its fatreserves) and your growthhormone levels are at thehighest they will ever be

when awake.All of this makes for the

perfect fat-loss storm. Butthere are many expertsthat disagree and urgepeople to work out withsomething in their stom-ach.

Fasted cardio training isnew and will need time topan out with science.

My advice is to do what-ever will make you workout.

I do at least twice aweek cardio workoutsfasted. It works for me. Ialso know of a lot of otherpeople who just prefer anempty stomach for thesimple fact that a workoutfeels better without foodsloshing around in the gut.

If you are hypoglycemic,new to exercise or just notinterested in adding anymore torture to the wholeworkout thing, then heedthe recommendations of alight snack beforehand.

Bottom line is keepmoving and keep movingdaily — with or without asnack.PJ Wren is a local per-

That’s because not eve-ryone withgarden orcontainerspace knowsthat if plant-ed againthese bulbscan recyclethemselvesmany timesand pro-duce yearsof bloom—and the verybest timefor trans-planting iswhile the soil is still moistfrom winter rains. In sub-sequent years, replantedhyacinths transform intoa slightly-taller, moreelegant flower that bloomsin mid-spring.

Their survival is virtu-ally certain because theirbulbs are big enoughto withstand hardship.Snowdrops are more of agamble, but when they do

come back, they tend tospread rapidly.

For container gardeners,transplants of flowers and/or vegetables acquiredin planting season are aneasy and time-saving wayto start. But people withmore space to fill who likethe wide choices and inex-pensive option of seed-starting can begin cleaningcontainers and acquiringseed-starting mix and seedvery soon.

Some seeds are beststarted inside earlybecause they’re slow-growing. These includegeraniums, snapdragons,sweet peas and dianthus.Leeks can be started insidetoo and as soon as garlicand shallots (multipliers)appear in stores, they can

be plantedwhen the soilis no longerfrozen.

The onionfamily is phe-nomenallyhardy andmature leeksstand deepcold quitewell. But leekseeds won’tgerminateoutside untilthe weatherwarms up.

Like other long, thin veg-etables, leeks fit well intocontainers.

Seed of storage onionscan also be planted insideany time now. The garden-er who grew the biggestonions I ever saw plantedthe seed inside at thebeginning of December.He had a greenhouse, butcompact four-tray plantlights are widely available

now.In outside gardens,

voles will eat almost any-thing that can’t run. Garlicis safe, but they eat rootvegetables and shallotsfrom below. When I trieda teaspoon of red pepperpowder on each shal-lot being planted, theyweren’t touched. It workedfor peas too.

Whether you’re gar-dening in containers oran outside garden bed, ithelps to plan for crop rota-tion before spring plantingstarts. This is ensuring thatcrops are planted wherethe same kind of vegetablehasn’t grown for severalyears.

Crop rotation keepsnutrients in balance andensures pests are keptconfused and starved outas they hike around to findwhere their food supplyhas gone.

Memories being whatthey are, it helps to writedown where things areplanted and keep the listto refer to in later years.A three-year rotation isgood, four years is bet-ter but even a two-yearrotation is better than notdoing it at all.

It helps to rememberthat cabbage pests willmove from one kindof cabbage to another.Tomatoes, potatoes andpeppers also have theirhabitual pests. So do peasand the bean family. Theroot vegetables also sharethe same pests.Anne Marrison is happy

Washington’s version ofVictoria, its beautiful statebuildings are on a bluffoverlooking the ocean andits 278-foot high capitoldome is visible frommosteverywhere.

A five-hour drive fromVancouver, it’s a greatdestination for a weekendaway.

There are daily tours ofthe capitol dome and wegladly joined one led byEd Smith, a 30-year historyteacher whose father hadonce served in the legisla-ture. He primed our smallgroup on the Europeanmarble, carved masonryand more than 300 Tiffanylights and chandeliersthat decorate the interior.It’s an impressive, pala-

tial building and one thatcertainly lends gravity toWashington’s history andthe business of lawmaking.

It was less-than-fasci-nating for a six-year-old,though, which is whyour next stop was thevery antidote: the HandsOn Children’s Museumof Olympia. These daysalmost every city has achildren’s museum— butnot like this one.

“Our goal was to onlyfeature exhibits from thePacific Northwest, thingschildren might see intheir own back yards,”said Jillian Henze, com-munications manager forthe 28,000-square-footmuseum.

Best suited for thethree- to eight-year-oldcrowd, this innovativespace delves into the farmto fork eating experience,the Puget Sound water-way, the forest and the lifecycle of water. Touchingis mandatory here and byinteracting with the exhib-its, children learn howcurrents flow, how large abald eagle’s nest really is,how water and wind pres-sure work, how to build

a house and where foodcomes from.

We left Olympia the nextday for GrandMound, 20minutes away and hometo Great Wolf Lodge. Themassive indoor water parkis a hedonistic kids’ para-dise, with water slides thatsweep riders on a varietyof fast, circuitous wateryjourneys, a large wave pooland two well-designedwater play structures —one for toddlers and theother for kids seven andyounger.

There’s easily enough todo in the water park alonefor a half-day’s entertain-ment, but once you toweloff there’s much more.

Around us kids wererunning around withplastic wands, engrossedin MagiQuest, a gamewherein they explore anenchanted kingdom, gainmagic powers, learn fromthe Book of Wisdom andbattle a dragon.

We took the long roadback to Olympia onOld Highway 99 to get aglimpse of Tenino, a sleepycity with a fascinating his-tory.

I was anxious to learn

about its sandstone legacy,which dates back to 1888with the discovery of alarge sandstone deposit, apopular building materialin the pre-concrete era.

When the quarriesclosed in the late 1920s,one of them, the TeninoStone Company Quarry,was deliberately floodedwith water from natural

springs by the City ofTenino. It was transformedinto a 95-foot deep swim-ming pool with beautiful,terraced walls that bearevidence of its history.

There’s one final stopyou should make beforeleaving Tenino, and that’sthe Sandstone Distillery,located on the family farmof John Bourdon. For the

Amid his soaring stock as a U.S.college hockey prospect, ColinGrannary has committed to theUniversity of Nebraska Omaha.

The 18-year-old South Deltanative is currently enjoying anoutstanding season with theB.C. Hockey League’s MerrittCentennials. He is eighth inleague scoring with 66 points in47 games, including 25 goals. Hewas also listed 186th among NorthAmerican skaters in NHL CentralScouting Bureau’s Mid-SeasonRankings.

Grannary was already generat-ing plenty of interest from U.S.schools when he was namedTeamWest MVP at last week’sCanadian Junior Hockey LeagueProspects Game in South Surrey.He scored his team’s only goalas the West fell to the East 3-1.That only led to more calls and

emails from NCAA programs untilGrannary accepted NebraskaOmaha’s lucrative offer.

The Mavericks play in the high-profile National Collegiate HockeyConference that also includesNorth Dakota, Denver, ColoradoCollege, Western Michigan,Miami-Ohio andMinnesotaDuluth. The team is currentlyranked 12th in the nation with a16-9-1 overall record.

Grannary made official visitsto four schools before making hisfinal decision.

“This has been a long anddrawn out process for him thatstarted about a year ago,” saidCenntenials general managerand head coach Joe Martin. “Afterthe Showcase there were about20 schools enquiring about him.Colin had a lot of options but he isa small town type of kid. I’m sure,he’s glad his decision has beenmade so he can get back to focus-ing on what he is most comfort-

able with and that’s on the ice.”Grannary came through the

South Delta Minor Hockey repprogram before shifting over tothe Delta Hockey Academy wherehe put up big numbers with theU18 Wild Prep team— producing52 points in 27 games.

He was also a frequent call-upby the Delta Ice Hawks and morethan held his own in the junior“B” ranks as a 16-year-old witheight points in as many games,playing mostly with DHA team-mate Colton Kroeker.

The Hawks were quietly hop-ing Grannary might need a yearof seasoning at home wherehe would get to play with hisolder brother Evan. However,that potential family reunionwas dashed when Colin hadan impressive showing at theCentennials’ prospects camp inAbbotsford.

“He has a very high skill levelwith the puck and it really stood

out at that camp,” recalled Martin.“You could see he was one of thesmartest players on the ice.”

Grannary went on to have asolid rookie campaign with 39points in 55 games. This season,more was expected of him and hehas grasped the opportunity byelevating his play.

“That was a hard first seasonfor him,” continued Martin. “Herewas a skinny young skills guygoing out there mostly againstbigger 19-and-20-year-olds eachgame. And you have to remem-ber we play in a very competitivedivision with Vernon, Penticton,Salmon Arm. There are a lot of de-committed guys who have comeback or even frommajor junior.”

“He added about 10 poundsin the off-season and is skatingbetter too. It has made a differ-ence, especially with the ability healready had.”

Grannary will head to NebraskaOmaha for the 2017-18 season.

The Delta Pacers have navigated theirway through a few potential land mines toset the stage for the biggest game of theirseason on Tuesday night.

The Pacers will host the No. 2 rankedSouthridge Titans at 7:30 p.m. with anopportunity to nail down first place in theFraser Valley AAAWest League and hostthe upcoming league playoff tournament.

Delta (6-1) moved into top spot in thestandings after cruising past SullivanHeights 71-53 on Tuesday in Ladner.

The Titans (4-1) were surprised bythird place LAMatheson (6-2) back inearly December but otherwise have beena major force all season with impres-sive wins against a number of traditionalpowerhouses at the AAAA level, includ-ing a 95-60 triumph over top 10 rankedVancouver College last week. The SouthSurrey private school also captured theTsumura Invitational, beating Churchill(94-88) and Holy Cross (91-78) along theway.

The Pacers promptly took care of aSullivan Heights team that has been com-petitive all season. Jas Singh led the waywith 24 and Cam Ratzlaff added 22.

“We have been a little beat up so I wasworried,” said Pacers head coach DavidCraig. “I thought we played very well

considering. Now, we have a week to gethealthy and see what we can do against(Southridge). They certainly have shownthey have the capability of going off.”

Craig says it’s important for his team tohave a top seed for the eight team leagueplayoff tournament which will deter-mine four berths for the Fraser ValleyAAA Championships. From there, eightschools will clash from the West and Eastleagues and four will take their seasonto the provincial AAA tournament nextmonth in Langley.

He is pleased to see his young teamcontinuing to make progress as the post-season looms. Singh is carrying the offen-sive scoring load with poise and Ratzlaffhas become a reliable second threat,especially when his perimeter game is on.

Grade 10 William Khuu is handling thepoint guard position with growing con-fidence. The lone senior in the startingline-up— Jackson Goodman—missedTuesday’s game but is typically active inthe paint and provides leadership.

“We need to keep playing well and Ithink we are getting better,” added Craig.“William is really helping. He is our bestdefender and he is starting to score a fewpoints too.

“(No. 1) Rick Hansen and Southridgelook like the two teams to beat (at theValleys) but I think we are in the mix afterthat.”

Now the ‘‘fun’’part: the writing of the offer andhowmuch do you offer?

Have your Realtor pull recent “Solds” in thedesired price point and see what they were askingcompared to what the property sold for. Use this

information to guide you in making the best offeryou feel financially comfortable with. For someSellers it’s not just about the highest price, it canbe the dates you can close on or the “Subjects” inthe offer. If you’re going to write an unconditionaloffer make sure you include wording in the offerthat protects you as far as the Title, the PropertyDisclosure Statement, and previous use of thehome for illegal activities.

Always have your Realtor present your offer inperson when allowed. If not allowed, be sureto either have your Realtor write a cover letterintroducing you or you write a letter to the ownerexplaining what it is about their home that youand your family love. A picture of you and yourfamily is always a nice touch.

When your Realtor is presenting your offer, beoutside in the car waiting, you never know whenyou may be needed for consultation or maybe it’llbe accepted right then but requires your initialson a minor change!

Mildred (Millie) McKerracherdied peacefully on the eve-ning of Jan 31, 2016. She issadly missed by her family.She is survived by her son,Dennis (Margaret), her grand-sons Reiley (Maggie), Chris

(Jess), Mark, two great-grandchildren, Cassie andMason; and her daughter-in-law Francis. She waspredeceased by her husband, Clyde, her sonWayne and brother Robert Holder.

Millie was born in Chinook Alberta 93 years ago,July 23, 1922. Millie’s family moved to Fahler nearGrand Prairie Alberta and farmed. Millie’s love ofanimals was plainly apparent when an orphan bearcub was found and Millie nurtured the cub untiladulthood. She would ride her horse barebackmost days and on one momentous occasion shelanded in a nest of hornets. Stung very badly shemanaged tomount her horse who took her home.

She met and married her husband in Grand Prairie.Millie was an army wife and moved to VancouverWireless Station in Ladner in 1949. Through Clyde’stenure in the army, she developed lifelong friendswho cherished her as much as she loved them.Always up for adventure, she would drive her sons’homemade go-carts on the runways at VWS. Sheloved having friends and family over and was awonderful host. Her family could always crack herprim and proper exterior with a good off-colourjoke.

Millie was kind, incredibly loving, gracious and aperson everyone would want to know. In lieu offlowers, donations may be made to Delta Hospitalwww.dhfoundation.ca.
