TOP 10 RESPONSIBILITIES IN ANY HR OFFICE

WELCOME & INTRODUCTION
On behalf of MASPA, I welcome you to the 2010 Winter Pre-
Conference.When speaking in front of the whole group this first session, please start each time by
saying your name & district so we can begin to get to know each other. I encourage you
to do the following in the next few days:

GOAL OF SESSION
Participants will get an overview of the key responsibilities and
characteristics that are necessary to build a successful career in K-12 human resources
management.
TAKE A STAND
Take a Stand is an activity that can be adapted to many trainings. Design either/or questions around the topic being presented or around the goal of the training.Have participants start in a single line. For each question, have participants take a stand on the issue, i.e. stepping to the right or left (or sometimes center).Use follow up questioning and have participants explain why they took that “stand” in order to help reach the session goal. Pair up opposites & discuss.

Have a daily, weekly, monthly, and yearly system for organizing & prioritizing projects.Use technology & delegate
#5 TIMELINES & DEADLINES
Helping others meet their deadlines (which are ultimately yours) – take ownershipCreate a master calendar for the office
Start a week or two at a time and create it over the year.
Critical areas for deadlines include:Contractual timelines – especially grievance timelinesDistrict, State, & Federal ReportsEvaluations for staff – especially Probationary & Tenured Teachers
#6 COMPLIANCE ISSUES
Know pertinent laws & policies (PERA, CBA, Tenure Act, FMLA, ADA, Workers Compensation, FLSA, USERRA, COBRA, etc.)Use technology to assist you (SETSEG, Global)Identify all areas and create a plan / timeline for being compliantKnowledge is powerful – contact resources, train staff, leadREAD all Board Policies, starting with all personnel policies – present summaries at AD Team
#7 LABOR RELATIONS
READ all contracts from cover to cover at least annually your first five years. What is the style of bargaining historically?Develop an effective system of communication with the leadership of each union.You must be overprepared.Most grievances filed are not about contract violations. Frame issues – understand all sides. Research & read past grievance/arbitration decisions.
#8 STAFFING, MENTORING, INDUCTION & TRAINING
Staffing: long-term planning; be involved at building level; run class size reports & analyze; understand curriculum changes enough to adjust staffing; know rights in contractMentoring / Induction

Fold the line is another activity that can be used in a variety of trainings. It can be a follow up to Take a Stand, but it doesn’t have to be.Design a question/statement that will have participants ranking themselves from high-low, agree-disagree, feeling range, etc. and lining up accordingly.Then fold the line from the middle and have participants match up & discuss/debate/etc.
