266. Regular Meeting - June 17, 2013 Public Hearings Heard Dr. Nichols comment that the District’s primary responsibility is to educate our Kindergarten through 12th grade students. The State legislators eliminated adult education funding while determining the same level of resources be dedicated to adult education as in previous years. This is a bad policy; it results in a dollar lost for each K-12 student for every dollar spent on adults and pits adult education students against our Kindergarten through 12th grade students. Heard comments from Tri-Community Adult Education students regarding the state budget, classes that have helped them with their careers, and the social aspects related to taking classes at Adult Education. Public Hearing - Proposed Use of 2013-14 Tier III Categorical Flexibility Funds Mr. Myrick called for a public hearing at 7:07 p.m. on the proposed use of 2013-14 Tier III Categorical Flexibility Funds. No oral or written testimony was presented and Mr. Myrick declared the hearing closed at 7:08 p.m. Agricultural Vocational Education Incentive Grant 2013-14 Motion by Dr. Hanes, seconded by Mr. Knoll, and unanimously carried, that the application for the Agricultural Vocational Education Incentive Grant be approved for the 2013-14 school year. Consolidated Application for Categorical Educational Programs 2013-14 Motion by Dr. Hanes, seconded by Mr. Knoll, and unanimously carried, that the request to file a Consolidated Application to fund specified categorical programs be approved for the 2013-14 school year. SELPA Local Plan Revision Motion by Dr. Hanes, seconded by Mr. Knoll, and unanimously carried, that the SELPA Local Plan Revision to the current Local Plan be approved as set forth in reference D of the agenda. Continuation of Current Policies and Bylaws Motion by Dr. Hanes, seconded by Mr. Knoll, and unanimously carried, that the Board adopt all current policies and bylaws for the 2013-14 school year, including a special review of policies, regulations, and procedures as required by Education Code Section 35160.5.

Regular Meeting - June 17, 2013 Revised Job Description Motion by Mr. Knoll, seconded by Dr. Hanes, and unanimously carried, that the revised job description, Senior Director, Educational Services, be approved as set forth in the attached pages. Additional Assignments Motion by Mr. Knoll, seconded by Dr. Hanes, and unanimously carried, that the additional assignments for designated personnel be ratified and approved and names be submitted to payroll upon completion of the assignment: • Cheryl Weinberg, Nan Miller, Pam Nagami, and Sylvia Kaparos, District speech and

language pathologists, will be paid the District hourly rate of $34.24 (not to exceed 40 hours total), and Adele Baquet, speech and language pathologist, will be paid the District hourly rate of $34.24 (not to exceed 40 hours) to provide speech and language assessments for special education preschool students, June 14 through August 24, 2013.

• Nancy Duffy, District psychologist, will be paid the hourly rate of $47.93 (not to exceed

96 hours) to provide special education assessments for preschool students, June 14 through August 24, 2013.

• Covina-Valley teachers Heather Hilmer, Alice MacKinnon, Betty Williams, and

Adrienne Soovajian will be paid the District hourly rate of $34.24 (not to exceed 500 hours total), for WorkAbility I program curriculum development for special education students, career exploration activities, and program planning, July 1, 2013 through June 30, 2014.

• Mary-Ann Benson will be paid the District hourly rate of $34.24 (not to exceed 600

hours total), for WorkAbility I grant project administration, obtaining referrals, administering assessments, working with local employers and job developers to develop student placements, monitoring student progress, data collection and reporting, grant documentation/writing, and WorkAbility I program evaluation, July 1, 2013 through June 30, 2014.

• Up to 17 home school liaisons will be paid their hourly rate (not to exceed 20 hours

each), to complete CELDT testing to meet the English Language Learner’s program legal requirements, July 1 through November 1, 2013.

• Up to 28 elementary teachers will be paid the District hourly rate of $34.24 (not to

exceed 200 hours total), to administer CELDT testing, July 1 through November 1, 2013.

exceed 20 hours each), to plan, prepare materials for, and present to teachers, the state required annual CELDT exam teacher training, July 1 through August 30, 2013.

• Jeanette Merrihew, instructional aide at Rowland Elementary School, will be paid her

hourly rate (not to exceed $500 total), to assist the library media specialist in transitioning to the new Accelerated Reader Program, June 17-30, 2013.

• Ben Lomond teachers will be paid the District hourly rate of $34.24 (not to exceed 10

The Governing Board of the Covina-Valley Unified School District authorizes the Superintendent to make such routine budget revisions, adjustments, and transfers, as necessary, for the payment of District obligations and to effect technical adjustments of the Board adopted budget during the 2013-14 fiscal year in accordance with the provisions of this resolution. Whereas, this resolution is adopted for the purpose of expediting the processing of routine budget revisions, adjustments, and transfers, and shall remain in effect for a period of one year, from July 1, 2013 to June 30, 2014, and is subject to annual review and renewal by duly adopted resolution of the Governing Board of the Covina-Valley Unified School District; and Whereas, the amount of any individual routine budget revision, adjustment, or transfer shall not exceed $300,000, the total amount of routine budget revisions, adjustments, and transfers at any one time may not exceed $1,000,000; and Whereas, this resolution shall be limited to the administrative approval and processing of routine budget revisions, adjustments, and transfers, within or between account objects of expenditures and within or between resources and funds; and

Whereas, this resolution shall not permit the administrative processing of non-routine budget revisions, adjustments, and transfers which increase or decrease revenues and other financing sources and uses, along with the corresponding revisions in expenditures; or budget revisions, adjustments, and transfers which reduce or increase the fund balance of any related fund; or transfers between funds; or transactions exceeding $1,000,000. Such non-routine budget revisions, adjustments, and transfers must continue to be presented to the Governing Board for approval prior to processing and submission to the Los Angeles County Office of Education for further review, approval, and processing; and Whereas, a summary report of budget revisions, adjustments, and transfers approved and processed by the Superintendent in accordance with this resolution, listed by major objects and funds, transaction numbers, dates, and amounts, are to be submitted to the Governing Board for adoption/ratification not less than three times annually (by December 15, March 15, and June 30) with the filing of the First Interim, Second Interim, and in conjunction with the annual close of the District’s financial records and Estimated Actuals Reports; and Whereas, all budget adjustments and transfers must be made in accordance with the provisions of Education Code Sections 42600, 42601, 42602, 42603, and 42610, and processed using the appropriate forms and documentation as provided by the County Office, and in compliance with applicable District guidelines; Now, Therefore Be It Resolved that this resolution by the Governing Board and written authorization by the persons herein designated may be used by the Los Angeles County Office of Education to permit budget revisions, adjustments, and transfers in accordance with the foregoing guidelines. Senior Director, Educational Services

Definition Under the supervision of the Assistant Superintendent, Educational Services, the Senior Director, Educational Services will provide supervision and leadership to the Educational Services Department, performing administrative duties and providing leadership within the instructional program of the District, including researching, planning, developing, implementing, and evaluating curriculum and instruction functions for the District. Essential Duties and Responsibilities • Frames, develops, and articulates the District’s mission, instructional philosophy, goals, and

objectives; • Researches, understands, and implements effective 21st Century educational systems reform; • Plans, organizes, and coordinates program functions and activities which may include

District, categorical, special curricular, and instructional programs and projects; • Directs and coordinates department personnel, administrators, and teachers in developing

instructional goals, objectives, and assessment systems to monitor the implementation of District professional development goals and priorities; including research-based instructional practices and assisting District and site administrators in planning staff development activities at the school level;

• Supports and guides department personnel, site administrators, and teachers in ensuring students are college and career ready, closing the achievement gap, and increasing student achievement, specifically at the K-12 schools which are not meeting accountability targets;

• Collaborates with the assistant superintendent to develop and oversee budget priorities for the District’s instructional program, including EIA (LEP/SCE), GATE, Title I, Title II, and Title III;

• Oversees an ongoing procedure to ensure articulation across and between grade levels, including coordinating K-12 curriculum focus/planning groups to provide for articulation of, and alignment with, District standards, goals, and objectives;

• Coordinates instructional materials and technology as pertinent to the educational needs of the District;

• Oversees specialized instructional programs, including state and federal guidelines, structures, curriculum, and instruction;

• Establishes lines of communication with staff and the community regarding the District’s instructional program;

• Assesses and analyzes program, site, and student data to ensure internal capacity to design and implement District and site level monitoring systems and evaluate the effectiveness of programs, curriculum, and instructional trends;

• Secures consultants, specialists, and other community resources to assist the District, principals, and instructional staff in attaining objectives;

• Assists the assistant superintendent in carrying out other duties and responsibilities as directed;

• Supervises activities to support programs of student attendance and discipline; confers with teachers, students, parents, and health and guidance staff concerning student needs;

• Supervises the implementation of federal, state, and District laws, regulations, and policies and procedures pertaining to special education attendance, guidance, alternative education, and safety and assists them to achieve compliance.

Education and Experience

Education: • Any credential authorizing service as an intermediate level administrator in a unified school

district; • Masters degree; • Training beyond credential requirements in curriculum, supervision, methods and materials,

organization, and administration; • Doctoral degree is desirable. Experience: • Experience as a successful director; • Five years of experience in education; • Teaching experience at the elementary and/or secondary school level; • Experience in coordination and supervision; • Three to five years as a principal, who significantly increased student achievement is

desirable.

Knowledge and Abilities Knowledge of: • Leadership development; • Curriculum planning and development; • Essential components of school innovation; • Instructional techniques, methods, and materials; • Coaching strategies; • The elements of Program Improvement; • State and federal requirements for servicing EL students.
