    Federal Control Over CurriculumThrough Federally Dictated Tests

    Most states have committed to implementing thenational tests starting in 2014. The Obama Ad-ministration is funding the tests and monitoringtheir developmentand thus controlling what ison the tests and, inevitably, what will be taught inthe classroom.4 Even states that have withdrawnfrom the two federally funded tests will have toadminister Common Core-aligned testsand

    what is on the tests will dictate curriculum. Theonly flexibility states will have is the flexibilityto choose one Common Core-aligned textbookover another Common Core-aligned textbook.

    Whos Going to Pay for This?

    In addition to expensive teacher-retraining and textbook purchases,the Common Core testing will beexorbitantly expensive. Many statetesting budgets will at least double

    when the computerized tests areimplemented, not including infra-

    structure costs.

    There is insufficient money in most state budgetsto pay for this. Local districts will be hit with anenormous unfunded mandate.

    Threats to Student and Family Privacy

    Common Core is part of a broader federal effortto collect massive amounts of personal studentand family data to share with other governmentagencies and even private companies.

    Any data that the national testing consortia re-ceive on studentseven personally identifiabledatamust be shared with the U.S. Departmentof Education.6 The Obama Administration is in-creasingly aggressive in demanding personal stu-dent data from states in exchange for grants. Andthe Administration has gutted federal student-privacy law,7 so that data can be distributed al-most without limitwithout parental consent, or

    even parental knowledge.

    Training Students for Entry-Level Jobs,Not Educating Them for Life

    The Common Core standards have never beenpiloted or tested. Theclaim that they arerigorous and will makestudents college- andcareer-ready is pureguesswork.

    A Common Core devel-

    oper admitted that Com-mon Core is designed toprepare students for non-selective community col-leges, not universities.8

    Despite initial promises tothe contrary, the stand-ards are notinternationally bench-marked.9

    The nations premier expert on ELA standardsgives the Common Core standards a D. Shesays they consist of empty skill sets, not content

    knowledge, and will not prepare students for au-thentic college coursework.10

    What Is Common Core, and HowDid We Get Here?

    Common Core is a set of K-12 standards inEnglish language arts (ELA) and math, de-

    veloped not by the states, but primarily bytrade groups and privateinterestsin Washington, D.C.Funding came primarilyfrom another private

    group, the Gates Foun-dation.1

    Even before the stand-ards were released, ex-ecutive branch officialsin most states agreed toimplement CommonCore word for word tocompete for federal Race to the Top grants.Some of these states received grants, othersdid not, but all locked themselves in toCommon Core.

    All this was done without the consent of

    legislators, parents, teachers, and taxpayers.

    Education Without Representation?

    By adopting the Common Core nationalstandards, states have surrendered controlover ELA and math to unaccountable bu-reaucrats and special interests in Washing-ton, D.C.

    Common Core is owned, copyrighted, andcontrolled by these interests.2 States cannotchange one word of the standards3 unlessdozens of other states and organizationsagree to those changes.
