The Tsawwassen resident and South Delta Secondary grad was fishing with a friend on the banks of the Chilliwack River last Sunday when he fell in and got caught up in the current. “His companion was not able to rescue him and called for help,” the B.C. Coroners Service said in a news release. Chilliwack RCMP and a search and rescue team responded and pulled Carswell from the river several kilometres downstream. He was taken to Chilliwack General Hospital but could not be resuscitated. Carswell is being remembered for his enthusiasm and cheerful disposition as well as his prow- ess on the field hockey pitch. He had recently returned from playing club hockey for MHC Amstelveen in the Netherlands and had formerly played for the Canadian Under-21 junior national team and the University of Victoria Vikes. He also played for teams in West Vancouver and locally with the Tsawwassen Falcons. “Over the last month I have enjoyed watching Graeme come to our club and start lov- ing hockey again,” Rob Short, a former national team player and captain of the West Vancouver Premier men’s team, said in a statement on the Field Hockey Canada website. “He was playing the best hockey of his life,” he said. “Tonight I felt the true feeling of how important my club is to me.” Short and Carswell played together on the Tsawwassen team for two years after Short returned from playing in Holland for 14 years. Then, just two months ago, Short got a message that Carswell was back from his own stint in the Netherlands and was interested in playing with Short’s current team in West Vancouver. Carswell joined the team and Short recalled his last con- versation with him. It was on Saturday, the day before the accident. He said he was sitting next to Carswell in the locker room as the team celebrated a big win. Family, friends and the fieldhockey community are in shockand mourning after the drown-ing death of 21-year-old GraemeCarswell last weekend.

The Tsawwassen resident andSouth Delta Secondary gradwas fishing with a friend on thebanks of the Chilliwack River lastSunday when he fell in and gotcaught up in the current.

“His companion was not ableto rescue him and called forhelp,” the B.C. Coroners Servicesaid in a news release.

Chilliwack RCMP and a searchand rescue team responded andpulled Carswell from the riverseveral kilometres downstream.He was taken to ChilliwackGeneral Hospital but could notbe resuscitated.

Carswell is being rememberedfor his enthusiasm and cheerfuldisposition as well as his prow-ess on the field hockey pitch.

He had recently returned fromplaying club hockey for MHCAmstelveen in the Netherlandsand had formerly played forthe Canadian Under-21 juniornational team and the Universityof Victoria Vikes. He also playedfor teams in West Vancouverand locally with the TsawwassenFalcons.

“Over the last month I haveenjoyed watching Graemecome to our club and start lov-ing hockey again,” Rob Short, aformer national team player andcaptain of the West VancouverPremier men’s team, said in astatement on the Field HockeyCanada website.

Short and Carswell playedtogether on the Tsawwassenteam for two years after Short

In addition to playingfor MHC Amstelveen,Carswell extended hisinvolvement in the clubas a trainer and coach forseveral of the junior teams

during his time there. Hetried out for, and made,the team in 2014.

“We have gotten toknow Graeme as a friendlyand always cheerful man[whose] enthusiasm affect-ed all those around him,”reads a statement postedon the club’s Facebookpage. “He did his bestto not only learn Dutch,which he did quickly, butalso our local culture… He

quickly became an integraland beloved member ofour club and will alwaysbe remembered fondly.”

In addition to fieldhockey, Carswell alsoplayed several sports dur-ing his days at SDSS. Heplayed basketball up untilGrade 10 and played rugbyand soccer until Grade 12.

“I was fortunate enoughto have coached Graemein basketball and soc-

cer,” said Brent Sweeney,a teacher and athleticsdirector at the school.“He was an awesome kidand this news is definitelybeing felt by many of thestaff here at the school.”

According to the Falconswebsite, the club is plan-ning on doing somethingto honour Carswell overthe next few weeks.

“Graeme was an out-standing young man in

the community with anamazing outlook on life,”the executive committeesaid in a statement postedon the club’s website. “Hewas a great friend to many,a coach, mentor, son andbrother. His legacy inthe community will beacknowledged for yearsto come and the Falconswould like to thank himfor everything he did inthe club.”

She feels like she’s talk-ing in the wind.

That was Mayor LoisJackson’s assessmentof her dealings with fel-lowmayors who shebelieves are doing theirbest to try to torpedo theGeorge Massey TunnelReplacement Project.

Last week, federalMinister of Infrastructureand CommunitiesAmarjeet Sohi paid a visitto Vancouver, making aspeech at the VancouverBoard of Trade, but themayors of Surrey andVancouver dominated theagenda in a meeting withthe minister, said Jackson.

“When we went to seethe federal minister lastweek, it was the two bigmayors, they wanted thebig bulk (of infrastructure

money) for their big pro-jects (UBC rapid transitline and Surrey light railsystem) and the bridgewas not even on the listanywhere.

“So I spoke to theminister and said that Iwas very disappointedit hadn’t been includedand I shared with himmyconcern that we have theCanadian economy rollinghere and we need to havebetter access for trans-portation of goods on ourtrade corridor both northand east of the port.”

Jackson had alreadyexpressed frustration overother mayors in the regionwanting to throw coldwater on the provincialproject, which is not tiedto TransLink or depend-ent on money from theregional district.

Last December,when the province

announced more detailson the $3.5-billion bridge,RichmondMayor MalcolmBrodie, long having criti-cized the plan, expressedreservations about thepriority to build it, whileSurrey Mayor Linda

Hepner suggestedthe regional may-ors’ plan for transit,which failed to wintax funding supportin a plebiscite lastyear, should takeprecedent.

Vancouver MayorGregor Robertsonhad predicted thebridge would meanmajor congestion inhis city.

“It’s like I’m talk-ing in the wind andI think there’s a lotmore politics at playhere than we wouldlike to admit,” saidJackson. “Eventhough they knew

Premier (Christy) Clarkhad announced the bridgeover two years ago, theystill refuse to accept thefact that it’s going aheadfor all the right reasons.”

A recent Metro

Vancouver staff report,which must still go to theboard of directors, citeda myriad of concerns andrecommends asking theprovince for a two-monthdelay.

It notes the projectdefinition report does notcontain sufficient informa-tion on the transportationpatterns associated with anew tolled bridge.

“They want a two-month delay, in my opin-ion, because they wantthe minister to look at allthe other list of things andlook at the bridge last,as far as I’m concerned.That’s the only reason whywe’re getting that requestfor the delay at this ninthhour,” Jackson said.

She noted there’s notmuch anyone can doat the Metro board ifVancouver and Surrey votetogether.

The provincial government is moving ahead with plans for a 10-lane, $3.5-billion bridge to replace the GeorgeMassey Tunnel.

Eventhough theyknewPremier(Christy) Clarkhad announcedthe bridge overtwo years ago,they still refuseto accept thefact that it’s goingahead for all theright reasons.

The suspects fledthe residence through aback door.

• Feb. 13, 9:31 p.m.,5200-block of 7A Avenue:Complainant reportedtwo males entered herunlocked vehicle and stoleher wallet. The complain-ant indicated she hadobserved two males in thearea looking into vehiclesand believes they are thesuspects. The complainantsearched the neighbour-hood looking for the sus-pects but without success.The suspects are describedas about 16 years of agewith one male wearing a“Caribou” brand baseballhat.

• Feb. 14, 1:33 p.m., 12thAvenue and 56th Street:After observing bizarredriving behaviour policestopped a vehicle in the

parking lot. The driveradmitted to drinking fivebeers with the last sipan hour ago. Two breathsamples provided by thesuspected read “Fail” andas a result the driver wasgiven a 90-day roadsidesuspension. The vehiclewas impounded and thesuspect opted to walkhome.

• Feb. 14, 11:15 a.m.,5400-block of 13A Avenue:A citizen located a bicy-cle on the running pathbehind her home. Thebicycle was transported toDelta police headquartersand is described as a back/red Super Cycle mountainbike. The owner can claimon identification at head-quarters, 4455 ClarenceTaylor Crescent in Ladner.

• Feb. 14, 7:50 p.m.,5500-block of 8A Avenue:Complainant reported herson’s bicycle was stolenfrom their front yard. Thebicycle was left overnightleaning against the frontof the house and wasdiscovered missing inthe morning. The bicycleis described as a whiteSpecialized P2 dirt jump-ing mountain bike withpurple decals and a blackHaro BMX style seat.

LADNER• Feb. 9, 11:13 a.m.,

5200-block of LadnerTrunk Road: A businessreported it had a femaleshoplifter in custody andrequested police assis-tance. Police attended andidentified the female whohad attempted to steal $91worth of groceries. As thepolice database indicatedthe female had a previousshoplifting offence, shewas arrested and takento police headquarterswhere she was processed,photographed and finger-printed. The suspect wasreleased on conditionsshe not enter the businessagain and with a date for acourt appearance.

• Feb. 12, 3:48 p.m.,3200-block of 72nd Street:Complainant reported shehad left her vehicle parkedfor about an hour andwhen she returned shefound the rear driver’s sidewindow smashed and herpurse missing. The com-plainant indicated she hadleft her purse on the backseat hidden under a jacket.The bank was contactedby the complainant whoadvised the credit cardhad already been used at alocal store. Video surveil-lance of the two suspectmales obtained and stillpictures distributed forpossible identification.

• Feb. 13, 11:54 p.m.,5400-block of LadnerTrunk Road: Complainantreported she was hosting agathering at a rented facil-ity and had turned awaytwo males who were notinvited guests. One of themales retaliated by throw-ing a bottle at the glassportion of the front door,causing it to break. Policeattended and appre-hended the suspect whoconfessed and indicatedhe was willing to pay forthe damage. The suspectwas transported to hishome and released to hisguardian.

• Feb. 14, 11:15 p.m.,9300-block of Burns Drive:Complainant reportedsomeone had enteredhis unlocked vehicle andstole his wallet and carstereo. The vehicle wasparked on the gravel out-side a business while hewas at work. The wallet isdescribed as a fake beige/brown Louis Vuitton andcontained personal andbank cards. The stolenstereo is an older blackJVC CD player. The bankinformed the complainanthis credit card had alreadybeen used to purchase gas.Police attended the servicestation and requested acopy of the video surveil-lance.

The jury in the coro-ner’s inquest into the 2012death of a man following apolice stand-off came backwith several recommenda-tions earlier this week.

The jury deliveredits verdict late Tuesdayafternoon in Burnabyafter hearing more thana week of testimony.Mehrdad Bayrami, 48,died after he was shot byDelta police Const. JordanMacWilliams outside theStarlight Casino in NewWestminster.

Following delibera-tions, the five-person jurycame back with a num-ber of recommendationsaround public awarenessand education on mentalhealth, improving accessto services and reducingthe stigma around mentalillness.

The jury recommendedpolice services in theprovince create a systemto flag and automaticallyinitiate a review of multi-ple calls or files relating to

a single person with thegoal of initiating interven-tion, if needed. It was alsorecommended all policeemergency responseteams establish a formalagreement with a numberof psychologists to supportnegotiators during inci-dents.

The jury also recom-mended the Ministry ofHealth create a directoryof mental health earlyintervention services avail-able to both medical pro-fessionals and the publicand that the Ministry ofEducation create a cur-riculum for kindergartenthrough to Grade 12 thataddresses mental healthissues.

A coroner’s inquest isusually required whena death occurs while aperson is in police cus-tody and involves a juryof between five and sevenpeople and a presidingcoroner. The inquest is nota trial to determine guilt,or find fault, but to deter-mine the facts surround-ing a death and allow thejury to make recommen-

dations aimed at prevent-ing deaths under similarcircumstances.

MacWilliams was amember of the MunicipalIntegrated EmergencyResponse Team at the timeand was one of severalofficers that responded tothe call of a domestic dis-turbance at the NewWestcasino on the morning ofNov. 8, 2012.

MacWilliams wasinitially charged withsecond degree murderfollowing an investiga-tion by the IndependentInvestigations Office. LastJuly, the Criminal JusticeBranch announced it wasstaying the charge.

A civil suit launched byBayrami’s daughter wasalso dismissed late lastyear.

The jury heard froma number of witnesses,including psycholo-gists who had spoken topolice negotiators thatmorning, several offic-ers who were also part ofthe emergency responseteam, MacWilliams andBayrami’s daughter.

The former home ofLadner Baptist Churchand the recently renovatedLadner United Churchhave both been recognizedby Heritage BC.

The two church build-ings received HeritageBC Awards of Honourlast night to acknowledgeextensive preservationefforts.

Ladner United Churchwon the award for therespectful renewal ofthe building by RAMConstruction.

In 2013, the 48th Avenuechurch was badly in needof repair and extension toaccommodate its grow-ing congregation. RAMConstruction was able tochange the original design,which was to demolishmost of the existing sanc-tuary, to a full renovationand restoration so the her-itage building and featurescould be saved.

“The preservation ofLadner United Church,while creating a fully

accessible and multipur-pose community building,was an amazing partner-ship between the peopleof Ladner United Churchand the municipality ofDelta, our builder SteveKnoblauch, our architectsKeith Sullivan andMicheleDonald, and the largercommunity of Ladner,”said Rev. Jim Short. “We

are blessed. Come visit ussometime.”

The former home ofLadner Baptist Church atthe corner of 47A Avenueand Delta Street receivedrecognition for the restora-tion of the 1902 buildingback to its former glory. In2012, the bell tower andbuilding foundations werecollapsing, but with careful

repair the former churchbuilding is now home totheDelta Optimist.

When most people lookto buy a home, thesingle biggest factorthey have to consider isprice. There are count-

less items on the wish list that weighinto the decision, but far more oftenthan not it’s the almighty buck that ulti-mately determines where you end up.

The reason I share the obvious withyou, that the real estate market goes along way to determining the makeup ofany community, is what’s on the hori-zon. In Vancouver and Richmond, cit-ies where both populations and houseprices have risen sharply, it’s no coinci-dence that schools are also being eyedfor closure. The math is pretty simple:young families are priced out, so fewerkids are enrolling.

Given South Delta was the hottest ofall Metro Vancouver real estate marketsin 2015, and that a typical Tsawwassenhome now goes for more than $1 mil-lion, it’s not hard to see where this isheaded. That’s why it’s surprising, tosay the least, that Delta school districtenrollment projections don’t factorhouse prices into the equation.

The real estate market will alwayshave peaks and valleys, so you don’twant to read too much into any short-termmovement, but an upward trendis undeniable, meaning it will only getmore difficult to purchase a home.

It’s no coincidence that Delta’s stu-dent enrollment hit a high water markway back in 1980 as the post-tunnelbuilding boom, when inexpensivehousing attracted thousands south ofthe river, filled local schools. The build-ing then stopped, or at least slowedconsiderably, and prices began to pushhigher, making Delta less and lessaffordable for those young families asthe years went by. The result is we’vegot 3,500 fewer students in the systemtoday than there were 35 years ago,even though the population as a wholehas inched higher.

We will continue to see the popula-tion rise, often through infill projectswhere one home is replaced by twoor more, but will that growth result inadditional, or even the same number,of students in our schools? If this newhousing approaches or exceeds sevenfigures, and it surely will, then theanswer is no.

I’m sure many factors go into enroll-ment projections, but it seems to methat house prices have to be one ofthem.

It has been said that educa-tion is the highest form ofhuman capital. When itcomes to education aboutagriculture, there has

always been this kind of debateabout whether it should be avocational or general subject.

I am of the view it should beboth and about a year ago wehad this conversation at the leg-islature in Victoria. Delta NorthMLA Scott Hamilton arrangedfor myself, superintendentDianne Turner, school boardchairperson Laura Dixon andKPU’s Dr. Kent Mullinix to meetwith Peter Fassbender, who wasminister of education at the time,and Agriculture Minister NormLetnick.

In that meeting we discussedwhat we were doing in ourschools with Project Pickle anddescribed our vision for the futurethat would see children in ourschool district exposed to farmingand agriculture throughout theirK-12 experience in the hopes thatsome of them would one day pur-sue jobs in the food economy.

Last Saturday I was present atthe well-attended Farm RootsMini-School open house atBoundary Beach Elementaryand had some wonderful dis-cussions with local farmers. Inattendance were Susan Snowfrom Snow Farms, Alicia Guichonfrom Backroads Family FarmMarket, Ron VanMarrewykfromWestcoast Vegetables,Southlands neighbour to the

north Brad Semke from CenturyGroup, farmer and councillor IanPaton, Delta South MLA VickiHuntington, district staff andmany more.

Most importantly, there werekids that are already keen onparticipating in the program inattendance, and there were fami-lies from out of district that arehoping to enroll.

I caught up with Paton afterthe event and asked him whathe thought of the work in pro-gress. This is what he had to say:“Where we live, agriculture andfarming is huge. Always has been.Over the past few years I havebeen happy to have been a partof the discussion as to how bestto support educational initiativesamongst the farming community.The future looks bright on thatfront here in Delta and I am look-ing forward to being a part of thejourney.”

Dovetailing agriculture andfood with regular curriculum is

challenging at times. I visit classesthat integrate programming withtheir math, science, PE and bota-ny classes. For the little guys, it’sjust getting out of the classroomand out to the school farms thatprovides the thrill of the day.

A shout out to Denise Unraufor a fine example of creativityin course planning at DelviewSecondary. At a meeting onTuesday, she articulated how sheis going to weave agriculture in toher Medieval Ages Social Studiesclass with her two blocks and 52Grade 8 students.

Agrarianism, serfdom, estateand farm development were allcrucial in feeding the masses.Unrau’s kids will use seed chartsto plan their farms and taste theproduct in conjunction with thefoods program.

When the question arosearound tools for the kids, viceprincipal Mike Annondale, whowas also at the meeting, sug-gested that metal shop would becreating trowels and that woodshop could provide trellises forcourtyard expansion and framesfor farm expansion.

This type of collaborationwill ensure there is engagementamongst the kids. They are notonly learning something, they arehaving a lot of fun in a uniqueenvironment and that will bodewell for them and us in the future.Mike Schneider is founder of

unwillingly, to this.The officially published

Canadian rate of infla-tion for 2015 has barelyreached above 1.5 per cent(do you believe this?) yetthe lower Canadian dollarnow seems to promise areally significant accelera-tion.

Naturally one of themain results will be pres-sure for higher wages, butany such adjustment has

been lagging in the lasttwo decades. Most folkhave less to pay more.Look just at the cost ofhousing.

The burgeoning costof bureaucracy and gov-ernment at many levelsseems also uncontrollable.Our politicians awardthemselves on a leapfrogbasis, never content to fallbehind the leader. Howlong can we accept this

type of philosophy?Delta property taxes are

now set to exceed the B.C.inflation rate once more.The mayor has alreadyachieved her target ofreducing municipal debtby this process. Has shenow become hooked onthe need for continuingthis? Can we afford this?Are we living above ourincome?

The following is aninteresting comparison:

The 7.8-kilometreØresundsbroen cable-

stayed bridge connectingSweden to Denmark, withfour lanes of traffic andtwo railway lines, openingon July 1, 2000, cost aboutCAD $3.9 billion.

The proposed 3.3-kilo-metre Fraser River bridge,replacing the GeorgeMassey Tunnel, is esti-mated to cost CAD $3.5billion, with no rail line.

So a road/rail cable-

stayed bridge over twice aslong as the Fraser bridge,with no rail lines, costsonly $400 million more.

Something is not righthere and I have to ask thequestion: Is the proposedFraser River bridge noth-ing more than a gold-plated political payout tofriends of the governmentwho will win the biddingprocess?

A small trip downmem-ory lane saw the CanadaLine bidding process,which the judge oversee-ing the failed Susan Heyeslawsuit against TransLinkcalled a “charade.”

The Massey Tunnelreplacement bridge isbeginning to smell like, asColonel Potter would say,horse pucky.

Cassanova and Romeo came to the shelter together (alongside Valentinothe Rabbit). They were surrendered to a small rescue that becameoverwhelmed and couldn’t care for them. We don’t know they’re historybut they seem to have a cloudy past as they arrived at the shelter in roughcondition. The B.C. government’sbudget takes a numberof positive steps, but asalways, the devil is in thedetails.

I am pleased to see thegovernment continue toreduce both its operatingdebt and debt-to-GDPratio. These are impor-tant fiscal indicators andthere is no doubt we aredoing better than otherjurisdictions. B.C.’s totaldebt, however, continuesto climb and is expected tobe over $71 billion withinthree years.

That $71 billion doesnot include the projected$3.5 billion cost for theGeorge Massey Tunnelreplacement. The govern-ment says it will not budg-et a project until it hasreceived final approval: soright off the bat, the capitaldebt estimates will see abig jump when the bridgeis finally declared a go.

Asset sales have appar-ently been rolled into“miscellaneous” rev-enue. The government islikely continuing to selloff its assets, althoughyou wouldn’t know itfrom reading the budget.There is over $2 billion in“miscellaneous” revenue.Did the government haveto sell land to balanceits budget? We can’t tellbecause there is no trans-parency.

I welcome the budget

changes that increasethe property transfer taxexemptions for citizensand permanent residentswho purchase new homesor condos. But affordabil-ity will remain a criticalissue and many youngfamilies in Delta will con-tinue to find it difficult toenter the housing market.

The budget offeredvery little for individu-als with limited incomesor who are on incomeassistance. The proposedincrease to assistancerates for persons with dis-abilities (PWD) does notgo far enough and theannouncement is mislead-ing at best. The PWD rateincrease still leaves peoplewell below the povertyline, despite governmentclaims that B.C. will be“the most progressiveplace for persons with dis-abilities.”

PWD rates are increas-

ing by $77 a month, butthe transportation subsidyprogram for PWD recipi-ents is being folded intothe new increase. So forthose who already use thatprogram—worth either$52 or $66 a month— theactual rate increase will beas little as $11.

Children are nowexempt fromMSP premi-ums, which will particular-ly benefit single parents onlower incomes. Certainlysome lower-income indi-viduals and couples standto save money, and that iswelcome news. However,while the governmenttalks about reducing MSPcosts for some, premiumsare rising substantially foreveryone else.

The government isrecouping what it standsto lose through MSP reliefby increasing premiumson single people earningmore than $42,000 by fourper cent next year. In addi-tion, couples without chil-dren earning more than$45,000 a year, and seniorcouples earning over$51,000, can expect to pay$20 more a month.

While this budget hastaken a prudent approachto spending and fiscalmanagement, which Ican support, many BritishColumbians will find onceagain they have been leftbehind by their govern-ment.

Representatives of theCross Border Coalitionto Stop the Radio Towerswere privileged to meetwith federal cabinet min-ister Carla Qualtroughlast week. The discussioncentered on the need toupdate and modernize the

1984 Ottawa accord thatregulates AM frequen-cies near the U.S./Canadaborder.

It was agreed the regula-tions now in effect are toonarrow and that criticalissues of blanketing inter-ference (AM signals dis-rupt all sorts of electronics,broadband communica-tions, interfere with com-puter functions and more)and the potential negativeeffects on health (longterm exposure to electro-magnetic radiation hasbeen linked to cancer, par-ticularly childhood leuke-mia) need to be addressedin Health Canada’s SafetyCode 6.

While the coalition hada three-pronged strategy,including Canadian gov-ernment intervention andFCC filings, the effortson the Whatcom Countylevel finally defeated theproposal to erect radiotowers in Point Roberts, anunwanted intrusion intoour lives.

Two-and-a-half yearsand almost $250,000 were

spent fighting the pro-ject because neither thegovernments of the U.S.nor Canada consideredthe impacts of blanketinginterference and EMR onits neighbouring com-munities. If successful,the changes to the treatywould ensure that nocommunity on either sideof the border would suf-fer the same challengethat Point Roberts andTsawwassen have faced.

MKDelta Lands Groupis holding a public openhouse next week on itsproposal for an industrialpark on land adjacent toBurns Bog.

Company presidentJoanne Barnett recentlyprovided civic politicianswith an update on the pro-posal for a nine-lot indus-trial park on the 62-hec-tare (155-acre) propertynear the junction of theSouth Fraser PerimeterRoad and Highway 91.

Barnett told Deltacouncil the site is ideallylocated for logistics or dis-tribution centres due toits proximity to Deltaportand Fraser Surrey Docks,Tilbury industrial area,the CN Rail terminal,Vancouver InternationalAirport and the U.S. bor-der.

The proposal includes2.2 million square feet ofindustrial floor space tobe constructed over nineyears.

Barnett said the devel-opment would be worthmore than $360 millionand once completed

would generate $2.5 bil-lion in direct economicbenefits, including signifi-cant job creation duringconstruction and perma-nent positions.

The agriculturally-zoned parcel is one ofseveral owned by thecompany adjacent to theBurns Bog EcologicalConservancy Area. Barnett

said the company was toldthat due to the soil condi-tions, the only viable agri-cultural option would be acranberry farm.

Coun. Ian Paton said hedoesn’t know of the siteever being farmed andadded that it is a mysterywhy it was included in theAgricultural Land Reserve.

As part of the proposal,

MK Delta Lands is offer-ing to transfer three othernearby parcels totaling131 hectares (328 acres) toDelta for inclusion in theconservancy area and isalso offering millions foragricultural and highwayimprovements.

MK Delta Lands hadbeen working on a majorproposal for a property on

the east side of Highway91 that included over1,000 housing units aswell as a commercial area.However, that proposalfaced significant opposi-tion in the communityand was scaled back twicebefore the company askedDelta to put the applica-tion on hold to considerthe industrial one.

The Burns BogConservation Society isvoicing concerns over thenew proposal.

The society names it asone of several industrialdevelopments threatening“the critical habitats of theFraser River Delta RamsarSite.”

The plans have alsogarnered internationalattention. InternationalPeatland Society presi-dent Björn Hånell hasexpressed concerns overthe effect of industrialdevelopment near the bog.

The InternationalPeatland Society is aninternational organizationthat promotes responsiblemanagement and wise useof peatlands and peat.

In 2012, Burns Bogwas declared a RamsarWetland of InternationalImportance.

A public informationmeeting is scheduled forThursday, Feb. 25 at theDelta Town & CountryInn in Ladner. The openhouse-style meeting runsfrom 4 to 8 p.m.

Barnett said the com-pany would also look intoscheduling a second ses-sion in North Delta.

Port Metro Vancouveris not looking for taxpayerdollars to build Terminal 2.

CEO and presidentRobin Silvester made thatassurance following con-cerns raised about whatthe port is seeking fromthe new federal govern-ment following a visit bya senior cabinet ministerlast month

Federal Minister ofTransport Marc Garneaugot a tour of the local portjust as the government isbeing wooed on severalfronts for infrastructurefunding promised duringthe last election campaign.He was told the impor-tance of accommodatingthe flow of trade for theeconomy, somethingechoed recently by theVancouver Board of Trade,which listed the RobertsBank Terminal 2 project as“deserving of federal sup-port.”

Against Port Expansion’sRoger Emsley describesthat as outrageous.

“It hasn’t even gonethrough the approval pro-cess yet, which is anotherstrange thing,” he said.

Noting future fundingparticipation would besought for road and railprojects to help facilitatethe efficient movement

of goods, something thegovernment has supportedin the past, Silvester saidthe port would not seekmoney to build the pro-posed three-berth con-tainer facility.

“To be really clear, it’snot for Terminal 2. Thatis a private sector fundedproject and others will befunding too,” he said.

“Our conversations withthe minister were reallystarting with what is ourrole, and it’s to facilitateCanada’s trade, to respondto the growth in Canada’strade, to plan for theinfrastructure that will benecessary for Canada to beable to continue to growthose trading relation-ships and that part of theeconomy. Our mandate isto do that, mindful of thedesires of the communityand ensuring protection ofthe environment.”

Their conversation atthe highest level all comesfrom ongoing detailedanalysis of transporta-tion needs in the LowerMainland and in part-nership with TransportCanada, TransLink andthe province, Silvesterexplained, who noted thevolume of trade throughthe port has grown sub-stantially in the past fiveyears.

“When we then lookforward, we see a similar

growth opportunity. Bulkproducts will be a little bitsofter over the next year ortwo, but over the five-yearhorizon we see the oppor-tunity for another 30 mil-lion tonnes of growth asthe growth starts to returnin 2018, and we need toplan for the infrastructure

to be able to handle thatamongst what is already agrowing region.”

Projects that would beseen as necessary for infra-structure improvements,Silvester said, include theSunbury/Nordel inter-change at the South FraserPerimeter Road, which he

said has already reachedtraffic volumes originallyprojected for 2020.

“Without Terminal 2,without the volumes beingnowhere where they’regoing to be with Terminal2, that junction is alreadycongested… because a lotof port traffic moves up

the SFPR, we see that has apriority as well.”

Meanwhile, it’s not clearhow, or if, the applicationto build T2 will be affectedwhen the Canadian gov-ernment unveils newenvironmental reviewrequirements in the com-ing weeks. Prime MinisterJustin Trudeau had prom-ised an overhaul of theassessment process aspart of his Liberal platformduring last year’s federalelection.

Emsley said he wondershow the Liberals’ promiseto reinstate more stringentassessment standards,as well as new Delta MPCarla Qualtrough voicingopposition over T2 duringthe election, will impactport expansion at RobertsBank.

Creating atheatre showout of theonline blogPostSecret

was extremely tough,says Tsawwassen’s JustinSudds.

He’s one of the co-creators of PostSecret: TheShow, which is on a 25-citytour of Canada and theUnited States.

The show, in a separaterun, is in the midst of atwo-week encore run atthe Firehall Arts Centre inVancouver, where it madeits Canadian debut lastyear.

The show is based on ablog that accepts submis-sions from people whoconfess their secrets anon-ymously on homemadepostcards.

“What’s really difficult ishitting all of these impor-tant aspects of what theproject shows us about ourhuman condition while atthe same time making itentertaining,” Sudds says.“You want to take peopleon an emotional journeyand this show absolutelydoes that.”

He explains finding the

right formula of funnierand darker topics was dif-ficult.

Sudds, whose wife intro-duced him to the blog,travelled to the U.S. withthe other co-creators ofthe stage show andmetFrank Warren, the creatorand curator of PostSecret.

“We all flew to Marylandand sat around Frank

Warren’s dining roomtable and went throughthousands and thousandsand thousands of post-cards,” Sudds says.

By the end of that week-end they knew they want-ed to make the project.

“It wasn’t just anothercreative venture we wereall working on,” he says,adding the power of the

personal stories and theheart of the project had somuch meaning, depth andtruth.

Professional dog trainer Amber Cottleis putting on a pet first aid course nextweek at the Delta Community AnimalShelter.

The 10-hour course takes place overtwo days, both of which need to be com-pleted to receive certification, Cottleexplains.

The Walks ‘N’ Wags course is nationallyrecognized, she says.

“It’s the most comprehensive pet firstaid course available,” says Cottle, who hasinstructed several of them before.

It is applicable to both dog and catowners.

“Really, what the course is designed foris to help stabilize the injury or illness ofan animal until we can get them to a vet-erinarian,” she says.

The course will cover assessing illnessbased on vital signs, different types ofinjuries, bandaging, CPR and more.

Live animals are used for demonstra-tions (finding femoral pulses, restrainttechniques and bandaging).

“They get a real life scenario ratherthan just working on mannequins.”

Participants, if their pet is friendly,social and can remain calm throughoutthe day, may be able to bring their cat ordog to the course.

There is also an open-book certifica-tion exam at the end of the course.

Cottle runs her own dog training centrein Delta.

The pet first aid course runs Feb. 23and 25, from 9 a.m. to 2 p.m. both days,at the Delta Community Animal Shelter,7505 Hopcott Rd., in Tilbury. It costs $149per person. Surrounded by restoredhalf-timbered build-ings, David identifiesone of few Tudor-stylehomes saved, explaining,“Harvard House illustrates‘wattle and daub’ con-struction, typical duringShakespeare’s lifetime.Ornate exterior woodworkand stained glass windowssuggest merchant wealth.”

A short distance away,Shakespeare’s Birthplacehas long welcomed pil-grims like us. Dickens,Carlyle, Walter Scott, MarkTwain and many otherssought inspiration here;some even etched theirsignatures on its window-panes.

wallpaper and sturdy oakfurniture reflect Will’smiddle-class upbringing.His father had prosperedmaking and selling fineleather gloves in the work-shop, still set up for a day’swork.

In the low-ceilingednursery upstairs, a bon-neted docent recounts,“Born here, Shakespearelater shared this bed withtwo brothers; a third sleptin the cradle, two sisters inthe adjoining room.”

Visualizing them play-ing on the original hard-wood floors, we marvelat the wheeled “truckle”with straw sleeping matsstowed under the bed.

Married at 18, Williamlived here five moreyears with Anne. Andamid outside gardens,costumed players bringShakespeare’s familiarcharacters alive beforeour eyes. Returning alongChapel Street, Davidpoints out Nash’s House,named for his grand-daughter’s husband; nextdoor, the foundations ofNew Place.

“An established play-wright, Shakespearebought New Place,Stratford’s second largesthouse,” says David. “Therehe wrote The Tempest andlater works. He died thereon his 52nd birthday.”

gardens at New Place re-open in April.

Will studied Latin, clas-sical theatre and historyfrom age six or seven at thestill-used grammar schoolin the next block. Whenfamily fortunes reversed,he left early at 13.

Another morning, wewalk off hearty Englishbreakfasts along a two-kilometre pathway toAnne Hathaway’s Cottagein Shottery. Sighting herfamily’s thatched, three-chimney farmhouse, wevisualize Anne watchingfor Will from the pretty lat-ticed windows.

A Hop-On-Hop-Off busdrops us at Mary Arden’sFarm in Wilmcote, five kil-ometres away. The 1570sfarmhouse belonging toShakespeare’s grandpar-ents continues as part of aworking farm.

Activity boards encour-age us to meet raredomestic breeds, practicearchery, play games andtry early chores like youngWilliam would have done.

Wrapping up our visitback in Bancroft Gardens,we contemplate Gower’ssculptured Shakespeare,seated high on a pedestal.Posing at each corner,Hamlet, Prince Hal, LadyMacbeth and Falstaff por-

tray philosophy, history,tragedy and comedy.

She will be giving a talkabout how to navigatearound your inner “crea-tive critic.” Picard saysall artists have an innerdialogue with their innercreative critic that can besomewhat destructive.

“The trick is under-standing where thecreative critic was born,acknowledge it and thenwork from there,” she says.“We need to create toolsto grab when it shows upso that we can create moreand be in the ‘joy’ of themaking instead of havingnegative dialogue withourselves and getting stuckin our creative tracks.”

Isaw a quote on theInternet the otherday that made megiggle. It was a pic-ture of a guy stand-

ing around a group ofoverweight seniors withthe caption reading, “Ifyou want to look youngand thin, hang out aroundold fat people.”

Now, that’s one way todo it, isn’t?

But if you live in thistown you will be hard-pressed to find some out-of-shape seniors to hang

with to make you feel bet-ter. All the seniors I knowkick some serious butt andmake a lot of 20-year-oldslook bad.

So, our next step is turn-ing to fitness to help get usget fitter and feel younger.

Whether your goal is tolose weight, build muscletone, prevent diseases orsimply stay above groundfor the longest you can,these three tips will helpget you there far moreeffectively than othertraining technique:

• Consistency. One ofthe first rules of achievingbetter fitness is frequency.I know, really boring,right? However, you can-not expect to see anychange in your body, oryour fitness with an incon-sistent workout plan, or bytraining just once or twicea week.

How often should yoube training for results?Three times a weekstrength work, twice a

week aerobic, or inter-val work, and everydaystretching.

Seems like a lot? Well,for five of those days (thestrength and cardio work-outs), youwould betraining forless thanan hour.Take that45 minutesagainst therest of your24 hours andyou have less than fourper cent. In other words,less than four per centof your total day is usedexercising. If you can’tinvest in a measly four percent towards your health,then you need to be care-ful because you just maybecome that old fat personothers go hang out with.

• Strength. As we getolder, we naturally loseour lean muscle mass.Women, between theages of 20 and 40, will

lose on average 3.6 kg ofmuscle while gaining 10kg of fat. Men, betweenthe ages of 20 and 80, willlose one-quarter of theirmuscle mass (Dr. Michael

Colgan). Andrunning,cycling orother aerobicsports willnot preventthis loss.Researchersat McMasterUniversity

compared a 10-weekprogram of weight train-ing plus aerobic exerciseagainst aerobic exercisealone. The aerobic groupshowed only a two percent increase in cardio-vascular capacity and an11 per cent increase inendurance. The weighttraining plus aerobicsgroup showed a 15 percent increase in cardiovas-cular capacity and a mas-sive 109 per cent increasein endurance.

The aerobics groupshowed no increase inarm or leg strength whilethe weight training groupshowed a 43 per centincrease in arm strengthand a 22 per cent increasein leg strength.

Building your strengthand lean muscle masswill boost your ability toburn fat, grow bone den-sity, improve immunity,combat diabetes, reducejoint pain found withosteoarthritis and rheuma-toid arthritis, strengthenyour heart, yield bettercoronary artery flow in theheart and produce greatersubmaximal enduranceand less fatigue.

• Intensity. Exerciseintensity matters far morethan duration when work-ing out. In a study calledthe Copenhagen CityHeart Study, researchersfollowed a random sampleof about 12,000 people inCopenhagen for 21 years.

These 12,000 all cycled

and what the researchersfound was that individualswho typically rode fast ona regular basis (so bikingat a higher intensity) lived5.3 years longer than thosethat cycled slowly.

A study in the AmericanJournal of HealthPromotion found thatwomen who engaged inshorter bouts of moreintense exercise had alower body mass indexthan those who stayed at asteady state when exercis-ing. This study found thatfor every extra minute ofhigh-intensity exertiona woman did each day,there was a .07 decrease inbody mass index.

While most B.C. drivers are honestwhen it comes to making insuranceclaims, there are a few that arehurting things for the rest of us inthe province.

Industry studies estimate that about10 to 20 per cent of all insuranceclaims contain an element of fraudor exaggeration. Applying thoseestimates here means fraud iscosting us up to $600 million peryear, or more than $100 annually onevery auto insurance policy.Fraud cheats everyone and comes inall shapes and sizes.

Some fraud is organized andorchestrated by a group of individuals,namely, staged accidents and stolenvehicle rings.

Other types of fraud are lessobvious. Fraud like this includesexaggerating the extent of an injury,misrepresenting a previous medicalcondition or slanting the situationwhen reporting a claim. It�s notunheard of for people to embellish

their claim by including vehicledamage unrelated to the crash, or toclaim they can�t work when they�reactually back on the job. These tacticsmay not make the news, but the costsadd up and come out of all of ourpockets � we all end up paying forthose who cheat the system.

ICBC combats fraud with their SpecialInvestigation Unit, which last yearlooked at more than 5,000 claimsHles. This includes a cyber unitthat employs information publiclyavailable on the internet and socialmedia to investigate suspectedfraudulent claims. They�re in theprocess of increasing their focus oninvestigations, including trainingand analytics technology that Gagspatterns and predictors of fraud.

By stepping up efforts to reducefraudulent and exaggerated claims,along with managing injury claimscosts, ICBC is working to takepressure off rising insurance rates.

Several months ago Icleaned my carpets. Oneof the things I enjoy aboutthat project is that yousee immediate results. Iwent over them twice withsoap and once as a rinse.It was amazing, gratifyingand totally disgusting howdirty the water was thethird time!

I’m sure I could havegone over them a fewmore times with similarresults. Dirt gets draggedin and ground in overtime, even before it looksbad. And there is still dirtthere even when it looksclean.

I think there are somesobering parallels with ourown hearts. The prophetJeremiah wrote: “Thehuman heart is the mostdeceitful of all things, anddesperately wicked. Who

really knows how bad itis?” (Jeremiah 17:9, NLT)

We’re pretty adept atmaking excuses in thisarea. After all, no one isperfect and we’re onlyhuman.

But we underesti-mate howmuch dirt getsdragged in and ground inthat we don’t even notice.

And there is still dirt thereeven when we think we’repretty clean.

Cleaning carpets is easy.But how do you clean yourheart? Where do you rentthat kind of cleaner? Thiskind of cleaning job isn’ta do it yourself project.Jeremiah also wrote: “Noamount of soap or lye canmake you clean. I still seethe stain of your guilt. I,the Sovereign Lord, havespoken!” (Jeremiah 2:22,NLT)

Walking through thehalls of the Tsawwassenelementary school, SophieLemieux is greeted byhugs from the youngFrancophone students.

Lemieux began herteaching career doing sub-stitute work with Frenchimmersion schools inMontréal.

“I thought it was sobeautiful to see how thekids were learning a lan-guage,” says the new prin-cipal. “I fell in love withthat.”

Now the Quebecnative is working with theschool’s staff and parentsto promote awareness andenrollment.

Tucked away in a quietTsawwassen neighbour-hood, the French-speakingschool, which opened its

doors in 1998 with a totalof eight students, now has48 enrolled between kin-dergarten and Grade 7.

Bois-joli is often mis-taken for being a private

or a French immersioninstitute.

“We’re not a schoolwhere you come here justto learn a language, that’sthe difference with French

immersion,” says Lemieux,“We create kids that followthrough with the languageand with the culturalaspect.”

Some parents worry

about their child’s abil-ity to learn English atFrancophone schoolssuch as Bois-joli. However,French-speaking stu-dents must complete the

same FSA testing fromthe Ministry of Educationas students at English-speaking schools, andLemieux says the results ofthose tests show “they fin-ish as good or better.”

Both Lemieux andBois-joli’s secretary,Virginia Evans, have hadtheir children enrolled inFrancophone education.

“Here in B.C. we’vebeen put on the backburn-er,” says Evans, who movedfrom France 20 years ago.“Thirty years ago therewas no choice for parentsthat spoke French to havethe right to educate theirkids in French.”

The staff at Bois-joli isworking with the school’sPAC to build enrollmentin the hope that morestudents will mean morefriends and diversityfor the children alreadyattending.

Lemieux hopes to keepa close-knit environmentwhile having enough stu-dents to create a diversesocial circle at the smallschool.

South Delta Sun Devils’ Ryan von Endehas officially committed to the defendingVanier Cup champions.

The standout Grade 12 offensive line-man signed his Letter of Intent last week,keeping the next chapter of his footballcareer close to home, much to the delightof UBC Thunderbirds head coach BlakeNill.

He considers von Ende as one of his toprecruits and welcomed him, along withJagroop Sandhu of Vancouver College, tothe new UBC Football Academic Centre,to sign with the program among familymembers.

Von Ende was initially weighing offersfrom around the country.

“The signing of von Ende and Sandhuis very big for UBC. It’s important we are

able to protect our backyard in terms ofrecruiting,” said Nill. “Having two youngnational prominent student athletes stayat home says a lot about the future of UBCfootball and the direction of which itstravelling.”

UBC enjoyed a remarkable turnaroundin Nill’s first season at the helm, culminat-ing with the school winning the nationalchampionship for the first time since1997. The Thunderbirds went 2-6 a yearearlier and missed the playoffs.

Von Ende, who was named to the AllProvincial Team, will be re-united withreceiver Bryce Connors who red-shirtedlast season. Both were members of theSun Devils 2014 provincial champion-ship team. Earlier, receiver Michael Manncommitted to UBC where he will get achance to play alongside his older brotherDavid.

Another prominent member of the 2014SDSS team is taking his career to BurnabyMountain. Receiver Thomas Franklin wasamong 27 players to commit to the SFUClansmen during the NCAA NationalSigning Day. The Ladner native had over500 receiving yards and seven touch-downs in his Grade 12 year at South Delta.

The 6-foot-4 standout was clutch in theteam’s memorable playoff run, with a keythird quarter touchdown in the semi-finalwin over Terry Fox. He also hauled in theopening major in the championship gameagainst Mt Doug.

Police Pipe Band. When he first arrived in Canadahe worked for MacMillan Bloedel, a short stint as aguard at Okalla, Domtar and then for the Munici-pality of Surrey.

Jim was a proud Scot and equally proud Canadian.After he was no longer able to play the pipes hetook great pleasure in latter years as standardbearer carrying the Canadian flag as he marchedwith the pipe band in numerous parades both hereand overseas. His proudest moment as a piperwas when he played the pipes with DPPB at theEdinburgh Tattoo while family members were inthe audience.

Jim was a merchant marine officer and while on atrip to Canada he met Sylvia Marston as she wascoming to visit her sister in Winnipeg. Jim and Sylviawere married in 1953 and emigrated from U.K. in1956.

He lived in Vancouver on Harwood Street for 3years and then in Surrey for 43 years and in 2005moved to Langley to be closer to family. He ispredeceased by his wife Sylvia (2003).

Prayers and dedication and parade to take place atGardens of Gethsemani Chapel 15800 - 32nd Avenueat 11:00 a.m. on Friday February 26, 2016. Serviceand reception to follow at Cloverdale Legion Branch#6, 17567 57th Avenue, Cloverdale at 1:00 p.m.
