    A N ORDINANCE TO AMEND THE VILLAGE ROADS AND WORKS ORDINANCE.

    BE IT ENACTED by the H i g h Commissioner for Palestine, wi th the advice of the Advisory Counc i l thereof: —

    1. This Ordinance may be cited as the V i l l a g e Roads and Works Short title. (Amendment) Ordinance, 1943, and shal l be read as one wi th the V i l l a g e Roads and Works Ordinance, hereinafter referred to as "the C a P • p r i n c i p a l Ordinance" .

    2. Section 3 of the p r i n c i p a l Ordinance shall be amended by the Amendment of insert ion at the end thereof of the fo l lowing add i t iona l paragraph as section 3 of paragraph ( d ) :— the principal

    " ( d ) any work, not being a work specified i n paragraph ( a ) , ( b ) or (c), which is certified by the D i s t r i c t Commissioner as being of benefit to the v i l l age . "

    Ordinance.

    O B J E C T S A N D R E A S O N S .

    In section 3 of the V i l l a g e Roads and Works Ordinance (Cap. 149) there are enumer-ated the works which may be undertaken under the provisions of the Ordinance. Such works do not include many works the under taking of which w i l l be of benefit to a vi l lage, and which i t is considered desirable should be undertaken under the provisions of the Ordinance.

    Clause 1 of this draft Ordinance therefore provides for the addi t ion of a new para-graph to section 3 of the p r i n c i p a l Ordinance whereunder any work, not being a work specified i n the preceding paragraphs, which is certified by the D i s t r i c t Commissioner as being of benefit to the vi l lage, may be undertaken under the provisions of the Ordinance.

    A coin may not be used for sea l ing ; and the device may not consist merely of straight, crossed or curved l ines which could readi ly be imita ted.

    I t is observed that the type of wax used is i n many cases of an infer ior qua l i ty w i t h the result that the seals easily become broken or detached i n course of t ransi t .

    Insured articles sealed w i t h wax of infer ior qua l i ty are l iable to be refused acceptance.
