Hard to believe the final Area Committee Meeting (ACM) of Panel 64 is upon us. I hope to see many Districts ready to submit bids to host the 2017 Assemblies. We will also confirm the 2016 Area Calendar. Because of these activities, we may not have time for District Committee Member (DCM) Reports.Under Old Business in October, we completed our discussion on the 2016 Spending Plan and updating of the Area Service Material Book. West Sacramento, CAThe Area Committee Meeting of California Northern Interior Area (CNIA) was held at the East Yolo Fellowship, West Sacramento, CA from 10:01am-3:53pm on October 17, 2015. Area Chair, Mike K, called the meeting to order followed by the Serenity Prayer. The 12 Traditions were read by Lorri A, D40 GSR, the 12 Concepts were read by Tim K, D25 DCM, the GSR Preamble was read by Rogelio R, D53 DCM, and the Anonymity Statement was read by Carol, D30 GSR.

Assembly ReportsElection Assembly – November 20-22, 2015 – Rogelio R, D53 – Assembly is at Fresno Fairgrounds. Nancy will meet with us on November 1. We’re receiving registrations. Winter Assembly – January 16-17, 2016 – Maureen R, D11 – We have flyers, PO Box and menu. There is no online registration. The contract is ready. Pre-Conference Assembly – April 9-10, 2016 – Carrie J, D40 – Nancy will attend our November 1 meeting. Two committee head positions are unfilled. Post-Conference Assembly – May 21-22, 2016 – Lance V, D09 – Nancy is coming in December.Consideration of September MinutesApproved.

Liaison Reports CCF – Leon N, Liaison – Elections are November 21 at Traditional Group, 2625 Alta Arden Way, Sacramento. CVI – Michael J – Everything is well. We have an old-timers panel on October 24. We’re preparing for Christmas Alkathon and New Year’s Eve Bash. SACYPAA – Claudio B – Servicepalooza was last month. We’re having a scary movie night on October 24. WACYPAA be in Portland,

December 17-21. We’re bidding to host WACYPAA for December 29, 2016 – January 1, 2017 at Sheraton Hotel and the Convention Center. We’re asking for a letter of support. (Area Committee agrees to write letter). MCVYPAA – Michael J – We’re attending ACYPAA Summit. We have a November 14 movie night and a December 12 ugly sweater dance.

District ReportsD09 – Lance V, DCM – D09 met in Mt. Shasta on October 4. 14 members attended and discussed open positions, November District Elections, Election Assembly, and new intergroup phone list. Friday Night Primary Purpose group in Yreka hosted a potluck followed by Delegate Kelley M presenting the GSC report. D11 – Maureen R, DCM – 14 people attended our September 27 meeting. Our elections are in October. All arrangements for Winter Assembly are made. The Winter Assembly flyer is correct on website/Accents. D15 – Brooke D, DCM – Twelve people attended our September 28 meeting. D15 has completed its District inventory. Celia B, Written Translations Chair, will facilitate our November elections. D17 – Paul K, DCM – We held a District inventory at September 21 meeting. Thank you to Mike K and Matthew L for helping. We’ll hold elections at October’s meeting. Thanks to everyone who facilitated the writing workshop.D19 – Terry D, DCM – D19 Unity Day is being held today at Sam Brannan Park in Yuba City. D19 met on October 3. The 2016 proposed district budget was discussed and will be voted on in November along with elections. The district will help with attending Election Assembly again by providing two rooms and assistance with registration. We’re carpooling. D20 – Justin P, DCM – Traditions and You Workshop is on November 7. On December 5 from is our district inventory. D21 – Betsy L, DCM – Julie B was elected Alt-DCM at last meeting. D21 and D27 held a Business Meeting Workshop. Our District Inventory is tomorrow. Elections are in October. We’re posting scrubbed information on website. D22 – Cindy A, DCM – D22 met on October 14 at 7pm. 13 attended including four new people. Elections were in October. We re-elected four positions and elected three positions. discussed the Area Spending Plan, our District’s Spending Plan and ways to help our GSR’s from small meetings attend Assemblies. D23 – Joey W, DCM – We met on September 28 at 6:45pm in Rancho Cordova. Six GSRs and one Alt-GSR attended. The previous treasurer did not transfer the checking account or the PO Box. D24 – John B, DCM – D24 meets in Sacramento on every 2nd Wednesday from 6pm-7pm. Our treasury balance is $880. Nine members attended last meeting. We discussed draft of district guidelines and decided to wait to finalize the guidelines. We’ll compare the treasurer’s report to our bank statements recent months and draft an accurate to-date report as a baseline. We will also review and reformat the report to streamline it. D25 – Tim K, DCM – Group 3 still plans to move to Tallac Village. Friends of Bill and Bob is having New Year’s Eve bash. Greenhaven is planning 35th anniversary for December 17. MLK is having a potluck on January 10 at 5pm at MLK Village. Midtown Solutions is having three holiday alkathons. Thursday night service meeting is going well. Thank you everybody for work on writing workshop. D27 – Margie J, Alt-DCM – October 20 is our election night. We co-hosted the “How to conduct a business meeting” workshop on October 10. On November 7 we’ll go to Archives. D29 – Judy B, DCM – We meet in Sacramento at 6:30 pm on the last Monday. We’re having district elections at November’s meeting. The Tahoe Park Group doesn’t have a GSR. D30 – Greg N, Alt-DCM – D30 met on October 10 in San Andreas with 20 attending. Kelley M shared his experience, strength and hope focusing on service to AA. We had elections for Panel 66 and may have a full panel of trusted servants. We finished revising our District Guidelines. The new guidelines will be presented to the District GSR’s at next meeting. D33 – Gina M, DCM – We met on October 12 at 6pm in Sonora. 17 people attended. We discussed our unity day. We thank Kelley, Steve H and Nancy for participating. We discussed topics for the fourth Monday workshop at 6pm. We decided on District Elections, happening November 9. All district officers will explain their commitment and answer questions. D34 – Michael J, GSR – We began election process in September. PI/CPC stepped down. Somebody stepped up for BTG.

D36 – Gary M, DCM – D36 met on September 20. 12 attended. PI/CPC-Tim B. had to resign, and we thank him for his service. Samuel will step up and be available for PI/CPC at elections. Archives-Jackie A resigned and we thank her for her service. H&I-They are creating a new flyer for USP-Atwater. Meetings are going well, and they’re getting a new Re-Entry Coordinator. Hot Line and Intergroup-Phil S. states all positions are filled, but they could always use more volunteers as things change. Alt-DCM, Laurelle G, reminded everyone of the District elections at the November District meeting. D36 held its Unity Day Celebration on September 27. We give a big THANK YOU to our guest speakers: Inez Y, Marianne H, and Paul C. We thank Area Grapevine Chair, Steve C, for traveling. We are grateful to all for sharing your time with us. D37 – Jeff P, DCM – Our next meeting is on October 21. We’ll elect trusted servants. We’ll review our new website and hopefully launch this month. Kelley came down for a Delegate Report on September 26. D40 – Carrie J, DCM – Our district meeting was on October 4 in Mariposa. A big thank you to Kelley for his GSC report. We enjoyed it. D41 – Dave D, DCM – D41 meeting was on October 14 in Fresno at 7pm. 9 members attended. Concept 10 (Long Form) was read and discussed. Fresno Fellowship moved to 2511 W. Shaw Suite 102. We discussed new business from Accents. Unity Day was successful. Thanks to Vikki and Lela for attending. Registration for Election Assembly will be turned in at ACM. Fresno County BTG Chair is stepping down. D42 – Tommy R, DCM – D42’s meeting is the 2nd Monday at 7:30pm in Fresno. 9 attended. Intergroup Liaison reported: Eddie A is in charge of Christmas Alkathon. Elections are next month. There were questions regarding Intergroup finances. Undelivered letter explained high profit on literature to be timing and tax issue. Treasurer’s report was approved. PI/CPC reported: Soberstock was well attended, Attended Walk for Sobriety, had a presence at District 43 Unity Day, Bill L attended PACT meeting in September. DCM reported Area positions: affirmed 2016 budget, affirmed supporting Districts, leave assemblies alone. D42 Officer panel elections are in December. Meeting at old Kaiser Building appears to be within general AA guidelines. Northeast Fellowship is in upheaval. Meetings have been moved to a nearby church. DCM

will learn more. D43 – Hurley T, DCM – D43 meets on the first Saturday at 9:30am. Eight attended. We met before Unity Day, which turned out well. At Unity Day, Vikki presented the PI/CPC workshop with Judge Roper - Tulare County. Lela presented AA story writing Forum. We thank Lela, Vicki, D41, D47, for their support of that event. Our next Unity Day is planned for April. D53 – Rogelio R, DCM – We meet every Friday. We have an issue, because the Intergroup and District share office space. Someone suggested Intergroup and District have separate facilities. The 14 GSRs agreed it to do it according to the Concepts. The GSRs agreed to look for separate facilities. The District had started in a separate facility. This consolidation took place years ago for financial reasons. There have been conflicts ever since. Thank you to Nancy and Mike who were with us on October 4 at Interdistrict Meeting in Reedley. For us as District 53, all visits from Area Officers and Interdistrict meetings have benefited us greatly. Thank you to Kelley, Mike and Lee and all other officers that have been able to help us. On October 9, we elected a full panel. D54 – Luz María G, DCM – On October 4 we attended Interdistrict meeting. October 15 was D54 Elections. We elected six new officers. We’ll have anniversary on November 20. D54 will host the 14th Foro on December 13. D55 – Jesús R, DCM – We elected new DCM, Treasurer and Secretary on October 7. We’re motivating GSRs to come to Election Assembly. D56 – Gabriela, Alt-DCM – We’re continuing to take information on Area and District elections to all groups. The DCM is working to get agenda together for following Panel with District events. Our election for District will be November 14. The District’s anniversary will be January 24 in Intergroup office.

Officer ReportsRegistrar – Matthew L – Please submit your forms. Secretary – Jon C – I submitted September ACM minutes on September 25. Thanks Brooke for uploading the revised Service Material Book.Treasurer – Tom A – Thanks to all for financial support. DCMs have a copy of groups’ contributions year-to-date. Please verify these totals match groups’ records. Thank you to group treasurers for including Group ID Numbers. Please remind groups new to process. All financial obligations are paid. We have a healthy checking account balance and full Prudent Reserve. Current balances are available at anytime upon request. We appear to be on schedule for an ACM recommendation of the 2016 Spending Plan and final proposal to be introduced at the Election Assembly for approval. Serving as your Treasurer has been more than I ever expected, thank you for the opportunity to serve my Area.Alternate Chair – Nancy Mc – On October 3 Kelley and I drove to Jamestown to attend D33 Unity Day. I taught GSR school. Mike, Jon and I attended Interdistrict and I shared on the GSR experience at Election Assembly. The workshop on How to conduct a Business Meeting was great, hosted by D21 & D27 at Roseville 5th Street Fellowship. Thank you D54 for allowing me to help facilitate election. October 30-Nov 1 Fresno NCCAA - Inventory. On November 1, I’ll meet with D53 for Election Assembly and go to Oakhurst D40 for the Pre-Conference 2016 Kick-off meeting! November 11 D24 Elections, then CNIA 07 Elections Assembly! Thank you to Joshua F for helping me with Visalia tax situation with a Spanish group. Thank you to Celia for translating all the documents quickly. Résumés for Election Assembly are due by noon on November 21. Chair – Mike K – NCC will be in Fresno on October 30-November 1. Since the last ACM,

I attended the 14th Foro Committee meeting and would like to thank D54 for inviting me to participate on the host committee. The 14th Foro will be held in Sacramento on December 13. Please let me know if you want to participate and I’ll make accommodations for you. Any financial contributions towards the Foro are appreciated. I attended the D17 meeting for their District Inventory. Thank you Matthew for your assistance and Paul for inviting me.. I attended the Inter-District Meeting in Reedley where I shared about our Election Assembly. Thank you to D53 for inviting me. D25 DCM Tim invited me to share about General Service earlier this week. Thank you for inviting me. Alternate Delegate – Vikki R – David N came and talked about PI/CPC at North Hall. Thanks North Hall for helping us all panel. Thank you to those that came. We had another event in Fresno with Judge Glade Roper. He had good information. On October 31 at NCCAA, I will participate in the inventory and a panel on Sunday doing Corrections Correspondence. I turned in my article on Alt-Delegate for the Accents. I have a potential sharing session for next panel - January 31, 2pm at North Hall.

Delegate Report - Kelley M.My schedule has been filled with many Delegate Conference Reports and activities to Districts throughout CNIA. Thank you to all who have welcomed me and to the service of many in coordinating these meetings. I’m happy to report our Final General Service Conference (GSC) Reports are available today. There is a report for every group. Please note the Final GSC Report is confidential with full names and addresses so don’t publish online in any form or post in a public location. The third year of GSC Inventory can be found in the report. A report with all three years of the inventory will be published and released soon. From the GSC Final Report, I encourage you to read the Keynote address. The Advisory Actions begin on page 7. In addition you will find the presentations from Delegates, financial reports, General Service Board, Alcoholics Anonymous World Services and A.A. Grapevine Corporate Reports, Trustees Committee Reports and Conference Committee Additional Considerations. Please take the opportunity to review this Report.Thank you for your love and service!

Business

DCM Travel to ACMs Ad Hoc Committee

We altered the proposal substantially (dollar amount). Based on input, if DCMs needed it, we wanted to support them to ACMs.// We should include Assemblies before making a motion.// Since any district has a district close by traveling in the same direction, we could ride share. Ride sharing was a big deal to split cost.// I’m confused. I hear now that we’re going to cover lodging.// No. The revised committee proposal is strictly for mileage to ACMs.// Do we want to put ourselves in the position of having this in our process? People needing help works out. If I didn’t have money, I was to let whom I was representing know. I made Assembly/Delegate trips in a day and carpooled. It can be done differently. The Area helps when asked.// I feel that everybody should be able to participate, that we’ll help if you’re unable. Could we write in Service Material Book, “if you want to participate, it will be provided for”?// We discussed/voted on this and are in favor. D49 is dead. We could try to revive that District. It won’t be abused. Only a couple Districts will utilize.// Would money for D49 reactivate them? We can’t advertise the money. Services are dead for that county. If we get willing trusted servants, but they can’t afford it, we want to say the money is available.// If somebody is willing to serve their District, we should support them. A structured motion may not be right. The principle guides us.// The first thing is to go to the groups and get them to fund the DCM.// Let’s insert in manual. It’s a financial hardship for us, but we make it here.// Two elections essays exist - one by a Delegate and one by a past GSR. D49 is a very fluid county. People there are family of those in prison. Most people are poor. Many trusted servants can’t last, because they move.

One Day Assemblies

This was driven by our District’s Mini-PRAASA participation. I had three GSRs for part of Saturday. I listed on our agenda: “what’s affecting your participation at district?” People here know/love it. Many GSRs don’t know. We’re supposed to show up at every Assembly for GSRs. We discussed three questions at district inventory focused on participation. The GSRs wanted to bring shortening assemblies to ACMs. I don’t know if shortening to one day assemblies solves it. Let’s discuss it.// Maybe we can shake it up a bit. Maybe we can do more exciting things. I realize it’s about information sharing but we can share in a fun way.// I learned a lot at the Roundtables and applied it to my group. 20-30 GSRs discussing a topic helps. Long assemblies help.//

I’ve changed motivating GSR tactics. I’m motivating people with less sobriety. Election Assembly Committee visited my home group. I accompanied them. The Election Assembly Chair is part of my home group. I let that person share. Someone with two weeks sober shared. We talked about Assemblies. He bought his dinner, coffee and registration. He has nearly one year sober. This gentleman is excited about three day Assemblies.// I’ve heard fear of losing something. I ask for someone to look at past Accents and see look at actual one day assemblies. I volunteer to do that and give to Paul to summarize.// Two qualified people in district can’t commit to being DCM because of the eight Assemblies/weekends. We’re eliminating people that might serve. A weekend is too much for some potential GSRs. All of us here made that commitment. We made it as GSRs, DCMs, Appointed Chairs and Officers. We should talk to people in our groups that aren’t available. Let’s discover why they’re not being available. We should ask this question at the Assemblies of GSRs. People that would be good at this and love it cannot because of time.// I got fire in my belly at an Assembly. With two days, we have roundtables and panels with downtime for breaks and meals to allow for this unique experience. I think one day Assembly travel for non-local groups is not practical.// I looked at first Conference report and said, “what is this?!?” Now I get it. GSR is conceptualized as not fun. Some people get it. Some people will show up and want to do General Service.// I love general service. We’re going regardless. We’ve been discussing this quite a while. We need to hear the GSRs. This affects them.// Chair Mike: I think we need a motion to go to Assembly.// I’m always thinking communicating to GSRs. Talking about this at an Assembly is good. It’s our job to explain how good it is to people that are new to General Service.// I think we don’t need a motion. That might slant the conversation at Assembly. Make it a discussion item for the Assembly.// I don’t think we can give people love for General Service. I think we’re selling ourselves short by cutting to one day. I would have to come on Friday night, adding another night.// What has interested me about Assemblies? I love them. I decided to take a direction with our district. The Conference goes on all year. We concentrated on that - what a GSR does and the issues. We did well distributing agenda topics. There was an unheard of GSR response. Groups got interested. I don’t feel like reducing anything. Let’s see if we can keep this up. One way to

We didn’t meet today. Nothing to report. 2016 Spending Plan

We did change one of the numbers – account 7682 Alt-Chair lodging went from $250 to $450. Current checking account balance is $11,052.51. That does not include Prudent Reserve of $7,600.56.// Thanks to Finance Committee and Treasurer for this Spending Plan. I hope we recommend this to the Election Assembly.// I want to comment on the negative outcome. When presenting, if you could please explain what that entails. That we do have the funds to cover it.// Chair Mike K: who thinks we should recommend the spending plan as amended? The Area Committee supports.

Area Service Material Book (SMB)Thanks to Appointed Chairs and Officers that submitted changes. Most changes were formatting. We moved one responsibility for Delegate to Registrar.// How do we make changes to SMB? If you’d like a change we can do it now. I don’t remember having a conversation on this? We discuss it today.// Is this the forum for to discuss non-included changes? Yes, this is the forum. I’ve always referred to this “budget” as a “spending plan.” In the SMB it is referred to as a “budget.” Maybe we should call it “spending plan” in both SMB and speech. It was overwhelming in my District that it be called a Spending Plan. It’s a softer term. Minority: if everybody thinks of it as a budget, let’s call it a budget. I think it should be changed in the SMB to “spending plan.”// I’ve been active in CNIA since 2000. As far as I know, there has never been a process to change things. I think it’s wise for us to not do to “Area Guidelines.” We have the principle of service autonomy. Nothing that one panel decides binds another panel. The triangle is upside down. We changed “budget” to “spending plan” in 2010-2011. “Budget” is married to “balanced.” We’ve never done that. We’ve tried to be prudent with funds contributed to CNIA.// Are we trying to make these changes before Panel 66? Yes. Do we have to vote or will you make the changes? We don’t have a process to change it. The Chair updates it. I think if it’s a significant change, we should have the group

conscience.// I did Alt-Chair responsibilities and Assembly Guidelines. I needed it to be elaborate on the Assembly Guidelines. When it came to Alt-Chair responsibilities, I wanted many things included. The committee deleted them. I sent an email to past Alt-Chairs and my service sponsor. They said in the Officer description there is not as much need for elaboration. The panels can be fluid. I could do more for pass-it-on. I feel that when those things are removed, there should be a footnote.// I recommend we should change it to spending plan everywhere.// When people reference Robert’s Rules of Order, people assume they’re right. Friendly amendments are in “How We Conduct Business.” In RROO, once a motion is made it belongs to the body to vote on it.// Can we insert, “also referred to as ‘spending plan’?”// The documents were never formally adopted by CNIA. Mike is asking for what? A sense of the body on the SMB.// Jon, Mike and Inez recommended as a committee. We’ve had input from Officers and Appointed Chairs. I recommend we trust the committee to put the final draft together.// I think it should be called a spending plan because it is a softer, gentler description. Budget is rigid.// “Budget” was favored in committee because calling it a “spending plan” is recent, it is a budget so call it that, and document contains contributions and literature sales, not just “spending.” I also knew that RROO has the amendment determined by the body, but I like our way. If the body doesn’t like the amendment, they can just vote the motion down. Our “How We Conduct Business” is adapted from GSC procedures. What do they do with amendments (only relevant if it applies to CNIA)?// Everything that we get from GSO talks about the budget. For non-profit organizations, the term is used. I like the suggestion that we sometimes call it a spending plan.// Speaking for two Panel 66 members, we’d like the committee to handle it.// Chair Mike: We will follow the suggestion to put in “often referred to as ‘Spending Plan’”. The friendly amendment issue was decided by Panel 54. I think a change should be decided by next panel.
