continued on page 2..... continued on page 2..... New Water Districts On Febrary 13, 2014, water users within the Camas Creek drainage will meet to officially form a new water district, WD37-B. In September of last year, the Idaho Department of Wa- ter Resources (IDWR) issued a ruling that separtated the Camas Creek area from the rest of the Big Wood River drainage basin. That rul- ing also combined the Little Wood River district (mostly Lincoln and Gooding coun- ties) with the Big Wood River district (mostly Blaine Coun- ty) to form a single water dis- trict, WD37, which went into effect on January 6, 2014. Water District 37-B will include all surface water and ground water rights in the Camas Creek drainage except water rights used for stock wa- ter and/or domestic purposes. Water District 37 overlapes into WD130 and includes all water rights in Big Wood River drainage basin, except WD37-B and ground wa- ter rights within the Eastern Snake Plain Aquifer (maps available on idwr.idaho.gov). The Camas Creek water users will have a number of issues to decide when they come together next month for their first annual meeting. Benefit Dinner & Raffle January 25th ~ 5 to 8 p.m. Late last year, Joseba Zatica lost part of a leg to an unexpected amputation. To help relieve some of his medical expenses, a benefit dinner has been organized for this Saturday at the Gooding Elks Lodge. They will be serving chili, baked potatoes, and cinnamon rolls. Cost is $5 per person or $20 for a family of five. A raffle is also being held with lots of great prizes in- cluding a tenderloin dinner for eight. Raffle tickets are available at Stampede Burger, Valley Co-op, or at the door. Call Susan at 731-3482 for more information. The Lincoln County Cham- ber of Commerce held its An- nual Banquet this past week- end to honor the volunteers and businesses that help make Lincoln County a great place to live. The guest speaker this year was Dr. Jeff Fox, who has just started his third week as College of Southern Idaho President. Dr. Fox has been at CSI for twenty-six years, an unusual accomplishment in a profession where profes- sors regularly change jobs ev- ery few years. According to Dr. Fox this is just one of the many great things about CSI - that the teachers make it their home, not only for themselves, but for the students that at- tend there as well. Besides being a two-year college, CSI also offers several bachelor, masters, and even doctoral degrees in conjunc- tion with the other universi- ties in the state, making it a cost effective alternative to attending school outside the Magic Valley. CSI is also the leading vocational school in Idaho. Dr. Fox said that CSI is the type of school that has something for everyone. After the guest speaker, Chamber President, Payson Reese, announced the annual awards. This year’s volunteer orga- nization award went to the Shoshone Volunteer Fire De- partment. Beside keeping the community safe from fire and other dangers, the members of the department have been ac- tive in helping out in all kinds of situations - most notably, their turkey drive last fall. The Small Business award went to the Snack Bar. Not only do they provide great food, they are active support- ers of the school, the commu- nity, and all the events that take place in Shoshone. Last,butnotleast,thewateruserswillelectawatermaster.Thisindividual’smainresponsibilitywillbetomeasureandre-cordwaterusagebywaterrightholders.Theywillalsocurtailunauthorizedorexcessivediversions.Aspartofthis,allwaterrightownerswillberequiredtoinstallanapprovedwatermea-suringdevice.Ifthewaterdistrict(oramajorityofwateruserswithinthedistrict)doesnotcomplywiththisoranyotheror-ders,theDirectorofIDWRhastherighttoconsiderrecombin-ingWD37-BwithWD37. Becauseoftheimportanceofthisannualmeeting,membersofthesteeringcommitteeareaskingthatallwaterrightholdersmakesuretoattend.Thevoteswillbeconductedas“oneman,onevote”regardlessofhowlargeorsmalltheright.Individualswhohaveunusedwaterrightsarealsoencouragedtoattend.Ifyouarenotsureifyouhaveawaterright,contactLouAnder-son,BillSimon,ortheIDWR. Oneissuethathascausedsomeconcernis,“Howmuchwatercanbeusedfromadomesticwell?”Domesticuseisdefinedbystatuteaswaterused forhomes,camps,publiccampgrounds,andlivestock.Italsoincludesirrigationofuptoone-half(1/2)acreofland,ifthetotalusedoesnotexceed13,000gallonsperday.Otherusesareallowedaswell,iftheuseislessthan2,500gallonsperday.Domesticusedoesnotincludewaterformulti-pleownershipsubdivisions,mobilehomeparks,commercialorbusinessestablishments,unlessthetotalvolumeisunder2,500gallonsperday. TheCamasCreekdrainagebasinisoneofthelast,ifnotthelast,drainagebasintobeadjudicatedinthestateofIdaho.LouAndersonandBillSimon(steeringcommitteemembers)bothsaidthedrivingforcebehindformingaseparatewaterdistrictwastosavetheCamasPrairie irrigatorsmoney.If theCamasCreekareahasstayedinWD37,itwouldhavecosttwicemuchinwaterfeesandlocalcontrolwouldhavebeenverydifficult. Again,thefirstannualmeetingofWD37-BwillbeFeb.13.

Sadie was born Sept. 13, 1919, in Twin Falls, Idaho, thedaughterofLudwigandMarieHuether.Shegrewupandat-tendedschoolsinTwinFalls.Sherodethehorsedrawnwagonto Lincoln School her first year. On March 21, 1942, SadiemarriedAlfredPartinandmovedtoMesa,Arizona,whereAlworkedat theairbaseduringthewar.Theirdaughter,CarolAnn,wasbornin1945andsoonafter,theyreturnedtoTwinFalls.Sheworkedatthebeanhouseandraisedalargestrawber-rypatchearningmoneytobuildtheirhomenearRockCreekCanyon.In1975,shesoldherhomeonthecanyonandmovedtoHagerman. In 1971, Sadie and family purchased property in Jarbidge,Nev. She spent her summers and falls enjoying friends andcoolerweather.Itwasherethatshereturnedtoherloveofoilpainting.Shewonseveralribbonsatcountyfairsandexhibitedpaintingsinbanksandrestaurants.Shesoldhundredsofpaint-ingsatartfairsandbywordofmouth.Herfavoritesubjectwaslandscapeswitholdbuildingsandwildlife.Inherlateryears,sheswitchedtopaintinganimalsonrocks. A 1% raise alone would not result in anet increaseof takehomepay, as the employee’s shareof theincreasedcostofhealthinsurancewillbeanaverageof1.25%;therefore,withtheraiseandanadditional1%bonus,theaverageemployeewillhaveaslightnetincreaseintakehomepay.JFACunanimously accepted the CEC report and will act on it dur-ingappropriations.Whiletherehasbeenanunderstandingthatstateemployeesneedtohavesalaryandbenefitspackagescom-petitivewithprivateindustry,theStatehaslackedfundstodoso.Thisraisewillbethefirststeptocompensatestateemployeesatamorecompetitivelevel.Thesejobsshouldn’tbecushy,butmustbecompetitivetoattractandkeepgoodpeopletodogoodworkandaccomplishthejobathand.►Prison Operations: The Department of Corrections pre-sentedabudgetrequestformovingtheoperationsoftheIdahoCorrectionalCenterfromprivatecontracttoStateoperations.Thecostofoperationswillincreasefromapproximately$44perdayperinmatetoabout$49perdayperinmate.Mostoftheincreaseisduetotheincreasedcostofhealthcare.►Agricultural Affairs:Weheardbothrulesandpresentationsthisweek. December 9, 2013 The meeting was called to order at 9:09 a.m. by Chairman Janet Croner. Also present were Commissioner Ken Backstrom and Clerk Korri Blodgett. Commissioner McMurdo and Prosecuting Attorney Matt Pember were not present as they had prior commitments. The Board reviewed the Agenda. Commissioner Backstrom made a motion to approve the Agenda with the addition of reviewing and ap-proving the bills as presented on the claims list, discussion of Planning & Zoning issues, and reviewing an Emergency Fund Application, as they are time sensitive matters and inadvertently missed by the clerk. Seconded by Commissioner Croner. Unanimous. The Board discussed the previously approved Homeland Security Grant Program Award. Commissioner Backstrom made a motion to approve and sign the Idaho Homeland Security Grant Program Award in the amount of $14,894.80. Seconded by Commissioner Croner. Unanimous. The Board reviewed the 2013 Annual County Vessel Fund Report-ing & Remittance Form. Commissioner Backstrom made a motion to adopt the Annual County Vessel Fund Report. Seconded by Commis-sioner Croner. Unanimous. The Board began deliberations at 10:09 am. on the Application for Lot Split of Todd, Jeannie, Elwyn, and Rita Tupper. Present were Commissioner Croner, Commissioner Backstrom, Planning & Zoning Administrator Dwight Butlin, Clerk Korri Blodgett, and prosecuting Attorney Matt Pember by phone. Commissioner Backstrom made a motion to approve the lands split as proposed by the applicant and per the recommendations found in the Camas County Staff Report. The ap-proval recommended therein, noting that the end result of the land split may be subject to restrictions outside the control and jurisdiction of the Board of County Commissioners. Seconded by Commissioner Croner. Unanimous. A roll call vote showed all in favor. The Board reviewed the Road & Bridge Annual Road Report. Com-missioner Backstrom made a motion to approve the Annual Road and Street report as corrected. 2nd by Commissioner Croner. Unanimous. Road and Bridge Supervisor Mike Gill met with the Board and pre-sented an Emergency Fund Application for the Willow Creek Road (Beaver Cr. Fire Damage) through the Local Highway Technical As-sistance Council (LHTAC) in the amount of $ 72,000.00. Commis-sioner Backstrom made a motion to approve and sign the Emergency Fund Application. 2nd by Commissioner Croner. Unanimous. The Board reviewed the bills as presented on the claims list. The Board reviewed a resolution draft regarding the Camas County Personnel Policy.
