FOREWORD

The establishment of the Children and Young People’s Strategic Partnership regionally, the Western Outcomes Group area wide and the Locality Planning Groups locally, represents a significant development in the planning and delivery of services aimed at producing improved outcomes for children.

A key task of the Western Outcomes Group is the identification of priorities which need to be addressed in the Western area to improve six high level outcomes contained in “Our Children and Young People, Our Pledge” the 10 Year Strategy for Children and Young People in Northern Ireland 2006 – 2016.

The group intends to build on the success of the inter-agency collaboration promoted through the former children’s services planning process. At that time the Locality Action Groups where established and have provided the basis for the introduction of the new Locality Planning Groups. As well as bringing children, young people, families and agencies together to influence planning, the Locality Planning Groups have already formed good relationships with the seven Family Support Hubs that have been developed within the West.

The Western Outcomes Group is keen to emphasise that we are still at an early stage in our development and wish to complete this exercise in consultation with all our stakeholders. Although the initial priorities contained in this paper have been informed by the work of the Locality Planning Groups, we are conscious that this is a preliminary exercise and that much further work requires to be undertaken before we can prioritise those areas or issues which will need immediate intervention.

In this document, we have used the approach contained in the Safety in Partnership Framework, where we have identified:-

What is beginning to work What the Western Outcomes Group is worried about. What is already happening (Progress). What else needs to happen now (Action).

We are keen to have your views on whether you consider these issues to be the highest priority within the West, whether there are other areas that need to be considered and, most importantly, what requires to be done. We would be grateful if you would complete the attached template attached as Appendix 1 (Sections 1, 2 and 3)

On the basis of the submissions received, the Western Outcomes Group will further consider the priority areas and draw up an action plan which will inform our work over the next three years.

HOW TO USE THIS DOCUMENT

This document sets out initial work of the Western Outcomes Group and how the aim of improving outcomes for children, young people and families in the Western area will be taken forward in the coming years. The plan should be read in conjunction with the regional Children and Young People’s Plan 2011-14, available at http://www.hscboard.hscni.net/CYPSP/index.html

This document is built upon children's rights. The Western Outcomes Group is committed to promoting equality of opportunity and good relations in all aspects of its work.

The Children and Young People’s Strategic Partnership has consulted on its Draft Northern Ireland Children and Young People’s Plan 2011-2014 and Section 75 screening template. The feedback from the regional consultation process and the consultation on this document has been invaluable in assessing the equality implications of the actions detailed.

Throughout the document web-links provide the opportunity to access more detailed information about the process, work in progress, and how to become involved and/or have your say.

CHAPTER ONE: INTRODUCTION AND BACKGROUND

1.1 Introduction

The Western Outcomes Group, as a sub group of the Children and Young People’s Strategic Partnership (CYPSP), met for the first time on June 2011. The Group is responsible for the development and implementation of an action plan to improve services for Children and Young People in the Western area. The plan will be developed focusing on the level of need identified in the Western area measured against the six high level outcomes.

1. Being Healthy;2. Enjoying, learning and achieving; 3. Living in safety and with stability; 4. Experiencing economic and environmental wellbeing; 5. Contributing positively to community and society; 6. Living in a society which respects their rights

1.2 Background

The CYPSP is responsible for integrated planning for all children in Northern Ireland. This cross-sectoral strategic partnership consists of the leadership of all statutory agencies concerned with children’s lives. It has regional representation of the community/voluntary sectors and the black and minority ethnic communities.

The Northern Ireland and Young People’s Plan 2011-2014 will be implemented at the Northern Ireland wide level, at each of the 5 Outcomes areas and at locality level in geographies which work for local communities.

At the Northern Ireland level, the CYPSP will oversee a number of Northern Ireland wide sub groups, which will address the needs of specific groups of children and young people, and key issues.

1.3 Northern Ireland Children and Young People’s Plan 2011-14

The Northern Ireland Children and Young People’s Plan sets out how integrated planning and commissioning arrangements available at http://www.hscboard.hscni.net/CYPSP/index.html will be put into place to secure improvements in the 6 high level outcomes for children and young people set out in the Ten Year Strategy for Children and Young People.

The Children and Young People's Strategic Partnership has identified four strategic themes that will form the core work during the life of the Children and Young People’s Plan 2011-14:-

Early intervention: - seeking designation of Northern Ireland as a site for early intervention and supporting all agencies to work together in relation to the integrated planning and commissioning of early intervention. Early intervention has been defined by the CYPSP as relating to:

Early Years Early Stage of difficulty A whole society approach to early intervention – through ensuring

the network of supports and services being present and applicable to address children’s rights and needs when and where needed, and promoting an ownership within the community at large of the benefits of early intervention.

Communicating with Government: - to seek a more integrated approach to children and young people across Government Departments. This integration is necessary to better enable agencies to share resources.

Integration of Planning: - the integration of separate planning processes including the documented commitments by each agency to contribute to the Children and Young People’s Plan and in turn improve outcomes for children and young people.

Optimisation of resources: - co-ordinating efforts and sharing resources to increase the level of early intervention supports. Making sure that any new resources add to existing services and do not replace existing services.

The Western Outcomes Group has been mandated by the Children and Young People’s Strategic Partnership to develop outcomes based planning for the Limavady, Derry, Strabane, Omagh and Fermanagh District Council areas. Membership reflects that of the CYPSP with representation from the statutory voluntary/community and black and ethnic minority communities.

The Western Outcomes Group would like to build on what both the voluntary/community and statutory sector has achieved to date and strengthen integrated planning in the west.

1.4.1Role

The role of the Western Outcomes Groups is to be ‘local keepers of the outcomes’ providing a local focus for tracking of indicators relating to the 6 high level outcomes of the Children’s Strategy. These indicators relate to well-being and the realisation of rights - and mobilizing local resources from the statutory, voluntary and community sectors towards improving those outcomes, through integrated planning and commissioning.

1.4.2 Purpose

The purpose of the Outcomes Groups is to carry out integrated planning and commissioning for children and young people in the area, with specific emphasis on sharing resources across agencies to improve outcomes for children and young people.

1.5 Membership

Membership of the Outcomes Group consists of representatives from the statutory voluntary community and black and minority ethnic sectors.

Statutory Agency Representatives are mandated by their respective Chief Executive member of the CYPSP. The following agencies are represented:-

a. The Health and Social Care Board.b. The Public Health Agencyc. The Education and Library Boardd. Representatives of the District Councils within the area.e. The Police Service of Northern Irelandf. The Youth Justice Agencyg. The Probation Board of Northern Ireland.h. The Health and Social Care Trust.

to the approval of the Outcomes Group.

Community and Voluntary Sector Representation

Representatives of the community and voluntary sectors, including the black and minority ethnic sector are selected through an open process for nominating and selecting representatives, managed by CiNI, NICVA and NICEM with agreed selection criteria. They serve 3 year terms.

Representation available is as follows;-a. Voluntary childcare sector agencies – 4 places.b. Community sector agencies – 4 places.c. Black and Minority Ethnic Sector – 2 places.

The current membership of the Western Outcomes Group can be found in Appendix 1.

1.6 Children and Young People, Parents and Their Involvement

Children, young people and families will be supported to participate in the South Eastern Outcomes Group in accordance with the CYPSP Participation Strategy. The aim of the Participation Strategy is to ensure that the Children and Young People’s Strategic Partnership engages with the children and young people who will be effected by our decisions; that children and young people will be active participants in the planning of services and that their experiences, views and ideas help inform the planning process.

Activity undertaking in relation to this strategy will be underpinned by the “ASK FIRST” standards, developed by the Participation Network and endorsed by the Office of First Minister and Deputy First Minister and the Health and Social Care Board.

Standard 1: Appropriate MethodsChildren and young people will be engaged in a variety of ways, based on what is best suited to their age and level of development/maturity. In particular, use of play based methods for involving younger children.

Children and young people will be provided with the support needed to engage effectively in the decision making process.

Standard 3: KnowledgeChildren and young people will be provided with the knowledge they need to engage fully in decision making process. Information will be easily understood, child friendly and produced in a range of accessible formats.

Standard 4: FeedbackChildren and young people will be told about the outcome of their involvement and how their input has been considered. Where their ideas have not been taken on board they will be told why this has happened.

Standard 5: InclusionAll children and young people will be facilitated to engage in public decision making processes. Particular measures will be put in place to ensure the involvement of those who are vulnerable and marginalised, in line with Section 75 and UNCRC obligations.

Section 6: RespectChildren and Young People will be treated with respect. They will decide the nature and extent of their involvement, including the option not to participate.

Section 7: Senior peopleChildren and young people will have direct contact with senior people who are in a position to make decisions and take actions in relation to their ideas, views and experiences.

Section 8: TimingChildren and young people will be involved at the earliest possible stages of policy and service development, including processes to establish the need for service or policy initiatives. For participation to be meaningful it is important that children and young people’s experiences, views and ideas inform every stage and level of the planning process. It is of critical importance that children and young people are engaged, at the onset of the planning process, in contributing to our understanding of the problems we are setting out to address. Their input in describing the problems they face, giving their views of current services and offering their ideas for solutions, provides and invaluable perspective during the first stages of planning.

Parenting NI will be implementing the participation strategy for parents in the Northern area. Groups of parents will be facilitated and supported to come together to advise the Outcomes Groups and Locality Groups about the issues

they see are important to achieving the outcomes for their children. Advertisements will be placed in the local press about this work and how to get involved. Further information is also available at http://www.parentingni.org/projects/parentingforum/pag.asp.

1.7 LOCALITY PLANNING GROUPS

Locality Action Groups were created in 2005 to ensure better outcomes for children, young people and families in the West. Action for Children was appointed to lead on the process and employed two co-ordinators to cover the Western Area. Six Locality Action Groups were formed and over one hundred individuals, from sixty agencies were involved in the process.

Throughout the five years of the Locality Action Group process a comprehensive needs assessment including analysis of unmet needs was conducted, development of locality statistical profiles was carried out and a mapping of local services and involvement of key service providers was also carried out. Consultation with over two hundred parents and three hundred young people ensured that the voices of service users were heard and contributed to the life of the project.

The process was a multi-agency process including main statutory agencies as well as community and voluntary sector, the main work carried out included the collaborative development of Locality Action Plans – with over forty potential actions in each plan, five Priorities selected for each locality with one key priority agreed for each locality. Each Locality Group produced Family Support Leaflets which were widely distributed and received very positive feedback. Positive evaluation of the process was received – including information exchange about local services, networking, and collaboration and training opportunities. In 2010 Local Action Groups were reconfigured to what we know today as, ‘The Locality Planning Process’. There are now five Locality Planning Groups

in the West, they are in the district council areas of Fermanagh, Omagh, Strabane, Derry and Limavady. Each Locality Planning Group is a partnership between children and young people, families, communities and representatives of agencies at locality level. They will draw up a locality plan to address priorities identified through outcomes based planning and to mobilise local resources from the statutory, voluntary and community sectors to address these priorities. This work will be carried out within the context of the Children and Young People’s Plan.

All five Locality Planning Groups in the West are currently working on new action plans which will be presented to the Western Outcomes Group. These action plans will address the issues raised at local level in relation to the six high level outcomes by evaluating the qualitative and quantitative information available – this work is currently underway. The new partnership formed between Family Support Hub Coordinators and Locality Planning Coordinators is strong in the west; this partnership will identify gaps in service provision as well as pressure put on existing services.

The Trust has engaged the community and voluntary sector in the development of Family Support Hubs across the Western Area.

A Family Support Hub is a formal coalition of statutory, voluntary and community agencies to provide services to meet the needs of vulnerable children at level two of the family support continuum.

Based upon the premise of the "team around the child" there are currently seven Family Support Hubs at varying stages of development in the Western Area. Trust Family Centres play a critical role in this unique partnership model by pooling services with community and statutory partners. Early Intervention is the driving principle under pinning each Hub to prevent vulnerable children entering the statutory threshold of intervention.

Each of the Hubs is governed by 10 standards; the most critical being safe guarding of children in need. Five of the seven Hubs are near completion of their pilot phase. The outcomes will be evaluated and assessed to shape future direction of travel and to extrapolate key featuring points. Progress reports in respect of the Family Support Hub development are submitted to the Project Board chaired by the Director, Women and Children's Services.

CHAPTER TWO - OUTCOMES BASED PLANNING

2.1 The Strategy for Children and Young People: our Children and Young People, our Pledge 2006-2016 provides the overarching strategic context for integrated outcomes based planning. All Departments of Government and all agencies must contribute towards improvement of the 6 high level outcomes set out in the strategy.

The Outcomes Group has and will continue to take the 6 high level outcomes, consider the information about these outcomes, and make changes to supports and services which are needed to improve them.

A planning framework is being used which has evolved in Northern Ireland over a period of years and is consistent with international best practice in planning, the Framework for Integrated Planning for Outcomes for Children and Families’1. These six outcomes are our common vision and their achievement our common purpose. Everyone from government to local communities; to parents and children and young people; has a role to play in helping to reach these goals.

2.2 Measuring Outcomes

Much work has already taken place in measuring the outcomes for children and young people. Indicators have been chosen which link to each Outcome, with information from across a range of agencies. This information has been gathered together and is available at three levels, reflecting the three levels of planning, as follows;-

Northern Ireland wide The geographical area of each Outcomes Group Each District Council area including electoral ward data analysis

This allows for in-depth analysis at local level and comparison across areas at the higher levels. The information has been collected over time, in some cases up to 10 years, which provides information on whether children’s lives are improving or not over time. This allows us to identify issues which need to be addressed, so that we can together change or additionally support services so that indicators start to improve – this can be described as “Turning The Curve”.

Reports are available for all of the District Council areas and by Electoral Ward area.

At local level this information is complemented by qualitative information from local communities, children and young people and their parents gathered by the Locality Planning Groups. This is essential in order to address issues at an early stage.

The Outcomes Group is using these indicators, as well as other information, to identify what changes are needed for children and young people and their families in the Western area.

In addition, the set of indicators has been further refined and quality checked against the United Nations Convention for the Rights of the Child to ensure that they relate to rights as well as needs. This piece of work had been carried out together with staff from the Office of the First Minister and Deputy First Minister (OFMDFM). This refined set of indicators ‘Developing Child Rights-Based Indicators’ can be provided by Ann Godfrey at [email protected] or Anne Hardy at [email protected]

There is a wide body of research available also, which can be used to support the planning process. The available research has been mapped under the 6 high level outcomes of the Ten Year Strategy, and gaps which are required for the planning process have also been identified, particularly with respect to rights. This document ‘Developing Child Rights-based Indicators: Record of Qualitative Research’ can be found at http://www.westernareacsp.n-i.nhs.uk/publications.htm.

Information about services is essential for the planning process. A database of family support services has been launched and is a valuable resource for children and young people and their families in identifying the services available and for the Outcomes Group in helping to identify where the gaps in services are.

CHAPTER THREE: PRELIMINARY FINDINGS

The Western Outcomes Group is in the very early stages of developing outcomes based planning. Since its first meeting in June 2011 the group has been involved in gathering and analysing the quantitative and qualitative information available to measure how we are doing against the six high level outcomes. This is an on-going process and the Group are keen to develop it further by gathering information from local communities, front line staff, children young people and their families.

3.1 QUANTITATIVE

A number of reports detailing the information used to measure the high level outcomes have been made available to the Outcomes Group. The quantitative information is made up of trended data from information made available to the CYPSP and can be compared across District Council, Trust area and at Northern Ireland level.

3.2 QUALITATIVE INFORMATION

Other information about children and young people’s lives (not collected by statistics) is critical to the identification of growing concerns which have an adverse effect on children’s lives. This type of information is found in local communities and from children, young people and families. Locality Planning Groups have brought together the Statutory, Voluntary and Community sectors to collated qualitative information about the specific needs of their local area. At the same time local parents, children and young people have played a vital role in contributing to the qualitative information which has been gathered by the Locality Groups. Together this information will enable effective planning for early intervention to take place.

The Western Outcomes Group is examining the information brought to them from the Locality Groups that has been collated locally. However we are keen to consult on what we already know to enable you to comment on it and if possible add to what is already known.

3.3 SERVICES

The family support database has been a very useful tool in mapping current services.

Members would encourage all agencies to make sure their services are publicised on this database at www.familysupportni.gov.uk this will ensure families have access to the most up to date information.

3.4 RESOURCES

The Outcomes Group has a key role in working towards joint commissioning, both through the integrating the use of existing resources and through integrated use of any new resources to improve outcomes for children and young people.

CHAPTER FOUR: WHAT WILL WE DO TO IMPROVE OUTCOMES

The Western Outcomes Group has identified early intervention as a major strategic theme. Importantly early intervention is interpreted both as early age and early stage ie intervention in the first three years of a child’s life and also intervention as soon as an issue/problem is identified in children of all ages.

The Group intends to undertake a scoping exercise to determine the range of early intervention services currently provided in the Western area. Once priority areas have been identified the Group will explore opportunities to collaboratively redesign existing services to meet the needs. The Group will also explore sourcing new funding streams to meet emerging need.

4.1 PRIORITIES

EARLY INTERVENTION: Early Age and Early Stage (A scoping exercise will be undertaken to identify the range of early intervention services across the Western Area.)

Build on existing work initiated within constituent agencies. Redesign of existing resources to provide new services. Identify need.

At the workshop held on11 October 2011 the Group identified a number of areas which required further analysis/exploration to assist in determining initial priorities.

4.2 INITIAL PRIORITIES/INDICATORS

The initial priorities/ indicators have been divided into the 6 high level outcomes as referenced within OFMDFM’s “Our Children and Young People: Our Pledge”. The High Level Outcomes are repeated below. Not all of the initial priorities/indicators are doing badly in the West, many of the initial priorities/indicators are improving and the Outcomes Group would like to highlight this improvement in Section 1.

Appendix 2SPECIFIC RESPONSIBILITIES

Specific responsibilities of the Outcomes Groups are:-

1. Each Outcomes Group (OG) is a multi-agency collaborative tasked with developing an integrated planning and commissioning process for all children and young people, with a clear focus on the collective use of existing resources (funding; staff; services) to bring about improved outcomes.

2. The OG is accountable to the CYPSP. The OG must produce an Action Plan, for submission to the CYPSP.

3. The aim is to ensure the delivery of improved outcomes, in terms of children and young people’s needs and rights, as outlined in the NI Executives 10 Year Strategy and the Children and Young People's Plan.

4. The OG will develop an Action Plan with priorities based on an assessment of need informed by the indicators, agreed within the OFMDFM, and contained in the CSP NI Outcome Monitoring Report 2010 and the qualitative information provided by the Locality Planning Groups and information provided by the CYPSP regional Sub Groups.

5. In working towards improved outcomes the primary focus will be early intervention and prevention.

6. The OG will prioritise, oversee and support the development and implementation of Family Support Hubs within the Outcomes Group area.

7. Each OG member has a responsibility to ensure that the work of the OG is embedded within their respective agency/organisation Business Plan.

8. All representative members are clearly mandated to act on behalf of their respective agency/community.

9. The OG will ensure a co-ordinated approach that provides appropriate support/advice to Locality Planning Groups within the OG area.

10. The OG is responsible for prioritising and supporting existing Locality Planning Groups and agreeing the establishment of any new Locality Planning Groups based on identified need and the areas’ capacity to deliver on the need.

11. The OG should utilise any opportunities to develop new Social Partnerships at a local, operational and strategic level.

12. The OG will support the implementation of the “Children and Young Peoples Participation Plan” developed by the Children and Young People’s Strategic Partnership.

13. The OG will support the implementation of the “Participation Plan for Parents” developed by the Children and Young People’s Strategic Partnership.

Issue Result

Infant Mortality The Western area has had a decrease in their rates of infant mortality. In 2008 the district council with the lowest mortality rates was Omagh with 1.4 per 1000. In 2008 (within) Northern Ireland’s infant mortality rate was ranged 11th highest against the 27 European Union countries. The Western Trust area as a whole has shown a decrease in infant mortality from 5.2% in 2001 to 4.5% in 2008.

MMR Uptake at 24 months The Western area has demonstrated a consistent increase in MMR vaccinations (rising from 88% in 2004 to 96% in 2010). As a Trust area we have the highest rate of uptake in Northern Ireland.

Child Death by Suicide The number of child deaths by suicide has decreased in recent times. Western Trust area figures have decreased from 3 in 2006 to 1 in 2009. Work continues in addressing the mental health needs of our young people.

Child Death by Accidents The Western area has the lowest overall number of child deaths by accident across NI. For the last 2 years the figures have remained static at 3 deaths per annum.

Re-registered to the Child Protection Register

During 2008/09 there were 290 children re-registered. Neglect is the most common category of child abuse with 50% assessed to be at risk of neglect. The Western area has the lowest level of re-registrations showing 6.9% against the NI average of 11.7%. Southern Trust area demonstrated the highest amount of re-registrations with 17.1%.

Children Killed on the Roads Road traffic deaths make up 41% of all child deaths. The majority of these children are pedestrians and cyclists and not car occupants. Western Area had a significant reduction in recent times with only 1 child dying on the roads in 2009.

Children seriously or slightly injured on the roads

These figures have reduced significantly from 2001 which showed a figure of 345 children seriously or slightly injured on the roads to 229 in 2009. There has been an overall reduction of 33% across NI since 2001.

Young People leaving school with no GCSEs

The percentage of young people leaving schools with no GCSEs in Northern Ireland has fallen from 5.8% in 2000/01 to 2.9% in 2008/09. All Education Boards have followed this trend with the Western Education and Library Board having a figure of 2.7%.

Low birth weight rate has been defined as a weight at birth of less than 5.5lbs. (WHO). Low birth rate has a long-term impact on health outcomes in adult life. It also results in substantial costs to the health sector. The Western area has demonstrated an increase over the last 10 years. Possible causes of low birth weight in babies are teen mums (especially those under 15 years); multiple birth babies and babies of mums exposed to alcohol, cigarettes and illicit drug

2. Children Breastfed at Discharge from Hospital

Western area has had the lowest level at 40.1% of babies being breast fed, compared with a NI average of 44.6%.This has remained the lowest level in NI over the past 10 years.

Breastfeeding has been acknowledged as the best means of giving infants a healthy start to life. It not only provides the correct amount and balance of nutrients for optimal growth and development; it also protects against illness. Western Area has a high percentage of births to mothers under 20 years of age with 6.2% compared with the NI average of 5.5%.

NI rates of teenage pregnancy are among the highest in Europe. Unplanned pregnancy represents a traumatic interruption to the lifestyles of young parents – they are suddenly forced into the realities and decisions of adulthood with which they are ill-equipped to cope. Western area figures rose in 2009/10 by 1.1%

4. % of Primary One Pupils Who Are Obese

Western Area has the highest number of children at Primary 1 who are obese

Obesity can impact upon the health of children and young people in a number of levels. It can lead to physical health problems such as high blood pressure, diabetes and increased rate of heart disease. Overweight children can also suffer from psychological problems such as depression and a lack of self confidence and self-esteem. Western area figures have increased over the past three years and at 5.9% are above the NI average of 5.1%.

Western area has the highest number of children in Northern Ireland, under 5 years who are not registered with a Dentist

This is a significant issue for the Trust with Derry, Limavady and Strabane featuring most strongly. Derry District Council area is the worst affected area throughout the Trust with every electoral ward being significantly under the NI average. Omagh and Fermanagh are affected to a much lesser degree with the mostly rural areas affected.

6. Suicide in the 18-35 Age Range

Western area has the highest number of suicide of 18 – 35 year olds in Northern Ireland

Western area suicides in this age group have continued to rise from 2007. The figures may be important to note as there may be connotation for early intervention with the under 18 age group. It is important that any interventions to redress these figures look at issues such as drug misuse, alcohol abuse, social isolation as part of a wider approach to promote positive mental health and well-being

There is a need for support that targets the whole family with a holistic approach which is practicable and localised. There is a need to support parenting skills around general lifestyle choices and habits e.g. healthy eating, physical activity. Support needs to build confident parents which spans the age ranges.

Western area has high levels of reported anti-social behaviour incidentsThere are pockets of high numbers of anti-social behaviour throughout the Trust area. These tend to be sporadic in location and whilst some may be attributed to low income areas there are other areas such as the Diamond in Derry and Portora in Fermanagh can be explained by the areas being the centre of the club and pub culture which also fall within the Neighbourhood Renewal boundariesDerry has 16 wards with above average incidents of Antisocial Behaviour in 2010Urban areas appear to have a higher rate than rural areas.

Western area has a higher regional average of children on the Child Protection Register.

Child abuse occurs when a child is neglected, harmed or not provided with proper care. The Western area has had a steady rise in children on the Child Protection Register rising from 3.4% in 2003/04 to 6% in 2008/09. 6% is above the NI average of 5.8% for the same year (2008/09)

Western area has a high percentage of children living in Low Income Poverty and Absolute Low Income Poverty

Absolute low income poverty is measured using a fixed or set poverty line eg the fixed poverty line for a couple with 2 children was set as £270 per week which was 60% of the average weekly income in 2006/07. The Western area have seen a significant rise in children living in absolute low income poverty since 2007/08 and is above the NI average with a percentage of 24% against the NI average of

Children from these families are less likely to receive regular pocket money and are less likely to get part-time jobs. They are more likely to want jobs that require few qualifications and little training and they are less likely to aspire to attaining professional qualifications or occupations. The Western area has the highest percentage of children who are dependents of claimants of income support.

There is a high number of Children in the Western area living in homes where a parent is claiming disability allowanceAll areas have seen an increase in the percentage of children who are dependents of claimants of JSA. A possible reason or this increase could be a result of lone parents moving from Income Support to Jobseekers Allowance due to entitlement ceasing. Higher percentages of children are in the Western area (3.4%) as compared to the 1.9% from the Belfast area.

Qualitative Indicator

1. Youth InvolvementThe proportion of young people who participate in youth activities has remained relatively consistent over the last few years according to data which is collected. However, members of the Locality Planning Groups report that there is a shift in the type of youth activities which young people wish to use and the older young adults are no longer attending. There is also a particular difficulty in rural areas in funding the type of provision that the young people are requesting and transport to larger towns remains challenging. Youth work is a vital non formal educational process of personal and social development and young people have the right to expect that it will be accessible, affordable, high quality and flexible to meet changing needs and a changing environment.
