made that the Educational Services Agreement with the East San Gabriel Valley Regional Occupational Program and Technical Center be approved.

that the agreement with California School Boards Association for an online agenda service for the 2016-17 school year be approved.

17. Federal Work-Study Program Agreement. Recommendation is made that the agreement

with California State Polytechnic University, Pomona for the 2016-17 school year be approved.

Authorizing the permanent transfers between funds within the District. Be it Resolved that the Board of Education of the Covina-Valley Unified School District authorize the specific transfer as follows: Maximum amount budgeted to be transferred between funds within the District for the 2015-16 fiscal year is $3,000,000. Nonpublic, Nonsectarian School Agency General Service Agreements The nonpublic, nonsectarian school agency general service agreements will be used for the East San Gabriel Valley SELPA and Covina-Valley Unified School District. Educational Services Agreement Perkins Consortium Allocation

East San Gabriel Valley Regional Occupational Program and Technical Center will reimburse Covina-Valley Unified School District Adult Education $44,460 for the Perkins Consortium Allocation. Recommendation is made that the Educational Services Agreement with the East San Gabriel Valley Regional Occupational Program and Technical Center be approved.

Agreement California School Boards Association

California School Boards Association provides a web-based service known as Agenda Online to be used by the District to facilitate the development and distribution of the Board of Education meeting agenda and references. The cost associated with this agreement is estimated for an amount not to exceed $3,025 plus a one-time training fee of $500 to be paid from LCFF Funds. The term of this agreement will be effective August 16, 2016 through June 30, 2017. Recommendation is made that the agreement with California School Boards Association for an online agenda service for the 2016-17 school year be approved.

Agreement Federal Work-Study Program

California State Polytechnic University, Pomona California State Polytechnic University, Pomona provides their students off-campus employment projects under the Federal Work-Study Program. The District is contracting with the University to provide Federal Work Study students as AVID/Math tutors effective August 1, 2016 through July 31, 2017. The District’s liability to the University will be $7,000 and will be paid from AVID/LCFF Funds. Recommendation is made that the agreement with California State Polytechnic University, Pomona for the 2016-17 school year be approved.

Transportation Fees Covina-Valley Unified School District’s Board Policy 3250, Transportation Fees, allows the Governing Board to charge fees for student transportation services when the cost of providing student transportation exceeds the funding provided by the state. No fees shall be charged for any transportation of students with special needs, where transportation is designated in the IEP, or whose parents/guardians are determined indigent pursuant to administrative regulations. Home-to-school transportation fees will not increase for the 2016-17 school year. The rates will remain at:

$250 Round Trip $125 One Way

Families with more than two children will be provided a reduced fee of $125 round trip and $62.50 one-way for the third child, and any additional students will ride free. Recommendation is made that the proposed transportation fees for home-to-school transportation be approved.

Bid Summary No. 13-14-101 At the Board meeting of December 16, 2013, an award was made for “As Needed” home-to-school transportation of special education students residing in the Azusa, Baldwin Park, Bassett, Bonita, Charter Oak, Claremont, Covina-Valley, Glendora, Hacienda-La Puente, Pomona, Rowland, Walnut Valley, and West Covina Unified School District areas and extracurricular field trips for Covina-Valley Unified School District. While Education Code Sections 39800 and 39802 and Public Contract Code Sections 20111 and 20112 discuss awarding to one bidder, the need to award to more than one company for the same service is anticipated due to the fact that any one school bus or charter coach carrier may not have the resources available to provide the volume of service needed by the District on some days. Therefore, contracting for charter transportation services with multiple vendors meeting all District requirements is recommended. It is estimated that the extracurricular transportation will be $400,000. The requirement of transporting students involved (for home-to-school) will be minimal. The bid allows for an option to renew the contract for a total of up to five years. Alliance Bus Lines, Inc., Durham School Services, First Student, and Student Transportation of America, Inc. have offered to extend the contract. Recommendation is made that Amendment No. 3 to Bid Summary No. 13-14-101, “As Needed” Pupil Transportation for the 2016-17 school year and the 2016 summer school program, be approved.

The District has received a liability claim on behalf of a student who is claiming a personal injury. The Chief Business Officer and the District’s risk management claims administrator have reviewed Case Number LB11602645 DD v. Authorization for Use of Approved CMAS Bid NIC Partners, Inc., Cisco Products, and Related Items

CMAS Contract Number 3-14-70-2473W (State of California General Services Administration)

State of California General Services Administration approved contract number 3-14-70-2473W for the purchase of Cisco Products, Services, and Related Components from NIC Partners, Inc. This contract was made available for all school districts in the State of California to purchase at the contract prices as allowed by Public Contract Code 20118 and 20652. The District needs to purchase switches and miscellaneous related items, in the amount of approximately $255,000, plus applicable sales tax, from NIC Partners, Inc. for the replacement and upgrade of network equipment. Recommendation is made that the purchase of switches and miscellaneous related items from NIC Partners, Inc., as authorized by contract number 3-14-70-2473W by the State of California General Services Administration, be approved.

Lease of Facilities Agreement Barranca Park

The Covina-Valley Unified School District will enter into a lease agreement with GOALS Soccer Centers, Inc. for the lease of Barranca Park. The lease period of 30 years will begin once the various improvements are completed and the tenant is able to utilize the area for the designated purpose. GOALS Soccer Centers, Inc. will provide the District with a $1.2 million prepayment once the improvements are complete and operational. This effectively prepays the $55,000 per year lease amount for the first 20 plus years of the lease. Recommendation is made that the Lease of Facility Agreement with GOALS Soccer Centers, Inc. be approved.

The Covina-Valley Unified School District would like to use the Felix Event Center at Azusa Pacific University for the rehearsals and performances of the K-12 District Band Concerts to be held May 23, 24, and 25, 2017. The total price of the three-day contract is for an amount estimated not to exceed $12,000 and will be paid from the LCFF/Music Funds. Resolution No. 16-17-07 Authorizing the Piggyback through U.S. Communities with Insight

Public Sector, Inc. for the Purchase of the Software, Hardware, Licensing, Services Support, and Security Features to Upgrade the Technology Infrastructure Districtwide

Whereas, the Covina-Valley Unified School District (District) plans to upgrade the technology infrastructure Districtwide; and, Whereas, U.S. Communities Government Purchasing Alliance (U.S. Communities) has conducted a solicitation of RFP’s through the sealed formal bid process as outlined in Public Contract Code Section 20111, the inclusion of both a public agency clause and a waiver clause to draw warrants in favor of the vendor rather than the awarding agency; and, Whereas, this Board has determined it to be in the best interests of the District to purchase software, hardware, licensing, services support, and security features for a Districtwide upgrade of the technology infrastructure from the cooperative contract RFP2000001701 awarded by U.S. Communities; and, Now, therefore, the Board of Education of the Covina-Valley Unified School District does hereby resolve, determine, and order as follows: Section 1. Recitals. All of the recitals herein contained are true and correct.

Section 2. Recitals. The contract for the purchase of software, hardware, licensing, services support, and security features for a Districtwide upgrade of the technology infrastructure is hereby authorized and approved, and is subject to all terms, conditions, and documents as specified in the U.S. Communities award documents.

Section 3. Recitals. The amount not to exceed $1,800,000. Section 4. Other Acts; Delegation. The Board hereby approves a delegation

of authority and appoints the Superintendent, or the designee of the Superintendent, who is/are hereby authorized and directed to execute the necessary contract documents with U.S. Communities and the representative from Insight Public Sector, Inc., naming the District as contracting party.

Section 5. Effective Date. This Resolution shall take effect upon adoption.

Agreement Interdistrict Attendance

Whittier City School District and Pasadena Unified School District have proposed an agreement with the Covina-Valley Unified School District, commencing July 1, 2016, through June 30, 2021, which incorporates language that complies with AB 2444 and allows approval of interdistrict transfers in accordance with the appropriate terms and conditions contained in the board policies and administrative regulations of all three districts. Program Specialist of Technology Definition Under the direction of the Director of 21st Century Learning, the Program Specialist of Technology will provide professional development in various areas of instructional technology and technology integration. This position will work with teachers in using data to inform instruction and collaborate with teachers to maximize their effectiveness. This position will assist with ways to integrate technology into the K-12 curriculum and course of study. The Program Specialist of Technology will serve as support for new instructional technology and developments and identify resources and to assist teachers with best practices. Essential Duties and Responsibilities • Serve as an educational technology leader; • Conduct staff development in the area of technology integration; • Coordinate professional development activities directly related to the integrated use of

technology in all content areas, including student demonstration projects, classroom demonstrations, team teaching, and workshops;

• Participate in the development and implementation of the District’s Technology Plan in support of student achievement;

• Provide leadership and coordination to develop, implement, and assist schools in updating their instructional technology plan focusing on the integration of technology into the instructional program;

• Engage in ongoing evaluation of the effectiveness of the instructional technology planning, program, and professional development;

• Serve as a source of information on trends, research, applications, and effective practices related to technology use in schools;

• Work with site administrators to help teachers adapt curriculum materials and lesson plans to utilize technology;

• Develop a cadre of school level technology leaders who will help implement the District’s technology plan;

• Serve as the lead administrator and facilitator for the Covina-Valley Unified School District virtual school, online learning, and other digital curriculum projects;

• Meet with school level technology leaders and technology committees in order to assist in implementation of the District plan at the school level;

• Develop a District technology resource center to be used by school level technology leaders, teachers, and students;

• Develop and implement a District procedure for the evaluation of software, hardware, and courseware;

• Lead District research and pilot projects to evaluate instructional use of technology; • Disseminate technology-related information throughout the District via news bulletins,

electronic mail, and presentations at both District and site staff meetings; • Work to improve the overall quality of education received by students in the District; • Be sensitive to equity issues and work to resolve inequities;

development. Required Qualifications • California teaching credential; • Administrative credential. Preferred Qualifications • Masters Degree; • Five years applicable teaching experience. Training and Experience • Google Certified Educator desirable. Knowledge of: • Computer Science and coding; • Google Apps for Education (GAFE); • Teaching techniques and methods integrating instructional technology; • Techniques of assessment and remediation using integrated technology; • Curriculum planning and development; • Current developments in facilities, classroom technology, and instructional materials; • State and Federal laws governing technology in education. County Committee on School District Organization The Los Angeles County Committee on School District Organization (County Committee) is an eleven-member body charged by the legislature with responsibilities in the area of school district organization, unification, formation, boundary changes, the manner in which governing board members are elected, and the establishment and abolishment of trustee areas. The County Committee is comprised of two members representing each of the five supervisorial districts, plus one member elected at large. Covina-Valley is part of the Fifth Supervisorial District. This fall, the following four-year terms of office on the County Committee will be filled by election, and the candidates will serve through the end of 2020:

• Mr. John Nunez (First Supervisorial District)

• Mr. Frank Bostrom (Fourth Supervisorial District)

• Mr. Joel Peterson (Fifth Supervisorial District) Per the Education Code provisions, these seats will be filled by election. As such, the County Committee is requesting that the governing board of each school district submit nominations for membership on the county committee to fill these three seats. All nominees must reside within the respective supervisorial districts in which specific vacancies will exist. A governing board may submit more than one nomination and may nominate an individual who resides outside their district. Recommendation is made that submission of names for nominations for the County Committee be considered by the Board at this time.
