2. ABOUT US

Our Commitment to Radical Economic Transformation As one of the leaders in our field, we understand the importance of not just following the dictates in addressing inequalities within the societies that we operate in, but by demonstrating visible accountability to our staff and clients. We are a firm that comes from a previously disadvantaged community and it has always been our policy to afford opportunities to historically disadvantaged individuals to address inequalities within the societies that we operate in and to demonstrate visible accountability to our staff namely:

the elimination of discrimination in decision-making; promoting employee diversity; reducing barriers to advancement of the disadvantaged; and introduction of measures and procedures for transformation.

Morar Incorporated is 81% owned by HDI’s. Our full time staff complement is 96% HDI, of which 56% is female and 66% youth.** Morar Incorporated employs 38 previously disadvantaged youth who undergo training through the SAICA training programme. ** Upon completion of their training contracts, such staff can assume more senior positions within the company which enables them to develop further into their careers. In addition to the above, in-house and external training is provided to all staff in all facets of accounting, auditing, taxation and software utilisation. Our Commitment to Social Upliftment Morar Incorporated has been involved in numerous initiatives over the years. We complement our service offering by offering professional accounting services to organisations that support previously disadvantaged individuals. In addition, to our professional services, we regularly donate items of food, clothing and toys to various Non-Profit Organisations. As part of our CSR initiatives, Morar Incorporated has adopted orphanages, where regular donations are made for the well-being of children.

Accounting Services Morar Incorporated Accounting Services help businesses achieve their financial goals – ultimately saving them valuable time and money. Our Accounting Professionals work to provide tailor made accounting solutions for small, medium and large enterprises to facilitate their professional growth. Audit Readiness Programmes The Auditor-General, South Africa has for the previous financial years reported that a significant percentage of Departments and Public Entities received modified audit opinions. Although the reasons for these qualifications vary, it includes the following:

asset management, unauthorised, fruitless and irregular expenditure;

limitation of scope, due to supporting documentation not being provided;

material adjustments to annual financial statements; non-compliance to laws and regulations; and irregularities in the SCM.

Morar Incorporated has developed an audit readiness programme that is versatile and can be amended to suit the needs of a specific Department or Public Entity. Our professional team has the necessary experience to provide support to address these findings.

Policies and Procedure Manuals

Policies and procedure manuals form the backbone of any organisation both operationally and strategically. These policies and procedures must be continuously updated to ensure compliance with relevant legislation and its supporting amendments. We assist with the review and development of policies and procedure manuals that best suit the environment of the organisation whilst ensuring compliance with legislation. Our services further extend to the training and ‘knowledge sharing’ of legislation and best practice methods by means of workshops and ‘one-on-one’ interaction with officials.

Audit of Predetermined Objectives The audit of Predetermined Objectives is a specific requirement of the PFMA and forms part of the scope of annual audits performed by the Auditor-General, South Africa and Internal Audit. We have a dedicated team of individuals who have a wealth of experience in public sector performance management systems and the auditing thereof. Our team is familiar with the procedures and processes adopted by the Auditor-General in the auditing of Predetermined Objectives and are therefore ideally placed to assist any department in ensuring that sufficient appropriate evidence exists to facilitate the audit of Predetermined Objectives.

Supply Chain Management With the changes in current legislation, Morar Incorporated is well equipped to support the department/entity to comply with SCM laws and regulations. We provide the following services:

secondment of staff; development policies and procedures; SCM turnaround strategies and interventions; compilation of procurement plans; SCM marketing management; advisory services; preparation of RFP and RFQ and tender documents; and

training.

Staff Secondments Due to insufficient capacity and inadequate skills, Departments and Public Entities often encounter difficulties in meeting legislated financial reporting requirements and deadlines, amongst other aspects. Our staff have been seconded to various provincial organisations to assist in meeting these requirements, and therefore possess the necessary experience and knowledge to assist at an administrative and financial level.

Performance Audits and Assessments

The aim of a performance audit is to evaluate the measures undertaken by management, or identify the lack thereof, and ensure that the resources have been acquired economically and are utilised effectively and efficiently. The performance audits are therefore vital to any organisation, as it encompasses the monitoring and evaluating of resources and can reduce the risk of organisational failure.

Strategic & Business Planning Section 5.1 of the Treasury Regulations requires an institution to prepare a strategic plan on an annual basis. We assist with the development of a three year strategic plan that demonstrates the policy and departmental objectives, projections regarding acquisition of fixed and movable assets, multi-year projection of income and capital receipts and details of the Service Delivery Improvement Programme.

Internal Audit and Risk Management Our Internal Audit methodology is aligned with the requirements of National Treasury’s guidelines and complies with the requirements of the International Standards for the Professional Practice of Internal Auditing. In addition, we have certified fraud examiners, and are therefore well positioned to give you advice on risk management. Our Internal Audit and Risk Management Services include:

The measure of our quality is evident in the approach that we apply to all the assignments undertaken. The following are the services to Municipalities and Municipal Entities.

Performance Management Performance Management is of paramount importance to any organisation, specifically municipalities. If the Municipality does not have performance management tools in place, it could be at risk of comprising service delivery crucial to communities that they serve. At Morar Incorporated, we pride ourselves in ensuring that accountability in terms of strategic objectives of the municipality are always maintained. The Service Delivery and Budget Implementation Plans are our areas of expertise. Morar Incorporated launched has developed a performance management system, ECAPS that integrates strategy, people, processes and measurements to improve decision making, transparency, and accountability and focuses on achieving outcomes, implementing performance measurement, learning, and adapting, as well as reporting on performance.

Annual Financial Statements The MFMA requires municipalities and municipal entities to prepare and submit their annual financial statements for auditing within two months of the financial year end. The main contributing factors for non-compliance with the MFMA are the lack of capacity, staff constraints, and the implementation of GRAP. We provide resources to assist and capacitate municipal staff with the preparation of the Annual Financial Statements.

Audit Readiness Programmes Our Audit Readiness Programme has been uniquely aligned to the requirements of MFMA Circular 50 – the Municipal Audit Evidence File. Our professional team aims to support businesses in achieving positive audit outcomes.

Asset Management We provide resources to assist and capacitate municipal staff, with compilation of fixed assets registers, asset counts, revaluations and useful life estimations, disposals, classification and ownership. We also have a powerful, yet easy-to-operate modular asset management system that manages assets from initial purchase through to disposal. The system is GRAP compliant, and combines highly detailed recording and reporting, essential for control, management and financial planning of assets.

Supply Chain Management With the changes in current legislation, Morar Incorporated is well equipped to support the department/entity to comply with SCM laws and regulations. We provide the following services:

Annual Municipal Budgets Section 24 of the MFMA requires a municipal council to approve its annual budget before the commencement of its budget year. Furthermore, the MFMA circular 48 requires that such budgets be prepared in the prescribed format. However, constraints such as skills and staff shortages hamper municipalities from meeting these legislative requirements.

We assist and capacitate municipal staff with the preparation of the annual budget and related budget policies.

Procedures and Policy Manuals Policies and Procedure Manuals form the backbone of any organisation, both operationally and strategically. These policies and procedures must be continuously updated to ensure compliance with current legislation and amendments. Training LGSETA Morar Incorporated is an accredited Training Service provider. This accreditation enables us to provide support to the National Treasury in its institutional reforms of Local Government. We provide this training to all municipalities. The unit standards are registered on the NQF by the South African Qualifications Authority. The standards are designed to address Municipal Finance Management competencies identified within prescribed competency areas. These include: strategic leadership and management; strategic financial and performance management; operational financial management; and supply chain management. We rollout this training to Municipal Officials in order that they achieve competence in terms of the Minimum Competency Regulations. We have delivered training in a number of Municipalities.

Revenue Enhancement Morar Incorporated has developed a detailed approach to revenue enhancement. We have been successful in enhancing the revenue of municipalities using our approach. We have utilised the services of local communities in the rollout of our programme, in order to be a Socially Responsible company. We have showcased our approach to the oversight role players at Provincial Departments and have been successful in receiving recommendations for rollout to Municipalities.

Work Place Skill Audit

We at Morar Incorporated are able to boast about our achievement in undertaking Work Place Skills Audits. During the audit process, we have been able to identify the skill gap and have been instrumental in providing comprehensive skill set plans. These skills set plans provide the Municipalities with the much needed skills sets that enhanced service delivery.

Valuation of Employee Benefits We fully understand the need to disclose the correct liability on post-retirement benefits of Employee Benefits. We have partnered with a reputable firm of actuaries to provide this service to Municipalities, with our innovative approach. We have further identified the need to make Municipal Statements of Financial Position more aggressive by providing a strategy underlining the disclosures on the face of the Statement of Financial Position.

Technical experts on GRAP We pride ourselves in having a well-equipped team of experts on GRAP Standards. We have displayed this expertise during the many engagements that we have been commissioned to perform. We maintain an upkeep of our knowledge base by undertaking brain storming and information sharing sessions with our team, in order to provide the best advice to our clients.

MSCOA At Morar Incorporated, we understand the need to regulate the MSCOA and we aim to play a vital role in standardising the charts of accounts at Municipalities. We will demonstrate our skills at the transactional level and will ensure that a municipality and its entities have minimum business processes in place. We aim to achieve results in understanding the role of Local Government in the broader national policy framework and linkage to other government functions.

9. SERVICES TO THE AUDITOR-GENERAL, SOUTH AFRICA

Morar Incorporated has performed various regulatory audits with the Auditor-General, South Africa. These assignments range from ‘contract–out’ assignments, where we are responsible for the entire planning, execution and reporting on the audit, to ‘contract–in’ assignments, where our staff are assigned to the Auditor-General, South Africa and are utilised in the various stages of the audit. This includes the Provincial Regulatory audits of National Departments, Provincial Departments, Public Entities, Municipalities and Municipal Entities. Morar Incorporated has also performed various pre-issuance reviews for the Auditor-General, South Africa. Our staff has extensive experience with the Auditor-General, South Africa, having previously been employed by the Auditor-General at management level and completing their articles of clerkship.

Their experience is further complemented by extensive exposure to various financial management, accounting and reporting consulting assignments in the public sector.
