Executive Officer Navy Expeditionary Medical Support Command - Williamsburg, VA 08/2012 - 07/2015
Managed 115 military, civilian, and contractor employees in the execution of $15M warehouse contract supporting 21
expeditionary medical platforms afloat and ashore in the United States and overseas valued at over $350M in support of
Combatant Commanders around the world.
-Championed several Lean Six Sigma projects resulting in streamlined data entry processes, improved data integrity, and
reduced man-hours needed to accomplish the mission.
-Led committee that developed the Statement of Work for the new warehouse/production contract resulting in simplified
penalty phases tied to the most critical processes, lower costs, and clearly defined key personnel requirements.
Operational Support Officer/Supply Reserve Program Manager Naval Supply Systems Command – Mechanicsburg, PA 07/2009 - 08/2012
Total Force principal advisor to the Commander and Vice Commander for Navy Reserve matters. Oversaw and assisted
Echelon III Operational Support Officers at the Fleet Logistics Centers. Community Manager for the 5,000 Supply Corps
Reserve personnel; this responsibility included accessions, direct commissioning program, mobilizations, and the
acquisition program.
-Reviewed all 5000+ Supply Corps Reserve Officer and Enlisted billets to validate future personnel requirements and
ensure alignment with the Navy’s Strategic Plan.
-Championed Naval Supply Systems Command inclusion in Phase 1 of the Chief of Naval Operations and Chief of Naval
Reserves Officer Sustainment Initiative. Used the billet review as starting point; the resulting CNO approved product
maximized Supply Corps competency alignment with Fleet requirements while also creating an affordable billet base.
Director of Plans and Operations Navy Expeditionary Logistics Support Group – Williamsburg, VA 08/2007 - 07/2009 Coordinated and synchronized all current and future planning with Component Commanders, Fleet Staffs, and joint
logistics commands, and developed group-wide strategic plans and policies. Managed nine executive level personnel and
seven junior staff members.
-As Chief of Staff, led the establishment, manning, training, and initial operational capability of the first Navy
Expeditionary Logistics Regiment, Navy Expeditionary Combat Command’s premier rapidly deployable operational
command staff. This staff will effectively coordinate the efforts of all Navy expeditionary units in wartime and
humanitarian deployments. Overcame several obstacles to build an accredited operational staff. This task was made more
difficult due to the complexity of welding a staff of 62 personnel from 10 different commands into an effective unit.
-Built a task force to reshape the Group and subordinate cargo movement battalions. Coordinated cross-functional teams
to break the organization into its smallest units and rebuilt a Force that supported the current/future mission vision. The
resulting Force was better aligned and more capable. In conjunction with this, stripped the Required Operational

Capabilities/Projected Operating Environment and Concept of Operations documents and redeveloped both, line by line, to
achieve clear guidelines for resourcing and joint/naval employment.
Chief of Staff/Executive Assistant/Administrative Officer U.S. Central Command Deployment and Distribution Operations Center - Kuwait 01/2007 - 07/2007
Led 68 Navy, Marine Corps, Army, and Air Force personnel in the optimization and synchronization of strategic and
theater multi-modal resources to maximize distribution, force movement, and sustainment logistics in the Area of
Operations.
-By quickly grasping the command’s mission and the complex internal and external relationships and roles, synergized the
efforts of the Land, Air, Surface, and Sustainment Departments, vastly improving the effectiveness of day to day
operations.
-Aggressively managed the Joint Manning Document. Developed a staffing strategy that integrated personnel from the
four Service Components and National Partners resulting in an increase in filled positions from 75% to 95%.
Logistics Planner Commander, U.S. Pacific Fleet – Honolulu, HI 06/2004 - 01/2007
Managed the integration of Reserve Component Forces into the Combatant Commander’s Operational Plans. Responsible
for the training and readiness of 50 Navy Reserve personnel in two Pacific Fleet Reserve Units.
-Coordinated the Supply Reserve Community response to the tsunami centered off of Indonesia in 2004. Managed the
sourcing, flow, and deployment/redeployment of over 100 Reservists from nearly every U.S. state into the theater of
operations, providing critical logistics support to the humanitarian effort.
-Logistics Officer on the Battle Watch during the Russian deep submergence recovery vehicle operation. Provided critical
logistics support, including transportation analysis and recommendations as well as sustainment issues for U.S. and Allied
personnel. With little time to spare, the Russian crew was successfully brought to the surface.
Logistics Director Naval Reserve Readiness Command Mid-Atlantic – Washington, D.C. 08/2001 - 05/2004
Responsible for command’s logistics and facilities operations and provided oversight of the same for 16 Naval Reserve
Operational Support Centers (NOSCs). Program Manager for all Reserve Logistics Officers in the Mid-Atlantic region.
-Led the Region’s Base Realignment and Closure (BRAC) effort. Sorted and analyzed over 10,000 pages of information
and reports and visited all 16 Reserve Centers in six states. Synthesized this information to develop a cohesive realignment
plan that had minimal impact on the thousands of drilling Reservists while providing over $10M in future cost savings.
-Worked with the 16 Navy Operational Support Center Commanding Officers to bring their centers into compliance with
higher force protection requirements after the September 11 attacks. Developed long term solutions, as well as interim,
inexpensive fixes that significantly hardened the facilities and increased safety of the full-time and reserve staff.
Logistics Director
Navy Mobile Construction Battalion - Port Hueneme, CA 03/1999 - 07/2001 Managed 60 person department; responsible for command’s logistics, services, and support functions.
-Prior to and during deployment to Okinawa Japan, ordered, tracked, and expedited $3M in construction materials in
support of 32,000 man-days of construction to main work sites in Okinawa and remote work sites throughout Asia. After
seven month deployment, all projects were completed on time or tracking to scheduled completion date.
-Attained 99% or higher inventory validity on over $3M in infantry gear, Central Tool Room, and Controlled Equipment
on five battalion field exercises.
