The President’s MessageBy Ted Cook

The Homeowner’s Board of Directors is scheduled to adopt the HOA budget for fiscal year 2011-2012 at the April Board meeting. Those who are interested are invited to attend the Board meeting.

Our neighbors to the north, The Warm Springs Indian Nation, have a “Senior Appreciation Day” for all Seniors in the area, including the seniors at Crooked River Ranch. It will be held on Friday, the 13th of May, at the Warm Springs Community Center. It is located in the town of Warm Springs. Registration starts at 10:00 AM. The celebration consists of crafts, the Indian culture, Indian dancing and recognition of the elders of the tribe. Free lunch and salmon dinner will be available for all seniors in attendance.

An up-coming activity on the Ranch is the “Steel Stampede” that is being held on April 30th and May 1st, will take place on Chinook Drive near the ball field. Whether you have or have not attended this event in the past, you need to consider attending. Competitors ride is vintage motorcycles that are brought in from all over the country to race and vie for ribbons and recognition. This event is sponsored by the Ranch and the CRR/Terrebonne Chamber of Commerce. The Ranch, local vendors, and the Chamber all benefit from this event. I’ll see you there.

It’s hard to believe that April is already upon us.  Easter and Passover will be here before we know it, and, with those two holidays, hopefully Spring will be right behind. 

Thanks to the Pumphouse Bar and Grill for hosting last month’s “Breakfast with the Chamber.” As always, the food was wonderful and we appreciate the hard work put in by Jeff and his staff to make the event a huge success.  This month’s “Networking Social” will be held on Wednesday, April 20th at Home Federal Bank, Terrebonne.  The event will be hosted by “At Home Care Group” and will begin at 5:30 PM.  As always, there will be great food, lively conversation and lots of networking opportunities.  Admission is free and you do not have to be a Chamber member to attend.

This new group that began in January of 2010. It meets the 4th Wednesday of the month at members’ from 1:00 - 4:00 PM. This is an informal “Social Circle” . Jefferson County Assessor’s UpdatePatsy J. Mault, Assessor - Jean McCloskey, Chief Appraiser

ATTENTION property owners in Crooked River Ranch.  The Jefferson County Assessor’s office is in the process of reappraising all properties in Crooked River Ranch this spring and summer with an on-site inspection.  Appraisers will be making inspections to verify property data and note any structural changes on the property. 

Oregon law requires the Assessor to value all property at 100 percent of its real market value on the assessment date of January 1st.  In most years the Assessor studies trends of similar properties to update the market value of your property.  Periodically we find it necessary to physically inspect properties to fine tune values.  This year is the time for us to visit the Ranch to assure values are at market.

The Board and the Audit Committee have made some very difficult and hard fought decisions this year in producing a viable working budget. Two of the most visible were the Home Owners annual dues increase and the increases to the golf program. While these were very unpopular to some, they were necessary to maintain some level of service to our community and to maintain our assets. Our owners dues are still among the lowest for an HOA and property owner golf rates are among the lowest in Central Oregon. We all benefit from both of these increases. Our community will be better maintained and the valuable golf asset will continue to be improved and continue to attract new residents and bring about higher property values for everyone. These modest rate increases were at times volatile and very tenacious in nature. But in the end they were unanimously supported by the golfers on the Board and the non golfers. Without support from both sides of the Board, the increases would never have been approved.

The budget process now moves towards the final steps. I encourage everyone to attend the public presentation to be held at 6pm in the Juniper Room on March 30th . and provide any input or suggestions. The budget is not finalized until the Board of Directors has considered your suggestions and comments.

We all look with anticipation for better weather and for a great year ahead.

News From CRR Fireby Fire Chief Tim McLaren

Hopefully the weather will cooperate with us this month and we will see plenty of sunshine and warmer temperatures. The department interviewed nine volunteer candidates who

we hope to have on board with us in time for the spring wildland fire academy. These additions will bring our volunteer force to 25 people which are necessary to augment the department’s continued excellent customer service we provide the

residents of Crooked River Ranch.

Several of our members attended the Winter Fire School and received excellent training in leadership skills. Our firefighter II academy is in full swing and our EMT-B refresher class brought students to the ranch from Connecticut and New Jersey. The blood drive and dog clinic held here at the station were both successful with the next blood drive scheduled for June 2nd.

Congratulations to Jeff Green and Todd Nace for successfully passing their EMT-Basic exam and becoming our newest EMT additions to the fire department. This brings our total of volunteer Emergency Medical Technician Basics to nine. We also have eight Paramedics on staff to assist you.

Our overall call volume is up for 2011 and we have been called for mutual aid requests to assist Redmond Fire and Rescue five times in the past three months. We are currently

working on the next fiscal year’s budget and are scrutinizing every line item to be economically sound and practical to bring you the best fire and EMS service possible. To reiterate from last month’s news letter, the department has also changed the burn line procedures so you will no longer be required to leave your burn permit number with us. We ask that you still continue to call the burn line number at 923-4633 to receive the daily message on whether burning is open, closed, or restricted for the day. We also ask that you keep your copy of your permit handy during burning in the unfortunate event that there should be a problem. If you do encounter a problem while you burn we ask that you dial 911 immediately. Please take advantage of our FireMed and AirLink memberships as they are a good resource to help offset the cost of emergency transport costs. Please contact us for more information on these services, and please never hesitate to call 911 if you need help or assistance. We are your fire and emergency services department and are here for you.

As always the CRR Fire & Rescue Board of Directors meets the third Thursday of each month @ 7 p.m.; and The Auxiliary meets the first Monday @ 9 a.m. each month. Be sure to look at the department website at www.crrfire.com for updated information about your fire department.

Annual Boat Safety InspectionJefferson County Sheriff’s Office

April 16, 2011 10:00 am – 4:00 pm

Jefferson County Sheriff’s Office will conduct boat safety inspections at the CRR Fire Hall on April 16, 2011. With the approach of the fair weather and the opening of fishing season, this annual event happens the third Saturday of April. Deputies will inspect vessel type, current registration and stickers, PFDs, fire extinguisher, sound producing device, lights, numbers, and Hull Number among other items to insure you are prepared for this year’s boating season.

Bring your boat with all its necessary safety equipment, the Certificate of Numbers (registration), your boater’s education card and your questions. There will be materials available on water safety, Aquatic Invasive Species (AIS) Program, Boat Oregon (course on responsible boating) and others.

Come and have your boat inspection done early, on dry land, your questions answered and trade some (tall) fish tales with your fishing neighbors.

Board HighlightsMarch 21, 2011

1. Call to Order: (President Ted Cook)

President Cook called the meeting to order at 6:02 pm and led in the Pledge of Allegiance to the American flag. Frank Ferraro was absent.

2. Consent Items (President Ted Cook):

Phil Sroufe motioned for the Board to approve the Minutes for the Regular Session January 17, 2011, Work Session February 7, 2011, Executive Session February 7, 2011, Treasurer’s Report, Management Reports, Written Correspondence (SRD Items), and AR Log February 7, 2011, Vince Pelly 2nd. Motion passed unanimously.

3. Announcements/Membership Input (President Ted Cook):

A. Ted Cook announced that the Limb Dump is now open. He also said that Military families would be able to access the Commissary at Deschutes County Fair Grounds 9:00 am April 15th – 17th.

B. Herb Parker asked the BOD to look at the Administrative Handbook regarding values, trust and respect. He said meetings that included the Officers of the BOD only were not acceptable and he asked that they cease these meetings immediately.

C. Jim Martin said the he and Phil Sroufe met with Attorney Steve Bryant regarding the CRR Water Co. Steve suggested that Phil and Jim meet with two members of the Water Co BOD to talk about their thoughts and ideas. Jim asked permission from the BOD to meet with them. Vince Pelly motioned for two committee members from the BOD, Phil Sroufe and Jim Martin, to meet together with two CRR Water Co. members, Jay Nordin 2nd. Motion passes unanimously.

D. Gail Day brought flyers for the Budget/Audit Committee presentation to be held on March 30, 2011 at 6:00 pm in the Juniper Room.

E. Mike Folkestad said that the Jail Levy failed last fall, but that it would continue at $.99 cents per thousand. If the measure does not pass the jail will only be able to service 32 people. He asked that people consider voting yes on the measure at the May election to help keep the crime rate down.

F. Ted Cook suggested that they ask the Sheriff to come to Crooked River Ranch to talk about developing a Community Watch Program. Paulette Nordin was asked to find out whether there was an interest in the community for this type of program.

G. Ben Johnson said that Neighborhood Watch was a good idea and he has good experience with such operations.

H. Paul Nemitz said that the BOD probably needs to have an approved Policy Statement.

4. Committee Reports:

A. Phase Rep Committee: ( Jim Stagl)

Jim Stagl, spoke for the Phase Rep Committee and asked the BOD about obtaining email addresses from the Administration Office. It was suggested that a note be put in the Newsletter asking CRR residents to give their permission for the distribution of their email addresses. The BOD will first seek legal advice on privacy.

6. New Business:

A. Communication Committee Volunteer: (Aaron Palmquist)

The BOD was asked to approve/not approve Billie Higgins to serve as a member of the Committee. Phil Sroufe motioned for the BOD to accept Billie Higgins as a volunteer, Ted Cook 2nd. Motion passed unanimously.

B. George Lynn motioned to have the Board Meeting Executive Session following the April 4th Work Session for discussion with Legal Council, Phil Sroufe 2nd . Motion passed unanimously.

C. Jefferson County Commissioner Wayne Fording was present and he briefly shared the Commissioner’s position on the need for the Jail Levy. He also shared that there was a staff change in the Planning Department. The Planning Director has sought employment elsewhere.

Fiscal Year (FY) Budget 2012 (George Lynn)

A. Marilyn Keyser asked the BOD to adopt the Budget approved budgets for Fiscal Year 2012 as presented. There will be a public presentation on March 30, 2011 at 6:00 pm in the Juniper Room by Marilyn. At that time they will explain the proposed budget.

B. Marilyn thanked Aaron and the Department Supervisors for meeting with the Budget/Audit Committee and their support. She will be putting together a letter of thanks.

This is to inform Crooked River Ranch Residents that, at the Special Road Districts February 9th Regular Meeting, a Resolution # 10-11-04 was passed affecting the placing of Notices, Signs or Pictures on Public Roads on the Ranch. The Resolution directs attention to Section 160 of the Jefferson County Road Manual for reference.

Crooked River Ranch Special Road District

The Crooked River Ranch Special Road District is adopting and will follow the Oregon State Revised statutes 368.950 to 368.990, pertaining to the posting of Notices, Signs or Pictures, on all Public Access Road right of ways, within the boundaries of Crooked River Ranch Special Road District. Further any reference, to County, in the referenced statutes, shall mean the Crooked River Ranch Special Road District (SRD), as applied to Public Access Roads.

Jefferson County retains Jurisdiction of all County Roads within the Ranch Boundaries.

Application Permits, to place Notices, Signs or Pictures in Crooked River Ranch Public Access Road right of ways are available from the SRD and in the Crooked River Ranch Administration Building. The permit must be approved before any new placement in the road right of way.

Judy Berg, who chaired our Crafts sessions last year is moving and we really need somebody to take over for her.  She has donated many supplies that Sylvia has in her pole barn.  She had lots of helpers, but we need a Chairperson to help get the supplies down to the Chapel and set up each day.  The Jump tent has been reserved for the 2 Friday picnics at McPherson Park & the parachute is still in good shape from last year.

There will be 4 Pizza & Swim parties for the 13-18 year olds.  The dates will be July 15 & 29th; Aug. 12 & 26th.  The cost will be $2.00 for each teen for each session.

The Audubon Great Backyard Bird Count was a wonderful success. We had some twenty six birders post results on the Cornell/Audubon web site with a total of 39 species reported.

Our meetings are on the third Wednesday of the month at the Senior Center, 7PM. The April meeting is on the 20th and May is on the 18th. We will be discussing the results from the GBBC and how to increase your success in finding new birds to see. One great way is to take advantage of the East Cascades Audubon free central Oregon birding tours. Coming up on March 26th is a trip to the Fort Rock area looking for Sage Grouse and Raptors. They have already made it as far as Enterprise on a long trip. Usually they take day trips to places less traveled such at Ashwood, but Smith Rock State Park and Sun River also end up on the itinerary.

Howdy!! Howdy!! Sure hate to tell you this but you “no shows” missed a great “wearing of the green” brunch on St. Patrick’s Day. The Old Ranch House doesn’t know what hits it when we get a going. Remember - Every Thursday we open around 10:30 a.m. for social time. Right now Domino’s are reigning. The library is open to browse, borrow and exchange books, videos & puzzles on Thursdays. Visitors and guests are always welcome. It appears that spring cleaning has been put on hold. Could that be it is weather related? Don’t forget us as you dust off the old and think about the new to call the Senior Center for your donations. You can drop donations off at the Senior Center (Old Ranch House) for our May Lawn Sale and Christmas Sale or you can call our two elves: Pat Myrben (541-504-1948) or Rose Lindor (541-548-7618) and make arrangements for someone to pick up your items if you have no transportation. Keep in mind that the same two ladies also look forward to your extra plants, cutting, etc as you begin your gardening. Remember the “Old Ranch House” as you plan your summer picnics, family reunions, special birthday parties or other event that calls for a special setting. Our rental rates are very reasonable and Rental Chairperson, Babs Weber takes special pride in showing the Old Ranch house. What Happens at a Lions Meeting?Ever wonder what happens at a Lions Club meeting?

Whether you attend a meeting at CRR, or in my hometown, Wellington, Texas, or in a huge metropolis like New York City, all Lions meetings begin with a similar protocol. The president

calls the meeting to order, a Lion leads the Pledge of Allegiance, the invocation is given, and guests are introduced. Very quickly the personality of the club is revealed. When our president calls the meeting to order, we respond with a resounding “Roar”. First on the agenda is American Joke Idol where

two Lions compete against each other to see who is the best jokester. And right off the bat you know about the CRR Lions. We love to serve, but we also love to have fun and we are a very enthusiastic group.

CRR Lions Club conducts bi-monthly meetings, on the 2nd and 4th Tuesday of the month. The 2nd Tuesday is reserved for the Business Meeting and our speaker series highlights the Social Meeting on the 4th. Discussion of upcoming service projects, fund-raisers, and programs prevails on the Business Meeting agenda. Currently, planning is ongoing for the Lions Social Evening on May 5th and the Lions Memorial Day Service later in the month. Our years’ service begins with spring cleaning as we spruce up Trailhead Island in April. Trailhead Island marks the beginning of the beautiful Otter Bench Trail System located at the end of Horny Hollow Road.

Look for us to be on the road again in May when we conduct our bi-annual road clean-up.

Guest speakers from the ranch and local area are the main feature at Social Meetings. Our most recent speaker, Pam Kirk, founder of the Sliver Striders, spoke on area hikes, snowshoeing, and proper equipment. Sliver Striders is a guided tour and hiking service for seniors. Her presentation generated excitement among members who could be heard after the meeting planning hikes and snowshoeing excursions. Upcoming presentations include organic gardening, balance, travelogue, a K-9 demonstration, and a tour of the 7th Street Brewery.

Lions Limb Dump is “Up and Running”With spring in the air, March 19th marked the official

opening of the Lions Limb Dump. The Limb Dump is open Saturdays and Sundays from 8:00 a.m. to 2:00 p.m. now through the end of October. For a nominal fee you can bring limbs, yard debris, and manure.

Did you ever wonder what happens to all those limbs you drop off? Each year material dropped at the Limb Dump is chipped and taken to different places to be used as Bio-Fuel in generating plants. Several years ago material went to a plant in Warm Springs and more recently to John Day. The material is removed without charge to the Lions Club or Ranch. Donations the club receives go back into the community to help those in need. The manure that is hauled in becomes compost over the years. Ranch residents may come down and pick it up, at no charge, for use in their gardens. Just remember, you have to load it yourself!

Lion Hal Jamison oversees the Limb Dump and is assisted by Herb Koth. The Lions have operated the Limb Dump on the Ranch for over 15 years.

The Crooked River Ranch Lion’s Club provides several vital services to our community.  Eyeglasses and hearing aids are collected and are donated to the Lion’s Sight and Hearing program to aid people in need both locally and in foreign countries.  Cell phones are also collected as a fund raiser.

Crooked River Ranch offers two quilt groups.   The Ranch Chapel Quilt group meets in the meeting room of their church.  There is room to set up your machine or work on a cutting project.  Someone is available to help the beginner get started. This group meets every Monday between 9 A.M. and 1 P.M.  Contact Tina Wilson at 541-548-2080 for more information about this group.

The Sage Quilters meet at the Senior Center, Old Ranch House on the second and fourth Tuesday of each month between 1 P.M. and 3 P.M.  This group offers everything from quilting to Swedish weaving.  Our emphasis is on sharing ideas, with a lot of show and tell and just plain visiting.  Our Central Oregon area is loaded with wonderful quilt shops and there are also professional long arm quilters on the ranch if you would like to use this method to complete your quilt top.  If you are interested in learning more about the Sage Quilters call either Delores Guy at 541-504-8648 or Mary McCabe at 541-923-8001.

February meeting was one of our best yet even though it was below zero the night before.  Our theme was to cook a dish with beer as an ingredient.  The group really came through with a full spectrum of dishes that were all superb.

  I want to correct an error from my last newsletter.  I mentioned that we meet the 3rd Saturday of the month but that is wrong.  We meet the 4th Saturday usually at the Senior Center at 1:00 pm/

  In April, we plan to meet the 4th Saturday but not at the Senior Center.  Our goal is to do some Dutch Oven Cooking at the Bethlehem Inn in Bend, Oregon.  The families that are staying here are a little down on their luck and we hope to feed them and lift their spirits.

  We are planning a Dessert Booth, with all desserts cooked in the Dutch Oven.  This will be at the 4th of July event here on the Ranch.  We are also getting a lot of interest to do a Chili Cook-off, but that may be in the Fall when it is more like Chili weather.  And we plan to help the Lion’s again this year on the 4th of July weekend with their Buffalo Feed.  Beans, beans, beans.

  Our Dutch Oven Group has been invited to do a cooking demonstration sometime this Summer at the Campground..  We will probably do this either July or August.

Vintage Motorcycle Rally Cruise to Crooked River RanchOn Saturday, April 30th and Sunday, May 1st, Crooked

River Ranch will, once again, be the site of the American Historic Racing Motorcycle Association’s (AHRMA) Powroll/Redwood Engineering Northwest Trials Series and AHRMA/Novation Racing Lumberjack Series.

Motorcycles from the 1950s, 60’s and 70’s will be operated by competitors who range in age from their ‘30’s into their ‘80’s.  Featured motorcycles include AJS Matchless Triumph BSA, Greeves, Hondas, DKW, and Husqvarna.  Former two-time National Champion Dick Mann will attend, together with local Northwest Pros Randy Skiver and Dallas Nyblod.  The trials utilize hills, valleys, boulders, tree roots, and a variety of seemingly insurmountable objects to challenge riders.  Trials riders conquer the terrain with skill and balance.  Speed is not a determining factor, and the goal is to complete the course without the rider’s feet touching the ground.  

Scrambles and trials events were some of the earliest forms of off-road motor-cycle competition.  Scrambles challenge riders to negotiate a natural terrain track as opposed to a groomed course.  The courses consist of hills, valleys, ruts and jumps and winners negotiate these obstacles in the quickest amount of time. Vintage trials has special sections for very old machines, and for less skilled riders.  There are also extremely difficult sections for expert riders on “newer” machines (still pre-1974).  First time spectators will be amazed at the terrain these

riders are able to negotiate.

The event, which benefits the Crooked River Ranch community and is being presented by the Crooked River Ranch Club & Maintenance Association, in cooperation with the Crooked River Ranch - Terrebonne Chamber of Commerce, will begin Saturday, April 30th with the Powroll/Redwood Engineering Trials Series. Sign-up will begin at 9:00 AM, with a riders meeting at 9:45 AM, followed by the Trials, starting at 10:00 AM.

New to the event this year is an optional section, which will replicate the trials section used at the Scottish Highlander Trials, which have been held in Scotland for the last one hundred years. The Steel Stampede will award the “Highlander Cup” to the winner of this event.

Sunday, May 1st kicks off with the Cycle Gear NW Regional Series and the Novation Lumberjack MX Series.  Sign up/Tech opens at 7:30 AM, Riders meet at 8:30 AM, practice begins at 8:45 AM followed by the first race at 9:15 AM.

General admission is $10.00 per person per day.  Some discounts will apply.

We continue to play and teach Mah Jongg each Monday afternoon @ 2:15 PM – 4:15 PM at the Old Ranch House, Senior Center.
