This process can be very complicated and mistakes are often made, es- pecially by cities that have not done this before or have not done so for a long time. Case in point, the City of Wendell annexed several parcels of ground about eight years ago. After an over- whelming negative response by landowners, the city then went through a de-annexation process (2006). This left the city with some oddly shaped borders on the southeast cor- ner of town. The three main reasons for the annexation were: one, to deal with highway district is- sues; two, to expand the city into areas needing city servic- es; and three, to bring areas of potential growth into the city. This last reason is what upset most people because it includ- ed land which owners did not want in the city. As with many decision our elected officials make, there were political miscalculations on the part of some, which left hard feelings and suspicion to- wards the city government. There was, however, a bigger mistake. When land is annexed into a city, the primary issue that must be dealt with is zoning. Because the property is now under city jurisdiction, any zoning the county may have had on this land is null and void. Therefore, if a residen- tial or industrial project is be- ing annexed, that land must be zoned appropriately as part of the annexation process. Even if the land in question has not been developed, city zoning must be applied. Otherwise, there are no restrictions on what a landowner can build or do on his property. This is exactly what hap- pened (or did not happen) in the Wendell annexation – no March Precipitation Helps Water Supply Rebound BOISE, ID, APRIL 7, 2014 Back–to-back months of above average precipitation across most of Idaho boosted the water supply outlook ac- cording to the April report released by the Idaho Natu- ral Resources Conservation Service. March precipitation amounts ranged from 103% to 190% of normal. “The water year started with four dry months from October to January,” said Ron Abramovich, Water Sup- ply Specialist with the Idaho Natural Resources Conserva- tion Service. “The water sup- ply made an amazing recov- ery due to the February and March precipitation.” “However, despite good pre- cipitation the last two months we are predicting water short- ages in several areas,” said Abramovich. Predicted water supply shortages will occur in the Big Wood, Big Lost, Little Lost, Oakley, Owyhee, and Salmon Falls basins. Higher elevations accu- mulated snow while lower elevations got rain. Abramov- ich notes the mid-elevation snowpack, between 5,000- 6,000 feet, was lacking across central Idaho from Weiser in the west to Swan Valley in the east. On Friday, March 28th of this year, I came into the bank andfound there was a safety deposit box. “Did I have the key?” theyaskedme.No.IfIwouldhavefoundakey,Icouldhavesavedmyselfsomecourttimeandcash.Theytoldmetheboxwouldhavetobedrilledbyalocksmith.Isaid,“OK,bringonein.Thereisonedownthestreet.”Thatwouldnotworkbecausetheywerecontractedtoaspecificlockcompany.OK,Ireasoned,“Bringthemhere.”Ittakestwoweeks forthemtobescheduled,wasthereply. Islammedmyhanddownonthedeskandsaid,“NO,thisisnotacceptable.Ihavealreadyspentlotsoftimetoworkwithinyourprocess.Note-IwillbebackTuesdaymorning.”Thelockcompanywascalledandthatagreementwasmet. Salmon Basin: Two months of above average precipitationbroughtthebasinbacktonearnormalwateryear-to-datepre-cipitationamountsthatincreasedstreamflowforecasts. Southside Snake River Basins (Owyhee, Bruneau, SalmonFalls, Oakley) March brought the Southside Snake basinsanother month of above normal precipitation. However, theSurfaceWaterSupplyIndex,whichcombinescurrentreservoirstorage with forecasted streamflow, indicates that more wetweatherisneededtopreventwatershortages. UpperSnakeRiverBasin:Despitecurrentbelownormalstor-age levels,waterusers should expect the reservoirs to fill, ornearlyfill,dependingonthetimingofrunoff.TheUpperSnake’swatersupplyisingreatshapetohandlewhateverweatherthissummermaybring. Weiser, Payette, Boise River Basins: Most streamflow fore-castsrangefrom90-100%ofaverage,withtheonlyexceptionbeing the Weiser River which is forecast at 80%. ManagersexpectArrowrockandLuckyPeakreservoirstofill;AndersonRanchReservoirisuncertainatthistime.Withreservoirsre-boundingandgoodstreamflowpredicted,watersuppliesshouldbeadequatetomeetdemand. WoodandLostRiverBasins:DespitegoodMarchprecipita-tioninthesebasins,watersupplyshortagesarestillexpectedintheLittleLost,BigWood,andBigLostareas.Snowpacksverywith elevation ranging from 50-100% of normal; water usersshouldplanforshortagesandlookforwaystoimproveefficien-ciesintheirirrigationsystems.

The Idaho Weed Law (Idaho Code, Title ��, Chapter �4) stipulates that the primary duty and responsibility for controlling noxious weeds on private land rests on the person who owns or manages the land. Any person knowing of the existence of noxious weeds on property owned or managed by him/her is obligated by law to control noxious weeds thereon.

Idaho Code: ��.�4.0� County Duties. (1) The county control authority shall:(a) Carry out the duties and responsibilities vested in the county under this chapter and rules prescribed by the director; and(b) Establish and maintain a coordinated program for control of noxious weeds in the county; employ a full time county weed superintendent, who may be a superintendent for more than one (1) county and who shall be qualified to detect and treat noxious weeds; and(c) Designate one (1) of its members as the liaison between the county weed superintendent; and(d) Provide operational and educational funds for the county weed superintendent; and(e) Be authorized to initiate cooperative agreements with other agencies or counties for the designation of or participation in cooperative weed management areas for control of noxious weeds.
