AS DAVID BEGINS HIS 48TH YEAR OF TEACHING HERE AT BAYLOR LAW SCHOOL, I AM HAPPY TO SAY THAT HE HAS BEEN HONORED AS THE 2013 BAYLOR LAWYER OF THE YEAR. OR PERHAPS I SHOULD SAY BAYLOR LAW SCHOOL IS HONORED TO HAVE DAVID AS ITS BAYLOR LAWYER OF THE YEAR.

IN THIS ISSUE OF DOCKET CALL, WE LOOK AT THE IMPACT THIS GREAT EDUCATOR HAS HAD ON THOUSANDS OF FORMER STUDENTS.

David’s commitment to Baylor Law School, its students, and its alumni is a gift to us all. He’s known for making time to get to know students and learn their “stories.” Alumni, among them a few federal judges, are known to call him on occasion for professional advice. Faculty, several of whom sat in David’s class as students, look to him as a model.

I too sat in David’s constitutional law class many years ago. I count David Guinn — along with Matt Dawson and the late Dean Angus McSwain — as one of the great mentors I have had in my career.

Also in this issue of Docket Call, we say thank you to the many generous donors who are ensuring that our students receive scholarships that help mitigate the cost of attending Baylor Law School.

Baylor Law School has an enviable endowment. Based on the latest available American Bar Association Section on Legal Education data, the Law School endowment, at $107 million, stands at 24th overall among the 203 ABA accredited law schools in the nation.

These numbers are impressive, and we credit this to the hundreds of alumni who have established and continue to fund scholarships, whether through current gifts or planned giving. They create these scholarships in their names, for a family member, a beloved professor, or a classmate. Some of our scholarships were created by the families of their cherished alumni.

But as extraordinary as our standing is and as grateful as we are, we have a long way to go. We will not be satisfied until we can bring all or nearly all of our students into Baylor Law School on full or substantial scholarships.

We have set aside several pages in this issue of Docket Call to list all of our endowed scholarships. We also

have included the heartfelt thanks of some of our students who have received these scholarships. For many students, these scholarships were not just the difference between attending Baylor Law or attending some other law school — they were the difference between attending and not attending law school at all.

In this season of giving, I would like to thank the alumni, family, friends, and faculty who have opened their hearts by endowing scholarships that have provided our students with one of the most enduring gifts they will ever receive.

H is former students are now attorneys, judges, politicians, public servants, corporate

lawyers, entrepreneurs, and more. As with all great educators, Guinn’s influence runs deep and wide and has earned him the affectionate sobriquet, “The Godfather.”

Guinn is an enduring presence at Baylor Law School and throughout the Texas legal system. He cares deeply about his students, past and present. For this and more, Professor David M. Guinn is the 2013 Baylor Lawyer of the Year.

“It’s high time we recognize David, not only for his excellence in academics, but his excellence as a lawyer, the great legal work that he’s done in the field of political work, and his governmental expertise,” said George Chandler (LLB ‘62), of Chandler, Mathis & Zivley, PC in Lufkin, and a good friend of Guinn’s. “One thread I see with his (former students) is their responsibility to the law, their care, and devotion.

Something about David is synonymous with his students and a feeling of responsibility toward the law, to be as good as you can be.”

While many of his former students and classmates moved on to the private sector or high-profile positions, Professor Guinn said he has never questioned his decision to come back to Baylor Law School three years after he graduated in 1963 to become a faculty member.

“This is where I was supposed to be,” Guinn said. “I absolutely love my job.”

Guinn’s academic career at Baylor University began in 1957, when he earned a football scholarship. While good in sports, Guinn was equally driven to succeed academically. He found his passion in the U.S. Constitution.

“I had a marvelous political science professor, Dr. Robert Miller, and he taught me constitutional law,” he said. “And I remember going home and telling my mother, ‘I’m going to major in political science.’

And my mother, who was raised in an orphanage, said, ‘Well, I hope you’re going to law school because otherwise you’re going to be poor.’”

Noley Bice (LLB ‘62), Counsel for Baylor University, was attending Baylor Law when Guinn was still an undergrad. Bice recalled frequently seeing Guinn diligently studying in the law library.

“He was over there all the time,” Bice said of the man who would become a lifelong friend. “He didn’t strike me as a fellow that would get out and want to go in the courthouse and deal with what you do with judges and other lawyers, and folks. He was maybe more intelligent than that.”

After injuring his knee, Guinn took his mother’s advice, opted to maximize what was left of his scholarship, and enrolled in Baylor Law School in 1960, six hours short of earning his bachelor’s degree. At that time, a bachelor’s degree was not a mandatory requirement for admittance to Baylor Law; a student could enroll with only three years or 90 hours of college course work. About 10 years ago, Guinn quietly finished his remaining credit hours to earn his bachelor’s degree.

Even as a law student, Guinn already was showing his talent as an educator.

“David’s father was a well-respected educator in Cleburne, and David just had teaching in his veins. From the time we were just kids, he always distinguished himself from the rest of us by tremendous academic discipline and he really took it seriously,” Chandler said. “There’s no question that being around David as kids taking classes was a very uplifting thing. He could always help direct you to the right answer.”

After graduating from Baylor Law, Guinn began working for the Securities and Exchange Commission in Fort Worth. But that little law school in Waco kept tugging at his heart.

“One day, I recall driving home and I thought, ‘You know, I think I would really love to be a professor.’ So I came back to Baylor, visited with Professor (Erwin) Elias and then Professor (Angus) McSwain,” Guinn said. “They said, ‘Well David, you need to go to a national law school for a graduate program.’ ”

Once he completed his LLM in international law at the University of Michigan Law School, Guinn

returned in 1966 to Baylor Law, where a job awaited him. For his first few years he taught whatever classes were assigned to him. In 1968, when Erwin moved briefly to Texas Tech Law School, Guinn began teaching constitutional law. Guinn is now a Master Teacher.

PEOPLE ASK ME AT TIMES, ‘DON’T YOU GET TIRED AFTER ALL THESE YEARS OF TEACHING THE

SAME THING?’ I SAY, ‘THAT’S THE POINT OF CONSTITUTIONAL LAW. IT IS NOT THE SAME. IT’S ALWAYS IN EVOLUTION,’” GUINN SAID. “As our society changes, we simply change the interpretation of the words in the constitution. So now it’s not like it was when I started.”

Lyndon L. Olson Jr., former U.S. ambassador to Sweden, attended Baylor Law in the early 1970s when Guinn was a young professor and Olson was a young member of the Texas Legislature.

“I just absolutely loved David Guinn’s courses,” said Olson, who went from student to friend. “I think his power has been in his ability to take some very complicated law and to talk about what it means, not only as to the letter of the law, but also the legislative intent. What was the judicial understanding? He, for me, made the law very practical.”

Guinn holds a particularly special place in Olson’s heart; Guinn is the first faculty member to hold the Lyndon L. Olson and William A. Olson Chair of Local Government and Constitutional Law. Olson and his wife established the chair in honor of his father, Lyndon, and uncle, William, both Baylor Lawyers.

And what Guinn student can forget that famous crooked finger of fate (which, for the record, was broken when he was playing baseball with a friend)?

“I remember wondering if he was calling on me or the student next to me when he snapped his fingers and pointed that crooked finger at me in the middle of Con Law,” recalled Baylor Law School Associate Dean Leah Jackson. “Not only is Professor Guinn a master teacher in the classroom, but he also is a mentor and role model to countless students and graduates. He has earned our deepest respect through his many years of unwavering dedication to all things Baylor. He has provided legal service and wise counsel to Baylor’s presidents during a number of difficult and challenging periods, always going above and beyond the call of duty.”

Jackson represents one of several members of the Baylor Law faculty and staff, including Dean Brad Toben, who learned constitutional law under Guinn.

“The whole bunch around here, I’ve taught them all,” Guinn said. “That’s right. I’m very proud of that.”

Another source of great pride for Guinn is the ongoing work he and colleague and longtime friend, Mike Morrison, have done in the field of redistricting since 1978.

“I must confess, I love being in the academic environment, but it was good for me to get out and just work with good, fine people on the school boards and the city councils, and commissioners courts,” he said.

Morrison remembers that when Guinn first asked him to help settle redistricting issues in Freestone and Limestone counties involving minority voting he thought the work would take just a few weeks.

“I was a brand new faculty member. I was still spending 10 and 12 hours a day getting notes ready for the next day’s lecture. I don’t think either one of us had any idea it would become what it has,” Morrison said “At least initially, what David brought was his in-depth understanding of federal law and the constitutional requirements of equal protection. And what I brought was an aptitude to identify how we can make changes that would make the client happy, and satisfy the legal requirements. And over 30 years of doing this, I’ve

been tutored by David long enough that I understand constitutional and statutory issues, and he’s seen what I’ve been doing long enough to understand what the process is.”

Morrison was instrumental in organizing a group of Baylor Lawyers, some of them former Baylor Lawyers of the Year themselves, to lobby for Guinn to be honored as the 2013 Baylor Lawyer of the Year. The trick, Morrison said, was to make it very clear to Guinn that this was not a going-away present.

“I think it would have happened earlier, but there was some concern that he might read that as our giving him a going-away gift and feel like it was sort of a gentle nudge out the door, and I think what ultimately convinced people is that if you wait until you’re sure that won’t be the case, you may wait too long,” Morrison said.

Guinn admitted that on the day he was named Baylor Lawyer of the Year by Judge Ken Starr and Dean Brad Toben he was convinced he was going “to be retired.”

“For once, I was completely at a loss for words,” he laughed. “I am so honored. I am at the low end of the totem pole in regards to the previous designees. I’m so very honored.”

And to all those who worry he might perceive being named Baylor Lawyer of the Year as a career capper, Guinn assures them he’s determined to stay at Baylor Law School in his office with his father’s roll-top desk for as long as he is able.

“I’ve always been devoted to this little school and it’s my job and I thought I couldn’t be any happier,” Guinn said. “I love my work. Why would I want go somewhere else?”

“David’s father was a well-respected educator in Cleburne, and David just had teaching in his veins. From the time we were just kids, he always distinguished himself from the rest of us by tremendous academic discipline and he really took it seriously,” Chandler said. “There’s no question that being around David as kids taking classes was a very uplifting thing. He could always help direct you to the right answer.”

After graduating from Baylor Law, Guinn began working for the Securities and Exchange Commission in Fort Worth. But that little law school in Waco kept tugging at his heart.

“One day, I recall driving home and I thought, ‘You know, I think I would really love to be a professor.’ So I came back to Baylor, visited with Professor (Erwin) Elias and then Professor (Angus) McSwain,” Guinn said. “They said, ‘Well David, you need to go to a national law school for a graduate program.’ ”

Once he completed his LLM in international law at the University of Michigan Law School, Guinn

returned in 1966 to Baylor Law, where a job awaited him. For his first few years he taught whatever classes were assigned to him. In 1968, when Erwin moved briefly to Texas Tech Law School, Guinn began teaching constitutional law. Guinn is now a Master Teacher.

PEOPLE ASK ME AT TIMES, ‘DON’T YOU GET TIRED AFTER ALL THESE YEARS OF TEACHING THE

SAME THING?’ I SAY, ‘THAT’S THE POINT OF CONSTITUTIONAL LAW. IT IS NOT THE SAME. IT’S ALWAYS IN EVOLUTION,’” GUINN SAID. “As our society changes, we simply change the interpretation of the words in the constitution. So now it’s not like it was when I started.”

Lyndon L. Olson Jr., former U.S. ambassador to Sweden, attended Baylor Law in the early 1970s when Guinn was a young professor and Olson was a young member of the Texas Legislature.

“I just absolutely loved David Guinn’s courses,” said Olson, who went from student to friend. “I think his power has been in his ability to take some very complicated law and to talk about what it means, not only as to the letter of the law, but also the legislative intent. What was the judicial understanding? He, for me, made the law very practical.”

Guinn holds a particularly special place in Olson’s heart; Guinn is the first faculty member to hold the Lyndon L. Olson and William A. Olson Chair of Local Government and Constitutional Law. Olson and his wife established the chair in honor of his father, Lyndon, and uncle, William, both Baylor Lawyers.

And what Guinn student can forget that famous crooked finger of fate (which, for the record, was broken when he was playing baseball with a friend)?

“I remember wondering if he was calling on me or the student next to me when he snapped his fingers and pointed that crooked finger at me in the middle of Con Law,” recalled Baylor Law School Associate Dean Leah Jackson. “Not only is Professor Guinn a master teacher in the classroom, but he also is a mentor and role model to countless students and graduates. He has earned our deepest respect through his many years of unwavering dedication to all things Baylor. He has provided legal service and wise counsel to Baylor’s presidents during a number of difficult and challenging periods, always going above and beyond the call of duty.”

Jackson represents one of several members of the Baylor Law faculty and staff, including Dean Brad Toben, who learned constitutional law under Guinn.

“The whole bunch around here, I’ve taught them all,” Guinn said. “That’s right. I’m very proud of that.”

Another source of great pride for Guinn is the ongoing work he and colleague and longtime friend, Mike Morrison, have done in the field of redistricting since 1978.

“I must confess, I love being in the academic environment, but it was good for me to get out and just work with good, fine people on the school boards and the city councils, and commissioners courts,” he said.

Morrison remembers that when Guinn first asked him to help settle redistricting issues in Freestone and Limestone counties involving minority voting he thought the work would take just a few weeks.

“I was a brand new faculty member. I was still spending 10 and 12 hours a day getting notes ready for the next day’s lecture. I don’t think either one of us had any idea it would become what it has,” Morrison said “At least initially, what David brought was his in-depth understanding of federal law and the constitutional requirements of equal protection. And what I brought was an aptitude to identify how we can make changes that would make the client happy, and satisfy the legal requirements. And over 30 years of doing this, I’ve

been tutored by David long enough that I understand constitutional and statutory issues, and he’s seen what I’ve been doing long enough to understand what the process is.”

Morrison was instrumental in organizing a group of Baylor Lawyers, some of them former Baylor Lawyers of the Year themselves, to lobby for Guinn to be honored as the 2013 Baylor Lawyer of the Year. The trick, Morrison said, was to make it very clear to Guinn that this was not a going-away present.

“I think it would have happened earlier, but there was some concern that he might read that as our giving him a going-away gift and feel like it was sort of a gentle nudge out the door, and I think what ultimately convinced people is that if you wait until you’re sure that won’t be the case, you may wait too long,” Morrison said.

Guinn admitted that on the day he was named Baylor Lawyer of the Year by Judge Ken Starr and Dean Brad Toben he was convinced he was going “to be retired.”

“For once, I was completely at a loss for words,” he laughed. “I am so honored. I am at the low end of the totem pole in regards to the previous designees. I’m so very honored.”

And to all those who worry he might perceive being named Baylor Lawyer of the Year as a career capper, Guinn assures them he’s determined to stay at Baylor Law School in his office with his father’s roll-top desk for as long as he is able.

“I’ve always been devoted to this little school and it’s my job and I thought I couldn’t be any happier,” Guinn said. “I love my work. Why would I want go somewhere else?”

Growing up as the “black sheep” of my family, I never pictured myself going to any college or university. My parents managed to get me narrowly through high school. It wasn’t until I walked many roads, traveled through many shoes, and found a wonderful, supportive wife that I realized I needed to accomplish more — for her and our children. While she finished her bachelor’s degree, I pursued an associate’s degree in paralegal with her total encouragement. We finished our degrees at the same time, but I was not ready to stop with a two-year degree. Together, we sacrificed through my bachelor’s degree, and now I progress through law school with my wife as my emotional and financial crutch. However, because you established a fund in memory of your husband, and I have been awarded a scholarship from this fund, my family and I are able to disregard the overwhelming financial burden of higher education. For this, we are truly grateful.

The day before orientation at Tech I couldn’t believe how much I regretted turning down Baylor. I drove

to the airport in Lubbock, bought a plane ticket to Dallas, drove from Dallas to Waco, waited outside the Dean of Admission’s office at 7:30 a.m. until she arrived,

and asked if I could still attend with my scholarship even though I missed the deadline. She gave me a hug and said I didn’t need to have gone through all the trouble and I could have just called. However, there was something empowering in that grand gesture. That is how my journey at Baylor Law School began, and were it not for my scholarship my life would have been incredibly different now.

Because of you kindness, I have been able to begin fulfilling one of my lifelong dreams of becoming a lawyer from one of the most prestigious schools in Texas. When I was a young child, a benevolent lawyer gave his time, through pro bono work, to assist my family. Since then, my family has built several small businesses and has seen many financial challenges in operating small businesses. Knowing how difficult it can be on a family to go through legal troubles with a business, my hope is to aid and give legal counsel to small businesses in the future.

Ryan Squires received the 2013 Outstanding Young Lawyer Award from

Joshua Williams was chosen as the new principal of Sulphur Springs High School. Prior to entering education, Williams started out practicing as a CPA after attaining his accounting degree from Oklahoma State University. He practiced as a civil trial lawyer for a few years.

Robert Little Jr. has been named the 2013 Young Baylor Lawyer of the Year.

Little works in the Waco office of the firm Naman, Howell, Smith & Lee, PLLC. His practice is focused on personal injury trial law, toxic tort/asbestos defense, business litigation, and civil trial law.

The Hon. Nicole Mitchell was appointed to the position of U.S.

Billy Frank Collins (LLB ’54) passed away peacefully on June 22, 2013. Collins was born to Frank Finley and Grace Cotten Collins in Waco on Aug. 10, 1930. He attended Waco High School and went on to attend Baylor University and graduated from Baylor Law School in 1954. After Law School, he served as a lieutenant in the United States Air Force from 1954 to 1956. Collins was a distinguished attorney with a private law practice in Houston for more than 50 years.

Andrew “Andy” Dominick DiFiore (JD ’53) passed away Aug. 18, 2013, at the age of 85. He was born in Perth Amboy, N.J., on Oct. 15, 1927, and grew up in Brooklyn, N.Y. He attended Brooklyn University, where he played football and baseball. He joined the Army, serving in Panama. He obtained his undergraduate degree from Baylor University in 1951 and graduated from Baylor Law School in 1953. He moved to Houston in 1953, worked, and retired in 2010. His career included five years at Southern Title Company in Houston, two years at the Harris County Attorney’s Office, 12 years at the Law Offices of Ralph B. Lee, and 40 years in private practice. He served as co-counsel for Buffalo Savings and Loan Association of Houston and served on the executive board of Hartwell’s Office World Inc.

The Hon. Erwin “Ernie” Goree Ernst (JD ’50), 88, passed away July 24, 2013 in his home in Huntsville. Ernst was born on July 27, 1924 in Burlington, Wis. Ernst graduated from Kingsville High School in 1942. He entered the U.S. Army Air Force in 1943 and served in World War II during the Pacific Theater of Operations as a crew member of a transport aircraft-medical air evacuation. He

was awarded the Air Medal and was honorably discharged in 1946. Ernst attended Texas A&I College, University of Wichita, Sam Houston State University (pre-law), and graduated from Baylor Law School in 1950. Ernst joined the Harris County District Attorney’s Office in 1955 and participated actively as a prosecuting attorney until 1972, when he resigned as chief of the felony trial division to move to Huntsville to become an associate professor of criminal justice at Sam Houston State University. His move was on the heels of the mistrial of Dr. John Hill, whom he prosecuted, and the event was chronicled in the book Blood & Money. In 1974, Ernst was named general counsel to the Texas Department of Corrections, where he remained until 1976, when he was appointed to the newly created post of district attorney of Walker County. In 1978, Gov. Dolph Briscoe appointed Ernst as judge of the 12th District. He held the post until his retirement in 1988. In 1988, he was certified as senior district judge, which allowed him to try cases throughout Texas upon assignment.

Alexander Montgomery Haw (LLB ’60), 82, known to all as Sandy, passed away on July 31, 2013. Haw was born on Aug. 5, 1930, and graduated from Druid Hills School in Atlanta and from Washington University in St. Louis, where he was a member of Beta Theta Pi. He graduated cum laude from Baylor Law School, where he was a member of the Baylor Law Review. He joined the law firm of Naman Howell Smith & Lee, where he practiced for 40 years. He was board certified in estate planning and probate law. Prior to law school, he joined the United States Air Force, went through Officers’ Training School, and emerged as a navigator bombardier. After he retired from the practice of law, he became a colonel and was a qualified aircrew

member in the USAF Civil Air Patrol auxiliary for search and rescue and disaster relief missions. David Hoppenstein (JD ’39), 97, of Waco, passed away on May 30, 2013. Hoppenstein was born in Waco on April 7, 1916. He was a graduate of Baylor University and Baylor Law School, and afterward attended Harvard Law School. Hoppenstein served in the United States Navy during World War II and was stationed in New Orleans and Panama. He also was a real estate broker and active in the real estate business until he was 93.

Reed Ingalsbe (LLB ’50) passed away on May 30, 2013, in Florida. He was born Aug. 22, 1920, in Toledo, Ohio, where he grew up. He enlisted in the Army during World War II. After his discharge in February 1945, he joined the Border Patrol, serving along the Mexican border in Laredo and El Paso, and on the Canadian border in Detroit and Salt Ste. Marie, Mich. In 1946, Ingalsbe moved to Abilene, where he enrolled in Hardin-Simmons University and worked the night shift at the Abilene Police Department. After amassing three years of credits at HSU in a 24-month span, Ingalsbe enrolled in Baylor Law School, where he graduated in 1951. He returned to Abilene, joinined a local law firm and again served as an Abilene policeman. He was later appointed to assistant county attorney, and then to a one-year unexpired term as Taylor County judge starting Jan. 1, 1952. He was subsequently elected to a two-year term in that office, and after the state doubled the term, was twice re-elected to four-year terms. He chose not to run again in 1962, returning to private practice at the end of that year. Ingalsbe retired from practicing law in about 2001.

Billy Frank Collins (LLB ’54) passed away peacefully on June 22, 2013. Collins was born to Frank Finley and Grace Cotten Collins in Waco on Aug. 10, 1930. He attended Waco High School and went on to attend Baylor University and graduated from Baylor Law School in 1954. After Law School, he served as a lieutenant in the United States Air Force from 1954 to 1956. Collins was a distinguished attorney with a private law practice in Houston for more than 50 years.

William Michael Leebron II (JD ’71), 68, passed away on July 6, 2013 at his home in East Columbia. Leebron was born in Dallas and raised in Elk City, Okla., but lived most of his life in Houston and Sargent. He graduated from the University of Oklahoma and Baylor Law School after serving in the U.S. Army as first lieutenant. Leebron began his practice with the firm of Brown and Haden, but shortly thereafter joined with Laron D. Robinson in starting his own firm, Leebron & Robinson, PC. He was a partner at Fibich, Hampton, Leebron, Briggs and Josephson, LLP at the time of his death. Leebron was elected to the American Board of Trial Advocates, the most prestigious trial lawyer organization in the United States.

Randy Mack (JD ’85) passed away on Aug. 28, 2013. Mack was born on Nov. 8, 1960 in Little Rock, Ark. He attended schools in Houston and Beaumont, and graduated high school in Jacksonville, Fla., in 1979. Mack graduated at the age of 25 from Baylor Law School in November 1985. Upon passing the Texas bar exam, he moved to Corpus Christi to practice with the Bonilla Law Firm. In 1989, he opened his own law practice and was a solo practitioner until his death. He was a member of the CC Young Lawyer’s Association, College of the State Bar of Texas, Texas Criminal Defense Lawyer’s Association, and also served as Coastal Bend Criminal Defense Lawyer’s Association president from 2000-2001. Additionally, he was also licensed to practice in federal court for the Southern District of Texas.

Nils “George” Shaw II (JD ’62), 77, passed away on July 8, 2013, at his home. Shaw was born in Fort Worth in November 1935

and lived there his whole life. He graduated from Arlington Heights High School in 1953. He attended Texas A&M and graduated in 1959 with a degree in mathematics. Thereafter, he attended Baylor Law School, where he was a member of Delta Theta Phi law fraternity. He graduated from law school in May 1962. After Law School, Shaw worked for the Texas Highway Department in its land acquisition department doing title work for the interstate highway system. Thereafter, he got a job in the Tarrant County District Attorney’s office. He worked there for several years as an assistant district attorney before going into private practice in the late 1960s. He was a solo practitioner for many years until he was joined by his son, Brad, in 1988. He was recognized last year by the Tarrant County Bar Association for having been licensed to practice law for 50 years.

Desma “Des” Montague Taylor (JD ’67), 70, of Austin, passed away on Aug. 27, 2013. Taylor was born in Kilgore on Feb. 17, 1943. He received his Bachelor of Arts degree in political science from Baylor University and earned his JD from Baylor Law School. He practiced law in both Dallas and Austin, specializing in construction labor law. He provided counsel to the Associated General Contractors and was a registered lobbyist. His extensive background in professional and trade associations included: director of governmental affairs and corporate counsel to Accident & Injury Pain Centers Inc.; executive director for the Texas Society of Architects; and chief executive and legislative officer of the National Association of Insurance and Financial Advisors-Texas, where he worked until his death. Taylor served on many boards and panels, including the National Labor Relations Board; the Commercial Panel of Arbitrators

of the American Arbitration Association; as vice chairman of the Architects National Employers Trust, a position he had held for several years; and as an honorary member of The American Institute of Architects.

Malcolm Tisdel (JD ’53), 85, of Plainview, passed away on July 28, 2013. Tisdel was born on April 13, 1928 in Petersburg. He served in the Army Air Corps from 1946-1949. After graduating from Baylor University in 1953, Tisdel’s ambition was to return to the place he loved, West Texas, and especially Plainview, to practice law as a country lawyer. Even though his clients came from Arizona, California, New York, Dallas, and Washington, D.C., he considered himself a country lawyer.

Jack Willingham (JD ’69), 82, passed away on Aug. 26, 2013, at his home in Abilene. Willingham was born July 22, 1931 in Stamford. He graduated from Hamlin High School in 1948. He graduated from Texas A&M University in 1953. Willingham received his law degree from Baylor Law School in 1969. Willingham had a private law practice in Hamlin and served as the district attorney of Jones and Shackleford County from 1978 to 1995.

Stephanie Dugger Woodard (JD ’92), 45, passed away on July 26, 2013. Woodard was born on Dec. 20, 1967, in Austin. A 1986 graduate of Round Rock High School, Woodard earned a BA in philosophy from U.T. Austin in 1989 and a JD from Baylor Law School in 1992. A respected family lawyer, Woodard was proud of her 10-year partnership with Tom Hill.

Born in Memphis, Texas in 1926, Hightower’s public service began before he graduated from Baylor, with a two-year stint in the Navy from 1944-46. He returned to Baylor after the Navy and received his BA in 1949 and his law degree in 1951.

In 1951 he joined the law firm of Storey, Storey, and Donaghey in Vernon, and in 1952, successfully ran

for election as a Democrat to the Texas House of Representatives, serving one term. From 1955-1961 Hightower served as district attorney in Vernon. In 1965, he returned to the Texas Legislature as a state senator, holding office until 1974, and eventually becoming president pro-tempore of the Texas Senate.

In 1974, he was elected to the U.S. House of Representatives from the 13th Congressional District of Texas and served until 1984. While in the House of Representatives, he served on the Agriculture Committee, Appropriations Committee, Agricultural Appropriations Subcommittee, and the Select Committee on Hunger. From 1985-1987, Hightower served as assistant attorney general of Texas, and in 1988 he was elected to the Texas Supreme Court, where he served until 1996.

After retiring from the Texas Supreme Court, Judge Hightower was appointed by President Bill Clinton to the National Commission on Libraries and Information Science. He served as commissioner from 1999 to 2005.

Judge Hightower’s personal and official papers reside in the Jack E. Hightower Collection at Baylor’s W.R. Poage Legislative Library, a special collections library and research facility that collects congressional records and personal papers related to the political history of Central Texas.

In 1985, Judge Hightower began depositing his political and personal papers in the Baylor Collections of Political Materials, documenting his service as a Texas state senator and as a U.S. representative. Since that time, he continued to add materials from his years as first attorney general of Texas and as a Texas

Supreme Court justice, as well as numerous items documenting Texas and U.S. history.

Among these are original 19th century legislative bills related to Texas; newspapers and magazines about important historical events; and 50 years of media from vinyl recordings to computer tapes. Since 2000, he transferred additional papers and many rare books from his personal collection.

The Jack Hightower Book Vault at Baylor was constructed in 2006

and houses Hightower’s collection of more than 3,000 autographed copies of books, with the last of his signed books deposited in July.

The collection also includes an extensive assortment of presidential books, the largest of which centers on the 16th President of the United States, Abraham Lincoln, who was Hightower’s hero. The Lincoln collection includes many biographies and a small photo album with original pictures of the Lincoln family.

In 2006, the Baylor Collections of Political Materials commemorated the 80th birthday of Judge Hightower with a special celebration — “The Hightowers: Integrity ~ Justice ~ Service” — focusing on the life of service shared by Jack and Colleen Hightower.

Jack Willingham (JD ’69), 82, passed away on Aug. 26, 2013, at his home in Abilene. Willingham was born July 22, 1931 in Stamford. He graduated from Hamlin High School in 1948. He graduated from Texas A&M University in 1953. Willingham received his law degree from Baylor Law School in 1969. Willingham had a private law practice in Hamlin and served as the district attorney of Jones and Shackleford County from 1978 to 1995.

Stephanie Dugger Woodard (JD ’92), 45, passed away on July 26, 2013. Woodard was born on Dec. 20, 1967, in Austin. A 1986 graduate of Round Rock High School, Woodard earned a BA in philosophy from U.T. Austin in 1989 and a JD from Baylor Law School in 1992. A respected family lawyer, Woodard was proud of her 10-year partnership with Tom Hill.

Born in Memphis, Texas in 1926, Hightower’s public service began before he graduated from Baylor, with a two-year stint in the Navy from 1944-46. He returned to Baylor after the Navy and received his BA in 1949 and his law degree in 1951.

In 1951 he joined the law firm of Storey, Storey, and Donaghey in Vernon, and in 1952, successfully ran

for election as a Democrat to the Texas House of Representatives, serving one term. From 1955-1961 Hightower served as district attorney in Vernon. In 1965, he returned to the Texas Legislature as a state senator, holding office until 1974, and eventually becoming president pro-tempore of the Texas Senate.

In 1974, he was elected to the U.S. House of Representatives from the 13th Congressional District of Texas and served until 1984. While in the House of Representatives, he served on the Agriculture Committee, Appropriations Committee, Agricultural Appropriations Subcommittee, and the Select Committee on Hunger. From 1985-1987, Hightower served as assistant attorney general of Texas, and in 1988 he was elected to the Texas Supreme Court, where he served until 1996.

After retiring from the Texas Supreme Court, Judge Hightower was appointed by President Bill Clinton to the National Commission on Libraries and Information Science. He served as commissioner from 1999 to 2005.

Judge Hightower’s personal and official papers reside in the Jack E. Hightower Collection at Baylor’s W.R. Poage Legislative Library, a special collections library and research facility that collects congressional records and personal papers related to the political history of Central Texas.

In 1985, Judge Hightower began depositing his political and personal papers in the Baylor Collections of Political Materials, documenting his service as a Texas state senator and as a U.S. representative. Since that time, he continued to add materials from his years as first attorney general of Texas and as a Texas

Supreme Court justice, as well as numerous items documenting Texas and U.S. history.

Among these are original 19th century legislative bills related to Texas; newspapers and magazines about important historical events; and 50 years of media from vinyl recordings to computer tapes. Since 2000, he transferred additional papers and many rare books from his personal collection.

The Jack Hightower Book Vault at Baylor was constructed in 2006

and houses Hightower’s collection of more than 3,000 autographed copies of books, with the last of his signed books deposited in July.

The collection also includes an extensive assortment of presidential books, the largest of which centers on the 16th President of the United States, Abraham Lincoln, who was Hightower’s hero. The Lincoln collection includes many biographies and a small photo album with original pictures of the Lincoln family.

In 2006, the Baylor Collections of Political Materials commemorated the 80th birthday of Judge Hightower with a special celebration — “The Hightowers: Integrity ~ Justice ~ Service” — focusing on the life of service shared by Jack and Colleen Hightower.

Baylor Law Professor Loy Simpkins addresses a class in Morrison Constitution Hall in 1967,

where he taught Trusts & Estates. Simpkins began teaching at Baylor Law in 1965 until his death in 1983. Professor

David M. Guinn credits Simpkins with starting him on his now-legendary fitness regimen. “He started me running

in 1968,” Guinn said. “We would go to the Marrs McLean Gym, which was contiguous to Morrison Constitution

Hall. We’d suit up. We would run to the end of Oakwood Cemetery and back — which was exactly three miles.”
